Department of Defense Drives Massive Increase in Federal AI Contracts
The U.S. government's investment in artificial intelligence (AI) has experienced an explosive surge in the past year, primarily fueled by increased military spending, according to a report by the Brookings Institution. The study reveals that the value of AI-related federal contracts has skyrocketed by nearly 1,200%, reaching $4.6 billion in the period leading up to August 2023, compared to $355 million in the previous year. The Department of Defense (DoD) is the driving force behind this surge, with its commitment to AI-related contracts increasing from $190 million to $557 million during the same period.
Furthermore, the report highlights that if each contract were extended to its fullest terms, the potential spending by the DoD on AI-related contracts would grow even faster, from $269 million to an astonishing $4.3 billion. This massive increase in military spending on AI has overshadowed all other agencies, rendering their expenditures negligible in comparison, as noted by the authors of the report.

DoD's Emphasis on AI and Recent Announcements
Over the past year, the Department of Defense has made several significant announcements regarding its adoption and utilization of AI. In November 2023, it released an AI adoption strategy, emphasizing the importance of AI in enhancing military capabilities. In January of this year, Deputy Assistant Secretary of Defense Michael C. Horowitz revealed that the DoD had launched numerous AI initiatives and investments, further solidifying its commitment to advancing AI technologies.
Geopolitical Competition and Technological Advancements
The surge in AI spending by the U.S. government and the DoD comes at a time of intense technological competition between the United States and China. Both countries are actively nurturing their domestic industries to secure the semiconductor chips necessary for developing powerful AI models. In an effort to prevent China from acquiring advanced chips, the U.S. government has imposed export restrictions.
This competition underscores the strategic importance of AI in maintaining a technological edge.
DoD's Response to the Report and Future Plans
When approached for comment, a DoD official questioned the accuracy of the Brookings analysis. The official pointed out that in fiscal year 2022, the department requested $874 million for AI research, development, testing, and evaluation, with an increased request of $1.8 billion for fiscal year 2024. These figures indicate the DoD's continued commitment to investing in AI capabilities.
Private Sector Dominance in AI Expenditures
Despite the substantial increase in government spending on AI, public expenditures pale in comparison to those of big tech companies. In the private sector, AI researchers and engineers command salaries in the millions, and companies are investing heavily in computational resources needed for cutting-edge AI systems. For instance, Meta CEO Mark Zuckerberg recently stated that his company would possess over 340,000 Nvidia H100 GPUs, costing around $30,000 each, by the end of 2024.
Microsoft is also reported to be investing more than $50 billion annually in data centers equipped with semiconductor chips.
Josh Wallin, a Fellow in the Defense Program at the Center for a New American Security, highlights that the private sector outspends the public sector on AI, even excluding infrastructure expenses. Wallin argues that this trend is unlikely to change due to the general-purpose nature of AI technology.
The surge in U.S. government spending on AI, driven primarily by increased military investments, reflects the growing recognition of AI's strategic importance in maintaining a technological edge. The Department of Defense's commitment to AI-related contracts, as well as its recent announcements and initiatives, demonstrate its dedication to advancing AI capabilities. However, private sector expenditures on AI far surpass public sector spending, emphasizing the dominance of big tech companies in this field.
As AI continues to mature technologically, the focus is shifting from small-scale experimentation to larger-scale implementation, paving the way for further advancements and applications.

PORTLAND, Maine - The Maine Mariners announced the re-signing of five players to standard players contracts, officially marking the beginning of the 2019-20 roster. Forwards Terrence Wallin, Michael McNicholas, and Dillan Fox, along with defensemen Derek Pratt and Josh Couturier, have all agreed to deals for 2019-20.
The Mariners are the ECHL affiliate of the National Hockey League's New York Rangers and the American Hockey League's Hartford Wolk Pack.

