Battleship Texas much closer to securing permanent home in Galveston
The first step is a ten-year lease with the port, coming in at $20,000 a month or more depending on the weather

"Battleship Texas cleared an important hurdle in its quest for a permanent home this week. During its regular meeting on Tuesday, the Galveston Wharves board of trustees authorized the creation of a lease between the Port of Galveston and the Battleship Texas Foundation, which operates and maintains the historic warship.
'It’s a big step for us,' said Tony Gregory, the foundation’s president and CEO. 'We feel like it's a big win. It’s taken a while to convince the port that we should be where we're going to go, but in the end their leadership responded. We think we have a good agreement, and we're excited to move forward on it.'
The proposed lease would be for 10 years with two additional 10-year options, explained port director and CEO of Galveston Wharves Rodger Rees. Once it has been drafted and signed, which Rees said could happen at the board’s next meeting later this month, the foundation would pay the port $20,000 per month in rent; plus $1.2 million (another $20,000 a month) in case an extreme-weather event or other dire scenario forced the port managers to take drastic measures with the ship like towing her out to sea.
Now, 'there's some hoops they've got to jump through but not ours,' Rees said. 'What we did is try to help them with their permitting process by giving them a home.'

According to Gregory, now that the foundation has struck a deal with the port, it can finalize its agreement with Landry’s, Inc. for the multibillion-dollar company founded by island native and Houston Rockets owner Tilman Fertitta to manage the ship’s day-to-day operations, effectively adding it to a portfolio that also includes Kemah Boardwalk and Pleasure Pier. The foundation plans to permanently berth the ship in the area around Piers 19 and 20, the most commercial area of the port and property already controlled by Landry’s.
'Landry’s is excited about the positive progress made to secure a permanent home for the Battleship Texas in Galveston,' said Landry's deputy general counsel Dash Kohlhausen in a statement. 'We look forward to continue working with the City, the Wharves Board, and the Battleship Texas Foundation to make this a reality for Galveston.'
The next step for the foundation, which towed the USS Texas to Galveston from its longstanding home at the San Jacinto Monument in August 2022, is to secure the necessary permits from the trio of agencies which share jurisdiction over the waterway: the U.S. Coast Guard; U.S. Army Corps of Engineers; and Galveston Texas City Pilots, an association of ship captains whose boats escort larger vessels in and out of the port. It could take up to a year for those permits to be approved, Rees said.
Meanwhile, the ship, which served in both World Wars — notably off Omaha Beach during D-Day and as part of Operation Torch in North Africa — has been undergoing an estimated $60 million in dry-dock repairs since arriving at the Gulf Copper facility on Pelican Island. According to Gregory, those repairs are scheduled to be completed next summer. The foundation has already started a capital campaign to raise another $15 million for construction of its permanent housing, including the necessary mooring plus a ticket-sales building, public restrooms, and exhibit space.
Finally, hovering over all this is the not-insignificant question of whether the old battleship will sell enough tickets — about 283,000 a year, according to the foundation’s math — to offset the necessary maintenance, restoration, and marketing costs. On this count, at least, Gregory is confident she will.
'We feel like the reason our agreement with the port is such a big step is because we are in the best spot to attract the most tourists on the waterfront,' he said. 'We have two cruise terminals to our West, one cruise terminal to our East, with another being negotiated. We're near the restaurants, the Elissa, the bars; we’re near the Strand.

It could take another $15 million to prepare the necessary facilities to house the ship along Piers 19 and 20, foundation CEO Tony Gregory said.

'It’s a little bit like the real estate agent said: ‘Location, location, location' Gregory added. 'It’s the best location in Galveston for being successful in attracting people to come onto the ship.'
For the foundation, which took over upkeep of the ship from Texas Parks and Wildlife in 2019, the end is now in sight. The extraordinary patience necessary to steward the Texas through this painstaking and expensive process finally seems to be yielding tangible results.
'I tell people all the time, if you get involved with the Battleship Texas, whether you're a vendor or a regulatory agency, it's a legacy project and you need to be a little more patient and a little more committed to get it done, because she's an old ship and she needs a lot of care,' Gregory said.
'So we're confident,' he added. 'Believe me, there's always regulatory obstacles, and we've overcome a lot of them in the past couple or years. We’re optimistic that we can address whatever else needs to be addressed.'"

