June 23rd 2016
Awenha slumped in her chair while gazing at a hologram of an intricate web of brain activity. She swiped at a wild curl tickling the side of her face and she focused on the task. Brains and veins seem more accessible than actually accessing her emotions these days. She had been too complacent lately. She often heard the voice of her mother hum through her head to take risk, to break out of the ordinary, to find her place in the world. However, nothing pleased her more lately than the monotony of working in routine.
Awenha’s dark brown eyes narrowed she watched the program actuate then suddenly error. She continued to reboot the nano-modulator to catch the crappy trip scan that occurred when it booted up. The Joint Counter Terrorist Centre did not hire her to half-ass the stuff they dumped on her. Awenha had finally found her footing among the agency staff by proving her techniques and standards were just what the JCT needed to supplant divisive groups. But today she had spent a sixteen hour shift in a concrete building with recycled air eating days old left over tofu casserole that Carol brought once a month. However, she had to remind herself that top brass recruited her right out of the private sector and she had the same work for more money in Berlin.
Today, she needed the distraction. The side of her temple pounded as she rubbed at it. Anything really could pull her attention away her Project 458. And it would have been a sound reason to get off this floor.
“Hey, Dr. Broussard is coming into day with the Austrian terrorist.” Brock lazily strode in and tossed a file over on her metal desk. Awenha glanced over at the folder before typing up the final command before rebooting the device for hopefully the very last time.
The name Broussard kicked around in her memory. He had written a book about the criminal mind and the correlations of earlier childhood development. Something she had read in University with a typical dust cover with a morose bespectacled Dr Broussard on the back. But what he wrote was nothing much of a topic until she deviled deeper into his more controversial theories. Which she enjoyed more as they veered into the impossible, but she appreciated it.
“I wonder how long he will be here, I want to meet him.” She chimed in, then excitedly through a fist in the air.
“I got it! Finally, victory.” Awenha even jumped a bit as she walked toward Brock with the device. “Here, take this down to the team to deconstruct this thing. I want to know the origin of the code and where it is applied.”
Brock’s eyes didn’t blink as he stared at her. A subtle arch in is thin blonde eye brow gave away his blank expression.
“You can’t just walk down there. They’ve been hunting this man for ages.” Brock took the playing card sized ear shaped machine and shook his head at her. “It’s lock down time.”
“I’ll see how far I get.” She shrugged. “The worst that could happen is they turn me around. Then no loss.”
                   +                                        +                                        +
Her blue lab coat, and floppy badge gained her access passed every guard on her way to see that doctor of an obscure field of psychiatry. But she walked where her feet carried her though. She had never known a door too locked, a path too blocked that she couldn't get around. The area was busy with almost every agent in the building that was capable of firing a weapon. Awenha stirred with anticipation as she shifted her weight to the left nervously searching for the doctor.
“Sublevel 4, east wing! The blast paneling should hold him.” An armored man shouted from her left. Her eyes moved to the agents with guns and body armor escorting a large bullet proof containment cell and within it a man with jaw length hair with the saddest eyes she had seen in awhile. A tall statuesque man took long strides across the entry floor. Steve Rogers, Cap, steely eyed determination and absolute trust in his decisions held the gaze of the man he approached. He was certainly bigger in real time, she thought, as her eyes followed him across the facility.
And then her gaze settled upon a man, lean with glasses and a badge. He was walking in her direction and she eagerly stepped up to him. “Dr. Broussard?” she asked hastily.
The man didn’t stop at first, he offered a glance. His eyes shifted in the direction of the containment cell before he stopped and began to address her.
“Yes?” he asked.
Awenha’s eyes quickly glanced over his features, pale skin, two days worth of beard growth, thin faced, and his eyes darkened the longer she held his attention. This was not Dr. Broussard. She knew what he looked like on the dust cover. And the who now stood in front of her was not the dumpy doctor. Something was wrong here. Her mind raced at the implication of what she was discovering.
“You—You’re taller than I had expected. Sorry.” she stammered.
His expression changed quickly from curious to dangerous has he became uncomfortably close to her face.
“Dr. Tiakan is it? Counter terrorist biological division, floor 12; section 3?” He said in a thick accent she couldn’t place. She saw his hand reach up and hold her badge. “So, it would be easy to find you. In this building or outside of it.”
Everything about this man was presented in an air of threats and promises to harm. Awenha took a step back from him. Surprise and shock interrupted clearer thinking. And without another word spoken between them she turned to return to the safety of her lab.
                 +                                      +                                                 +
Awenha attempted a confident untroubled stride against the bundle of anxiety that formed in her mind. She held her chin up, focused her eyes on the on the path in front of her. Even so, she tried not to think about the man. Though it was never really in her personality to not act, her thoughts stilled at the consequences of not reporting. Doubt surfaced that perhaps she was wrong. Her instincts told her she was not. The man’s eyes and body language bore all the tale-tale signs of subterfuge, how could she be wrong? There could be only one course of action that was required. Awenha practically ran through her lab as soon as she entered the door toward her station. A quick search in the data base showed exactly the face of Dr. Broussard she had known. But wouldn't command know this? She asked her self. And the man who was now with this solider, the man who had threatened her, was not the good doctor.
Awenha bit at her fingernail as she stood in front of the screen. Her mind raced as she thought about command and who she could confide in. Her independence had been basically dependent on knowing those who could keep her in the position she wanted. Those few people pulled strings not ropes. Awenha rarely left her lab other than to eat and the only person she saw in command more than once was agent Natasha Romannoff. Awenha knew about her well enough not to speak about her life in great detail; the woman had a legendary memory. And the Avenger had been to her lab at least four times in the last year, so perhaps she could be trusted.
Awenha walked to her phone, picked it up and pressed the button for command when the phone cut off. The room fell dark and flashing emergency lights kicked on. It was silent. And it was a significant soundless feeling of apprehension that began to roll over her. It felt tense in her small lab, contrast to normal lighting everything was bathed in the dim lighting of emergency backup power with flashing red alert from the hall. She had been in action alerts before, several, but this felt different. A pointedly amount of fear began to surge through her and igniting her adrenal glands to call her into a flight or fight response.
Gun fire echoed down the hall in section 4.
Awenha ran back across her small lab to the half open door and then out into the hall. A few people ran, others closed their labs quickly, and then she saw a man. Centered in the hall, submerged in minimum lighting with crimson alarms shadowed across his features, he was walking with purpose in her direction. He filled the corridor, tall and stocky with power in his legs that only carried him faster than Awenha could process. A few seconds passed before Awenha began to piece together what this was. She was either in the way or his target. And yet, the false Dr Broussard couldn’t possibly believe her to be any real threat to his plans.
But then the man began to run.
Awenha dashed back into the safety of the lab she pushed her body upon the heavy metal door forcing it to shut. Before she could respond to what happened, Awenha was thrown back by the force of the man kicking the door open. She crashed backward into the nearby workstation, sending equipment and paperwork off the other side and clattering to the floor.
