Put Pyotr Kochetkov in Net for the ECF
I am a Canes fan. After Game 1 of the ECF, I was talking to someone and said, "They should've put PK in. He's unreal against other Russian tendys." I didn't have the numbers to back up what I was saying, I was just kind of going off of the eye test and vibes, but I looked into it and... Yeah. Pyotr Kochetkov is actually unreal when facing another Russian goaltender.
The outcome of Game 2 has solidified my belief in this.
I'm sick right now and don't really have it in me to draw out graphs (sorry. eventually I'll update this with some. maybe), so I'm just going to be throwing a bunch of numbers out there. I'll try to be as coherent as possible.
Pyotr Kochetkov Career Numbers:
Regular Season: 2.47 GAA; .905 SV%
Playoffs: 3.54 GAA; .873 SV%
Bit of a fall off there, but the playoffs are the ultimate group project. I personally don't think Pyotr Kochetkov has individually been holding the Canes back from winning any playoff games.
Anyway! Back to my point that playing Kochetkov is the move for this series against Florida.
Against Sergei Bobrovsky and the Florida Panthers, Kochetkov is 2-0-0 with a sv% of .986 and a GAA of 0.50. I know the sample size is basically nonexistent, but he has allowed one goal against Florida (during an away game on January 2, 2025).
And here's some more numbers of Pyotr Kochetkov vs other Russian goaltenders in the metro division.
Igor Shesterkin (NY Rangers): 2.18 GAA; .924 SV%; 4-2-0 record.
Semyon Varlamov & Ilya Sorokin (NY Islanders): 2.74 GAA; .893 SV%; 5-2-2 record.
I do have aggregate data on the difference of Kochetkov's play when he faces non-Russian goalies against when he faces Russian goalies. I'm still putting this together (re: I'm sick), but it's quite funny and I'm looking forward to finishing it up.
Freddie has been an elite tendy for the Canes this playoff run. Since his confidence is a little shaken because of the last two games, to give the Carolina Hurricanes the best chance to win, the net should be Kochetkov's in Florida, at least as an experiment.

Ethical Dilemma Introduction The following paper will narrate an ethical dilemma which has been faced by a nurse working is a local emergency department. The analysis of the dilemma will be done using Catalano’s (2009) ethical decision making algorithm for nurses. Various potential solutions to the dilemma will be discussed along with an examination of both the positive and negative consequences of the decision. This ethical dilemma, faced by the emergency department nurse was related to a 93 year old patient who was transferred from an extended care facility. The patient had been diagnosed with Alzheimer’s disease. She was unable to eat or drink at all which was not enough to sustain her health. The patient would not give any response to any voice or touch. She was non-verbal. Her physician at the extended care facility had diagnosed her with failure to thrive. Her granddaughter was the power of attorney. The patient did not own an advanced directive. An emphasis had been laid by the patient’s family that she must be sent to the emergency department so she gets to have a feeding tube placed. The patient’s family told that they were assured that “the patient might get better is feeding tube was placed”. Now, the nurse was facing an ethical dilemma of supporting the patient’s right to a dignified demise and balancing the wishes of the family (Heiser, 2014). Analysis of the dilemma The decision making starts with assessment according to Catalino’s (2009) ethical decision-making algorithm. The first step involves the collection, analysis and interpretation of data. The decision involves determining which party will be influenced the most by the decision. The second step is to state the dilemma. In this case, the dilemma for the nurse is to fulfill the family’s desire and support the right of her patient to a dignified death. The third step involves collection of enough facts, including the potential threats to the patient’s life. The provided information is used to chalk down the possible outcomes (Deshpande, 2009). In relation to the first step, the family’s wishes were assessed by the nurse. The nurse was told by the power of attorney that she wanted to get a feeding tube fixed. She further added that she was assured at the extended care facility that the patient would get better by placement of feeding tube. As per nurse’s assessment of the family’s understanding of Alzheimer’s disease, they did not have the knowledge that this disease was a progressive one. It is an irreversible form of dementia (Porth, 2010). They were unaware of the fact that there would be no effect on patient’s quality of life and progression of the patient’s Alzheimer’s disease by simply providing nutrition. The nurse must next consider the physical condition of the patient. The patient was not capable of communication or decision-making. She had a stage three decubitus ulcer on her coccyx. Placing a feeding tube would do nothing to improve patient’s quality of life. The second step involves the dilemma of catering for the family’s desires or to support the patient’s right to a dignified death. Coming to the third step, there can be a possibility to have the tube fixed by a surgeon. But the other option would be offering hospice care to the patient and family. A third option can involve medically clearing the patient and returning her to the ECF. The nurse must take into consideration all the information gathered. This will help in solving the dilemma. The nurse’s further decision will depend on the possible solutions and outcomes. Resolution of the dilemma According to Blais & Hayes (2011), “responsible ethical reasoning involves rational thinking. It should not be based on emotions, intuition, fixed policies or precedents” (p. 61). One must take into consideration the ethical principles charted by their principal authorities and civil laws which are determined by the society and the government (Blais & Hayes, 2011). It has been recognized by The International Council of Nurses (2006) that promotion of health, alleviation of suffering and prevention of illness are counted as responsibilities of nurses (p. 1). They make sure that nurses must ensure that health care environments are safe and healthy for clients (p. 6). The first possible solution to this dilemma would be to place the feeding tube. The family would be satisfied by this course of action and they would think that the patient’s life would be prolonged. The family expected the patient to recover from her current condition is nutrition was provided via the feeding tube and nutrition will be provided. There was no margin of improvement as the patient was suffering from advance Alzheimer’s disease. Nutritional