G.I. Joe A Real American Hero! 1992 - Code Name: Overkill - B.A.T. Leader - Subgroup: Talking Battle Commanders - Overkill began as an experimental prototype for the third generation of B.A.T.s, but because of his advanced micro-computers and enhanced tactical logic programs, the cost projections were too high for profitable mass-production. He might have continued to gather dust on a shelf in the Cobra research labs if Cobra Commander hadn't decided to utilize him as a battlefield commander for the android troopers. It was Cobra Commander's idea to add a voice synthesizer program to repeat demoralizing slogans at deafening volumes. Overkill's primary job is to operate the destructive Cobra Earthquake battle vehicle.

There is nothing more fearful than to have to face even one of Cobra's Battle Android Troopers. Though not particularly built for endurance, B.A.T.s can still take tremendous amount of damage and continue fighting. They serve as nothing more than cannon fodder. As long as their trigger finger is in contact with a gun (or their weapons-based end effectors still have ammunition), they'll do as they were designed until absolutely nothing is left but scrap. B.A.T.s can be manufactured cheaply, quickly, and en masse. To ensure their inexpensiveness, they aren't equipped with very sophisticated logic circuits. As a result, they react poorly to changes in battlefield conditions and have a potential to mow down foes and allies alike.
Due to their inability to identify targets as friendly or hostile, they are not used in conjunction with normal Cobra troops. Cobra deploys B.A.T.s when their side is losing. They would also use the threat of B.A.T. deployment to keep demoralized troops from fleeing. On their own, they would move forward aimlessly until they spot a target — a moving heat signature — and they will attack it until it stops moving. They can be controlled remotely, but this leaves the units open to enemy disruption or control, so it is rarely done. When controlled, they can be given basic movement or targeting orders. Later models are a little more autonomous and can perform more sophisticated actions.

G.I. Joe: War Files project plan - Hawk (Vol. 1)

This series is not an assured project. It is a concept that can still be changed or scrapped.
Synopsis
In 1976, G.I. Joe Sergeant Clayton “Hawk” Abernathy is sent to investigate rumors of a terrorist organization called “Cobra.” This leads him conflict with M.A.R.S. Industries. He must stop a powerful technology that can defeat any army.
Characters
Clayton “Hawk” Abernathy: A soldier in the G.I. Joes tasked with stopping the production of B.A.T.s.
Joseph “Joe” Colton: The leader and founder of the G.I. Joe.
Lenard Koenig/Scrap-Iron: A M.A.R.S. Industries employee and Cobra terrorist. He is responsible for creating the B.A.T.s.
James McCullen XXIII/Weaponsmith: CEO of M.A.R.S. Industries and future father of Destro. He wears an iron mask to conceal his identity when making deals with Cobra.
Gregory Wilson/Cobra Commander: A former U.S. soldier turned terrorist and founder of Cobra.
Dr. Minh Bian/Doctor Mindbender: A scientist formerly allied with the People's Army of Vietnam. Now he is the head scientist of Cobra.
Other Information
Cobra’s B.A.T.s production facility is located under a fake town, which is based on a town seen in Image Comics’s Cobra Commander series.

The B.A.T.s appearing in this series are closely based on the version from the 1983 animated series. They are the early versions of B.A.T.s that may reappear in the future.

Cobra's got a new recruitment strategy... I think it might be working. 💘🐰 😍
In all seriousness, I hadn't planned to snap her with the IG B.A.T. squad but then she just looked so cool with them I couldn't resist.