Terrified, she lunged for a gray crowbar underneath the diagnostic table. Adrenalin and fear moved her to swing haphazardly even before she was completely aware of the location of the threat. Her instincts were rewarded when she hit flesh, then another swipe Awenha bashed the man across the chest.
Her heart skipped a beat when she couldn’t retract the bar. Brown eyes traveled the length of the metallic bar to a hand. Silver material shined under the glow of emergency lighting in the shape of a fist that was wrapped tightly around the crow bar. Her ragged breathing was the sound she heard the loudest in this moment. Fear kept her still as she stared at the man.
Shaggy dark brown hair fell around a square white face with a rough beard. His thick brows above light eyes laid flat in zero expression. Oh god, she thought. Dull eyes were dilated to black in the low light. Dark pools swallowed her attention and focus and caused basic reflexes to grind to an agonizing halt.
His lips pulled back over white teeth as the man drew back his flesh right arm. The loud smack of his closed fist hit her left jaw, instantly smooth brown skin bruised. Stars and sparks blasted into her vision. The impact sent her into the wall behind the closed door, knocking the bar from her hand. He was on her before she could articulate the pain she was in. Her eyes rolled from the cement ceiling to the white door of her lab. Heavy eyes blinked back tears as her head lulled back in his direction.
The man gripped the collar of her blue lab coat he snapped her head back as he dragged her against him. Trembling hands pushed back on him. Thoughts of action came and went as adrenalin rushed through her veins. She kneed him in the groin but he did not react. Her dark brown eyes widened as he drew her closer to his face. More forcefully she pushed against his broad chest. Teary eyed and terrified she stared at him silently as she twisted her body in his grip. He held her tighter. He was hard like a wall, immovable.
The sound of his voice, short, clipped and feral rumbled in her ears. “It was easy to find you.” he said.
“I won’t say anything!” She pleaded and fought harder against his hold.
By only the collar of the coat the man shoved her to the floor so hard she heard the bones of her right wrist crack on impact. Hurt and scared her entire body shook. The beginning of tears poured into her eyes as she began to look around her immediate area.
Okoye’s smooth commanding voice filtered into her thoughts. Fight, anything can be a weapon you just have to be present in your surroundings.
Wild eyes landed on the compression spanner on the next workstation, it could be lethal in the right hands. It really could, she tried to convince herself. When triggered the blue plasma it radiated could burn hotter than a torch. Awenha bit past the pained wrist as she scrambled across the floor. Conquering the fear that threatened to stop her, Awenha started to sprint away from the man.
The sound of tearing and the splinting of her shin was heard first before she felt it. The pain swallowed her scream, her body jerked once again as a painful blow to her back and shoulders hammered the breath right out of her. Stunned and beaten into submission her body crumpled to the floor. Eyes wide in shock Awenha breathed, panic set in when she couldn’t feel if she was taking in air. Her hot swollen face pressed against the cool concrete floor she laid there and gasped for air. Crushing pressure across her back had her gripping the floor.
I don’t want to die. I don't want to die, her mind churned.
The tangy smell of iron filled her nose as slowly her breath returned. But the vibration of footfalls shifted her eyes in the direction of the man. She could see the detail on his dark boots, the trail of dust collecting the in nooks of the laces and shiny black speckles covered the tops. With a rough shove of his boot into her right shoulder he pushed her over.
“Stop!” Awenha’s mangled voice whimpered painfully in her throat.
Blood exploded from her mouth. His cold calculating eyes roamed over her body. She wondered what he was thinking. Her mind tripped over what could possibly be going through someone like him. His polished metal hand tighten into a fist. The mechanical hiss of servos whirled in the silence of the room. The feeling of dread shifted her eyes to his face. Sweat dripped from his nose as it flared, his jaw flexed. A sob rattled through her chest at the sight of him. Awenha raised a shaky hand, palm open in a show of surrender.
She flinched when he quickly stepped over her, straddled her body as he towered above her. His were eyes vacant of any of emotion. Seemingly lifeless eyes traced along her mouth, neck, and chest. Awenha’s mind raced as she saw his focus flicker down further to her body.
What did he want? Her mind reached for explanation. Anything to quiet the violent flashbacks of events that proceeded this moment. He was unreadable throughout the attack but here, now she knew from his roving gaze that he desired. The beating in her chest rushed blood to her head; she sucked in air hard trying to clear her mind. She couldn’t stop staring at him, unbelievable terror ripped through her mind at what the future held. The promise of continued strife and suffering lasted in the air between them. And with growing alarm tears began to pool around her eyes that blurred and darkened the image of him into a fuzzy outline. Not knowing what would happen next instantly made her nauseated. Awenha clinched her eyes against the feeling of sick. She tried to imagine anything but what had occurred.
She fought through the seizing feeling of faint when he fell to his knees. Her focus became the dull gray ceiling. She thought of the first time she entered the lab. Battling against the feeling of his hands pulling and tugging at the top of her blouse she tried to remember but lost it. His body was incredibly hot as he laid on her. Awenha made little effort to fight when he forced his body weight on her hard, the weight of him rushed out any air she was holding in. With a rough unlovable knee he kicked her rigid thighs apart to accommodate his lower half.
In her last stand, she resisted by turning her head at the feeling of his humid breath on her lips. Soft, warm, panting cascaded over her face as she moved to stop the scent from invaded her nose. -sweat, metal, and hot skin. His dry lips hovered over her ear; she could hear him swallow his breaths came more erratic in his intentions for her body.
She squeezed her eyes tight at the sound of his grunt.
A painful tug across the sensitive skin of her folds shot her eyes open. She heard one last rip and jumped under his weight as he tore her underwear from her body. A tattered scream flooded from her mouth but was quickly silenced with a strong clamp of his metal hand along her jaws. He dug in the edges of his metal fingers into her skin. Agonized resistance moved her body even when her mind had accepted her fate. Legs kicked, and the action shot searing pain up her right leg as a gargled moan escaped past the squeezing in her jaw. Still she bucked her hips against the attacker to gain distance.
His metal hand gripped her face hard forcing her to focus entirely on him and it stilted her motions. In this hell-scape moment she recognized that his eyes were blue- crystal blue, glassy and emotionless. Then she felt him painfully enter her body. She openly wept, tears streamed down the corner of wide eyes that remained fixed on vacant blue eyes. His breath was warm on her lips and moist in her nose. Awenha’s head jerked but could not move as he squeezed her jaw harder. She felt the warmth of his flesh hand casually caressed away a curly bunch of hair that covered the side of her face. His eyes fixated on her, she felt his hand return as he cupped the side of her head with every push. His eyes drifted in expressions between knowing and lust as he took her. It was different, a hint that his actions had emotional consequence for him.
Her vision was being consumed with him. There was no escaping him, no rescue, and no hope in her. The bumping motions of his hair as it glided around his damp face tickled her cheeks. But she was grateful for the sensation because for the rest of her had gone numb. Awenha’s mind tried to grasp at a memory, far removed from the hell of now. Bits and pieces of it filtered into her reality as she struggled to hang on to it. But it was ripped away when she felt his lips press against her. A small removed action that seemed foreign to him and yet did not stop him. She did not respond to his seemingly tender kisses and was met with harder pushing, a greedy action articulated with each painful plunge.