South Korean rapper Bang Yongguk has announced his upcoming 2024 US tour, titled ‘III’, featuring 11 concerts in April.
Today (February 29), Bang Yongguk and his label YY Entertainment announced the dates and venues for the 2024 ‘III’ US tour, which will kick off on April 5 with at concert at the Warsaw in New York City.
Thereafter, the rapper will play one-night-only shows in the cities of Louisville, Chicago and Orlando, followed by two concerts in the state of Texas. Those will be held in Dallas and Houston on April 14 and 17.

Following those performances, the South Korean musician will hold concerts in Phoenix and Las Vegas, before heading over to California to play shows across three different cities in the state. They include Sacramento, San Diego and Los Angeles.

A Houston Police Department officer driving to work last month felt the buzzing vibration alert of a cell-phone sized device provided by the federal government as part of a grant program.
The buzzing was no phone call. It was a warning, about dangerous levels of radiation, right in the midst of the fourth largest city in America.
And the detector that found it was one of 2,000 carried in Houston – and 56,000 nationwide – aimed at preventing terrorists from slipping a radiation-spewing “dirty bomb” onto American streets.
Now, budget fights in Congress and a House majority seeking major spending cuts mean the office that supplied those detectors is on the chopping block.
During a House Homeland Security Committee hearing last week, representatives questioned the work of – and funding for – huge swaths of the federal security agencies, often focusing on border security.
But testimony that day from Homeland Security Secretary Alejandro Mayorkas brought to light the work of one lesser-known arms of anti-terror work: the agency’s Countering Weapons of Mass Destruction office.
He offered it as an example of where the system worked as intended, supporting a local agency to ward off disaster before it happened.
How 'hot' material ended up in a Houston scrap yard
As the detector buzzed Oct. 16, the Houston officer first suspected a false alarm. He circled his car back around to the same street. It went off again.
The detector, similar to a Geiger counter, was built to pick up gamma radiation. Soon, larger units arrived to help triangulate the radiation’s source.
DHS provides some officers backpack-sized devices. The agency says they can detect material as far as a mile away. It also provides truck-sized devices that can scan for radiation near major events like the Super Bowl and Macy’s Thanksgiving Day Parade.
Houston’s sensors led them to a recycling yard on the city’s northwest side. There, the bomb squad isolated containers the size of paint cans. Officers only needed to wear specialized protective gear when they were closest to the material, past a “turn-back line” alerted by their detectors.
The radiation was not coming from a dirty bomb. It was only harmful within a few feet. But it was real radiation.
The source was Cesium-137, a material used in commercial and industrial settings. It is found in medical radiation therapy devices to treat cancer. As the byproduct of nuclear fission, it’s also found at the scene of nuclear reactor disasters — think Chernobyl.
In Houston, the radiation-emitting canisters had been used as flow gauges at a chemical plant. Instead of being properly stored, they had ended up at the scrap yard.
A crew carefully recovered four radioactive sources and transferred them to a U.S. Department of Energy storage facility near San Antonio.
Texas authorities are investigating the chain of custody of the material to determine how it ended up in the scrap yard and how long it had been there. Owners of the yard, which police have not named, will not face penalties because they cooperated with authorities, said Sgt. James Luplow, a member of the HPD bomb squad.
“This is not a very common occurrence. We routinely encounter radioactive material, but nothing at this level,” Luplow said. “It’s a textbook example of having a lot of people cruising around with these detectors.”
The ongoing threat of radioactive waste
Radioactive material ends up in scrap yards and causes major headaches for workers and those called to dispose of it.
In 1984, a scrap metal sale in Mexico led to one of the largest radiation disasters in U.S. history. About 600 tons of radioactive steel from Juarez ended up in 28 states. In that case, Cobalt-60 pellets caused radiation poisoning where junkyard employees became nauseated, had their fingernails turn black and suffered sterilization.
With a 30-year half-life, cesium isotopes can present a long-lasting threat if not properly disposed of at a storage facility.
Radioactive contamination of scrap materials happens far more frequently than people realize, said Jessica Bufford, a senior program officer at the non-profit global security organization Nuclear Threat Initiative.
“We’re concerned that a determined adversary like a criminal group or terrorists or lone wolf actor could steal a cesium device and use it as part of a dirty bomb to cause panic,” Bufford said. “It could be transported in powder form easily through water or air and spread over a large area.”
The material found in the Houston scrap yard was discarded waste, not a dirty bomb. But authorities say the need for detecting the radiation is the same in either scenario.
“You’d be detecting bombs,” said Luplow, the Houston sergeant. “But we’d much prefer to find it just in the material form, and it’s a lot easier to deal with.”
'No border security, no funding'
The Houston incident first came to light when Department of Homeland Security Secretary Alejandro Mayorkas testified last week in front of the House panel.
Without naming the location, agency or date of the incident, Mayorkas said cryptically: “a local law enforcement officer equipped with some of the equipment we provide to detect radiological and nuclear material was wearing a device that detected abandoned material in a very unsafe location that could have caused tremendous harm to the people in the surrounding community.”
A DHS official referred further questions about details on the incident to Houston police.
The Countering Weapons of Mass Destruction office within DHS, created in 2018, had a five-year sunset clause and will shutter without reauthorization by Congress.
The Biden administration specifically lobbied key committees to save the DHS office and the jobs of roughly 230 employees plus 400 contractors. DHS officials want to see the office permanently funded. With a budget of $400 million a year, the staff works to detect chemical, biological, radiological and nuclear weapons.
The office works with 14 “high-risk” urban areas: New York City; Newark and Jersey City; Los Angeles and Long Beach; the Washington, D.C. area; Houston; Chicago; Atlanta; Miami; Denver; Phoenix; San Francisco; Seattle; Boston; and New Orleans.
GOP members of the House Freedom Caucus have blasted the DHS border policy under Mayorkas and have demanded the cuts as leverage for change.
Rep. Chip Roy, R-Texas, and 14 other Republicans signed on to a letter seeking no DHS funding until the changes: “No border security, no funding,” he wrote in a letter to colleagues.
Without approval, the office was set to shutter on Dec. 21. The current continuing resolution passed by Congress and signed by President Biden last week punts that deadline to February.