Get ready to jump into the action-packed world of G.I. Joe like never before because today, the official trailer for the upcoming video game "G.I. Joe: Wrath of Cobra" was announced! 🎮 A new G.I. Joe beat 'em up is on its way. Hasbro, developer Maple Powered Games, and publisher Freedom Games announced G.I. Joe: Wrath of Cobratoday. The upcoming retro game will let you play as series stalwarts Duke, Scarlett, Snake Eyes, Roadblock, and other classic characters. It joins TMNT: Shredder’s Revenge and Double Dragon reboot as the latest evidence that 2D side-scrolling punch-fests are enjoying an unexpected 2020s renaissance. The game’s developers promise a variety of locales to bash and kick your way through as you try to defeat Cobra. “Navigate land, air, sea, and even space through iconic locations like Cobra Island, the Pit, Cobra’s top-secret underwater base, and more as you thwart the devious Cobra Commander’s latest scheme to take over the world,” the game’s announcement reads. It promises an arsenal of weapons, explosives, and more. Key Features - Retro Gameplay in a Modern Era – Wrath of Cobra takes the classic arcade beats them up and brings it into the modern age: Easy to play, hard to master, and smoother than a ride in a H.I.S.S. Want to play with your friends? The game supports local multiplayer (eg. from your couch) and online co-op! - Play as Classic Heroes – Fight Cobra as your favorite G.I. JOE heroes, painstakingly recreated in beautiful pixel art. The differences between characters aren’t just cosmetic: Each hero has different movesets and unique abilities. From the fast and agile Snake Eyes to the rough and tumble Roadblock, each character is true to form! - Battle Iconic Villains – Cobra isn’t just the Cobra Commander, it’s its legions! Face hordes of troopers, armored Alley Vipers, artificial B.A.T.s, armed with some of the most iconic weapon systems in the franchise, including the H.I.S.S., C.L.A.W., and the notorious Trubble Bubble. - Retro-Infused Soundtrack – Foil the Commander’s plot to the beat of classic G.I. JOE themes, reimagined by industry veterans at Kid Katana Records, bringing a modern twist to classic arcade music! - Post-Launch Support – Like Destro’s plots, Wrath of Cobra will continue with extensive post-launch support, bringing more G.I. JOE heroes into the fray, adding new game modes, levels, and more to keep the G.I. JOE legacy alive!

What I find fun is that the Satellite that the Overkill program is housed on has some subtle visual simularities ot the original Overkill toy, chiefly in terms of color.

I suspect that Overkill is also going to be the solution to Destor's ongoing issue with the BATs and their inability to distinguish friend from foe.
From Overkill's original filecard:
"OVERKILL began as an experimental prototype for the third generation of B.A.T.s, but because of his advanced micro-computers and enhanced tactical logic programs, the cost projections were too high for profitable mass-production. Overkill's primary job is to operate the destructive Cobra Earthquake battle vehicle."
Whether this means that Overkill's gettign an android body of its own, or its going to be reprogrammed and then all the BATs are hooked up to it while Overkill itself remains staitonary is TBD.
Okay! Destro #4!!
We start off with the twins continuing to scheme after Destro's apparent death. Of course they are. We surely wouldn't expect anything else.
We get some more of Destro musing about the US government and their violent history and their partnership with people like him.

Also, something curious he found-

The US government got ideas from Duke's report of Starscream and digging around. The possibility we're getting Transformers' Nightbird is increasing!!
I saw concerns from GI Joe fans about how General Flagg might become an antagonist.

For the moment, it's looking like not? Or, at the very least, he may become an antagonist who thinks he must Make The Hard Choices.
Now for Astoria!! She does her usual rich heiress who's never had to worry about anything ever, but Destro shows up to her party!

She is surprisingly distressed, considering that, the last time we saw her, he had just saved her life. 👀

OH! OH! ASTORIA HAS TAKEN HER TECH JINXING FROM G1 UP A NOTCH!!! AND SHE WAS THE ASSASSIN THAT TRIED KILLING HIM!!
The jinx is actually the work of her father.

BUT THAT'S NOT ALL THEY DID!!

Bonkers! I think this reveal also recontextualizes this scene from the first issue of this mini series.

She's less marveling about the explosions and all that and more at what she knows to be her and her father's tech.
I think this is a pretty fun take on Astoria! Not that she's gotten much official attention from Hasbro since her one episode with Powerglide. My own interpretation was less on the tech and combat side, but more as a cunning businesswoman. I do think it's funny that, in the letters section, Dan Watters expressed surprise that readers caught onto them using a one shot character from the 80s so quickly. Astoria is one of the most memorable humans in the entirety of G1 Transformers!
The issue ends with the twins, after going through Destro's files, meeting up with Cobra Commander, promising that their goals are more inline with his than Destro's are! It'll be interesting how Destro reacts.
I really enjoyed this issue and reading it turned around a sour mood for me (I had to run around a mall for ~30 minutes looking for a stupid Amazon delivery drop-off).

Definitely an underrated episode. Raven is a great character, and she gives you some insight as to WHY anyone would work for Cobra in the first place. Also, we get a really cool monster and a sort of "Peek behind the curtain" at the kind of insane experiments Cobra must have going on all of the time that the Joes never even find out about.