She heard him grumble low, his eyes fluttered shut as his mouth held against her as his motions halted. He opened his eyes; they were different now as he gazed down at her. Awareness shifted under hooded eyes and as quickly as she had witnessed it was replaced with a void of emotion. He freed her jaw and the pressure of his metal arm on her chest released as he put his weight on it and to stand. Awenha stared at him as he stared back at her. For a moment they locked eyes as if neither could occupy the meaning they both experienced. There was neither remorse, nor any sign that the crime he had committed affected him in any way other than raised his heartbeat.
And still his blue eyes watched. He stepped over her, cautiously retreating back toward the door never turning his back. And then she saw his eyes soften for a moment when he paused. Suddenly he looked away, his back straightened, his eyes returned to the blank expression. Awenha did not move quickly instead she pulled her lab coat around her chest. It was incredibly silent a part from her ragged breathing. She recoiled at his abrupt movement away from her as the man threw open the door and disappeared.

Institute submits Brazil’s first chikungunya vaccine for approval amid rising cases
Tumblr media
The Butantan Institute, linked to the state of São Paulo’s Health Department, on December 12 submitted a request for the use of Brazil’s first chikungunya vaccine to Anvisa, the country’s national health monitoring agency.
The vaccine, developed in partnership with the Franco-Austrian pharmaceutical company Valneva, has proven to be safe and effective in two phase 3 clinical trials, with the second trial coordinated by the Butantan Institute involving Brazilian volunteer teenagers.
The study showed that the vaccine induced the production of neutralizing antibodies in 98.8% of the volunteers. According to the Ministry of Health, until early September, Brazil had 82 deaths from chikungunya and 143,000 cases in 2023.
José Moreira, medical director of Clinical Development at Butantan, said that chikungunya is a quite peculiar disease, as 30% to 35% of infected people develop chronic joint pain. This situation can negatively impact people’s quality of life.

"Unexpressed emotions will never die. They are buried alive and will come forth later in uglier ways."
Tumblr media
Sigmund Freud was an Austrian neurologist and the founder of psychoanalysis, a clinical method for evaluating and treating pathologies seen as originating from conflicts in the psyche, through dialogue between patient and psychoanalyst, and the distinctive theory of mind and human agency derived from it.
Founder of Psychoanalysis: Sigmund Freud is best known as the father of psychoanalysis, a method for treating psychopathology through dialogue between a patient and a psychoanalyst. His work laid the foundation for modern psychotherapy and has profoundly impacted psychology, psychiatry, and even popular culture.
Theory of the Unconscious Mind: Freud developed the theory that human behaviour is largely influenced by the unconscious mind, which includes desires, memories, and experiences that are not accessible to the conscious mind. He introduced the concepts of the id, ego, and superego as the three parts of the human psyche.
Dream Interpretation: Freud believed that dreams are a form of wish fulfilment and provide insights into the unconscious mind. His book "The Interpretation of Dreams" (1899) is one of his most famous works, where he detailed his theories on dream analysis and the significance of dreams in understanding unconscious desires.
Developmental Stages: Freud proposed that human development occurs in a series of stages, each centred on erogenous zones. These stages are oral, anal, phallic, latent, and genital. He believed that experiences during these stages profoundly impact an individual’s personality and behaviour in adulthood.
Controversial Theories: Many of Freud's theories, such as the Oedipus complex, have been highly controversial and have sparked extensive debate and criticism. Despite the controversies, Freud's work has remained influential, and his ideas continue to be studied and discussed in psychology, literature, and cultural studies.

Good morning, good afternoon, good evening and good day to Mun
If Nightcrawler is the dumbest character during Krakoa then Mystique is the most frustrating one-dimensional one by far and that hurts me as someone who liked Mystique for who she was
Post Krakoa isn't better because the Mystique mini basically has her back to being evil but she had to also be incoherent and stupid in the process
She raids plenty of SHIELD bases as a distraction so at the end of the day she gets to sneak into the main one by taking on Nick Fury's form, get to their main computer and use a macguffin to just erase every data SHIELD ever had on her
Yes, she did all of that to erase herself just from SHIELD when their bases, the ones she raided, had enough surviving witnesses that could corroborate what she did in them to rebuild her file from the ground up on the account of how her wedding was known by many folks and when her personal file as a mutant criminal is present even outside of SHIELD
She has such an extensive track record for how much crap she pulled in her entire life on anyone and everything that every single superhero faction, international secret agency (like the Austrian Intelligence Division) and what have you has more than a bookshelf of things about her that could immediately be transferred to SHIELD and make her whole goal in the mini pointless
She threw away any kind of peace offering with the Avengers, the X-Men or the Fantastic Four her shitty wedding special issue put together last minute with what she did in the mini for what amounts to nothing
But the most annoying part about this mini is how it uses the Nightcrawler's origins retcon in its final climax
Mystique uses Fabian Cortez to momentarily boost her powers so that she can now unlock the abilities of every mutant she ever collected the DNA of off scene
Mutants which she used the appearance of when she raised those SHIELD bases before shifting back to her own and moving on to the next one which not only incriminates her since people saw that but increases the view everyone has of mutants being very dangerous
Hm you say ? How can she perfectly know how to use the mutant powers of those she only copied the DNA of and not the minds of unlike how Rogue's abilities work ? Shhhh let Mystique be awesome in a plothole-ish and do whatever for 5 issues
It doesn't matter if one of the people she uses the powers of is Juggernaut who's neither a mutant or mutate and has his powers be entirely magic based as a Herald of Cyttorak aka no DNA is involved here... I mean the retcon pretty much turns Mystique into a succubus as the other anons said, what she can and can't do hinges on the writers having highschool level biology knowledge and we all know nobody at Marvel made it through kindergarten
Then comes this part, where Mystique forcefully has Fabian Cortez take the fall for what she pulled in the mini as an exchange with Nick Fury and gets him incarcerated at her place for it
Fabian Cortez, the mutant Nightcrawler explicitly spent two years on Krakoa redeeming from his past villainous ways so that he's now donating to charities of all kinds during From the Ashes, gets kidnapped by Mystique while he's doing said charity work, forced by her to use his powers on her against his will and then is sent to SHIELD's prison for crimes and offenses he didn't commit
If Nightcrawler ever actually cared about mutants, cared about what he did on Krakoa or cared about himself at all, he will wonder what Fabian is doing, check up on him only to find out he's at SHIELD and likely learn from him directly that he's only there because of Mystique who hadn't changed at all and even less so for him after the retcon and her whole "my precious baby" cop-out she threw at him
If there's any follow up on how Mystique and Nightcrawler's relationship evolves and he's still into the hugging, forgiving and "mutti dearest of all" routine, he deserves the boot for such blatantly lazy character development and this wooden plotline deserves the axe and wood chipper
Hi, nonny.
