pluvi i impulsively pulled for jiaoqiu and i don’t know how to build him (and don’t even have acheron) do u know what works for him team wise and artefacts wise?
I will point u over to my beloved guoba’s vid on him if u want an in-depth discussion but for a tl;dr of that:
He slots decently well in any team where Pela does, so he’s good as a Dr Ratio support if ur hurting for debuffs w his team. Hes also an okay dot support (better w eidos so most wouldn’t bother at e0) and he’s pretty good in pure fiction due to ult spam—in general, probably think of him as a debuffing ult support, so he’s good w chars that need debuffs like Ratio and/or whose damage primarily comes from their ults like Argenti or Yunli BUT w the caveat that you’ll probably want Tingyun on there w them as a battery.
Here are the important graphics guoba gave wrt relics

Obvi his sig is his best lc but in lieu of that apparently eyes of the prey is good bc it gives ehr, and tutorial mission (the event lc from way back when silver wolf was introduced, im sorry if u don’t have it) or the Herta shop cone r both very good for ult spam, w the Herta shop cone especially good for pure fiction.
Hope that helps!!!
#ask.🌧#anon#he’s kinda stuck tugged between two things#(and ult buffer and a debuffer)#bc he’s a ready-made support Specifically for Acheron so he’s ultimately going to be best on her teams#where his role as an ult buffer is best utilized bc he can also act as a battery for her#obvi this does not work as well w chars that want energy#or another way of getting their ult (like Feixiao now or how Rappa is likely to be iirc?)#NOT TO SAY HES A BAD CHAR he’s very good!!! and he can do some pretty nasty damage when he wants!!!#and the vast majority of chars do like ult buffs so he’s very effective#plus if ur like my friend who just. generally prefers debuff supports over buffing supports he’s a very compelling char 🙂↕️🙂↕️#but yeah just to put into words his niche and the advantages vs limitations of it

Okay since i don't have any funny arts ready yet i would want to rant a little about whb.
First of all, I kinda found out that there is a visible pattern connecting the affiliation to the diffrent parts of Hell of the demons and their types of roles in the battle:
Gehenna- we have typical long range marksmen with Astaroth, Leraye, Paimon and Belial using rifles and Satan and Ppyong using some sort of bazookas(?) The only exception from this rule is Sitri with his Iron Maiden, but that is explained by him being away studying in Hades (correct me if im wrong)
Hades - we have our beloved coffin summoners here as medium range marksmen. Leviathan,Barbietoes, Glasya, Foras and Orias are all coffin users and summoning beasts seeems to be unique to the demons of Hades( God I have to read the orias event bc i forgor to)
Tartaros - Classic defense characters aka tanks. Lower power more health, shielding, becoming invincible for a while, some characters have stalling if i remember??? Every characters design here mostly follows these rules, even though the have diffrent weapons yknow Bimet has the skulls, Valefor a sword and shield, Mammon has the pillars and hands, and eligos has uhmmmmmm
His cuteness. Ok next
Avisos- well here it starts to get interesting. I belive that the demons here are close-ranged attackers? Amon, Nabe and Stolas have their little weapon arsenals and Bael and Bell have their whips However some characters have a really big range for close range attackers ( bloodshed bell) so im not entirely sure about that
Abaddon- Phenix, Dantalian and Ronovè are all close range attackers, but their main role in game is supporting/buffing other characters (ronove/phenix combo carried me through most of main story). I guess we can assume that Asmodeus (bro i cant wait for him in game im gonna become his biggest simp) will have a simmilar role as a buffer/support.What if prettybusy makes him like the equivalence of Bennett from Genshin??
Nilfheim- the most problematic when it came to assigning the certain role until i looked up the characters. Both Gusion and Andrealphus can stun the enemies with their attacks, while Bathin can decrease the speed of enemies. That makes the Nilfheim crew being debuffers, stunners (if I remember mammon can also stun the enemies with his ult?? But he seems to be the only non-nilfheim character to do that)
Paradise Lost- healers my beloved... Buer, Morax and Marbas are all healers so Lucifer will most likely be one too. Gamigin also can revive a character, which is absolutely great when you try to keep your lower levelled characters alive. Really solid characters, i love using them in battle.
I really like that PB made each role in battle unique to residents of specific countries of Hell
Welp thats all for now, next time im making a little rant about the whole hell and the New event
Bye for now!

I don't even know what I wanted to joke about more in this AU: the gipper kerry pack for a 4 star damager or how hard it is to put together a team solely of allies.