The Protected List is the first phase in a three-step process of protecting players’ rights, followed by submitting a season-ending roster and finally, issuing qualifying offers. The Protected List is as follows: FORWARDS (11): Conner Bleackley, Ryan Ferrill, Dillan Fox, Brian Hart, Ted Hart, Corey Kalk, Alex Kile, Nick Master, Michael McNicholas, Mikael Robidoux, Terrence Wallin DEFENSEMEN (8): Josh Couturier, Marc-Olivier Crevier-Morin, Nathaniel Kallen, Austin McEneny, Matt Nuttle, Jonathan Racine, Dallas Rossiter, Gabriel Sylvestre GOALTENDERS (1): Francois Brassard Teams are allowed to protect as many players as they wish provided the players protected meet the guidelines as defined in the Collective Bargaining Agreement between the ECHL and the Professional Hockey Players’ Association which state that teams shall retain the rights to each player that: 1. Signed an SPC in 2019-20 with the Member, and has not been traded or released, OR 2. Signed an SPC in 2019-20, and was recalled to the NHL/AHL or IIHF team, and has not been traded or released, OR 3. Has executed the ECHL Retirement Form, and has not been traded or released. Protected lists may exceed 20 players. The ECHL also announced that teams must complete all Future Consideration trades by 3 p.m. ET on June 12 and that teams must submit their Season-Ending Roster by 3 p.m. ET on June 15. Season-ending rosters may include up to 20 players and cannot include any players who did not sign an ECHL contract in 2019-20. Mallards Thunderstruck by Adirondack
MOLINE, IL – The special teams were out in less than full force when the Adirondack Thunder faced the Quad City Mallards on Wednesday for the first and only time this season. There were two short-handed goals scored, while there was a combined 11 penalties through the night. Ivan Kulbakov faced off against Nick Riopel, the Mallard goalie facing 34 shots for Riopel’s 23.
The Mallards managed to not give up a goal in the first four minutes of play, instead giving up a goal at just a smidge under seven minutes into the first period. Conor Riley shot the puck from the far edge of the right circle, Paul Rodrigues attempting to deflect it in from the top of the blue paint. Kulbakov made the first save, but the rebound bounced to Terrence Wallin to net the first goal of the game.
The Mallards had only amassed four shots on goal before Wallin scored, not getting another shot on goal until roughly 16:30 of the opening frame. Something wasn’t right with the team, their passes either soft or straight to an opposing player. The Thunder had sustained pressure in the offensive zone, at one point looking like they were on a power-play.
Josh MacDonald had a couple good breakaway chances, but wasn’t able to tie the game. On his second breakaway he was tripped from behind, earning him a penalty shot. He was unable to pull the trigger, the puck skiddering off of Riopel’s left pillow. With just under two minutes left until the first bathroom break Eric Neiley added to the Thunder’s lead with help from James Henry and Pierre-Luc Mercier. Kulbakov did the splits as he slid coast to coast, but the puck sailed over his blocker to meet twine in the center of where Momma keeps the cookie jar.
The Mallards then began a parade to the penalty box, five penalties being called on them in the second period. Alexander Kuqali started things off by earning a hooking call 28 seconds into the frame. There would be two different bench penalties during the following twenty minutes, both for too many men on the ice. Just under a minute after Kuqali left the box Justin Kovacs entered it to serve the first bench minor. While Kovacs was in there, Brayden Low scored an unassisted short-handed goal for the only Mallards tally of the night. Low raced up the half-boards, slipping it five-hole from the top of the crease. Low then had another goo d scoring chance about two minutes later, almost deflecting the puck in after Michael Pontarelli passed it to him from the left boards. The deflection didn’t quite pan out, however.
At 11 minutes and 45 seconds Ty Loney scored the insurance goal from the mid-slot. Kevin Lough and Shane Conacher earned the apples on Loney’s tally, which was not the last of the night to be scored. With 8.7 seconds left Henry scored an unassisted short-handed empty net goal to end the game on a low note for Mallards fans.
The Mallards continue their three-game home-stand on Friday when they take on the Indy Fuel at 7:05 CST.

The Difference between the 2009 and 2017 Maple Leafs
The start to this season has been a dream situation for the Maple Leafs with a 6-1 record over 7 contests and currently near the top of the NHL Standings. Lead by Auston Matthews with 6 Goals and 10 points and a very balanced offensive attack that has scored a league high 34 goals through 7 games (Average of 4.9 Goals a game). The team unfortunately hasn’t been stellar defensively with 22 goals allowed during that time (3.1 Goals Per game). Still, this Maple Leafs start has been a dream come true for many fans who have suffered for years as a Maple Leaf fan and although other fans are probably tired of hearing that, it’s true. The Maple Leafs have only made the playoffs twice in the last 12 seasons and went on a stretch of 7 seasons without playoff hockey. From the Playoffs the Maple Leafs haven’t won a playoff round since 2004. The 2009-10 season was a particular dark time in Leafs hockey; they had just come off a season where Mats Sundin was playing with the Canucks, McCabe went to Florida and Brian Burke just stepped into the front office (which was an improvement of Cliff Fletcher but so is a 9 year old with limited hockey knowledge). Enter the Ron Wilson Maple Leafs, a team that will be attempting to right the sunken ship and reach the postseason. During the off-season Brian Burke signed Mike Komisarek to a 5 year deal (lead to a buy-out) , Francois Beauchemin to a 3 year deal and traded for Garnet Exelby. He also traded away prospect defenseman Anton Stralman (who is now a consistent defenseman on Tampa Bay) for forward Wayne Primeau and a 2nd round pick. Lets Take a look at the 2009 opening night roster in a 4-3 overtime loss to the Canadiens (Phil Kessel was sidelined with a shoulder injury for the first month of the season).

