The M1911 in Starfield, and its updated version, the XM2311.
The tweet is being literal btw - Earth became uninhabitable between 2150 and the early 2200s - which I must admit does somewhat disappoint me as a narrative device.
More under the cut.
There are other "Old Earth" weapons as well, and I'm convinced each one is a reference to a separate sci-fi property:
1) the shotgun is very clearly Hicks' shotgun from Aliens. The MP40 pistol grip/endcap is the giveaway.
2) the VSS is very probably a S.T.A.L.K.E.R. reference, with it being called a "Hunting Rifle", and with how its parts are colored.
3) the 1911 is probably an Honor Harrington reference - considering a PC with the "Kid Stuff" perk can obtain a unique one from their father, just like Honor herself did.
4) the AK is probably an Elysium reference - if there aren't modifications to the "Old Earth Assault Rifle" to make it resemble the Elysium AK, I'll be quite sad.

I always appreciated this detail in Clear Sky. If you find the area from the intro cutscene while in the Swamps, you can pick up Scar's Vintorez that he had in the scene. I mean, it's at zero durability and you won't have ammo for it for a long time, but you can at least sell it for a decent bit.
It's things like this that I love. I just wish you could actually use it this early as a prize for finding it.

Ever managed to get your hands on a 9x39 gun in Ukraine or are they really rare as fuck ?
They are indeed rare as fuck. Had a buddy in a different who actually managed to acquire a VSS Vintorez, but he only had it for a few days before SBU collected it. So the rarity is enforced, for reasons I could probably figure out with effort but don't know off-cuff

How effective would snow be as a makeshift rifle suppressor, i.e; If a person were taking their shots with the barel in a snowdrift or packed snow in front of it? The climax of my story involves a character providing cover with a hunting rifle during a winter night and I wasn't sure how much/if it might help deaden the sound and muzzle flash or what effect it would have on the bullet's penetration/trajectory/etc (if any).
Completely ineffective. It would also raise questions about how she'd be able to effectively sight her targets.
So, you have two problems with this plan. First, supressing a gunshot requires trapping the escaping gasses. The actual sound you hear is the powder burning off, so, you need to keep that contained. Rigging up an improvised supressor is possible, for someone with the technical knowhow, and enough raw parts.
There is an, “action movie,” improvised suppressor that drives me up a wall, but actually works. If you have the tools to get a solid seal around the barrel, a plastic bottle does make a functional, single use, suppressor. Importantly, it's still going to make a lot of noise, but it will dramatically reduce the sound of the initial gunshot. Any follow-up shots will be at full volume; stripping and replacing the bottle is probably too complicated to do while providing cover, so this is a one shot trick. It also won't hide that that the targets are getting shot at, but it will make identifying the source of that first shot much trickier. It's also worth remembering that there's a pretty decent chance the bottle will obstruct the sights (or optics), so it is a valid solution, but it has some serious drawbacks.
The second problem you have is your ammunition. With a handful of (exotic) exceptions, rifle rounds are hypersonic. That means they travel above 343m/s, which means they make a tiny sonic boom as they travel. This is the characteristic crack of a rifle round (and many pistol rounds.) The only way to avoid this is by using subsonic ammunition. The ballistics on subsonic ammo tends to be pretty terrible. You don't want to fire this stuff if you don't absolutely have to.
There two very notable subsonic rounds. The first is .45 ACP. A lot of standard .45 ACP has muzzle velocities around 250m/s, which means it lacks that unsupressible crack. The other round is 9x39mm. This is a Russian round designed for a small selection of rifles intended for covert operations. The AS Val, and VSS Vintorez. Since it's introduction, it has also seen use in a few unsupressed firearms. The OTs-14 Groza (Thunderstorm), and the SR3m Vikhr. The cartridge has a muzzle velocity just under 300m/s, and the basic idea was, if you have to reduce the velocity, you can just increase the mass of the bullet. The AS Val and Vintorez were both late-Soviet designs, and while the cartridge is unusual, it is a noteworthy example of a round designed around the speed of sound.
The snow drift would hide the muzzle flash (to some degree), and that's the only thing it would be good for, but this comes with other problems. If you're hiding behind something and shooting through it, you can't see to shoot accurately through it. Unless the hunting rifle is something truly unual, (like an MAS .223), the scope is going to be pretty close in line with the barrel. (Before you get too excited by that example, a MAS .223 sold at auction in September 2019 for $28,750, and another example sold at auction last year for over $40k. This is an extremely rare, and expensive firearm.)
Shooting through a snow drift (or, really, anything else) also has the risk of hitting something inside the drift. This depends on how well your character knows what should be there, but it would be a pretty horrible way to discover the drift is concealing a concrete traffic barrier, or something similar.
Unfortunately, the snow drift is almost certainly concealing snow within. This is the biggest problem with this plan. Snow is surprisingly good at stopping bullets. This should be expected when you consider that water is one of the preferred mediums for stopping bullets in forensic examinations. Trying to put a bullet through a meter of snow is likely enough to stop it. As in, the bullet never comes out, or is already tumbling with very little remaining inertia. If you try to shoot through a snow drift, you're not going to hit your target on the other side. Even just 30cm of snow is enough to destabilize and significantly slow your round. (That number depends on a lot of factors, primarily the bullet used.) This will have the unintentional side effect of dragging your round below the sound barrier, but the cost is that you can't intentionally hit anything with it. It's already going to be tumbling and end up wherever it feels like.
The best option with a situation like this would be for your sniper to find someplace they're relatively concealed, and then be careful with their shots. The ideal approach would be to keep moving, repositioning after each shot, though that might not be an option. They might conceal themselves in the snowdrift, with their rifle and scope peeking out. It's not going to do anything about the gunshot, but it will make them harder to spot before the bullets start flying. And, while the snow wouldn't completely protect from incomming fire, if they took cover behind it, it would give them better odds against getting hit fatally. A full meter of snow would stop most rounds from getting through.
So, yeah, there are options here, just not the ones you were thinking of.

