Anne Applebaum’s new book explaining the rise of ‘modern autocracy’ through the politics of patronage, fear and misinformation will strike a familiar chord with observers of the political landscape in the Balkans.
Anne Applebaum’s timely book Autocracy, Inc.: The Dictators Who Want to Run the World explains the rise of modern autocracy in terms of simple greed and shamelessness. It details the shift away from dictators even pretending to uphold the values that characterised the post-World War II international order – and the collaborative efforts being made to undermine these institutions and replace them with transactionalism and their own control.
Applebaum explains how façades of democracy have been successfully manipulated by those who seek to undermine it as a system. Discussing the “shock therapy” approach taken to economic transition, which planted the seeds for many of these elements in the former Soviet space, she notes the role of Western companies and shell companies, banks and financial institutions. These greased the wheels for kleptocractic superstructures while getting rich and enabling widening inequality.
One chapter criticises the role of media, social media and the technologies and algorithms that enable the erosion of trust with the rapid dissemination of mis- and disinformation. She also sketches out how autocrats are learning from one another in a manner that in many ways is more efficient and effective than anything being seen on the other side.
For anyone living in and observing the political dynamics in the former Yugoslavia, everything outlined in her book seems extremely familiar and tangible.
The nexus of politics and power, and the predominant role of fear, misinformation and patronage in driving governance, rather than electoral and institutional accountability, has been the core feature of the domestic and international cycles of dysfunction in this region for over a generation.
I could not help but link her description of Austrian and West German gas and steel industrialists meeting with Soviet counterparts in 1967, with the transactionalism we see today between German and broader EU interests in making deals on lithium in an increasingly autocratic Serbia.  
In some ways, today’s reality is worse; in 1967 there was no pretence of democratic process; today this and other deals are being made in spite of a lack of informed community consent or institutional good governance.
It would be hard to imagine a more illustrative sign of the potential for further Balkan-American oligarchy than the recently announced deals by Donald Trump’s son-in-law and daughter to develop luxury hotels in Serbia and Albania, or the recent forays into North Macedonia by Trump allies.
One issue that Applebaum grapples with is the hopeful naïveté, or willing ignorance, of so many decision-makers at the end of the Cold War, convincing themselves that free market capitalism and rules- and rights-based democracy would, and even must go, hand-in-hand.
The late Benjamin Barber, a political theorist, in 1992, and later in his 1996 book, saw the writing on the wall in terms of the toxic mix of media conglomerates, popular anger, economic precarity and inequality together enabling the rise of anti-democratic extremisms of all flavours.
Throughout the Western Balkans, I’ve come across many people who have had the feeling that engagement in the former Yugoslavia was always more about capitalism than democracy.
As people have failed to see their lives get substantially better, and as they’ve seen deals being made between supposed Western democrats and known regional anti-democrats, they are increasingly skeptical of motives, words, promises and intentions. They have seen a local branch of “Autocracy, Inc” become firmly established in their own neighbourhood.
I was eager to hear Applebaum’s prescriptions, and in the epilogue she suggests a number of steps to be taken globally and perhaps most importantly in the West itself: adopting legislation to require transparency in the registration of business and real estate; reducing the scope for abuse by shell companies and tax havens; tackling misinformation, including by changing the balance of social media, so users own their data; and decoupling and de-risking business ties, including in the energy sphere, among others.
Many of these are in line with efforts over the years by the US, the EU and others to build democratic institutions in the Western Balkans and beyond. However, these have mostly failed because they tinker technically around the edges while avoiding the political life support systems at the core.
When talking about political reform in Bosnia and Herzegovina, for example, I have lost track of how many times I’ve heard Western diplomats show they have little belief in the possibility for meaningful structural change, noting that “turkeys don’t vote for Thanksgiving”, so acknowledging that the politicians in the country have little interest in changing a system that suits them.
This self-interested scepticism is also evident in consolidated democracies; witness the lack of Congressional support for – or public awareness of – the Anti-Corruption and Public Integrity Act in the US, for example.
No ‘Cold War 2.0’
Applebaum writes that in terms of resisting the increasingly coordinated and coordinating autocrats, the challenge is not a “black-and-white, binary contest, a ‘Cold War 2.0’”. Through this framing, she highlights the nuances among various types of autocrats, as well as the fluid transactional pragmatism among those seeking to amass and keep wealth and the power that comes with it.
She suggests one difference is that there are no “blocs” to join, or clear geographical boundaries, somewhat downplaying the emergence of BRICS, the Shanghai Cooperation Organisation and other constructs.
I wish she would have engaged more with the clarion call made by Oliver Bullough in his 2022 Offshore Cold War: Forging a Democratic Alliance to Combat Transnational Kleptocracy. Bullough, describing many of the same facilitating systems, mechanisms and structures in the West that have enabled the growth of oligarchy and kleptocracy, calls for the same unified and concerted effort against this democratic threat today that was seen during the Cold War.
On this, Applebaum would agree – she closes by calling on democrats to unite as effectively and confidently as the autocrats have done in establishing their own connectivity models.
Western diplomats engaging in the Western Balkans today – and often hailing or even facilitating kleptocratic business dealmaking – would do well to read her book.
They could then recognise the signs that we’ve seen in the region for years, and the potential allies among citizens in the region who know the playbook all too well – and wonder why the West still has not learned.