I'm bad at describing and coming up with game mechanics, but I think Viren is similar to Bailu and Huohuo in terms of them. Heals, removes debuffs, and puts his own specific buff on his ult that fixes allies' HP by % of his own health.
- Reila is a very subtle source of basic damage, and as such she is in great need of both constant healing (or shields) and boosting her attack and speed.
- Ezran is a buffer that can focus enemies on herself and boost allies' stats from her health values
- Aaravos... I think he could ramp up speed and energy regeneration. Something similar in mechanics to Tingyun and Sparkle.

I am cringe but I am free
By which I mean here are my Survive kids with Genshin weapons and visions hcs
Takuma is the main character and therefore he is the avatar, he has all the elements. He'd be a sword wielder, and like Traveler he can be a support or dps depending on the element. He's best as a pyro dps.
Minoru is a pyro sword. Survive's very own Bennett (absolutely busted support/sub dps). Attack buffs and elemental infusion. He'd have a passive talent to increase movement speed during the day like Dehya.
Kaito is ALSO pyro but a catalyst. But like a catalyst specifically in the way that Shikanoin Heizou is a catalyst. Meaning that instead of casting fireball he just punches you in the face with a flame-covered fist. Ooooh he'd have a mechanic that uses charged attacks to switch between elemental and physical damage so he can still fight enemies immune to pyro. First ever phys dmg catalyst XD 100% on-field main dps, does more damage if his hp is in the red. His fourth constellation is a shield.
Miu is an electro claymore. I like when tiny people have big weapons. Also the mental image of Kaito constantly being stressed out by her swinging a giant sword around is funny to me. Debuffer with a summon/taunt like Mona. Her damage scales on defense instead of attack. Passive talent increases party members' def by a percentage of her own.
Ryo is a cryo archer. Off-field dps who specializes in cryo application to set up reactions for the others. Party members within the cryo field he creates get elemental mastery boost. His C6 has an insane party-wide crit damage boost. Basically the midpoint between Diona and Faruzan.
Shuuji is a hydro polearm. Very similar role to Xingqiu imo. Minor def and healing, big damage boost. Off-field dps. Despite being hydro instead of electro his kit revolves around energy recharge (also like Mona).
Aoi is an anemo catalyst and healer. If you build her right it's just infinite heals, your team is functionally immortal. Her ult is good for crowd control like Venti or Sucrose and her passive talent is doubling the yield when cooking healing foods.
Saki...dendro bow. S++ tier dendro application for reactions (does this make her best teammates Shuuji and Miu?) primarily a sub dps but her ult is like Qiqi's where it inflicts a debuff on enemies that lets her allies heal themselves by attacking the enemies with the debuff.
Akiharu...geo sword. I wanted to say catalyst or polearm at first but I think he should have a sword to mirror Takuma. Shielder/off-field dps like Zhongli. Passive talent has a chance to double talent books when crafting.
Miyuki...I'm trying so hard not just say electro catalyst like Yae Miko because haha kitsune shrine maiden. I'm gonna say geo polearm instead. Buffer/dps who uses summons like Furina who can also heal by sacrificing her own hp like Shinobu.