favorite ranged + melee + throwable?
Hank: I prefer pistols and rifles when it comes to ranged. Swords and knives for melee, and shurikens and daggers for throwables. Anything is a throwable if you throw it hard enough, though.
Sanford: Ranged? Probably a good ol' fashioned 12 gauge shotgun. Why put one hole in a guy when you can put a dozen holes in 'em? For melee and throwables, it's gotta be my trusty hook. It's got the best of both worlds.
Deimos: Definitely the MP7 sub-machine gun, but I'll take an MP5 if those're out of stock. I don't like gettin' too close to these bozos, but if I gotta choose a melee weapon I'd probably go for a knife. Somethin' light and easy to swing but not any less deadly? And when I throw stuff it better be a grenade or a flashbang.
Doc: Of course, I prefer sniper rifles, so the VSS Vintorez is my go to pick. However if there's not one available, anything with a scope will do. I usually prefer to use two knifes if I have to go melee, but ideally that wouldn't even happen. I'm a real big fan of frag grenades or any kind of throwable explosive device.
Tricky: I LOVE LIGHT MACHINE GUNS!!! NOTHING LIKE DUMPING OVER 100 ROUNDS OF LEAD AT SOME IDIOTS WHILE THEY SCRAMBLE FOR COVER!!! OF COURSE MY FAVORITE MELEE WEAPON IS GOING TO BE MY STOP SIGN, I SHOULDN'T EVEN HAVE TO SAY THAT!!! AND IF I'M REALLY ANNOYED AT SOMEONE, I CAN THROW IT AT THEM TOO!!
Jeb: Smith and Wesson .500 Magnum Revolver. My personal favorite when it comes to dealing with my enemies. It can be used at longer ranges due to its long barrel, and is perfectly competent at mid to short ranges. The lack of ammo capacity is a notable detractor, but when you're as accurate as me, it matters a lot less. Of course, my binary sword quickly enters the 'favorites' category when it comes to melee weapons. Long reach, high durability, and more than enough sharpness to stab or cleave through anyone unfortunate enough to stand in the way. For thrown weapons, I have my dissonant bolts for that. I don't even have to aim them, just think about where I want them to go and they'll do it.
Crackpot: Ranged weapons are unfortunately quite uncommon down here, but I was always very fond of bows and crossbows. Quite primitive compared to a gun, but the right type of arrowhead will render even the toughest armor useless. Not to mention they are very, very quiet, which is useful when moving around zed-infested areas. Us buoyant have mastered hook type weapons, for use as melee and as thrown. Very useful for closing the distance without a ranged weapon.
Sheriff: Well 'a 'course I'm gonna respond with a good ol' fashioned revolver. I wouldn't be much of a cowpoke without one. 6 shots ain't a lot, but when you got two of 'em, you can make that 12. More n' enough to kill anythin' that moves. I personally don't like t' get my hands dirty, but I'll take a good ol' huntin' knife if I can get my hands on one. Somethin' that won't break on me too quick like. I'd also probably take some throwin' knives or axes, I ain't the best at it but I can land my shots decent enough. They ain't ideal, but useful in a pinch, or as a last ditch attack.
Phobos: I personally do not use guns. I always found them to be quite uncivilized. They are...Below me. You may think me a fool for that, but can you block and reflect bullets back at your enemies with a sword? A trusty blade is more than enough to suit the needs of a distinguished gentleman such as myself. Not to mention they can be thrown at the enemy if need be, but I prefer to get up close and personal.
Auditor: High capacity weapons such as light machine guns and high explosives like rocket launchers or grenade launchers. I am not physically harmed by either of these things, so I find them to be most effective when dealing with enemies myself. These days I tend to default to the modified version of the binary sword I picked up off Christoff, however before that, I was quite fond of the megachete. I am not restricted by things such as weight, so I found them quite effective due to their large size and chopping power. If I ever need to throw something, I will likely just cast fireballs from my hands.