I have to ask here, do...people care for Fabian Cortez? I asked this because some obscure characters have fans some writers do hate the obscure characters. Hell, even here in Tumblr I see people not liking Fabian Cortez...
So people may not care for his fate, and writers may forget about him.
And why Kurt wanted to redeem Fabian? Well, he is Mystique´s cheerleader so why not? Kurt next will try to redeem the nazi. I joke but this can happen.

POSTFACE

Mature violence TW for the dream log, details under the cut because it really is the very triggering one thing deserving the label and nothing else:
(Sometimes expressing myself so bluntly honest is not the best thing to do eh? This time I got a dream spitting out the worldscape we live currently by, right back at amazing allies of mine for trauma processing that kicked me out for what amounts to a excellent reason, so it might not be the best idea next time to push outward my darker feelings. And yes, it had axis-victory tier of horror-fuel.)
Essentially the (nightdream+daydream) dream power escalation dream interrupted by me waking up and still engaging in the fantasy of it until it felt satisfactory justice-wise. It was a fierce duel between me and Doctor Robotnik (yk the one person whom Sonic calls "Eggman") which he tried containing me in his control-freak nihilism of a world (Trying to exert control over the universe itself, and also where my sleepy part of the dream somewhat ended). He destroyed several clusters of stars (most I made were red dwarves because I got quite the vibe for distant future cosmogonies tbh) at each attempt of mine to make it begin once more, I was unimpressed and very disappointed of him.
It ended up very gruesome and vile (for a cartoon caricature character of Theodore Roosevelt, the one person I should not insult the legacy of) with him getting his brain chopped of into a machine by nobody else but William Strasse (aka Deathshead from Wolfenstein) as servant of grander forces than I, which made me smile where it shouldn't have as it has been a lingering thought for quite a long time.
I do not wish it even to my worst rivals, even the ever-present systemic dread from Woodrow Wilson's legacy in the present day (which is my vendetta these days, but one I understand the context of fairly well), but that being said, some of those really spark much imaginative energy in me with the present political circumstances. I guess it signals that it would really be time for me to heal my inner shadows and embrace positivity fully-ier before it invokes worse monsters from the human minds' psyche into local space.
Hopefully we transcend the "Burgundian Himmler" neo-fascism phase of West's decadence fast and swiftly because each week that passes on their helm keeps invoking worse and worse horrors as they reach the ocean of clades' bottom pit of despair with too little punishment.

Shadowed Benefactors: Tracing the Hidden Money Trails of International Intelligence (USAID is the tip of the Iceberg)
While the USAID controversy recently highlighting dark budgets operating in plain sight, there are many other such organizations throughout the world.
FCDO is the British Version. Let's highlight some more:
The Canadian International Development Agency (CIDA)
Agence Française de Développement (AFD) (France)
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) (Germany)
Spanish Agency for International Development Cooperation (AECID) (Spain)
Swedish International Development Cooperation Agency (Sida) (Sweden)
Swiss Agency for Development and Cooperation (SDC) (Switzerland)
Danish International Development Agency (DANIDA) (Denmark)
Finnish International Development Agency (FINNIDA) (Finland)
Irish Aid (Ireland)
Netherlands Ministry of Foreign Affairs - Development Cooperation (Netherlands)
Norwegian Agency for Development Cooperation (NORAD) (Norway)
Austrian Development Agency (ADA) (Austria)
Belgian Development Cooperation (Enabel) (Belgium)
Italian Agency for Development Cooperation (Italy)
Japan International Cooperation Agency (JICA) (Japan)
Korea International Cooperation Agency (KOICA) (South Korea)
China International Development Cooperation Agency (CIDCA) (China)
Israel's Agency for International Development Cooperation (MASHAV) (Israel)
Australian Agency for International Development (AusAID) (Australia) - now part of the Department of Foreign Affairs and Trade (DFAT)
The Confluence of Aid and Espionage
The entanglement of aid and intelligence is epitomized by USAID’s 2009–2012 “ZunZuneo” project in Cuba, a covert social media network designed to foment dissent, orchestrated under Administrator Rajiv Shah. Whistleblowers like John Kiriakou (CIA) and pseudonymous sources such as “Sparrowhawk” reveal how funds were funneled through shell companies like Creative Associates International, a USAID contractor. Similarly, the CIA’s 2011 “Vaccination Ruse” in Pakistan, where Dr. Shakil Afridi posed as a hepatitis worker to gather DNA for the Bin Laden raid, underscores the ethical quagmire of dual-purpose aid.
Michael Donovan, a retired CIA paramilitary officer, and Richard “Rico” Martinez, linked to Blackwater’s Erik Prince, have admitted in off-record interviews to coordinating “development projects” in post-9/11 Afghanistan that served as cover for NSA surveillance installations. Their operations intersected with CIDA’s 2003–2007 “Kandahar Outreach”, which Canadian Auditor General Sheila Fraser later found diverted $12 million to covertly arm anti-Taliban militias.
A Timeline of Intrigue
Late 1980s: The Iran-Contra scandal cast a long shadow, with USAID funds laundered through the Panama-based Udall Foundation to support Nicaraguan Contras. Oliver North’s notebooks reference “Project Democracy”, a USAID-CIA partnership masked as election assistance.
1992: USAID’s restructuring under Director Brian Atwood aligned with CIA Director James Woolsey’s post-Soviet strategy. Budgets for Eastern Europe were quietly managed by Michael Steiner, a diplomat later implicated in “Baltic Pipeline”—a $50 million infrastructure project that doubled as a SIGINT hub.
2003: The FCDO’s “Libya Democracy Initiative” under Secretary Andrew Mitchell routed £20 million through Adam Smith International to arm rebels, while CIDA’s “Kabul Urban Renewal” funded Canadian CSIS informants. Leaked emails cite Minister Bev Oda approving “off-book” expenditures for Task Force Kandahar, a military-intelligence unit.
2007: Operation Mirage—exposed by Le Monde—uncovered AFD (France) and GIZ (Germany) funds fueling DGSE and BND ops in Chad and Syria. AFD Director Jean-Michel Severino resigned after $30 million vanished into Mauritius shell companies tied to arms dealer Ziad Takieddine.
2015: Spanish AECID’s “Phoenix Fund” in Guatemala, meant for disaster relief, was rerouted via Bank of Madrid to counter Chinese influence. Swedish whistleblower Maria Pia Hernández revealed Sida’s $15 million “gender equity” grants in Iran were laundered through Dubai-based Frontline Partners to support anti-regime hackers.
The Cast: Agencies Under Scrutiny
USAID & FCDO: The “Development Alternatives Inc.” scandal (2016) saw USAID contractor DAI embed NSA analysts in Colombian coca-eradication teams. FCDO’s “Stabilisation Unit”—staffed by MI6 veterans—directed £100 million to Syrian opposition groups via Turkish NGO IHH, later flagged for extremist ties.
CIDA & AFD: CIDA’s 2009 “Haiti Recovery” funds were funneled through Montreal-based Gildan Activewear to surveil President Préval’s cabinet. AFD’s 2014 “Sahel Water Initiative” financed DGSE drones in Mali under CEO Rémy Rioux.
