At Suffolk Youth Justice Service, Operations Manager Amy Bruce champions a pioneering tool that is transforming prevention and diversion efforts in youth justice, showcasing a promising future for juvenile interventions in the UK. The Youth Justice Board's new Prevention and Diversion Assessment Tool has become a cornerstone in Suffolk’s strategy to manage and rehabilitate young offenders. Developed with a child-first philosophy, this tool prioritizes the needs and perspectives of children at every stage of the justice process, ensuring that interventions are not only appropriate but also effectively tailored to foster better outcomes.   A Closer Look at the Prevention and Diversion Assessment Tool Since adopting the tool a year ago, Suffolk Youth Justice Service has seen notable improvements in how they manage out-of-court disposals. The tool's framework encourages a holistic approach, considering each child’s unique circumstances and the broader impact of their actions on the community.   Amy Bruce explains, "The key to successful intervention is understanding the individual needs of each child. This tool empowers our team to make informed decisions that are in the best interests of the child and the community."   The success of the tool can be attributed to its comprehensive design, which allows practitioners to assess a child’s situation through various lenses, integrating legal, social, and psychological factors. This multidimensional approach not only improves the accuracy of assessments but also enhances the efficacy of the interventions.  

Case Study

The Impact of the Prevention and Diversion Tool in Suffolk Implementation Details Introduced in early 2023, the tool was integrated into Suffolk’s youth justice procedures with comprehensive training for all staff. Initial responses were positive, highlighting the tool’s intuitive design and alignment with existing practices.   A Specific Case One notable case involved a 14-year-old referred for minor vandalism. Previously, such cases might have proceeded directly to court. Using the new tool, practitioners were able to identify underlying issues related to the young person's home life and mental health, leading to a tailored intervention that included family counseling and mentorship rather than punitive measures. Six months later, reports indicated significant improvements in behavior and school attendance.   Feedback from Practitioners and Youth Staff have praised the tool for its user-friendliness and effectiveness in fostering better decision-making. Young individuals, like the 14-year-old mentioned, have expressed relief and gratitude for receiving support that genuinely addresses their needs rather than facing immediate punitive actions.   Quantitative Outcomes The introduction of new KPIs by the YJB in April 2023 has deepened the monitoring capabilities of Suffolk's interventions. A developing dashboard tracks these KPIs, providing real-time data that enhances decision-making processes. According to the Suffolk Youth Justice Plan 2023-2024, the caseload for the fiscal year 2022-2023 included diverse demographics and needs, highlighting the importance of such targeted tools.   Challenges and Lessons Learned The rollout wasn’t without its challenges, primarily in adapting existing workflows to incorporate the new tool. However, these challenges were met with proactive adjustments and ongoing support from the YJB.  

Looking Forward

Future Plans for Suffolk YJS Plans are underway to refine the tool based on initial feedback and to expand its use within more complex cases, potentially influencing broader policy adaptations across the UK.   Implications for National Policy Suffolk’s pioneering work could serve as a model for national reforms, especially given the positive preliminary outcomes and detailed analysis possible with the new KPIs.   Final Thoughts Suffolk’s experience with the Prevention and Diversion Assessment Tool illuminates the path forward for juvenile justice systems nationwide. Miami Harold continuing to expose Florida's Juvenile Justice System. Why is this ok for these facilities to house kids in such deplorable conditions!? Lice, sewage, unable to run water due to a crumbling pluming system, broken showers, mold, missing ceiling tiles, roaches and thats just one problem with DJJ. Miami Harold exposed DJJ in a series called "Fight Club", pining youth against eachother in gladiator style fights to win honey buns and setting up bribes for the youth to attack others in return for a honey bun called "honey buning". Plus the sexual abuse taking place as well against the youth in the facilities. Did I mention these are for profit facilities. So people and companies are gaining profit from youth while incarcerated and being abused in DJJ custody. Youth incarceration is not the answer to delinquency, and these youth should not be subjected to further traumas while greedy politicians and companies profit off their bodies. So this happened today and I couldn’t be prouder... I’m a worker bee, I don’t like the spotlight so public speaking has never been my thing but after being invited by the director, I agreed to speak without hesitation. 10 sec after hanging up, I asked myself “WHAT did I just agree to”. This was my very first speaking engagement with a huge crowd. I just recently joined Toastmasters to work on public speaking and I wrote notes and practiced and prepared and was still nervous. The ladies were so amazing, I’m truly humbled and was so glad I didn’t say no. I didn’t use one note, I just shared my story from the heart and it was just as much therapy for me as it was for them. Im thankful for the 26 graduates; they’ve overcome so much.