Some J Headcanons 💜
I felt like ranting about him in my notes today ☺️
J loooves to draw or make any kind of art really. Painting, photography, sketching, etc. It’s therapeutic and it helps him sort out his chaotic brain. He considers himself to be an artist since he sees his “work” as art. 
He is super intelligent and creative. He can fix things and explain how they work. He’s even made his own explosives before.
I hc that he has ASPD, PTSD, and insomnia or other sleep problems, I’m not really sure. 
Many people think J hears voices in his head but I don’t think he does. The voices he hears are his own thoughts. He has a racing mind and too many things come at him at one time. He has impulsive thoughts  frequently but he doesn’t act on them much unless there aren’t any major consequences. This is a factor in his ASPD. He also gets bored easily (which is another symptom).
He has scars all over his body. Some are battle scars from the military and some are from his work.
Songs I think fit him really well - Anger Rising by Jerry Cantrell, Jeremy by Pearl Jam, Lithium by Nirvana, One by Metallica and Rooster by Alice In Chains (these reflect his military background), Once by Pearl Jam, Angry Chair by Alice In Chains, Where is My Mind? by the Pixies, People Are Strange by the Doors, Coming Undone by Korn and Play with Fire by Sam Tinnesz
J’s music taste is very similar to mine, if not the exact same. He’s definitely a metal head, he likes 60s and 70s classic rock, and grunge resonates with him the most cause the angst 😭 His favorite bands are Metallica, Led Zeppelin, Pink Floyd, Nirvana, Alice In Chains, and Pearl Jam. I hc he skateboarded in his younger years and PJ has the perfect music for skating. He likes Led Zeppelin because his mom liked them and he grew up with their music.
Speaking of his mother, he had a very close relationship with her. He takes after in looks except she has blonde hair and hazel eyes. He gets his curly hair from her. When he got big enough he would protect her from his abusive father even if it meant he got his ass kicked. Losing his mom was part of what pushed him over the edge.
He doesn’t drink or take any substances. I used to hc that he drank but now that I think about it, that doesn’t make sense for a number of reasons. He does smoke sometimes. Idk it just fits for some reason. He tries to avoid it when he can though because he knows it’s bad for him.
J is a cat person. He loves both cats and dogs but he loves cats the most. He likes their spunky personalities and he thinks they’re funny. There were a lot of stray cats in the neighborhood he grew up in.