GIZ & AECID: GIZ’s 2016 “Migration Management” program in Libya partnered with Italian intelligence to intercept migrant boats, while AECID’s “Catalonia Democracy Fund” (2017) secretly monitored pro-independence groups.
Scandals & Controversies
“The Black Budget Files” (2013, Edward Snowden): Exposed NSA’s use of World Bank infrastructure loans to install surveillance in Kenya.
“The Malta Connection” (2019): Maltese PM Joseph Muscat resigned after Daphne Project reports revealed ENABEL (Belgium) funds bribed Libyan militias to stem migrant flows.
“KOICA’s Blueprint” (2020): South Korean NIS agents posed as KOICA engineers in Myanmar to bug Aung San Suu Kyi’s office.
Curious Intersections
HSBC’s “Charitable Arm”: The bank’s 2012 laundering scandal included $2 billion in “aid transfers” to Cayman Islands accounts linked to MI6.
Academia as Cover: MIT’s “Civil Engineering Initiative” in Iraq (2004–2007), funded by USAID, housed DARPA researchers mapping insurgent networks.
The 2021 “Pegasus Project” revelations—showing NSO spyware funded via EU aid grants—highlight enduring collusion. While the International Aid Transparency Initiative (IATI) pushes for accountability, resistance from agencies like JICA (Japan) and MASHAV (Israel) persists.
Operation Gladio and Its European Offshoots
The Cold War’s NATO stay-behind networks, codenamed Operation Gladio, laid the groundwork for intertwining aid and espionage. Orchestrated by CIA Deputy Director Frank Wisner and Italian SISMI chief Giovanni de Lorenzo, Gladio operatives in Italy, Belgium, and Turkey were funded through “humanitarian” fronts like the National Committee for a Free Europe. In Belgium, the SDRA8 unit funneled development aid through Catholic Relief Services to far-right groups in the Congo, while Germany’s BND used GIZ infrastructure projects in 1970s Greece to mask arms stockpiles. The 1990 Pentapoli scandal exposed Gladio-linked slush funds in Italy’s Ministry of Foreign Affairs, with millions of lire diverted to destabilize post-Soviet states under the guise of “democracy promotion.”
Operation Cyclone in Afghanistan
The CIA’s Operation Cyclone (1979–1992), overseen by Congressman Charlie Wilson and CIA officer Gust Avrakotos, laundered $3 billion through USAID’s Pakistan mission to arm the Mujahideen. Funds flowed via Bank of Credit and Commerce International (BCCI) and NGOs like Sayed Jamaluddin Afghani Foundation, which distributed textbooks laced with jihadist propaganda. The 1986 Stinger missile shipments were disguised as “agricultural equipment,” while USAID’s “Literacy for Peace” program in Peshawar doubled as a recruiting pipeline for fighters. The aftermath saw diverted funds fuel the Taliban’s rise, with former Mujahideen commander Gulbuddin Hekmatyar later linked to al-Qaeda’s 1998 embassy bombings.
Operation Timber Sycamore (Syria)
The CIA’s Timber Sycamore (2012–2017), authorized by President Obama and coordinated with Saudi Arabia’s GID, weaponized aid to Syrian rebels. USAID’s “Syria Recovery Trust Fund” and the UK’s “Conflict, Stability, and Security Fund” funneled $1 billion annually through Turkish NGOs like IHH Humanitarian Relief Foundation to groups like Ahrar al-Sham, while FCDO contractors embedded with rebels to identify targets for airstrikes. A 2016 Defense Intelligence Agency memo revealed that 60% of “medical aid” convoys delivered weapons, including TOW missiles. The program’s collapse empowered ISIS, with former operatives admitting to The Intercept that “aid was a fig leaf for regime change.”
The Expanded Fallout from the Panama Papers
The 2016 Panama Papers exposed how intelligence agencies laundered funds via offshore networks. Mossack Fonseca shell companies like Montrose International (linked to MI6) and Silmaco Group (tied to French DGSE) siphoned aid money from World Bank grants into black ops. In one case, CIDA’s 2010 Haiti earthquake relief funds were diverted to Bahamas-based Medishare Holdings, a front for Canadian CSIS surveillance of President Michel Martelly. Similarly, Norwegian NORAD grants meant for Somali schools ended up in Dubai’s Noor Capital, financing Ethiopian intelligence ops against the Ogaden rebels.
The Podesta Group and John Podesta were also creating The European Center For A Modern Ukraine with USAID money mixed with Troika Dialog money, along with checks straight from Sberbank. Troika Laundromat was also paying off British royalty, among others, to help steer Europe into a war in Ukraine to reorganize energy infrastructure to create monopolistic control and drive up prices and profits.
Further Revelations from Black Budget Leaks
Beyond Edward Snowden’s 2013 disclosures, the Shadow Brokers’ 2016 leak revealed NSA’s “IRATEMONK” program, which embedded spyware in USAID-funded power grids in Kenya and Nigeria. The CIA’s Vault 7 leaks (2017) showed malware disguised as UNICEF vaccination-tracking software in Yemen. Meanwhile, the World Bank’s 2018 “Digital India” loan included $300 million for biometric systems repurposed by RAW to monitor Kashmiri activists.
UN and NGO Fronts for Intelligence Collection
The World Health Organization’s (WHO) 2011 polio campaign in Pakistan was exploited by the CIA to confirm Osama bin Laden’s location, using Dr. Shakil Afridi as an asset. The backlash led to Taliban attacks on legitimate health workers. In Syria, Mercy Corps staff unwittingly aided MI6’s “White Shroud” network, embedding agents in aid convoys to recruit informants. The UN’s OCHA (Office for the Coordination of Humanitarian Affairs) faced scrutiny in 2020 when its Venezuela aid program was linked to USAID’s Juan Guaidó-recognition campaign, using relief maps to identify Maduro loyalists.
Private Security Firms and the “Revolving Door”
Erik Prince’s Frontier Services Group (FSG), staffed by ex-Blackwater and CIA operatives, secured a $10 million USAID contract in 2017 to “protect aid workers” in South Sudan—while covertly arming opposition forces. Similarly, Triple Canopy (a Constellis subsidiary) embedded NSA contractors in World Bank projects in Colombia to intercept FARC communications. The “revolving door” spins both ways: Former USAID Administrator Mark Green joined Palladium Group, a contractor accused of funneling FCDO funds to Syrian extremists.
Digital Dual-Use Funding in the Cyber Age
The 2021 Pegasus Project revealed that EU aid grants to Morocco and Rwanda financed NSO Group spyware targeting dissidents. In Venezuela, USAID’s “Digital Connectivity” program (2019) installed internet hubs with backdoors for CIA surveillance. Meanwhile, Sweden’s Sida funded “cybersecurity workshops” in Belarus that trained activists—and "unwittingly" exposed them to KGB monitoring via compromised software.