Off the Cuff 25/04/2024
Had a lot of things I wanted to talk about but I figured I'd talk about games and tier lists instead, because I realized, while talking to some people, that a lot of people don't understand tier lists.
"tires don exits"
Is a load of crock. Tiers do exist and they are there to show players where things stand relative to each other, how well they're expected to do against each other with their kits, and most importantly if you're getting into a new hobby and you like everything just enough that you can't decide, to help you save money.
This does not mean that tiers are absolute and should be taken as scripture.
Tiers are ultimately guidelines and should only be treated as such. A deeper analysis is generally needed if you're interested in actually making your money's worth/ knowing what you're doing.
Take for example, Honkai Star Rail. For this example, I'll be using Fire TB, Gepard and then add in Aventurine.
Fire TB -> gets shields with every action, shields are very small Gepard -> biggest shields but only when he ults, has higher aggro Aventurine -> weaker shields than Gepard, but uses skill points instead of ult. Also grants Eff Res 50% and allows Aventurine to block CC. Stacks. Also builds up to a follow up attack that does some damage.
If we were to look at things like this, Aventurine becomes the top tier pick, with Gepard coming in second and Fire TB suffering the fate of every f2p gacha protagonist.
However, FireTB has one thing neither of the others have, which is a Taunt. Which in turn guarantees that single target attacks and blast attacks target her, thus saving 2-3 team members from damage.
Additionally, both FireTB and Gepard can gain their shields outside of their turn, so they both have an emergency button built into their kit that Aventurine doesn't.
The question then becomes... how do you even weight this against each other? One could argue that FireTB is still the weakest due to her shields being very small, but they're sufficient in blocking most of the small hits that'll hit your party, even in MoC12, assuming she's actually built and RNG didn't just give you a ton of HP on your gear instead of DEF.
((Key words: small hits. The gorilla slam is not a small hit.))
And more importantly, she has a Taunt. A skill that tells you in advance where the damage is going to be distributed, which, I'm sure for those who've played HSR and other games like it would know, is invaluable. She can also generate a lot of skill points, as even her attacks give shields.
On the flip side, Gepard can freeze your targets whenever you've got skill points to spare, thus allowing you to delay incoming damage by just a bit and maybe give another team mate a turn. A lot of the time that's enough to get in another DoT, a Break, or maybe even a Luocha heal charge.
Yet despite all that, Aventurine guarantees that you've got shields every turn as long as you can spare the skill points, and his shields are more effective than TB's, and Eff Res., despite ((likely)) being multiplicative, is still better than having nothing but base Eff. Res in a game that's going to have more status effects. But running him may limit the amount of skill points available at any given time, and anyone who's played games like HSR will tell you that resource starvation is one of the worst things that could happen to you.
A look at any tier list would tell you what's strongest, but when laid out it becomes terribly difficult to truly judge.
It becomes extra difficult, but most importantly interesting, when you realize what it is you're weighing. But equally as important is looking at things in the macro as well as the micro. Perhaps you've already got very good sustains. Then why consider Aventurine? You don't need another sustain. You could be lacking in carries, buffers or debuffers who could all be ranked lower on the tier lists, yet would significantly better your account position to clear hard content.
Note, it is important to always zoom in and out in all topics, especially those pertaining to real life, I'm just pointing out that you really need to do this if you want to know what you're doing.
I wanted to talk about some light cones as an example, but as this is long enough, I'll end it here.

【Honkai: Star Rail Build TLDR】
↯ Tingyun
For Buffer Build (Recommended!)
[Relic Set 1 = gives SPD buff to allies, gets SPD to self] → 4pc Messenger Traversing Hackerspace → 2pc Fleet of the Ageless
[Relic Set 2 = more basic ATK DMG, gets SPD to self] → 4pc Musketeer of Wild Wheat → 2pc Fleet of the Ageless
[Relic Set 3 = to keep her squishy HP safe] → 4pc Guard of Wuthering Snow → 2pc Fleet of the Ageless
Main Stats → Head = HP (constant) → Hand = ATK (constant) → Body = ATK% → Feet = SPD → Sphere = ATK% → Rope = Energy Regeneration Rate (ERR)
Sub Stats → SPD → ATK%
Things to Consider
➤ Using any harmony LC, rotation would be: → if 2pc Fleet of Ageless + ERR rope, use 1 skill + 3 basic → if 2pc Sprightly Vonwacq + ATK% rope, use 2 skill + 2 basic → if S5 Meshing Cogs = 2pc Sprightly Vonwacq + ERR rope, use 1 skill + 2 basic
➤ Using Memories LC, rotation would be: → if S2 = 2pc Fleet of Ageless + ATK% rope, use 1 skill + 3 basic → if S5 = 2pc Sprightly Vonwacq + ERR rope, use 1 skill + 2 basic
** The highlighted ones are the recommended rotations for Tingyun.
Things to Remember
➤ If using the 4pc Messenger Traversing Hackerspace on another unit in same team, use other relic set on Tingyun since 4pc Messenger set doesn't stack its effect.
➤ She only needs to reach 2444 ATK to max out her level 10 buff (and around 2490 ATK for level 12). You only need a max 5* ATK% Body and Sphere to fill.
➤ The Benediction (ATK buff) from her skill lasts for 3 turns in an ally.
➤ Her ultimate gives 50 energy to ally and increases the said ally's DMG for 2 turns. The energy from her ult isn't subjected to the ERR% bonus of the ally, just flat 50 energy.
➤ Optional: Build her with 120+ SPD to get the atk buff from Fleet of the Ageless set effect.