Texas gubernatorial candidate Beto O’Rourke and Lt. Gov. Dan Patrick, who is seeking reelection, have been crisscrossing the state in the lead-up to Tuesday’s election, visiting megachurches and smaller houses of worship packed tight with parishioners.
The stops are part of a longstanding tradition for political candidates that often accelerates as Election Day nears.
Two Sundays ago, O’Rourke, a Democrat, and Patrick, a Republican, visited different churches where pastors praised them and allowed them to give speeches about the upcoming election. This was in violation of federal law, according to tax law experts. Known as the Johnson Amendment, the law bars tax-exempt organizations from intervening in political campaigns.
At St. Luke “Community” United Methodist Church in Dallas on the morning of Oct. 23, Pastor Richie Butler introduced O’Rourke to his congregation as “the next governor of Texas.”
“He needs us to get him across the finish line,” Butler told parishioners.
O’Rourke then walked to the stage, where he gave a speech that would be familiar to those who have seen him on the campaign trail. He called for fixing the state’s electric grid and expressed alarm over the high rate of school shootings and gun violence.
“If our votes were not important, they would not be trying so hard to keep us from voting in this election, and our vote is how we overcome,” O’Rourke told the crowd.
The same morning, hundreds of miles away, Pastor Steve Riggle introduced Patrick to his congregation at Grace Woodlands Church north of Houston by saying the Lieutenant Governor is someone that “God has given us at the very top.”
“If the nation is to be saved, it’s going to take some leaders who, beyond their concern about being reelected, will stand for values that are critical to the future of this nation,” Riggle said. “Dan Patrick is one of those.”
Patrick then took the stage and cast the election in stark terms. “This is not a race between Republicans and Democrats,” he told the congregation. “This is a race about darkness and light. This is a race about power and principalities. And the devil is at full work in this country.”
He later added: “I don’t even recognize the other party. It’s been taken over by communists and socialists.”
Tax law experts told ProPublica and The Texas Tribune that the pastors’ support of the candidates in their sermons violated the Johnson Amendment. The experts also raised concerns about what appeared to be the churches’ failure to give equal time to their opponents. O’Rourke is facing Republican Gov. Greg Abbott in the general election, and Patrick is being challenged by Democrat Mike Collier.
“Beto O’Rourke is introduced as the ‘next Governor of Texas,’ which highlights both that he is a candidate and one whom the church supports,” said Lloyd Hitoshi Mayer, a tax and election law expert at the University of Notre Dame. “And O’Rourke’s comments are a sales pitch for his candidacy. There is no indication that any opposing candidate has been given a similar opportunity, and, even if he had been, the favorable introduction of O’Rourke would still be across the line.”
St. Luke Pastor Butler did not answer questions about Mayer’s assessment or whether the church had also invited Abbott to speak.
“Black churches have been important hubs for civic engagement and organization in the fight for social justice since Reconstruction,” Butler said in a statement. “The mixing of faith-based congregations and electoral engagement is not a new concept.”
O’Rourke did not respond to questions about the visit.
Sam Brunson, a law professor at Loyola University Chicago, said the language Riggle used while introducing the Lieutenant Governor was an “endorsement of Patrick by the pastor of a church acting in his capacity as pastor in the course of ordinary church meetings.”
Riggle said in an interview that his church did not endorse any candidate and that his introduction was focused on biblical values, not politics. He added that he believes the Johnson Amendment should be overturned.
“The government has no right, at any time, to, in any way, tell the church who it can have or who it cannot have to speak,” he said. “It can’t tell the church what it can preach on or not preach on. This is America, and we believe in a free church. Not one controlled by the government.”
Patrick did not respond to requests for comment or to emailed questions.
Last week, ProPublica and the Tribune reported about numerous apparent violations by church pastors who supported political candidates from the pulpit. A candidate endorsement is a “clear violation” under IRS rules. But the law itself is complex and can be vague, leaving gray areas that make identifying other violations more difficult. Below are answers about what it does and doesn’t do.
WHAT IS THE JOHNSON AMENDMENT?
In 1954, then-U.S. Sen. Lyndon Baines Johnson of Texas proposed an amendment to the U.S. tax code that prohibited nonprofits, including religious institutions, from involvement in political campaigns.
The amendment was uncontroversial at the time. It passed with bipartisan support and was signed into law by Republican President Dwight Eisenhower.
Though Johnson did not single out churches, religious organizations are subject to the law because they are nonprofit organizations. Violations can result in revocation of their tax-exempt status.
WHAT DOES THE JOHNSON AMENDMENT PROHIBIT?
Nonprofit organizations are barred from directly or indirectly participating in, or intervening in, “any political campaign on behalf of (or in opposition to) any candidate for elective public office.”
Contributions to political campaigns made on behalf of the tax-exempt organizations supporting or opposing a candidate also “clearly violate the prohibition against political campaign activity,” according to the IRS.
The IRS periodically produces lengthy guides that spell out the “facts and circumstances” the agency considers when determining whether political activity is allowable.
In some cases, such as pulpit endorsements, violations can be clearly identified. But violations can be harder to distinguish in other cases.