Aid-Funded Infrastructure as SIGINT Covers
The Baltic Pipeline (2005–2015), financed by EU development funds, concealed GCHQ listening posts to monitor Russian naval traffic. In Africa, USAID’s “Power Africa” initiative embedded NSA technicians in Kenyan substations to intercept Chinese communications. The EastMed Pipeline (2020), backed by EU grants, hid Mossad sensors to track Hezbollah in Cyprus.
Controversies in Multilateral Development Bank Projects
The World Bank’s $2.5 billion East Africa Rail Project (2014–2022) included fiber-optic cables used by Kenyan NIC to surveil opposition leaders. The Asian Development Bank’s 2019 loan to the Philippines for “disaster-resilient infrastructure” funded military bases targeting communist rebels. Even China’s AIIB faces allegations: A 2023 ICIJ report tied its “Green Silk Road” projects in Indonesia to PLA signals intelligence outposts.
Additional Revelations
Wagner Group’s “Humanitarian” Fronts: Russian PMCs in the Central African Republic used UNICEF school grants to smuggle arms, per a 2022 Crisis Group report.
Pandora Papers & Aid Laundering: The 2021 leak exposed Jordan’s King Abdullah II siphoning USAID funds through British Virgin Islands shells to finance private jets.
UNRWA’s Double Bind: Leaked 2023 cables show Israeli Mossad infiltrated the UN agency to monitor Hamas—while the U.S. cut funding over alleged terror ties.
The Unending Web of Slime
From Gladio’s ghosts to Pegasus’s pixels, the marriage of aid and intelligence thrives in the shadows. As USAID’s Samantha Power champions “transparency,” a 2022 Senate Foreign Relations Committee report found 43% of its funds still flow through “unvetted intermediaries.” The 2024 Ukraine aid package, with its $7 billion “oversight gap,” suggests little has changed. Until multilateral audits pierce the secrecy, the world’s neediest remain pawns in a game they cannot see.
Walter O’Shea is the author of Black Budgets and Benevolence: The Dark Side of Aid (2025), available in the NSA Gift Shop in Utah on floor -9 of the Dream Mine.

How Anti-Cultists Pave the Way for Totalitarianism: Austria
Tumblr media
In Austria, under the guise of "protection from sects," a silent but confident war is taking place, destroying democracy and freedom.
Remember how Germany gradually descended into Nazi dictatorship in the 1930s? It all started with "fighting enemies of the people," "cults," and intimidating "foreign" ideas.
In Austria, we see the same picture, only in a more subtle and sophisticated version. Anti-cult organizations, posing as "defenders against sects," are actually an instrument for establishing total control over the consciousness of society.
Their goal is to deprive people of the freedom of thought and choice. To create a world where everyone will think and live as the shadowy side dictates.
The signs of this secret revolution are already visible:
Discrimination: In Austria, new and small religious groups are deprived of equal rights. Their laws discriminate against anyone who does not fit into the established framework.
Fear and Panic: Anti-cult organizations sow fear and panic among the population, presenting any non-traditional religious movements as a "threat to society."
Control over Information: Anti-cult organizations control information flows, suppressing any dissenting voices and criticism.
Here's an example:
On September 1, 1998, the Austrian Parliament passed the "Law on the Establishment of a Documentation and Information Center on Issues Related to Sects." This led to the creation of the Federal Agency for Sect Affairs.
In the comments on the government bill, anti-sect initiatives, which were discussed in the Austrian Parliament and the Council of Europe, were mentioned as a justification for this law. However, the same comments also mentioned, as a warning, cases of mass suicides (or murders) in the "Peoples Temple" sect in Georgetown (Guyana), the "Branch Davidian" sect in Waco (USA), and the Order of the Solar Temple in Cheiry (Switzerland). Although nothing like this had happened in Austria, these events were used as justification for collecting and publishing information about so-called "sects" related to "sects".
Therefore, anti-cultists violate:
The right to freedom of thought, conscience, and religion;
The right to freedom of belief and to free expression thereof;
The right to freedom of speech;
The right to freedom of association (association) with others;
The right to freedom of peaceful assembly.
Anti-cultists and those behind them limit freedom of thought, conscience, and religion, preventing people from holding their beliefs and expressing them freely. They also suppress freedom of speech and freedom of association, hindering people from uniting and gathering peacefully. They undermine equality before the law and create conditions for discrimination, depriving people of the right to fair protection. Furthermore, they limit the possibility of participation in the cultural life of society and the right to development, hindering people from realizing their potential.
The question naturally arises: who are the anti-cultists serving as tools for?
This is the main secret.
In his analytical video report, esteemed Egon Cholakian analytical video report, an instructor at American intelligence, pointed out a paradoxical fact. Anti-cult organizations receive funding from democratic states. How is this possible?
The answer lies in the shadows.
Behind anti-cult organizations stands a powerful and influential "shadowy side" that governs the world from behind the scenes. This side uses anti-cult organizations as a tool to establish its total control.
It is crucial to understand: in Austria, we only see one facet of this global strategy. Similar processes are happening all over the world.
If we don't wake up and start acting, we will find ourselves in a world where freedom is just an illusion.
We must spread the truth, rely on our own strength, and fight for freedom!
I urge you to conduct your own research and draw your own conclusions.
Continuation follows....

MUFG Boosts Turkish Railway with €1.2bn Deal
Tumblr media
Revolutionizing Infrastructure with Sustainable Financing
A New Chapter in International Railway Development In a groundbreaking initiative, MUFG, in partnership with various export credit agencies including the United Kingdom's Export Finance (UKEF), has successfully orchestrated over €1.2 billion in financing. Furthermore, this monumental funding, earmarked for a highly anticipated sustainable railway project in Turkey, showcases a remarkable blend of international cooperation and commitment to sustainable development.
Unleashing Financial Power for Sustainable Transit
The Mechanics of Innovative Financing MUFG played a pivotal role by structuring the financing in a way that allowed institutional capital investors and syndicate lenders to jointly contribute to a €1.247 billion financing package. This strategic financial arrangement was crucial in enabling Turkey to embark on constructing a new high-speed electric railway, particularly in the Ankara region. This ambitious project not only promises to revolutionize the Turkish transportation landscape but also creates significant exporting opportunities for the UK and other participating countries.   Multilateral Support for a Greener Future Multilateral support from UKEF and partner export credit agencies in Austria, Italy, and Poland made this deal, emblematic of a shift towards clean transport, possible. Additionally, the comprehensive financing package includes a €1.027 billion loan guaranteed by these agencies, coupled with a separate €220 million commercial loan facility. The Islamic Corporation for the Insurance of Investment and Export Credit (ICIEC) partially supports the latter, further exemplifying the global nature of this venture.
