Context : After crash landing on Earth, the only hope of repairing the ship is Val. He sustained a pretty bad head injury in the crash, causing him to become deaf and struggle with the fine motor movements needed to work on the ship. Dr. Klovoyle is the only surviving Dalphdro doctor on Earth. He's a general practitioner who worked on a sketchy space tour cruise ship (the Cosmic Cruiser, which is what they crashed to Earth in), so he's out of his element here.