 If you have no idea who have theses players are, then you are fortunate and if you remember this lineup, then you understand the pain. The Leafs out shot the Canadiens 46-27 but lost 4-3 in overtime on a Josh Gorges goal. The Redeeming quality was 2 goals by Matt Stajan, Ponikarovsky with a goal and Colton Orr, Jay Rosehill and Mike Komisarek each receiving fighting majors. The Following match-up was a 6-4 loss against Washington. Toskala was pulled after allowing 3 goals in the first period and new comer Jones Gustavsson allowed 3 goals on 19 shots in the second. Down 6-1 the Leafs scored 3 in the third to make the outcome seem better than the humiliation it really was. The Grabovski line does well contributing 3 goals. The following game is a closely fought battle with the Senators but the Senators score two in less than a minute and win 2-1 in regulation. Jonas Gustavsson with 26 saves and Matt Stajan scored. Pittsburgh is next and Crosby scores twice on the power-play. The game is over after two periods with the Penguins up 4-1. Final score of 5-2. Vesa Toskala struggles allowing all 5 goals and Rickard Wallin has 2 assists. Fun Fact, this was the only season Wallin ever played in the NHL. He quickly realized the Leafs were awful and returned to Sweden the following season. Next game is a 7-2 loss against the Rangers. Sean Avery scores 2 goals and even Wade Redden snipes one past Vesa Toskala who is still in net for this game. 0-4-1 is the record. The following night is a 4-1 loss against Colorado with Joey McDonald allowing 4 goals on 28 shots. McDonald had spent the previous year as back-up of the New York Islanders and only played 6 games with the Leafs during this season. Darcy Tucker scored against Toronto and added an assist and at this point I remember rooting for players like Tucker (former Leafs) during these stretch of games. Tyler Bozak also made his NHL debut in this game and assisted on the only Maple Leafs goal. A couple of nights later the Maple Leafs lost 4-1 against the Rangers and Joey McDonald is bad again. The Leafs re-affirm to fans that our defense is awful and our offense can’t score. The only Redeeming quality was the fans of Toronto for the continued support for this team on a Saturday night in 2009. The Maple Leafs next game is a 3-1 loss against the Canucks in another painful game. The Leafs finally picked up a win a few nights later against the Ducks, 6-3 thanks to a Niklas Hagman hat trick and moderately decent defensive effort. The Bottom line, the Maple Leafs opened the 2009-10 season 0-7-1. They have just opened the 2017-18 season 6-1-0. The Difference 8 years makes is phenomenal. The only remaining players in the NHL from that opening night roster is Matt Stajan (Calgary), Lee Stempniak (Carolina), Francois Beauchemin (Ducks) and Luke Schenn (Arizona). The modern day Maple Leafs currently outscore their opponents 34-22. The 2009 Maple Leafs during their opening 8 games were outscored 35-15. In 2009 Leafs fans were on the bad end of the spectrum but finally there is hope. Management is smart with draft picks and prospects and understands a true rebuild. The coach demands the players to work hard and there are consequences if effort is not shown (Marner demoted to 4th line). During the 2009 season Jason Blake, Phil Kessel and Ponikarovsky rarely back checked or showed any interest in defense but their minutes never changed. It is nostalgic to look back at the old Leafs and appreciate how far we have come and I even have favorites from those years. My favorite 3 players on the 2009 team were Mikhail Grabovski, Colton Orr and Tomas Kaberle. So, Regardless of the times, I’m always a Maple Leafs fan and looking back at 2009 and that start should make fans appreciate the new look 2017 Maple Leafs even more.