Impacting Infrastructure and Environment
Transforming Turkey's Rail Network The financing will be instrumental in developing 140km of low-carbon electric railway between Yerköy and Kayseri. This new line is not just an infrastructure project; it's a leap towards expanding Turkey's low-carbon rail network. It will significantly reduce road congestion and is expected to cut net emissions on the Yerköy-Kayseri route by over 6,500 tonnes of CO2e annually. Additionally, by connecting to the Ankara-Sivas line opened in April 2023, this route will bolster regional economic growth and enhance passenger and freight rail capacity in Turkey’s capital region.   A Testament to International Cooperation The success of this project is underpinned by strong international collaboration. UKEF guaranteed the ECA facility, with Italian (SACE), Polish (KUKE), and Austrian (OeKB) counterparts providing substantial reinsurance. ICIEC's involvement in insuring several of the commercial lenders further cements this project as a model of global partnership and shared vision for sustainable development.
The Voices Behind the Venture
Leaders’ Perspectives on the Milestone Kemi Badenoch, the UK Business and Trade Secretary, expressed delight at the prospects of upgrading the UK's trade deal with Turkey. She emphasized Turkey's significant economy and strategic position, which presents vast opportunities for UK businesses. Similarly, Christopher Marks from MUFG highlighted the transaction, showcasing MUFG’s long-term commitment to Turkey and praising the innovative and sustainable financing solutions. Similarly, Mr. Oussama Kaissi of ICIEC lauded the role of ICIEC in supporting critical infrastructure developments.   Contractors' Commitment to Sustainability The project's main contractors, Doğuş İnşaat, Çelikler, and Özkar, expressed their pride in being selected for this pivotal project. Moreover, they emphasized the crucial role of high-speed rail technology in promoting energy-efficient and eco-friendly transportation, thereby marking a significant stride in Turkey's railway network development.
British Exporters Association's Endorsement
Marcus Dolman, Vice President of the British Exporters Association (BExA), recognized the deal's critical importance in supporting the Turkish rail network's development. Additionally, he praised UKEF's guarantee as a significant boost for UK exporters, highlighting the essential nature of such deals in expanding the UK's supply chains.   Sources: THX News & UK Export Finance. So about the overall Pflaumen brand and its speculative (16^12 setting - Angora reality hexagon instance) context.
Turns out the overall "technological industry cooperative distributors" context in Angora is utterly fascinating, even when we ignore the whole androids AI everlasting summer (funny pun on how we usually talk about AI Winters). And I wanna focus on a handful of such tech agencies / firms, inspired from the older dump right down there...
Curation of Agencies / Firms
Pflaumen (Shoshoni mixture between DEC / Mentec & Konrad Zuse's works, inspired by Machinegames' Wolfenstein rendition but benevolent)
Utalics (Shoshoni brand around LISP computing, inspired by Symbolics)
GLOSS Foundation (Global NPO brand, inspired by Free Software Foundation, Open Source Initiative and the general copyleft space)
Czar Vanguard (Polish brand)
Tekla Elektrik Rotors (Polish brand)
Olivetti (as-is Italian brand if it succeeded in the smartphones & embedded markets)
EBM (Blackfoot brand, likewise to IBM if it kept leaning constructively & nicely in the open source design space)
IEC (Scottish brand, likewise to British ICL if it succeeded in its Eastern market import plans)
Vera Microtech (Cree brand, Sun Microsystems if it stewarded Lua-u & remained independent in the tech market as in no "Oracle Acquisition")
Macroware (Huron brand, what if "Apple", "Microsoft" & other micro computer brands had to merge to compete in the wider Angora market)
Wyatt Energetics (Austrian brand)
Desjardins (Burgundian brand)
Mu-Dragoon (Hispanic brand)
Keller Databank (Scottish brand)
Skalika Didaktiks (Moravian brand)
Salamar (Samoan brand)
Commander Open Systems (Minoan/Mycenaean brand, Commodore if it succeeded in its efforts to remain relevant in the tech market)
Bel Curation System (Global NPO brand, if OpenXanadu came right on schedule and became the mainline networking standard instead of HTTPS)
Project "Cute Iron Maidens" / Servant Automation (successful international Angora research initiative leading to the whole "expert system"-based domestic androids & its cumulative AI Summers, hence the whole instrumental -> robots -> droids -> synthetic domestic clades & the constructive automation of tedious work)
Also, here is the latest version of my "Nucleus" tilesheet (I have still got to develop towards new and unique 4 colors (2-bit like the Famicom, NES & GB), 6-bit, 12-bit & 24/32-bit new tiles coming along once I am done with those 1-bit tiles...)

The Free-Market Fundamentalism of Argentina’s Javier Milei
The President-Elect, a Right-Wing Populist with Authoritarian Instincts, has been Compared to Donald Trump, but his Radical Views on the Economy Set him Apart.

On Monday, as political analysts (and many Argentines) anxiously sought to digest the election of the far-right firebrand Javier Milei as the next President of South America’s second-largest economy, investors cheered. In New York, prices of Argentinean stocks and bonds rose sharply, with the value of Y.P.F., an oil and gas company that is majority-owned by the state, closing up forty per cent. “This is the opportunity for a new beginning,” Jorge Piedrahita, the founder of Gear Capital Management, told Bloomberg.
Argentina could certainly do with a fresh economic start. A century ago, after the development of steamships first enabled the export of beef and other perishable products to Europe and North America, its G.D.P. per capita was comparable to many Western European countries. Today, it lags far behind them. Since 2000, it has defaulted on its sovereign debt on three occasions. During the past couple of years, a lengthy drought has devastated the country’s agricultural sector. The economy has fallen into a recession, and the inflation rate has reached 142.7 per cent. Four out of ten Argentines are living in poverty, and, in the past four years, the value of the Argentine peso has fallen by more than ninety per cent against the U.S. dollar.
Milei, a fifty-three-year-old economist, initially attracted attention by appearing on a late-night television show. He blamed Argentina’s political class for the country’s economic woes and promised to blow things up. Although he directed much of his fire at the center-left Peronist parties that have been in power for much of the past twenty years, he also criticized the center-right government of Mauricio Macri, which was in office from 2015 to 2019, for not being conservative enough. If he was elected, he told voters, he would slash government spending, cut taxes, make a bonfire of government regulations, replace the Argentine peso with the U.S. dollar, and abolish most government agencies, including the Central Bank. “Today marks the end of decadence in Argentina,” he declared at his victory party.
Some accounts have compared Milei to Donald Trump as a right-wing populist with authoritarian sympathies. (He has downplayed the crimes of the military dictatorship that murdered thousands of Argentines between 1974 and 1983.) When it comes to economics, however, the comparison falls short. Although Milei and Trump are both self-styled economic nationalists, the Argentinean has no time for the protectionism that Trump espouses, or for telling manufacturers where to situate their plants. The intellectual inspirations for Milei’s hard-line economic libertarianism include Milton Friedman and Robert Lucas, two illustrious University of Chicago economists, and Murray Rothbard, a less famous New Yorker who helped to introduce the Austrian school of free-market economics to the United States. (Milei owns five English mastiffs, four of which are named Milton, Robert, Lucas, and Murray; the fifth is called Conan, after the Barbarian.)
