Honestly, I'd like to think that in the TTBSC AU there are places that mutants and hybrids are allowed up above, but these places are like, not big tourist destinations, or there is a deep cultural reason why mutants and Hybrids are accepted there. (Ex: They are people who have received the "gods" blessing or an ancestor is recorded helping save a place, etc)

But the poloticians in places that don't allow Mutants and Hybrids above ground most likely have come up with reasons to antagonize them to fit their narrative, kinda like how there are people in our world who do the same thing to marginalized groups and such.

I mean sure! I've mentioned before that for meta reasons TTSBC mainly exists in a vacuum in the sense that like...are there other Over-City/Under-City type places around the world? Yes. Are we ever gonna address them or discuss them in a meaningful way? No. Because our characters aren't there and it's not relevant to the plot.

But I do very much like the idea that there are cultures elsewhere that have integrated!

MARUKI MUKURO, the twin to Maruki Takuto. A cursed child ever since birth, she wasn't expected to make it but by some means she did. Takuto takes care of her and helps her slowly over the years to become better with caring for herself.

They were practically inseparable and always agree, their only disagreements being their views on life. They went to the same college ( she studied psychology and most importantly in her own time did research on the cognitions of people. ) and everything, and when her brother meets Rumi, for the first time ever there seems to be a shine of happiness in her eyes for this woman is so kind to her. He's found someone for him, that would be her friend so willingly!

So when everything with Rumi goes down... Mukuro has lost the shine in her eye once again, she sees her brother's pain as he goes into Rumi's room. It's due to these events that she awakens Nyarlathotep, her persona. In which was a step into the spiral of the opposite direction of her brother, for she believes that a world of pure happiness is bullshit. And that everyone needs to feel their raw emotions but yet in a way that won't cause pain.

As to how? It's simple really. No one can kill anyone or hurt everyone if everyone is in a world where being dead is the norm. A world where you can't hurt or rob someone, a world of peace within hell, sure feelings can be hurt but nothing words can't fix. Her perfect reality. And how she achieves it? Well, being the therapist for the polotician Shido Masayoshi and being a therapist to his pawns was a start. Though, she's particularly interested in Akechi Goro and picking his entire brain along with his thoughts.