CANTLON: PACK PLAYERS NOT READY AFTER BREAK IN 5-1 DRUBBING BY SOUND TIGERS

BY: Gerry Cantlon, Howlings BRIDGEPORT, CT - The Bridgeport Sound Tigers pulled away from the visiting Hartford Wolf Pack with three goals in the third period to take control of what was an otherwise tight battle between the intrastate and franchise rivals and won 5-1 at the Webster Bank Arena kicking off the post-holiday break on Friday night. Andrew Ladd had two goals while Otto Koivula added three assists to drive the engine for the Sound Tigers offense. The victory was Bridgeport’s first against the Wolf Pack in four games this season. The Sound Tigers are now 9-1-0-0 when leading after two periods and the Wolf Pack record when trailing after two drops to 2-7-0-1. “We did a good enough job in stretches, but we gave up way too many odd-man rushes and the chances we gave up were really good. (Goaltender) Adam (Huska) kept us in it, particularly in the second where he made some really big saves,” Pack head coach Kris Knoblauch stated. The Wolf Pack record slips to 17-8-2-5 (41 points) and they are second in the Atlantic Division. The team heads back  to Hartford where they will prepare to play the first place Providence Bruins, 4-3 winners over the Springfield Thunderbirds, on Saturday night at 7pm at the XL Center. Igor Shesterkin is slated to be in net, but the Pack will be without team captain Steven Fogarty, who was recalled after the game by the New York Rangers as a result of the broken hand suffered by Brendan Lemieux. With Fogarty heading to the NHL, the Rangers promoted forward Dillan Fox to the Wolf Pack from their ECHL affiliate, the Maine Mariners, and signed him to a PTO deal. In Maine, Fox has 12 goals and 24 total points in 26 games. He is second in scoring behind only Terrance Wallin. Fox is a four-year minor league pro out of Division III SUNY-Plattsburgh (SUNYAC). This will be his first AHL action. Maine dropped a 5-0 game at home to the Reading Royals and will play in Worcester against the Railers on Saturday night. Bridgeport's record improves to 13-16-3-1 (30 points). They sit in seventh place in the Atlantic, just one point ahead of the last place Lehigh Valley Phantoms. The Tigers will host sixth-place Springfield on Saturday night. The Wolf Pack sought to battle back early in the third period and managed to score shorthanded. Fogarty was on the right-wing and waited as he and Boo Nieves broke in on a two-on-one. Nieves broke away from the checking of the Sound Tiger’s Travis St. Denis and got separation and took a cross-ice pass and whistled it for his third goal of the season to the short and stick-side of Jared Coreau at 2:55. The goal narrowed the Sound Tiger lead to one at 2-1. “I really thought we had a chance there scoring early. I really felt we were going to win it when we got to one goal. Then we hit a post and just after the power play ended, they scored and we didn’t recover and they quickly got another one on us,” said Knoblauch. Nieves, who has been snake-bitten in his shooting at times this season, wasn’t going do any victory laps while scoring a goal in a game his team lost. “It was good to get us back in the game at that point, and it gave us a chance. It's only a good feeling if you don’t get scored on a couple times (right after). Then it doesn’t feel so good.” 23-seconds later, Tim Gettinger snapped a shot from off the left-wing side that hit the post. That would be the closest the Wolf Pack would get again. The Sound Tigers pulled away with two goals in a 3:01 span, reestablishing a two goal lead. Ladd tallied his second of the game, and ninth of the season, when he finished off a strong passing sequence. It started with Koivula in the right wing corner hitting Josh Ho-Sang in front of the net. Ho-Sang made a sweet one-touch pass to Ladd, who then deftly put the puck into the back of the net at 6:03. “We can’t give up that much space. This is a good league and players like that are gonna score those. We gave up way too many open shots like that and we're gonna have to clean that up by tomorrow night,” said Nieves. For Bridgeport’s head coach, and former Wolf Pack, Brent Thompson, he had all of his big scoring eggs coming from one basket. Koivula, Ladd, and Ho Sang, who is in his second game after sitting out two months waiting on his trade request. It paid off in big dividends. “Otto had his feet moving tonight. Josh is a high-end caliber talent, and Ladd has that experience. Put all those pieces together, you have a powerful unit." Grant Huston followed with a 55-footer from the left point that found its way through traffic with Koivula starting the scoring play again for Bridgeport at 9:04. Kyle Burroughs put a 195-foot shot into an empty net off a clean defensive zone draw win with 33.4 seconds left to close out the game for the Sound Tigers. The games' first goal came in the second period. After gaining a clean entry, on the power play, the Sound Tigers set up shop. Matt Lorito came in off the right-point. The left-handed shot fired a bullet that Huska stopped, but for the Wolf Pack, the rebound went to the wrong guy. Kieffer Bellows of the Sound Tigers had a wide open net and deposited his team best tenth goal of the season at 10:34. For Bellows, it was his fifth straight game at home with a goal. He has nine goals in his last 12 games and is among the hottest players in the AHL. Thompson was eager to discuss his growth and development. “It's not only his play with the puck, but his play away from the play is better. He was having a tough time at the beginning of the year, but he is learning the systems. The biggest difference is he’s moving his feet and he is getting it now. It's about breaking old habits. You're in a league that is bigger and stronger, and you can’t do things you got away with like you did in college or juniors. The pace changes and I accept that it takes time.  