(Tbh, I just copy-pasted this from the Asta build TLDR I posted before this one. Lmao. Most harmony units practically have similar builds.)
4pc Messenger Traversing Hackerspace is the most recommended set for buffers and debuffers where their ultimate is directed at their allies. Tingyun is one of them.
4pc Musketeer of Wild Wheat is the former recommended set for buffers and debuffers before the release of the Messenger Traversing Hackerspace set in patch 1.2. While second in place, this option is still viable if someone is already using the 4pc Messenger in same team, since the 4pc Messenger doesn't stack effects.
4pc Guard of Wuthering Snow is another niche build to use on your harmony units. This is to ensure that they'll be able to lessen the DMG from enemy hits, especially, for some reason, enemies like to hit the harmony units more than the preservation units themselves. I'm looking at you, Tingyun.
In this build TLDR, I recommend 2pc Fleet of Ageless set more than 2pc Sprightly Vonwacq. This is to give more buffing utility on the unit, than just to ensure the ult uptime of the said unit. The rotations listed above are fit to Fleet set more.
** Broken Keel & Fleet of Ageless for support usage is explained here.

I've been thinking hard about it, because Topaz's slot in an otherwise hypercarry Ratio team can be taken by a debuffer or buffer who's really good at their job
- my issue with Silver Wolf is she does single target debuffs only, while Pela's ult does def shred for all the enemies on the field. Useful for grunts because if Ratio 1-hit KOs a debuffed enemy and his fua hits another target, your chances of that other target having debuffs is Pela > SW. For a 5* debuffer, Black Swan feels the best so far. BUT I also have my eye on Jiaoqiu because his kit sounds like a very very good combo of Gui and Pela.
- Tingyun is pretty hard to beat in most teams, having extra ults is good. I ran her in current moc12 (the break effect one) with Ratio and sat at a comfortable 3 cycles, 1 cycle more than a very good run with Robin but that 2-cycle run is really cutting things close where 1 missed crit or missed fua will ruin everything
- Topaz ult and debuffs are very helpful for specific units (fua dps, lbr) and her own fua is enough to fill up Robin's energy while she's still in the Concerto state. Really has to be e1s1 to give all the debuffs because that's what I'm gonna need her for... I think current build for a future Topaz is not bad because I primarily want her to be a Pela with some extra damage.
But her debuffs are also like SW's so it's probably best to still run Pela in some situations. Unless Jiaoqiu is really that good.
#d plays hsr#brought to u by: me adding a very well-built e0s1 topaz as a friend and borrowing her for farming#debuffs not enough for ratio to fua (not a problem if my Aventurine has speed but I'm not gonna fuck around with my current build#Unless i find a really really good relic)#But damn Ratio's skill (not fua) still enough to kill enemies#Also robin energy regen amazing with ip3#So: yeah e1s1 topaz needed#Esp now that more stuff are getting introduced and i can't survive the break effect meta#The plan is to premium fua team and hope for the best

HE GAVE ME A HEADACHE I SWEAR TO GOD !
Some of u are probably gonna be like IDIA QUANTUM ? NOT FIRE ! HE HAS HIS HAIR ON FIRE UEI!
and im like yeaaah about that :B
I DO have an explanation I'm not a fraud rlly
First of all
i know about his hair and so on, but if he was in HSR ! he won't be a fire user !
Simple reasoning is because I believe his fighting style would be more related to techno and energy
Like if we compare him to Malleus for example, it is a canon thing that he tends to blaze things into fire whenever he gets angry !
But Idia on the other hand it is only related to his character design and aesthetic and not his abilities, I imagine him as he Ult having his hair color shift into bright orange and then clicking his keyboard aggressively to hack his opponents or create a virus to attack or even slapping us with his flying tablet lol ,Maybe similar to Silver wolf?
As for his path
I could see Idia being a part of the support cast more
So i ended up diving into his overbloted form as a reference and reading about his stats and way of fighting, and i discovered that he mainly buffes himself AND debuff the enemy
So considering the fact that it is useless to have him as a buffer who only buff himself i decided to go with him being a Nihility user :3
Hope this explains my reasons !
FEEL FREE TO ADD AND REBLOG UR THOUGHTS TOO