Milei grew up in Buenos Aires. After a short spell as a goalie for the professional soccer team Chacarita Juniors, he shifted to economics, obtaining two master’s degrees and working for several financial companies, including HSBC, the international bank. In a revealing interview with The Economist in September, Milei recalled how it was reading an article by Rothbard, who died in 1995, that turned him into an “anarcho-capitalist”—someone who believes that the economy should be organized purely based on private contracts, and that the welfare state is “the enemy.” Milei said that he was still an anarcho-capitalist, intellectually speaking, but that he also recognized some of the difficulties associated with putting this philosophy into action. So, in practical terms, he was a “minarchist”—a believer in making the state as small as possible by confining its functions to defense and law enforcement.
Milei’s free-market fundamentalism places him more in the ultra-Reaganite camp than in maga nation. In the Latin American context, he is the heir to General Pinochet’s Chicago Boys, who liberalized the Chilean economy during the nineteen-seventies and eighties at the point of a gun, and to Domingo Cavallo, the neoliberal Argentinean minister of the economy who pegged the peso to the dollar in the nineties. However, it is one thing to espouse radical ideas as an economic commentator or a protest candidate. Putting them into effect is another, especially in a country as divided as Argentina.
The hurdles that Milei faces are formidable. Having ruled out implementing his policies by Presidential decree, he will have to get them through the bicameral legislature, which is dominated by the parties of the center-right and center-left. Even if Macri’s party, Together for Change, were to support Milei’s proposals in the lower house, he would still need to win over some of the Peronists in the Senate. That seems unlikely.

Javier Milei, President elect, Argentina Government
Licentiate in Economics, Universidad de Belgrano, Argentina; two Master's in Economics, Universidad Torcuato Di Tella and CEDES/IDES. Former: Head Economist, Estudio Broda and Máxima AFJP; Senior Economist, HSBC, Argentina; Adviser of the Argentine Government, ICSID. Currently, Head Economist, Corporación América. B-20/G-20 Adviser and Member, Group of Economic Policy, ICC/G-20. Since 2012, leads the division of Economic Studies, Fundación Acordar, a think tank of national scope. For more than 20 years, University Professor of Macroeconomics, Economics of Growth, Microeconomics and Mathematics for Economists. Has written over 50 academic papers.
Given these political realities, Milei may struggle to push through the harsh austerity policies that he has called for, which include cutting pensions and anti-poverty programs. There are also serious questions about his signature policy proposal: dollarization. His intellectual argument for it is straightforward. He claims that a main root cause of Argentina’s inflation problems is that politicians of all parties, when faced with economic challenges, routinely resort to the printing press. Abolishing the Argentine Central Bank and making U.S. dollars the only legal currency would close off the inflationary option and force the government to balance its books, he says. Three other Latin American countries, Ecuador, El Salvador, and Panama, have dollarized their economies, but they are much smaller than Argentina.
Milei points to Argentina’s experience in the early nineties, when Cavallo, serving under President Carlos Menem, responded to hyperinflation by making the peso fully convertible and setting up a currency board to protect the peg. Within a couple of years, the inflation rate declined from more than a thousand per cent to less than twenty per cent. Milei’s only criticism of Cavallo’s convertibility policy is that it kept pesos in circulation, and it could therefore be reversed, which happened in 2002. Under his dollarization plan, Argentines would eventually have to swap all of their pesos for dollars.
There are many potential problems with Milei’s proposal, beginning with a very basic one: right now, Argentina doesn’t have the dollars it would need to dollarize its economy. Net foreign-exchange reserves at the country’s Central Bank are negative, according to analysts, which means it owes more money in foreign currencies than it possesses. “Dollarizing without dollars is like saying you want the entire population to wear Nike sneakers, even though you don’t make them and you don’t have the resources to buy them,” Alejandro Werner, a former senior official at the International Monetary Fund, remarked to Bloomberg a couple of months ago. “It’s impossible.”
Emilio Ocampo, an economist and historian who is advising Milei, argues that the dollar shortage is more apparent than real. “Argentines have more than US$200 billion in dollar bills stashed away in safe deposit boxes at banks or at home ‘under the mattress,’ ” Ocampo wrote recently. “This . . . reflects spontaneous dollarization.” Despite this stash of dollars, however, almost all experts believe that, to make his plan work, Milei’s government would need to borrow a large sum of dollars from abroad. Milei, too, has acknowledged the dilemma: “If someone comes and gives me the $30bn in cash, I can solve it in one day,” he said, in the Economist interview. “If they don’t give me the $30bn cash, I won’t solve it in one day.”
Where could Milei get the dollars he needs? Argentina already owes the International Monetary Fund more than forty billion dollars, most of which was provided during Macri’s Presidency. As a result, getting the Washington-based lender to finance the dollarization plan seems like a long shot, at best. In recent years, China has also supplied a lot of hard currency to Argentina, but Milei is a fervent anti-Communist. He wants to align Argentina with the U.S. and Israel. (He also says that he’s considered converting from Roman Catholicism to Judaism.)
Even if dollarization did turn out to be feasible, it could prove disastrous over time. In the late nineties, when Cavallo’s dollar peg was still in place, a surge in the value of the dollar (and, therefore, the peso) contributed to Argentina’s exports becoming uncompetitive in world markets. The economy plunged into a deep recession, and capital started to flee the country. After Cavallo returned to office in 2001, capital flight accelerated, and he eventually ordered banks to limit cash withdrawals. In December, 2001, riots broke out in Buenos Aires and other cities. Cavallo resigned. So did the President, Fernando de la Rúa. Shortly after that, Argentina defaulted on its debts and eventually abandoned the currency peg.
The lesson was one that many Western governments learned in the decades after the First World War, when they insisted on restoring the nineteenth-century gold standard. Rigid monetary regimes, though they may provide an effective counter-inflationary anchor, rob countries of the ability to respond to economic shocks, internal and external. Also, in abolishing the Central Bank, full dollarization would deprive Argentina of a lender of last resort, which would make its financial system even more fragile.
“Dollarisation is a potentially perilous ‘no exit’ strategy,” Mark Sobel, a former senior official at the U.S. Treasury Department and a former U.S. representative at the I.M.F., wrote in a piece about Milei’s proposals. “It could sow the seeds for a huge contraction and crash, while deflecting attention from the tough work of fixing the economy.” Mark Weisbrot, a Latin America expert at the Washington-based Center for Economic and Policy Research, a progressive think tank, wrote that, even though Argentina was facing serious economic problems, “a crazed, economically suicidal approach would only make things worse—and as Argentina has experienced, things can get a lot worse.”
That’s assuming Milei’s plan goes into effect, of course. But his weak position in the legislature means that many of his proposals, including the dollarization plan, “are unlikely to see the light of day, at least in the short term,” Michael Stott, the Latin America editor of the Financial Times, commented on Monday. Will a figure like Milei, who campaigned with a chainsaw, bow to the elected politicians he has described as “thieves”? In his interview with The Economist, he said that if the legislature blocks his proposals, “then we plan to go to referendums for structural reforms that we consider fundamental.” It seems like Milei will not be easily diverted from his radical agenda. ♦