O’Rourke made another stop on Oct. 23 at The Chosen Vessel Cathedral in Fort Worth, where Pastor Marvin L. Sapp introduced him to the crowd. “If y’all notice, nobody else came,” Sapp said. “But we recognize people that come to see about us.”
He then said O’Rourke would be in the lobby after the service to “meet and greet.”
“This situation is a close call,” Mayer said. He said the visit could be a violation because Sapp gave candidates a chance to meet with congregants on church property after the service.
Brunson said that if O’Rourke solicited votes or funds in the lobby it would likely be a violation.
In a statement, Sapp said he did not believe the visit was barred by the Johnson Amendment and pointed out that O’Rourke did not address parishioners during the service.
“I have been a pastor for 19 years and have never endorsed a candidate,” Sapp said. “I understand the parameters of the Johnson Amendment and do not violate them. While I believe in the inherent separation of church and state, I also believe in empowering marginalized communities, the African American community in particular, to participate in the democratic process.”
WHAT DOES THE JOHNSON AMENDMENT ALLOW?
Religious institutions are allowed to invite candidates to speak to their congregations.
But if one person is invited in their capacity as a candidate, everyone in the race must be given equal opportunity to address parishioners, according to IRS rules. Fundraising is also not allowed during the appearance and the church must maintain a “nonpartisan atmosphere,” the rules state.
“As long as all candidates are invited and there’s no endorsement, candidates can appear at a church and can even explain why the congregation should vote for them,” Brunson said.
While only inviting one candidate violates the law, enforcement is difficult.
“All sorts of houses of worship do this,” Ellen Aprill, an emerita tax law professor at Loyola Marymount University’s law school, said. “Think about the enormous amount of resources it would take for the IRS to enforce the ban and to do so in a way that avoids accusations of political favoritism.”
In some cases, a single politician can be invited to speak as long as they are not identified as a candidate.
On the evening of Oct. 23, Patrick attended a “Night to Honor Israel” event at Cornerstone Church in San Antonio.
Pastor John Hagee introduced Patrick. He avoided violating the prohibition on supporting a political candidate because he praised the Lieutenant Governor in his capacity as a current public official and did not mention his candidacy, Mayer said. Congressional Republicans accused the agency of bias against conservative groups after the Treasury Department’s inspector general found that the agency had given extra scrutiny to Tea Party nonprofits seeking tax-exempt status. Two high-ranking IRS officials stepped down.
“They got burned badly as a result of being in that space,” Hackney said, adding that the incident led IRS leaders to be particularly “careful about how they tread in those waters.”
The IRS has not released data on enforcement of church political activity over the last decade and does not publicly confirm individual investigations.
But in response to a Freedom of Information Act request from ProPublica and the Tribune last year, the agency produced a severely redacted spreadsheet indicating the agency had launched inquiries into 16 churches since 2011. Hudson is the second eldest of the four Ryder brothers born to Stuart and Helen Ryder. Growing up, like most bands of brothers they had their fair share of fights but were pretty close overall. Things changed a bit when judson was born, he was a few years younger than the other boys that were all pretty close in age. The boys all looked out for their youngest brother, but also grew a little annoyed that he seemed to get the standard baby of the family treatment.
Hudson never took school very seriously and knew that college wasn't in the cards for him. He also wasn't interested in much to do with farm life, though he did love animals and could always count on a horseback ride to clear his mind. Other than that in his free time he was tearing up their land on an ATV. He also played baseball throughout high school, not showing much interest in other extra curriculars at school.
When Hudson graduated high school, he joined the marines for four years and then applied to the police academy in Houston. After the death of his mom, he needed time away. While a rookie officer, he met and married his wife Danielle. The next few years he worked hard until he was offered a position as a Texas Ranger, his starry eyed dream since he was six years old. Life felt like it was all falling into place and he and Danielle started their family, having a daughter named Ava and a son named Cordell.
Life kept soldiering on and he made sure his kids would see his family as much as he they could... But by the time Ava was ten and Cordie was eight his seemingly comfortable life seemed to crumble all around him. He found out his wife was having an affair with his work partner, Jeff. Hudson had no hesitation on wanting a divorce and somehow it made it hurt even more when Danielle didn't even try to fight him on it or apologize for her actions. The divorce was contentious and messy and by the end of it they had to sell their house to split the money from the sale.
Without any hesitation, Danielle signed all parental rights off for her children and Hudson moved them all back to Austin, staying with Stuart on the ranch until they could find a decent house in his limited budget. Both of the kids don't adjust well to the move, but Hudson tries his damndest to be the dad they need and not talk badly of their mom. He lets Ava blame him for taking her away from her dance studio and Cordie be upset he lost all of his friends and that he had overheard his mom complain about how much Hudson was working.
When the kids aren't around it is hard for him to hold it all together, but he tries not to break down or whine too much in front of his brothers or dad either. Some of that Texas macho man bs dynamics are very present in this family. Still working out when in the timeline he comes back to Austin.

