Okay, I have so many things I could share with this.
The Pokemon movies: Honestly, I feel the whump community sleeps on these movies. There's a bunch of fantasy technology utilized that has great whump potential. The city in Pokemon Heroes had this lock lockdown mechanism that would look great in a whumper's lair. Zoroark: Master of Illusion had these electrified cages. That airship in Giratina and the Sky Warrior that was used to drain Giratina's powers. The energy sphere Giovanni used to try to break Mewtwo. There is a surprising amount of whump in these movies.
Mo Dao Zu Shi/ The Untamed: So much whump in this novel/show. In fact, getting spoiled that a character received a harsh whipping is what made me first check it out. And that's not even all of it. A couple guys get branded, the main character develops a power that slowly corrupts him, the love interest is left to pine for 13/16 years after his love is brutally killed, several characters die and get brought back to life but wrong, and much more.
Dororo: Also very whumpy. Young Hyakkimaru is forced to grow up without many of his body parts (relying on prosthetics) because his shitty father made a deal with demons for power. Upon learning that killing these demons can restore his body to him, he sets off across the Japanese countryside (and soon teams up with the orphaned Dororo, who proceeds to adopt him as an older brother).
The Hunger Games Catching Fire: As much as the movies left out so much nuance and details from the books, I personally enjoyed how the movie handled Gale's whipping scene (and the following treatment scene). The rest of the trilogy is great too, both for whump and general dystopia reading.
Now I'm not one for copaganda, but both my mother and sister love those criminal justice shows. I will concede that Castle, Hawai'i 5-O, and Criminal Minds have good whump, particularly when the team members get kidnapped. (TW: water torture for linked video)

This show is one of my most favourite anime shows for whump. The entire series is one big whump story. I will post the (for me) best parts here.
This show is about Dororo, who meets Hyakkimaru, who is fighting bad creatures on his way through life. He cannot see, hear, speak, has artificial limbs, etc. His condition is explained in this part. He also regains bis sense of pain. Of course our boy has to test it out. Ouch! 😬
