There is a really interesting blog called "Fluent Forever" that aids foreign language learners in tricks, tips and techniques to guide them to achieving fluency "quickly" and efficiently. Leroy Jethro Gibbs (Mark Harmon) lived by his rules on NCIS.
For 19 seasons, Gibbs spouted his guidance to his team of special agents, giving them a handbook to live and work by. The lead character had 91 rules, which have not all yet been revealed.
Actor Harmon left the series in 2021, but his character's list of advice lives on with the prequel series NCIS: Origins, and the NCIS flagship, whose 22nd season concludes on May 5.
"My wife believed we all should have a code to live by, a set of rules," Gibbs said in a voiceover, on the third episode of NCIS: Origins, the series following Gibbs' early days with the Naval Criminal Investigative Service.
"And I believed in her. So for years, I wrote my own rules down on napkins, scraps of paper," he continued. "I followed all of them to the letter."
While the NCIS franchise continues to share more of the guidelines, here are 12 rules Gibbs swore by, and the meanings behind his words of wisdom.
No. 1: Never screw over your partner
The NCIS team must depend on one another, so trust and loyalty are essential to their work.
"Never screw over your partner" is Gibbs' first rule, but according to Special Agent Timothy McGee (Sean Murray) in season 8, there is also another no. 1: "Never let suspects stay together."
Whether it was Gibbs and Senior Field Agent Anthony DiNozzo (Michael Weatherly) out on the field or Dr. Donald "Ducky" Mallard (David McCallum) and Dr. Jimmy Palmer (Brian Dietzen) working hand-in-hand in the lab, partners leaned on each other.
No. 2: Always wear gloves at a crime scene
Wearing gloves at a gruesome crime scene is taken literally by the members of NCIS.
The rule can also be applied to being prepared to do your job, whether it's a crime scene or not.
No. 3: Never believe what you are told; double-check
Gibbs taught his team to always have a healthy level of skepticism when it comes to investigations. He pushed the agents to confirm and verify the information they were given was correct, even if it came from a trusted source.
Like the first rule, the third rule has two entries, one of which is "Never be unreachable." Although the agents split their time between the office and the streets, they need to maintain communication, including during their off hours, in the event of an emergency.
No. 4: The best way to keep a secret? Keep it to yourself.
To avoid accidentally spilling private details, don't say them at all.
The rest of the rule goes even further: "Second best? Tell one other person — if you must. There is no third best."
As with the rest of their training, McGee, Special Agent Nicholas Torres (Wilmer Valderrama) and the others were taught to stay tight-lipped about what they saw on duty and how it affected their courses of action.
No. 9: Never go anywhere without a knife.
Similar to rule No. 2, this piece of advice is not only about preparation, but also self-defense.
Though the NCIS team members are usually armed, backup can go a long way if things go wrong. A knife can be used as both a weapon and a tool to help get out of tricky situations.
No. 12: Never date a coworker
Things get messy when personal and professional lives mix.
As viewers have seen, a few team members have gotten romantically involved with each other over the years, like DiNozzo and Special Agent Ziva David (Cote de Pablo); Torres and Special Agent Eleanor Bishop (Emily Wickersham); and more recently, Palmer and Special Agent Jessica Knight (Katrina Law).
Gibbs' rule to never date a co-worker was implemented to avoid drama in the office, but even he had a hard time following it. Each relationship played out with a varying degree of complication, including broken hearts.
No. 14: Bend the line, don't break it
Different situations have unique boundaries of what's acceptable, but remember to bend the rules, never break them.
The rule was introduced in season 11 of NCIS but is still an important mantra years later. Notably, an October 2024 episode of the prequel series, NCIS: Origins, is titled "Bend, Don't Break."
No. 28: When you need help, ask.
Asking teammates for help is not a sign of weakness; instead, it can strengthen the bond between NCIS members.
Whether it's a case that continuously leads to more questions than answers or a personal dilemma someone can't shake, Gibbs' team looks toward one another for assistance when all else fails.
No. 35: Always watch the watchers
Despite upholding their own standards, Gibbs also encouraged his agents to keep tabs on the organizations and/or individuals meant to oversee others. Doing so could help avoid massive mistakes in the future.
No. 36: If it feels like you're being played, you probably are
In addition to the training the agents received, they were always reminded to return to the basics, including trusting their instincts. If things seem suspicious or too good to be true, they probably are.
No. 51: Sometimes you're wrong.
Occasionally, it's more important to admit an error than cling to the belief that you're always right.
Another essential rule, so crucial that the NCIS season 7 finale was titled, "Rule Fifty-One."
No. 91: When you decide to walk away, never look back
To put it simply, leave the past in the past. Don't obsess over what could have been and move on.
A rule that Gibbs lives by, so much so that he named his boat Rule 91. In the season 18 finale, "Rule 91," Gibbs' boat was blown up, but he swam to safety.
In the next season, Gibbs followed his own rule and left NCIS, choosing to stay and live in Alaska, where he was last seen fishing.