【Honkai: Star Rail Build TLDR】
🔥Asta
For Buffer Build (Recommended!)
There are different relic sets to choose from to be used in her build, depending on how you want to play her and how you want her to contribute to the team.
[Relic Set 3 = break build] → 4pc Thief of Shooting Meteor → 2pc Fleet of the Ageless
[Relic Set 4 = to keep her squishy HP safe] → 4pc Guard of Wuthering Snow → 2pc Fleet of the Ageless
Main Stats → Head = HP (constant) → Hand = ATK (constant) → Body = HP% → Feet = SPD → Sphere = Fire DMG% or HP% → Rope = Energy Regeneration Rate (ERR) or ATK%
Sub Stats → SPD → HP% / DEF% → Break Effect
Things to Consider
➤ If E0 to E3, rotation to get her ultimate up would be: → using S1 Memories LC, use 2 skill + 2 basic → using any harmony LC + ERR rope, use 2 skill + 2 basic
➤ If E4+, rotation to get her ultimate up would be: → using S1 Memories LC + ERR rope, use 1 skill + 2 basic → using S5 Memories LC, use 1 skill + 2 basic → using any harmony LC + ERR rope, use 2 skill + 1 basic
➤ Using S5 Meshing Cogs (cause we are broke f2ps), rotation to get her ultimate up would be: → if E0: ERR rope + 2pc Vonwacq, use 1 skill + 2 basic → if E1 to E3: ERR rope, use 1 skill + 2 basic → if E4+: ERR rope + 2pc Vonwacq, use 3 basic
** The highlighted ones are the recommended rotations for Asta.
Things to Remember
➤ If using the 4pc Messenger Traversing Hackerspace on another unit in same team, use other relic set on Asta since 4pc Messenger set doesn't stack its effect.
➤ With her A4 trace - Ignite, she could give fire dmg buff to all allies in team. This means she could enable mono fire teams.
➤ Her SPD buff in her ultimate doesn't scale to any of her base stats. This makes her be possible to different builds such as tank build or break build.
➤ Her ATK buff for allies in her talent, the stacks are dependent on how much enemies have fire weakness.
➤ Optional: Build her with 120+ SPD to get the atk buff from Fleet of the Ageless set effect.
Lightcones
* Lightcone list is from Honkai: Star Rail General Build Guide. Link below in the post. (They did the calcs, so now we have the weapon rankings.)
1. But the Battle Isn't Over (5☆) [S1] 2. Memories of the Past (4☆) [S1] 3. Carve the Moon, Weave the Clouds (4☆) [S1] 4. Dance! Dance! Dance! (4☆) [S1] 5. Past and Future (4☆) [S5] 6. Meshing Cogs (3☆) [S5]
Long Explanation Below
4pc Messenger Traversing Hackerspace is the most recommended set for buffers and debuffers where their ultimate is directed at their allies. Asta is one of them.
4pc Thief of Shooting Meteor is a niche build you could give for Asta. This is only possible since Asta's kit has big toughness break dmg on her skill, cause it has multi-hit dmg that could easily break the toughness bar of enemies. Since her kit is capable of breaking fire toughness bar, giving her the break effect set could make her apply big Burn DoTs on enemies. However, do note that building EHR% on Asta isn't worth it.