A jaguar cub was illegally bought, sold, transported and ultimately abandoned outside an animal sanctuary in Southern California, resulting in federal charges for a Riverside County man and a Texas woman, prosecutors said.
Abdul Rahman, 34, of Murrieta and Trisha Denise Meyer, 40, of Houston were indicted Wednesday in federal court on charges of interstate transportation of an endangered species in the course of commercial activity, trafficking prohibited wildlife species, and trafficking endangered species, according to the U.S attorney's office for the Central District of California.
Meyer, who also faces a charge of interstate sale of an endangered species, is at large and being sought by authorities.
Meyer is accused of selling Rahman the live cub in the spring of 2021 for $30,000 with an additional $1,000 fee to transport the animal from Texas to California.
"Prior to the sale, Meyer posted on Instagram photographs and videos of herself with the cub, according to an affidavit filed with a criminal complaint in this case," according to a news release from the U.S. attorney's office.

Because H.G. lived in a home with a pregnant partner, prosecutors said, another person, identified as R.A., raised concerns "about having a juvenile jaguar and a newborn infant in the same house."
H.G. allowed the cub to be taken to a rescue center.
On Sept. 17, 2021, R.A. and his roommate drove the cub to an animal rescue center in Alpine, Calif., in a large dog kennel and dropped it off at the entrance, prosecutors said.
"The event was captured on security cameras and law enforcement was notified," according to the U.S. attorney's office.
The jaguar remains at the sanctuary in Alpine.
If convicted of all charges, Meyer faces up to eight years in prison and a $700,000 fine. Rahman faces up to seven years in prison and a $600,000 fine.
The incident is under investigation by the U.S. Fish and Wildlife Service and the California Department of Fish and Wildlife.
