Why is this Canadian university scared of you seeing its Privacy Impact Assessment?

Barbra Streisand is famous for many things: her exciting performances on the big screen, the small screen, and the stage; her Grammy-winning career as a musician (she's a certified EGOT!); and for all the times she's had to correct people who've added an extra vowel to the spelling of her first name (I can relate!).
But a thousand years from now, her legacy is likely to be linguistic, rather than artistic. The "Streisand Effect" – coined by Mike Masnick – describes what happens when someone tries to suppress a piece of information, only to have that act of attempted suppression backfire by inciting vastly more interest in the subject:

The term dates to 2003, when Streisand sued the website Pictopia and its proprietors for $50m for reproducing an image from the publicly available California Coastal Records Project (which produces a timeseries of photos of the California coastline in order to track coastal erosion). The image ("Image 3850") incidentally captured the roofs of Streisand's rather amazing coastal compound, which upset Streisand.
But here's the thing: before Streisand's lawsuit, Image 3850 had only been viewed six times. After she filed the case, another 420,000 people downloaded that image. Not only did Streisand lose her suit (disastrously so – she was ordered to pay the defendants' lawyers $177,000 in fees), but she catastrophically failed in her goal of keeping this boring, obscure photo from being seen:

Streisand has since called the suit "a mistake." On the one hand, that is very obviously true, but on the other hand, it's still admirable, given how many other failed litigants went to their graves insisting that their foolish and expensive legal gambit was, in fact, very smart and we are all very stupid for failing to understand that.
Which brings me to Ian Linkletter and the Canadian Privacy Library. Linkletter is the librarian and founder of the nonprofit Canadian Privacy Library, a newish online library that collects and organizes privacy-related documents from Canadian public institutions. Linkletter kicked off the project with the goal of collecting the Privacy Impact Assessments from every public university in Canada, starting in his home province of BC.
These PIAs are a legal requirement whenever a public university procures a piece of software, and they're no joke. Ed-tech vendors are pretty goddamned cavalier when it comes to student privacy, as Linkletter knows well. Back in 2020, Linkletter was an ed-tech specialist for the University of British Columbia, where he was called upon to assess Proctorio, a "remote invigilation" tool that monitored remote students while they sat exams.
This is a nightmare category of software, a mix of high-tech phrenology (vendors claim that they can tell when students are cheating by using "AI" to analyze their faces); arrogant techno-sadism (vendors requires students – including those sharing one-room apartments with "essential worker" parents on night shifts who sleep during the day – to pan their cameras around to prove that they are alone); digital racism (products are so bad at recognizing Black faces that some students have had to sit exams with multiple task-lights shining directly onto their faces); and bullshit (vendors routinely lie about their tools' capabilities and efficacy).
Worst: remote invigilation is grounded in the pedagogically bankrupt idea that learning is best (or even plausibly) assessed through high-stakes testing. The kind of person who wants to use these tools generally has no idea how learning works and thinks of students as presumptively guilty cheats. They monitor test-taking students in realtime, and have been known to jiggle test-takers' cursors impatiently when students think too long about their answers. Remote invigilation also captures the eye-movements of test-takers, flagging people who look away from the screen while thinking for potential cheating. No wonder that many students who sit exams under these conditions find themselves so anxious that they vomit or experience diarrhea, carefully staring directly into the camera as they shit themselves or vomit down their shirts, lest they be penalized for looking away or visiting the toilet.
Linkletter quickly realized that Proctorio is a worst-in-class example of a dreadful category. The public-facing materials the company provided about its products were flatly contradicted by the materials they provided to educators, where all the really nasty stuff was buried. The company – whose business exploded during the covid lockdowns – is helmed by CEO Mike Olsen, a nasty piece of work who once doxed a child who criticized him in an online forum:

Proctorio's products are shrouded in secrecy. In 2020, for reasons never explained, all the (terrible, outraged) reviews of its browser plugin disappeared from the Chrome store:

Linkletter tweeted his alarming findings, publishing links to the unlisted, but publicly available Youtube videos where Proctorio explained how its products really worked. Proctorio then sued Linkletter, for copyright infringement.
Proctorio's argument is that by linking to materials that they published on Youtube with permissions that let anyone with the link see them, Linkletter infringed upon their copyright. When Linkletter discovered that these videos already had publicly available links, indexed by Google, in the documentation produced by other Proctorio customers for students and teachers, Proctorio doubled down and argued that by collecting these publicly available links to publicly available videos, Linkletter had still somehow infringed on their copyright.
Luckily for Linkletter, BC has an anti-SLAPP law that is supposed to protect whistleblowers facing legal retaliation for publishing protected speech related to matters of public interest (like whether BC's flagship university has bought a defective and harmful product that its students will be forced to use). Unluckily for Linkletter, the law is brand new, lacks jurisprudence, and the courts have decided that he can't use a SLAPP defense and his case must go to trial:

Linkletter could have let that experience frighten him away from the kind of principled advocacy that riles up deep-pocketed, thin-skinned bullies. Instead, he doubled down, founding the Canadian Privacy Library, with the goal of using Freedom of Information requests to catalog all of Canada's post-secondary institutions' privacy assessments. Given how many bodies he found buried in Proctorio's back yard, this feels like the kind of thing that should be made more visible to Canadians.
There are 25 public universities in BC, and Linkletter FOI'ed them all. Eleven provided their PIAs. Eight sent him an estimate of what it would cost them (and thus what they would charge) to assemble these docs for him. Six requested extensions.
One of them threatened to sue.
Langara College is a 19,000-student spinout of Vancouver Community College whose motto is Eruditio Libertas Est ("Knowledge is Freedom"). Linkletter got their 2019 PIA for Microsoft's Office 365 when he FOI'ed the Nicola Valley Institute of Technology (universities often recycle one another's privacy impact assessments, which is fine).
That's where the trouble started. In June, Langara sent Linkletter a letter demanding that he remove their Office 365 PIA; the letter CC'ed two partners in a law firm, and accused Linkletter of copyright infringement. But that's not how copyright – or public records – work. As Linkletter writes, the PIA is "a public record lawfully obtained through an FOI request" – it is neither exempted from disclosure, nor is it confidential:

Langara claims that in making their mandatory Privacy Impact Assessment for Office 365 available, Linkletter has exposed them to "heightened risks of data breaches and privacy incidents," they provided no evidence to support this assertion.

I read it. It is pretty goddamned anodyne – about as exciting as looking at the roof of Barbra Streisand's mansion.
Sometimes, where there's smoke, there's only Streisand – a person who has foolishly decided to use the law to bully a weaker stranger out of disclosing some innocuous and publicly available fact about themselves. But sometimes, where there's smoke, there's fire. A lot of people who read my work are much more familiar with ed-tech, privacy, and pedagogy than I am. If that's you, maybe you want to peruse the Langara PIA to see if they are hiding something because they're exposing their students to privacy risks and don't want that fact to get out.
There are plenty of potential privacy risks in Office 365! The cloud version of Microsoft Office contains a "bossware" mode that allows bosses to monitor their workers' keystrokes for spelling, content, and accuracy, and produce neat charts of which employees are least "productive." The joke's on the boss, though: Office 365 also has a tool that lets you compare your department's usage of Office 365 to your competitors, which is another way of saying that Microsoft is gathering your trade secrets and handing it out to your direct competitors:

So, yeah, there are lots of "features" in Office 365 that could give rise to privacy threats when it is used at a university. One hopes that Langara correctly assessed these risks and accounted for them in its PIA, which would mean that they are bullying Linkletter out of reflex, rather than to cover up wrongdoing. But there's only one way to find out: go through the doc that Linkletter has restored to public view.
Linkletter has excellent pro bono representation from Norton Rose Fulbright, a large and powerful law-firm that is handling his Proctorio case. Linkletter writes, "they have put this public college on notice that any proceeding is liable to be dismissed pursuant to the Protection of Public Participation Act, BC’s anti-SLAPP legislation."
Langara has now found themselves at the bottom of a hole, and if they're smart, they'll stop digging.