Ok, everyone, favourite weapon?
Hank: Hard to pick just one, lots to choose from, lots of good ones. Anything with a point or an edge. Very brutal, very effective, very versatile.
Sanford: Well my hook, obviously! Y'know how long it took me to get a handle on this thing? Throwin' it without missing is a hassle if ya don't know what yer doing. Second to that? Prolly a good ol' fashioned 12 gauge shotgun.
Deimos: Sub-machine guns and pistols all the way. Me n' San do a lot of close quarters stuff, typically we're never fightin' dudes any farther than a hallway's length, so it's good to have stuff that's ideal for mid range engagements. Big fan of the MP7 personally, all the fun of a rifle round in a party sized gun.
Doc: Sniper rifles, specifically the VSS Vintorez. Sleek. Reliable. Quiet. Most importantly: Very, very deadly. I prefer to tackle things from a safe distance, any scoped rifle will be my go-to.
Tricky: WHY, MY STOP SIGN, OF COURSE!!! THERE'S JUST SOMETHING SO VISCERALLY SATISFYING ABOUT CRUSHING SOME GUY'S HEAD FLAT LIKE A PANCAKE WITH IT.
Jeb: I'm a big fan of high caliber pistols, specifically revolvers or other magnums. Some argue they're unnecessary, but most of them don't have the enhanced strength to be able to reduce the recoil so much you can shoot with pin-point accuracy. They're the best for making sure your target goes down and stays down without having to deal with the length and weight of a rifle.
Crackpot: I am quite fond of a curved sword, if you know how to use them right, you can flay someone while they're still standing. Curved blades in general are a buoyant staple.
Sheriff: Might be obvious considering I carry two of 'em, but I'm a big revolver fan. They're reliable, very rare they'll ever jam up or fail on ye, provided you treat 'em right. True for most things in this world. Big bullet's also a good way to make sure if y' hit the first poor bastard, the one behind 'em will be in for a big surprise.
Phobos: Before that bastard Christoff stole it from me, I would have given it to the Binary Sword, but now that slab of steel is insignificant compared to my newfound powers. There is no other feeling like rendering someone asunder with a blade made of pure dissonant energy.
Auditor: There is something pure and simple about Nevadean machine guns, their entire purpose is to produce as much fire as possible in the shortest amount of time. Can't say I don't see the appeal.