rovin is bruised knees pressing against dirt and rocks in a barely audible prayer that includes several cursewords. he's autotheism in the literal sense, where the worshipper and the deity are one and the same. he's delusion and understanding, knowing so much that reality becomes debatable at best. he's a sentence that doesn't go anywhere, but must've started as something.
n/a is devotion, not to oneself nor to another person, but to the collective and the cause. they're a chant that turns into a cry towards the end. they're sonder and arrogance, "i'm right and i'm sorry that you aren't but there's nothing we can do about that now." they're a scared child and a scarred adult, they've seen too much to close their eyes now and they've done too much to close their door.
lithium is the sort of sharp pain that only makes you want to push harder. he's a broken streetlight that refuses to stop flickering. he's stumbling and not falling down. he's staring up at the sky and seeing only how big the world is, instead of how small you are. he's hope in a distressing way, like a song you love being played far too loud for far too long.
lead is taking and inflicting damage in equal parts. he's the difference between an order and a request, especially when the difference doesn't matter and intentions don't matter and survival is all that matters. he's dried blood that probably should've been cleaned ages ago, and now it'll never be truly gone. he's pressing a knife to a wound every day to make sure it never heals.
juno is looking at your friend and laughing at the worst times possible. she's the kind of comfort that you shouldn't find in anything. she's a black button-up with every button open. she's a pentagram sketched onto every surface with whatever sharp object you can find. she's lace covered in blood. she's a heart that keeps beating after being impaled with a dagger.

For now, though, there is little sign of activity. The deposit is buried under a large sloping field, used in communist times to grow beetroot and wheat. The mine’s proposed entrance is in an abandoned former-Soviet village, Liodiane, today a scruffy grove of acacia and maple trees. The only inhabitant is a security guard, who lives on the 150-hectare site in an ancient Gaz-53 truck. Wild boar and even a wolf sometimes wander past.
The lithium deposit is located in central Ukraine’s Kirovohrad region, about 350km (217 miles) south of the capital, Kyiv. Solar-powered scientific instruments measure air temperature and seismic activity. In 2017 a Ukrainian company, UkrLithiumMining, bought a government licence to exploit the site for 20 years. It cost $5m. Geological surveys confirm that the ore, known as petalite, can be used to produce batteries for electric vehicles and mobile phones.
According to the US president, Donald Trump, these underground reserves should now belong to America. Last week, the new US treasury secretary, Scott Bessent, visited Kyiv. He presented Ukraine’s president, Volodymyr Zelenskyy, with a surprise claim to half of Ukraine’s mineral wealth, as well as to its oil, gas, and infrastructure such as ports. The $500bn bill was “payback” for previous US military assistance to Ukraine, the White House explained.

Commentators have described Trump’s aggressive ultimatum as “mafia imperialism”, a “colonial agreement”, and reminiscent of what the Europeans did in the 18th century when they carved up Africa.

Draft code done that is very bad and not very good but it works and you can't see it when it's running, and besides it's just to prove to me that I can do this. Haven't used lvgl for graphics before, it's nice but this oled has some squirrely boundary cases. I'll go for a bigger one with more space to draw for the final and better driver support. Anyway.

I'll work on a PCB design and a case later, should be fun. I can either go "easy to solder" or "can be pick-and-placed by PCBway cheaply", for a wristwatch you probably want to keep it pretty low-profile. No doubt this current code devours battery (polling GPIO's because I didn't want to futz with interrupts) and figuring out sleep and so on will go a long way towards making this something that runs on a teeny lithium cell for a couple days.
The processor will probably be like, a seeed xiao, they're cheap and easy to handle but they can still be soldered directly to a mainboard without a header to keep it slim.
4 buttons is enough for fully on-device programming of timers, more timers is nice and with a bigger screen it would be possible to have "quick set" timers plus a menu for slightly less common timers, those sketches up above are doable and buttons are cheap at hobbyist scale.
I need ugly adhd tools.