Elon Musk’s minions—from trusted sidekicks to random college students and former Musk company interns—have taken over the General Services Administration, a critical government agency that manages federal offices and technology. Already, the team is attempting to use White House security credentials to gain unusual access to GSA tech, deploying a suite of new AI software, and recreating the office in X’s image, according to leaked documents obtained by WIRED.
Some of the same people who helped Musk take over Twitter more than two years ago are now registered as official GSA employees. Nicole Hollander, who slept in Twitter HQ as an unofficial member of Musk’s transition team, has high-level agency access and an official government email address, according to documents viewed by WIRED. Hollander’s husband, Steve Davis, also slept in the office. He has now taken on a leading role in Musk’s Department of Government Efficiency (DOGE). Thomas Shedd, the recently installed director of the Technology Transformation Services within GSA, worked as a software engineer at Tesla for eight years. Edward Coristine, who previously interned at Neuralink, has been onboarded along with Ethan Shaotran, a Harvard senior who is developing his own OpenAI-backed scheduling assistant and participated in an xAI hackathon.
“I believe these people do not want to help the federal government provide services to the American people,” says a current GSA employee who asked not to be named, citing fears of retaliation. “They are acting like this is a takeover of a tech company.”
The team appears to be carrying out Musk’s agenda: slashing the federal government as quickly as possible. They’re currently targeting a 50 percent reduction in spending for every office managed by the GSA, according to documents obtained by WIRED.
There also appears to be an effort to use IT credentials from the Executive Office of the President to access GSA laptops and internal GSA infrastructure. Typically, access to agency systems requires workers to be employed at such agencies, sources say. While Musk's team could be trying to obtain better laptops and equipment from GSA, sources fear that the mandate laid out in the DOGE executive order would grant the body broad access to GSA systems and data. That includes sensitive procurement data, data internal to all the systems and services GSA offers, and internal monitoring software to surveil GSA employees as part of normal auditing and security processes.
The access could give Musk’s proxies the ability to remote into laptops, listen in on meetings, read emails, among many other things, a former Biden official told WIRED on Friday.
“Granting DOGE staff, many of whom aren't government employees, unfettered access to internal government systems and sensitive data poses a huge security risk to the federal government and to the American public,” the Biden official said. “Not only will DOGE be able to review procurement-sensitive information about major government contracts, it'll also be able to actively surveil government employees.”
The new GSA leadership team has prioritized downsizing the GSA’s real estate portfolio, canceling convenience contracts, and rolling out AI tools for use by the federal government, according to internal documents and interviews with sources familiar with the situation. At a GSA office in Washington, DC, earlier this week, there were three items written on a white board sitting in a large, vacant room. “Spending Cuts $585 m, Regulations Removed, 15, Square feet sold/terminated 203,000 sf,” it read, according to a photo viewed by WIRED. There’s no note of who wrote the message, but it appears to be a tracker of cuts made or proposed by the team.
“We notified the commercial real estate market that two GSA properties would soon be listed for sale, and we terminated three leases,” Stephen Ehikian, the newly appointed GSA acting administrator, said in an email to GSA staff on Tuesday, confirming the agency’s focus on lowering real estate costs. “This is our first step in right-sizing the real estate portfolio.”
The proposed changes extend even inside the physical spaces at the GSA offices. Hollander has requested multiple “resting rooms,” for use by the A-suite, a team of employees affiliated with the GSA administrator’s office.
On January 29, a working group of high-ranking GSA employees, including the deputy general counsel and the chief administrative services officer, met to discuss building a resting room prototype. The team mapped out how to get the necessary funding and waivers to build resting rooms in the office, according to an agenda viewed by WIRED.