The companions aren't bad you're just using them wrong. Heinrix: He needs the psy to keep up with Abelard and the action economy of doing so as a warrior/vanguard/assassin/especially arch-militant is really annoying. However, the psy is 100% worth having for his Sanctic powers. The party-wide (position your party well) resolve buff from Word of the Emperor is really good for chaining heroic acts together, which is the most effective way of dealing with the majority of encounters, especially if you aren't playing Iconoclast and miss out on the free ult at the start of battle to get things moving. The amount of synergies sanctioned psykers get from Word is really nice too. Ulfar: his gear options being limited would be an issue if they weren't INSANELY STRONG. "Oh no, I can only use one of the strongest ranged weapons in the game that this character is tailor made to use with ridiculously high stats whatever will I do, oh no the only armour I can give him is the literal best armour in the game oh nooo." There's only one viable approach to him but that approach is not gonna let you down. Melee + bolt pistol is all he'll ever need. It is annoying that his soldier levels miss out on two abilities he really needs (Rapid Reload and Dash), but you can still get them with his exemplar levels. And his insane armor helps make up for lack of cover options, especially since he's a melee character and cover isn't gonna work well for him anyways. Plus, his high Weapon Skill coupled with the buffs versatility gives means he becomes essentially immune to melee damage after a turn or two. And he can easily get to like 1200-1500 damage on just his turn, even on the final boss. In general I find him and Argenta comparably powerful: Argenta's better when cover and obstructions are plentiful, open areas are where Ulfar's ability to tank without cover shines. Jae: her unique weapon options can couple with Master Tactician nicely for really good burst firing damage, and she can make a helpful change of pace from Cassia (since Cassia should really go Grand Strategist for the automatic first initiative spot). Double or even triple officer is also 100% viable since officer is the strongest base class.
Yrliet: Best single-shotter in the game. That might not sound incredibly strong until you use Finest Hour to activate the full auto sniper rifle, if I understand the way the hard attack limit works she can outdo Pasqal in terms of Finest Hour damage because it'll lock out the unlimited plasma meme. Hardcore ranged Pasqal can match it, but that's a waste of Pasqal's ability to be a melee/buffer/debuffer/also ranged/utility do-everything guy. Best to let Yrliet rack up bounty claims and accumulate a million buffs to crit damage and do 150 damage in a single shot through 95% armor. She also doesn't really compete with them, in my playthrough I pretty much always had Yrliet with one of Idira/Pasqal. There are 4 base classes and 6 party slots, you're gonna double up on some and the Operatives are different enough from each other to make it a natural fit.
It's a shame that almost half of Rogue Trader's party members just kind of suck in terms of gameplay.
Like Heinrix is a melee fighter that's bad at melee because his base stats are bad and if you don't use his psy powers he's just objectively worse than Abelard.
Ulfar has extremely limited gear options, he's locked into a premade build up to level 18 or so, his size makes him a bullet magnet and positioning nightmare, and his signature move just straight up doesn't work. Meanwhile Argenta can have some of the highest damage per turn in the entire game and be a good healer at the same time.
Jae offers nothing that Cassia doesn't do better.
Recruiting Marazhai is more trouble than it's worth if you're not doing it For The Bit.
Yrliet is fine but she only does one thing and her competition is Idira and Pasqal, both of whom just do way way more.
Like you get the 5 best characters in the prologue and chapter 1, and every subsequent character is just not worth switching to.

Main Stats → Head = HP (constant) → Hand = ATK (constant) → Body = Crit DMG → Feet = SPD → Sphere = Wind DMG% → Rope = Energy Regeneration Rate (ERR)
Sub Stats → SPD → Crit DMG
Things to Consider
➤ Without ERR rope, rotation would be: → using S5 Memories LC, use 2 skill + 2 basic (SP-neutral) → using any harmony LC, use 2 skill + 3 basic (SP-positive) → using Bronya's sig LC + 2pc Vonwacq, use 2 skill + 3 basic (SP-positive)
➤ With ERR rope, rotation would be: → using any harmony LC, use 2 skill + 2 basic (SP-neutral) → using Bronya's sig LC, use 3 skill (SP-negative)
** The highlighted ones are the recommended rotations for Bronya.
Things to Remember
➤ She needs 200+ crit DMG to get the max buffs her ultimate could give her allies.
➤ Doing basic atks in her rotation gives her advance forwards. This means that she'll have more turns, thus means she'll also replenish the same SP she used to cast her skill on ally. She becomes SP-neutral.
➤ If using the 4pc Messenger Traversing Hackerspace on another unit in same team, use other relic set on Bronya since 4pc Messenger set doesn't stack its effect.
➤ Her skill has cleanse/remove debuff on ally. Pretty nifty utility to have.
➤ Optional: Build her with 120+ SPD to get the atk buff from Fleet of the Ageless set effect.

Additional Block of Text Below
(Tbh, I just copy-pasted this from the Asta build TLDR I posted before this one. Lmao. Most harmony units practically have similar builds. I mean, who even reads this block of texts anyway?)
4pc Messenger Traversing Hackerspace is the most recommended set for buffers and debuffers where their ultimate is directed at their allies. Bronya is one of them.
— Why no 4pc Eagle of Twilight set (Wind set) on Bronya? —
I can't recommended 4pc Eagle of Twilight Line to her cause the advance forward set effect of this relic could actually ruin the speed-tuning you'll do to your Bronya build.
There are two ways to build Bronya - Fast Bronya or Slow Bronya.
The build above caters to Slow Bronya since it considers that majority of the players don't have Bronya's signature LC, "But the Battle Isn't Over". In this build, you'd want her to be a bit slower SPD than your DPS. Her talent's action forwards would fill in the gap for her slowness and would make her return the same SP she used on an ally.
You'd only consider Fast Bronya build if you have her signature LC. This build could now use the 4pc Eagle of Twilight set on her (if you already pre-farmed for her) and like I said previously, she could be SP-negative for the team, so it is a good thing to remember to place her with SP-positive teammates.