This item, H.R. 7152, the Civil Rights Act of 1964, faced strong opposition in the House Rules Committee. Howard Smith, Chairman of the committee, refused to schedule hearings for the bill. Emanuel Celler, Chairman of the Judiciary Committee, attempted to use this discharge petition to move the bill out of committee without holding hearings. The petition failed to gain the required majority of Congress (218 signatures), but forced Chairman Smith to schedule hearings.

1. How many works do you have on ao3? 91 (with 8 of those posted anonymously and 26 current hidden).
2. What's your total ao3 word count? 316,689
3. What fandoms do you write for? i currently write for marvel and good omens. previously i have written for doctor who, hannibal, harry potter, hetalia, interview with the vampire, les misérables, and the walking dead (occasionally i dip back into writing those). and some other one-off fics for other fandoms.
4. Top five fics by kudos:
quips and endearments (t, 1.6k) aragorn and legolas flirt to keep morale up
acts of service (t, 4k) aziraphale falls
nothing but theatre (e, ongoing) bucky/zemo fake dating and time travel au
behind the make-up (t, 1k) the grandmaster exposes loki's mouth scars
hannibal, it's tinsel (g, <1k) hannibal/will fluffy hissy fits over xmas decs
5. Do you respond to comments? i like to and try to but i've got behind on it lately. i need to catch up.
6. What is the fic you wrote with the angstiest ending? angst is my thing so most of my fics end angstily. maybe either:
uncovered secrets (e, 5k) bucky recognises heinrich in one of zemo's family photos
lithium (e, 3k) zemo's first look at the latvian apartment since his family's death
7. What's the fic you wrote with the happiest ending? definitely this, it's very hopeful for the future: falling leaves and apple pulp (g, <1k) bucky and sarah go apple picking
8. Do you get hate on fics? i used to but not so much anymore. i've had a couple of hate anons on here related to fics though.
9. Do you write smut? yes, occasionally but i'm not very good at it.
10. Craziest crossover: i haven't really done many crossovers but i mix adaptions a lot.
11. Have you ever had a fic stolen? i had a couple stolen off deviantart and ff.net back in the day but nothing off ao3 that i'm aware of.
12. Have you ever had a fic translated? no but i had one of my anonymously posted fics podfic'd, so that was nice.
13. Have you ever co-written a fic before? i'd say so, yes, because even though it wasn't a back and forth thing some of the babes from the winterbaron discord have plotted and contributed so heavily to fics that i refuse to take full credit. also me and @palettesofrenaissance are going to be co-writing something soon so that's exciting!
14. All time favorite ship? usually i would usually say peggy/steve from mcu because i've loved them fiercely since 2011. but i'm going to say england/spain from hetalia because i'm feeling nostalgic at the moment and i always fall back into writing fic for them when i'm feeling particularly stressed or down.
15. What's a wip you want to finish but doubt you ever will? i don't often write multi-chapter fics so only have one wip currently up. it would be good to get that finished, since i'm only 1 chapter away from an epilogue.
16. What are your writing strengths? angst. character studies and introspection. oneshots. i've been told i'm good at setting the tone and atmosphere, and i keep getting comments saying i'm good at conveying emotion, which makes me insanely happy.
17. What are your writing weaknesses? worldbuilding in general. multi-chapter fics. spelling and grammar. knowing how to end fics. smut. i'm also very quick to get discouraged and abandon fics all together.
18. Thoughts on dialogue in another language? i love it. other languages are often so beautiful and i like looking up commonly used phrases and contexts for how they are used. i've used other languages in most of my mcu fics.
19. First fandom you wrote in? i have hazy memories of this but i think it was twilight, where instead of going to italy to save edward, she and alice got together instead. i stand by 15 year old me's taste in ship. the first fic i posted online was for hetalia though, the twilight one stayed in a notepad.
20. Favorite fic you've written? i couldn't just pick one so:
the last of fine days (m, 15k) zemo's old family home plays tricks on their minds -> my first attempt at gothic domestic/horror and i'm proud of it.
migraine aura (m, 5k) aziraphale and crowley are exes stuck together at a party -> i wanted to write the most claustrophobic, overstimulating environment i could and i think i succeeded.