After Musk bought Twitter, Hollander and Davis moved into the office with their newborn baby. Hollander helped oversee real estate and office design—including the installation of hotel rooms at Twitter HQ, according to a lawsuit later filed by Twitter executives. During the installation process, one of the executives emailed to say that the plans for the rooms were likely not code compliant. Hollander “visited him in person and emphatically instructed him to never put anything about the project in writing again,” the lawsuit alleged. Employees were allegedly instructed to call the hotel rooms “sleeping rooms” and to say they were just for taking naps.
Hollander has also requested access to Public Buildings Service applications; PBS owns and leases office space to government agencies. The timing of the access request lines up with Ehikian’s announcement about shrinking GSA’s real estate cost.
Musk’s lieutenants are also working to authorize the use of AI tools, including Google Gemini and Cursor (an AI coding assistant), for federal workers. On January 30, the group met with Google to discuss Telemetry, a software used to monitor the health and performance of applications, according to a document obtained by WIRED.
A-suite engineers, including Coristine and Shaotran, have requested access to a variety of GSA records, including nearly 10 years of accounting data, as well as detailed records on vendor payments, purchase orders, and revenue.
The GSA takeover mimics Musk’s strategy at other federal agencies like the Office of Personnel Management (OPM). Earlier this month, Amanda Scales, who worked in talent at Musk’s xAI, was appointed as OPM chief of staff. Riccardo Biasini, former Tesla engineer and director of operations at the Boring company, is now a senior adviser to the director. Earlier this week, Musk cohorts at the US Office of Personnel Management emailed more than 2 million federal workers offering “deferred resignations,” allegedly promising employees their regular pay and benefits through September 30.
The email closely mirrored the “extremely hardcore” note Musk sent to Twitter staff in November 2022, shortly after buying the company.
Many federal workers thought the email was fake—as with Twitter, it seemed designed to force people to leave, slashing headcount costs without the headache of an official layoff.
Ehikian followed up with a note to staff stressing that the email was legitimate. “Yes, the OPM email is real and should be taken very seriously,” he said in an email obtained by WIRED. He added that employees should expect a “further consolidation of offices and centralization of functions.”
On Thursday night, GSA workers received a third email related to the resignation request called “Fork in the Road FAQs.” The email explained that employees who resign from their positions would not be required to work and could get a second job. “We encourage you to find a job in the private sector as soon as you would like to do so,” it read. “The way to greater American prosperity is encouraging people to move from lower productivity jobs in the public sector to higher productivity jobs in the private sector.”
The third question posed in the FAQ asked, “Will I really get my full pay and benefits during the entire period through September 30, even if I get a second job?”
“Yes,” the answer read. “You will also accrue further personal leave days, vacation days, etc. and be paid out for unused leave at your final resignation date.”
However, multiple GSA employees have told WIRED that they are refusing to resign, especially after the American Federation of Government Employees (AFGE) told its members on Tuesday that the offer could be void.
“There is not yet any evidence the administration can or will uphold its end of the bargain, that Congress will go along with this unilateral massive restructuring, or that appropriated funds can be used this way, among other issues that have been raised,” the union said in a notice.
There is also concern that, under Musk’s influence, the federal government might not pay for the duration of the deferred resignation period. Thousands of Twitter employees have sued Musk alleging that he failed to pay their agreed upon severance. Last year, one class action suit was dismissed in Musk’s favor.
In an internal video viewed by WIRED, Ehikian reiterated that GSA employees had the “opportunity to participate in a deferred resignation program,” per the email sent by OPM on January 28. Pressing his hands into the namaste gesture, Ehikian added, “If you choose to participate, I offer you my heartfelt gratitude for your service to this nation. If you choose to stay at the GSA, we’ll work together to implement the four pillars from the OPM memo.” He ended the video by saying thank you and pressing his hands into namaste again.

