Co. Meanwhile, its renewable energy projects include the 52-MW Northwind PowerDevelopment Corp. in Bangui, Ilocos Norte, an 81-MW wind farm in Pagudpud, Ilocos Nortethrough NLREC and an 18-MW solar plant in Negros Oriental which is a joint undertakingwith the Bronzeoak Clean Energy Inc . In less than ten years, the Chinese wind industry has drove past large wind powercompanies in the US and Germany. Two of the world's three largest turbine manufacturersare now Chinese. Only Danish Vestas is today larger than Chinese Sinovel and Goldwind.  Behind the success is a strong growth in the domestic market. As of January 1, 2013, theindustrial giant has installed more than 70,000 megawatts (MW) of wind power in the east.It is most in the world, and twice as much Europe's largest wind power country, Germany.Cheap labor and ample access to capital are part of the recipe.  The Chinese authorities have alsomade a financial contribution.   " Wind power is seen as a new economic growth area.  It is government'spriority, "said Megan Tang in the Chinese renewal organization Creia.  She has beenfollowing developments for many years and thinks 2006 became a turning point: "The renewalact in 2006 was absolutely crucial," she told Tekniske Ukeblad, and received support fromLiming Qiao in the Global Wind Energy Council. - That law was a milestone.  Then the wind power increased dramatically and was doubledfor each year that went, "said Liming.   Many surprised when China announced in2005 that the country would build 30,000 MW of wind power by 2020. 135,000 MW wind powerwill be in Beijing by 2020.  Good support schemes  In a small office inBeijings Dongzhimen district, the Chinese Wind Power Association (CWEA) holds. Models ofall types of turbines are in the hallway. She says that the Chinese authorities have had atwo-part goal with their wind power strategy.  " The government wishes to stimulate the development of a supplier industry. There is onlyhalf of VAT on wind farm equipment and the wind power companies are also beneficiallytaxed, she explains. Norway can learn "Inmany fields, Norway has something to learn from China," says fellow Marius S. Korsnes toTeknisk Ukeblad. He recently delivered a master's thesis on the development of Chinesewind power, and is currently employed at the Department of Interdisciplinary CultureStudies at NTNU". "To get a policy that will help both wind power and the local windindustry, we have not had a good time in Norway.  - What role have the authorities played? "They have played a very important role, but perhaps in a different way than people inNorway like to believe. Many people think things are just started from the top.  That's not all the way it works.  The authorities haveset a framework that opens for industry, and so the local authorities have started thingsat local level, he says. To scale up the industry so quickly, the authorities could notmanage on their own. Here, existing companies have built up knowledge and expertise, hesays.  What about in other countries? Indonesia with its 35,000 MW power project is making renewable energy as part of their vision.