Some break it early. Some take a year. Some take two years. It’s a long road for him, but I couldn’t be happier for him right now his attitude and work ethic. Right now it's all about confidence. 100%, he’s got it. It’s a long year if you stay focused, good things can happen." It was the first time the Sound Tigers have scored the game’s first goal this season in the series between the two teams. “We got that first goal and refocused and got some momentum and started creating chances,” said Thompson. A power-play came a result of an instigator penalty called on Darren Raddysh. He came into the play when Bridgeport’s Robert “Bobo" Carpenter nailed his defensive partner, Vincent LoVerde, from behind. Neither coach could have been happy with the officiating or the linesman. Nieves was tackled in the offensive zone in the second period. No call was made on the play. Joey Keane dropped the puck on the power- play for the trailer and he gets dropped in neutral zone on a solid hit by Carpenter. “You're not trying to get me fined are you?” replied Knoblauch with a smile and a chuckle when he was asked about the officiating. “Sometimes the calls go your way and sometimes they don’t. That’s all I’m gonna say.” Nieves on ice frustration was noticeable, but he stickhandled his way around the question too. “That’s not my area of expertise. It's frustrating and it is what is, but you just can’t let it get in your way.” The Sound Tigers generated half of their 14 shots from the back-line over the first two periods. The Pack got a solid effort from Vitali Kravtsov who had a solid chance at 5:50 of the second period. He then made a tremendous recovery play diving to block a pass to Bellows at the end of his shift. The Sound Tigers staked out a two-goal lead in the last minute of regulation of the second period. Defenseman Tyler Wotherspoon made a strong lead pass to Koivula. He took the pass and went down the left-wing side, spreading out the Wolf Pack defense and then found Ladd, a former NHL first-round pick, open, backdoor.Ladd didn’t miss with 22.7 seconds left in the period. The Pack only managed to put nine shots on net in the second period. “Well, we did go through a long stretch without a shot on net, but I don’t think (we were too choosy). I think we tried to stick-handle too much on our entries rather than chip it deep and get behind their defense,” said Knoblauch. The first period was scoreless with both teams trying to find a rhythm after coming back from the holiday break. Bridgeport had a 5-2 shot advantage in the first ten minutes. Huska made two quality stops on the five denying Grant Huston and then Bellows. Over the final ten minutes though, the Wolf Pack found their stride and outshot their hosts 7-0 and generated some quality chances in the final five minutes. Raddysh, Phil DiGiuseppe, who was just returned from his Rangers recall earlier in the day, Kravtsov, Nick Ebert, and Vincent LoVerde were all denied on solid scoring chances. LoVerde's coming in the final ten seconds of the period. The Wolf Pack white-washed the Providence Bruins, 4-0, with Igor Shesterkin recording 32 saves. Meanwhile, the Sound Tigers shut-out the Wilkes-Barre/Scranton Penguins 3-0 off a 38-save performance from goalie, Jakub Skarek. It was his first AHL shutout. Bridgeport left the pre-game skate early. Seven Wolf Pack players remained as the clock hits zero. You are required to exit the ice or you can be penalized and fined by the AHL for the violation. There has been some strong goaltending so far this year in Hartford, but out West, Stockton beat San Jose 8-1 with the goaltenders only seeing 19 shots on goal. The G.A.A. for the goalies in that one is not going to look pretty. At the WJC, the US downed Germany 6-3 as a former member of the Avon Old Farms Winged Beavers, Trevor Zegras tallied four assists including a fantastic play off a turn and pass to Connor Hall, who put it in past a thoroughly surprised German goaltender. The Sound Tigers' Oliver Wahlstrom tallied his first goal of the tourney. It was the sixth of the game and came after he came off the left-wing half-wall in the German offensive zone. He cut to the middle and tucked his shot in along the ice. The US squad is off Saturday and will play the Russians on Sunday. Brooklyn Kalmikov, the son of former Sound Tiger, Konstantin Kalmikov, was traded at the QMJHL Trade Deadline from the Cape Breton Eagles to the Victoriaville Tigers. Read the full article
