Manizha's 'Russian Woman,' which represented Russia in 2021, was the first Russian entry in 12 years to feature lyrics in Russian. 2009's 'Mamo' by Anastasia Prikhodko was the previous song to feature Russian.
It should be noted that the 2012 representatives Buranovskiye Babushki's song 'Party for Everybody' did not exclusively feature English lyrics, but it did not use Russian as the other featured language. It used Udmurt, which uses the Cyrillic alphabet and is spoken within Russia, but is its own distinct language.

Politics aside, Russia has produced some quality songs during their time in the contest, and I genuinely hope that one day they might return, but I don’t see that happening for a while given....events.
Less of the fake “we are one” stuff, and more of the stuff like the Buranovskiye Babushki and Little Big,
Back to 2016 for this entry, although Sergey seems to have a habit of placing 3rd in the contest, having also placing 3rd in 2019

A(n other) 2012 Eurovision gem: Party for Everybody as performed by Buranovskiye Babushki. I would have loved to find the performance from the programme where they chose the Russian contestant for that year; the faces of the judges when the song kicks into gear were worth seeing (plus the babushkas performed better in that version than in the actual competition).

“Party For Everybody” by  Buranovskiye Babushki is literally such a joy to listen to. 
Like to start with it’s a bop but then you read the lyrics (if you don’t know Russian) and it’s just this joyful song about getting to see your loved ones and having a party to celebrate everyone being together and it just makes me so happy to listen to.