It’s the subscription “Premium Connectivity” entertainment features. It’s the fact that entire feature sets like “full self driving,” which are built into the car’s hardware, can only be unlocked with expensive software purchases or subscriptions. It’s the fact that random Tesla workers spied on customers using onboard cameras and shared them with each other. It’s the fact that cops see Teslas near crime scenes as potential sources of video footage.

It’s getting harder to outsmart the digital minders at work.
The rise of remote work and, in turn, employee-monitoring software sparked a boom in mouse and keyboard jigglers and other hacks to help staffers fake computer activity—often so they can step away to do laundry or a school pickup.
Now some companies are cracking down on the subterfuge, deploying tools that can better spot the phony busywork.
The latest salvo in this productivity-tracking arms race came in a recent regulatory filing from Wells Fargo. In the disclosure, first reported on by Bloomberg News, the bank said it had fired more than a dozen employees in its wealth and investment management unit for allegedly simulating keyboard activity to create the “impression of active work.”

So, in the category of Silly and Impossible Sim Challenges, I wonder what mods, cheats, and mechanics you'd have to use to make Murderbot in Sims 2?
Murderbot is a construct of a type called a SecUnit made of cloned human tissue, extremely complex hardware, and software that integrates with both and makes the hardware look simple. Its primary function is to protect, so it has energy weapons in its arms, superstrength, superspeed, a certain amount of self-healing, and can handle multiple sensory and data inputs, utilizing scout drones and a kind of universal internet/virtual reality environment called "the feed." It can, quite literally, fight a running battle with multiple opponents, hack multiple systems, track what's going on in other locations that it has camera access to, communicate and make coherent plans with other intelligent entities over the feed or through direct verbal communication, and worry about what's going on in places outside of its sensory reach, all at the same time. A lot of its time, however, has been spent monitoring a peaceful environment for threats and hacking systems while consuming media.
It can pass as a human augmented with cyborg technology, and has altered its height and its hair production to make this easier. It also runs subroutines to mimic random human movement when it wants to pass. When it doesn't want to pass, it becomes noticeably uncanny valley.
Corporations abuse their SecUnits functions quite a bit, and install governor modules in their constructs that punish them by directly acting on neural tissue, in case they protect the "wrong thing" (like, workers instead of equipment) but after a certain horrific incident, Murderbot hacked its governor module so that it could do whatever it wanted to. It then kept doing its job, lying low and watching media, because it didn't know what else it wanted to do; only what it didn't want to do. This backstory has left Murderbot full of rage and anxiety. It is touch averse and doesn't like being looked at directly or making eye contact with people. Sometimes it has an Emotion and it wants privacy for that.
It is AAA - agender, asexual, and aromantic. It literally has no sex organs, and being used to spy on clients 24/7 has left it not only indifferent to but deeply repulsed by sex - it fast-forwards through sex scenes in media. It doesn't even like the word "relationship," yet its favorite show is a long-running soap opera, and it tracks the personal relationships of its clients closely (ostensibly for security reasons; if a married couple who treat each other and it well retreat to a room it can't monitor they're more likely to be having sex than plotting against it, while two people who hate each other may break out into violence and require intervention to prevent them from damaging each other and/or company property).
It derives operating energy from a rechargeable battery pack of remarkable productivity and longevity. It could mimic eating or drinking, but what it consumed would just sit in a lung till it could be expelled and that's gross. Most human bodily functions repel it more or less, though it isn't disgusted by seeing people eat. It doesn't sleep but occasionally goes offline during recharge cycles, mostly to avoid conversations it doesn't want to have.
The obvious thing is to make it a servo, which should deal with some of the motive-based things; but the first thing you'd need would be a servo default that looked like a humaniform sim, onto which you could add layerable CC accessories. Its bare feet are a particular problem as they are never explicitly described, but the text makes it clear that they're not remotely like human feet. However, as I understand it (I have never played a servo), servos are on the same gender binary as humaniform sims, so we'd need a lot of androgynous CC, too. Its preferred clothing styles are hoodies and loose pants with lots of pockets (for carrying drones and tools and evidence and stuff; it also has secret compartments in its torso, which we fortunately don't have to worry about because of the inventory mechanic), and it wears boots with most outfits. Oh, yeah, and it can detach extremities and still operate them like drones, which I don't think we can simulate but so far in the series it's only done this once. Another difficulty with servos is that Murderbot's core identity is SecUnit and it resents being asked to do mundane chores outside of its function, while Servos were designed and coded with the notion of a housekeeping bot in mind.
Using an editing tool to set its gender preference at -100/-100 should be sufficient for the asexual/aromantic part. Zero social points is obvious; but nice points are a problem. Murderbot is capable of extreme violence even when its rage isn't activated (its rage is usually activated) but it's never unprovoked violence. It would never walk up to a stranger and flick their nose or otherwise pick a fight. It would recoil from flirts or solicitations to dance or play, but if you did get it to play catch with you, it wouldn't throw the ball at your head - it'd be more likely to aim precisely at your hand so that it's almost impossible for you not to catch it. In a lot of ways it's high nice, but the nice gestures are entirely inappropriate to it.
Active and playful points are another puzzle. Murderbot can stand still for hours, perfectly happy, watching hour after hour of media and scanning for threats, but it can also sustain heavy mental and physical activity for similar stretches of time. It takes life very seriously but has a snarky sense of humor and an endless capacity for media consumption.
Honestly all the personality points are like that. It's scrupulously tidy but isn't down for cleaning up after anybody - that's one of the things drones and cleaning bots are for. It's cripplingly shy but you only have to look vulnerable and it will adopt you as a client and protect you with its life and then some, even if you're not very nice to it. (We only see it happen once, but it has no reason to lie when it says that multiple clients have shot it.)
Aspiration is hard. It likes winning fights and Popularity is the least sexy aspiration, but the idea of it actively wanting to make friends with people or throw parties is absurd. Fortune sims are very sexy and though Murderbot likes getting paid so it can get its own gear and doesn't have to pirate shows it's not much into money otherwise. Pleasure and Romance are right out. Family would be...technically doable but so, so weird in so, so many ways. And Knowledge...well, it's very smart indeed, and highly knowledgeable in its areas of interest, but it's also prone to using words it knows are wrong but can't be bothered to correct, and it complains about the low quality of learning modules provided by the company it was owned by until the end of the first book, but never provides itself with better ones.
It would have to have max body points and stuck smart milk syndrome, but otherwise start play pretty ignorant.
Probably you couldn't really do it satisfactorily at all, but I'm willing to hear suggestions from simmers who have read The Murderbot Diaries, or have played nonhuman sims before and know where the CC is.