'45: W. R. Wilkerson delivers down payment for purchase of the property in Mar. Folsom opens Rancho Aloha in Apr. (RJ 4/27/45) Sale of the property to Wilkerson is recorded in Jun. (RJ 6/9/45); Rancho Aloha closed.
'45: Dec., Construction begins for Hotel Wilkerson. (RJ 12/18/45, 1/21/46, 2/5/46). Buildings of Folsom's motel, on the far south of the property, remained on site until the 70s.
'46: Mar., Wilkerson sells shares to new group represented by Benjamin Siegel. The name “Flamingo” is chosen some time in ‘46 during Siegel’s involvement.

'47: Jan. 9, Lena Horne is the second headline entertainer, with with Xavier Cugat orchestra, Paul Winchell (ventriloquist).
'47: Feb. 4, Casino closes while the hotel is being completed.
'47: Mar. 1, Grand opening of the hotel & casino. Second sign (altered version of original sign) in place during reopening.
'47: Jun. 20, Siegel killed. Greenbaum, Rosenberg, Sedway take over management of the resort.
'49: Gruen attraction board; 60-room addition in three V-shaped wings on the east property opened in May; wedding chapel addition, designed and built by Miller, Haynes and Smith (Henderson) in Jul. (RJ 4/21/49, 6/5/49, 7/1/49)
'51: 3-floor, 100-wing addition, designed by Paul R. Williams Associates, opened in Aug. on the north side of the resort. Flamingo now totals 300 rooms, largest in Las Vegas. (RJ 12/22/50, 8/20/51)
'53: Casino remodel and “Champagne Tower” addition, completed in Oct.; wedding chapel removed.

'59: Second T-shape wing replaces the north bldg of the ‘49 expansion. Date unknown, circa ‘59-60.
'60: Sale by Parvin to M. Landburgh, S. Cohen, and Lifter of Miami. A decade later, Lansburgh and Cohen were convicted on charges related to skimming est. $10M Flamingo casino proceeds. Meyer Lansky, whose finder's fee was paid during the skimming, also charged but not convicted. (New York Times, 2/4/73 p15; Miami News, 2/10/77 p77)
'61: Convention Hall addition opens in Apr. with “Champagne bubble block” facade on the southwest property. 4-floor south wing addition opened in Oct. (RJ 10/10/62 p27) replacing part of the original south wing and some of the Rancho Aloha buildings.
'63: South east wing addition, modeled after the ‘61 south wing, replaces the last building of the ‘49 expansion. (RJ 10/10/62 p27)

'76: Hilton begins remodeling the resort. Master plan calls for new casino and three towers. (RJ 1/28/93)
'77: Jun., Bull-nose porte-cochère neon sign by Heath & Co completed.
'77: Tower 1 completed.
'80: Tower 2 addition (expansion of tower 1).
'82: Tower 3 addition (southeast side of property along Flamingo Rd). Parking garage addition, north side of the resort. Redevelopment of the courtyard & pool.
'86: Tower 4 addition (extension of tower 3).
'88: ‘68 pylon removed, replaced by a new casino. Construction of north garage begins in Sep.
'89: Sep. 15, Opening of O'Shea's Casino, operated by the Flamingo. O'Shea's came about, “when company executives were looking to build a new entrance for the Flamingo. The land was being used as a parking lot for tour buses and Hilton officials were shocked to realize they owned it.” (RJ 9/11/88) O'Shea's was demolished in 2012 and later reopened within The Quad.
'89: Extension of the north casino.
'90: Tower 5 addition (north).
'93: Dec., Last of the original structure, called the “Oregon building” since the 80s, demolished in Dec. (RJ 12/15/93)
‘94: Tower 6 (north) and Hilton Grand Vacations Club addition (RJ 2/6/93, 10/27/94).
‘98: Hilton’s gaming business including Flamingo spun off into Park Place Entertainment. Hilton name removed from Flamingo in 2000. Park Place renamed Caesars Entertainment in 2003.

トップはナイジェリアの179kg、以下イラク115kg、タンザニア112kg、サウジアラビア102kg、オーストラリア99kgと続く。
先進国ではオーストラリアがダントツ、フランス26位で84kg、イギリス34位で76kg、韓国38位で71kg、日本44位で65kg、アメリカ48位で58kg
その他の国では、中国46位で63kg、インド49位で49kg、ロシア50位で33kg
世界の平均は79kgだから日本は優秀なほう。
年間65kgということは、1日あたり178g。減らすことはできるけど、半��は無理な気がする。
アフリカ諸国の廃棄量が多いのは冷蔵設備がまだ行き渡っていない、あるいは電力事情だろうか。それにしてもナイジェリアの多さが異常だ。
UNEPは警告するだけじゃなくて、目標値を設定すべきだよ。