Meanwhile, new research this week indicates that misconfigured sexual fantasy-focused AI chatbots are leaking users' chats on the open internet—revealing explicit prompts and conversations that in some cases include descriptions of child sexual abuse.

US Citizenship and Immigration Services said on Wednesday that it is starting to monitor immigrants' social media activity for signs of antisemitic activity and “physical harassment of Jewish individuals.” The agency, which operates under the Department of Homeland Security, said that such behavior would be grounds for “denying immigration benefit requests.” The new policy applies to people applying for permanent residence in the US as well as students and other affiliates of “educational institutions linked to antisemitic activity.” The move comes as Immigration and Customs Enforcement has made controversial arrests of pro-Palestinian student activists, including Mahmoud Khalil of Columbia University and Rumeysa Ozturk of Tufts University, over alleged antisemitic activity. Their lawyers deny the allegations.
Trump Revokes Security Clearance, Orders Investigation of Ex-CISA Director
President Trump this week ordered a federal investigation into former US Cybersecurity and Infrastructure Security Agency director Chris Krebs. An executive order on Wednesday revoked Krebs’ security clearance and also directed the Department of Homeland Security and the US attorney general to conduct the review. Krebs was fired by Trump in November 2020 during his first term after Krebs publicly refuted Trump’s claims of election fraud during that year's presidential election. The executive order alleges that by debunking false claims about the election while in office, Krebs violated the First Amendment's prohibition on government interference in freedom of expression.
In addition to removing Krebs' clearance, the order also revokes the clearances of anyone who works at Krebs' current employer, the security firm SentinelOne. The company said this week in a statement that it “will actively cooperate in any review of security clearances held by any of our personnel” and emphasized that the order will not result in significant operational disruption, because the company only has a handful of employees with clearances.
NSA, Cyber Command Officials Cancel RSA Security Conference Appearances
NSA Cybersecurity Division Director Dave Luber and Cyber Command Executive Director Morgan Adamski will no longer speak at the prominent RSA security conference, scheduled to begin on April 28 in San Francisco. Both appeared at the conference last year. A source told Nextgov/FCW that the cancellations were the result of agency restrictions on nonessential travel. RSA typically features top US national security and cybersecurity officials alongside industry players and researchers. President Trump recently fired General Timothy Haugh, who led both the NSA and US Cyber Command.