intervention was not going to do any good. The family did not know that it was natural for patients to quit eating and drinking near the end of life (Dreyer, Forde, & Nortvedt, 2009). The feeding tube solution would calm the family down but it is not best for the patient. Proposing the option of hospice care for her would be the second possible solution to advocate for the patient’s betterment. The nurse should find out the family’s agreement or disagreement with the patient’s wishes when the family is present (Gladding, 2000). She must communicate with the family along with a team of a physician, social worker, and chaplain as the patient is unable to communicate her wishes. So, the POA will have the final say regarding the decision. In certain situations, the patient’s family is contacted late, so these tough discussions take place when emotions are at peak (Dreyer et al., 2009). In ideal situations such discussion might take place when the patient is in extended care facility. But this rarely happens. The best option for the patient would be hospice care. The last solution to be considered can be sending the patient back to ECF. This would not help the patient or the family. This would upset the family as they would think that care has been denied to their loved one. Furthermore, this would delay the care that the patient needs at this time. This option would not be enough to make the nurse satisfied about catering for the patient’s needs (Heiser, 2014). Positive and negative consequences of the decision The solutions of every ethical bring along pros and cons with them. In this case, the advantage of having the feeding tube placed is this action would satisfy the family’s desires. The pros of this action would be prolonging the suffering of the patient. The nutrition would not be of any help to the patient and would not improve her health. The positive consequence of offering hospice care would result in providing comfort to the patient in her finals days of life. This action’s negative consequence would be that the family would be upset knowing about hospice care and would not be ready to let their loved one leave at this time. Patient’s return to ECF would allow the physician and the nurse to encounter any potential conflict during such a difficult discussion with the family. The negative consequence of this action would be that it would not be helpful for the patient and it may further irritate or annoy the family at such a difficult time. Tampon Myths Debunked
Please note, many of the FDA links provided in this article are now dead, presumably taken down at the Trump Administration's requisition. When I have the time I will try to provide alternative links.
Myth: There are no “best practices” for using tampons; I can simply buy and use them however I want. Fact:  The FDA has issued guidance for consumers, and tampon manufacturers provide instructions and other information with tampon cartons. Following the instructions on tampon package inserts is very important to ensure you are safe and hygienic during your period. Follow these best practices whenever you use tampons:
Always use the lowest absorbency possible
Wash hands before changing tampon
Change your tampons after 4-8 hours of use
Do not use tampon to absorb vaginal discharge
Do not flush the applicator or the tampon
Myth: Bleaching of the cotton in my pads and tampons produces dioxins. Fact: Purifying and cleaning fibers used in feminine care products is important for removing residues within these raw materials as a result of farming or harvesting practices. Current practices for purification, commonly called “bleaching,” utilize the Elemental Chlorine Free (ECF) or Total Chlorine Free (TCF) methods. The FDA considers these methods to be safe and dioxin free.
Myth: There is asbestos in my tampons. Fact: Tampons do not contain asbestos, and have never included asbestos. The FDA has found no evidence of asbestos being present in any U.S. tampon. The FDA reports that asbestos is not an ingredient in tampons and the agency conducts regular inspections of tampon manufacturers to ensure there is no contamination.
Myth: Tampons and pads need to be changed every 2 hours. Fact: Tampons and pads should be changed depending on flow and comfort. Consistent with FDA guidance, tampons can be used for up to 8 hours.
Myth: When it comes to tampons, more absorbency is better. Fact: Always wear a tampon with the lowest level of absorbency for your needs in order to reduce your risk of TSS. In other words, don’t go “super” when a “regular” will do just fine.
Myth: If you use tampons, you’ll lose your virginity. Fact: You’re a virgin until you have sex. Using tampons doesn’t change your virginity.
Myth: You shouldn’t use tampons until you reach a certain age. Fact: If you’re old enough to have a period, you’re old enough to use a tampon. Whether a girl uses a tampon or pad is a personal choice.
Myth: Tampons can get totally lost inside you. Fact: Once you insert a tampon, it stays in your vagina and it cannot travel anywhere else in your body. It can be removed by using the string attached to the tampon. Learn more.
Myth: Tampon use puts me at risk for cervical cancer. Fact: Cervical cancer has not been scientifically or medically linked to the use of tampons. Risk factors for cervical cancer are listed by the Centers for Disease Control (CDC) and include:
Human papillomavirus (HPV)
Smoking
Having HIV
Using birth control pills for a long time (five or more years)
Having given birth to three or more children

Myth: The adhesives used in my feminine care products are dangerous. Fact: The adhesives used in feminine care products can only be present if there are safety data that support their use in menstrual products.  Therefore, the adhesives in products have a favorable safety profile, including demonstrated skin tolerance. Pads are also designed in a way that limits direct skin contact with adhesives.
Myth: There are pesticides in my feminine care products. Fact: For materials that are grown in soil, like cotton, pad and tampon manufacturers thoroughly clean and purify all fibers to ensure the materials are free of any harmful substances before they become part of the product.  Regular assessments have confirmed that all materials in finished pad and tampon products are safe for use.
Myth: Tampons cause TSS. Fact: TSS is caused by specific strains of a bacteria called Staphylococcus aureus in susceptible people. Using tampons, as well as other vaginal products like menstrual cups or contraceptive sponges increases your risk of getting TSS. Learn more about TSS and tampons.
Myth: Pads, pantiliners and tampons are not regulated. Fact: Pads, tampons, and liners are regulated as medical devices by the FDA and must undergo rigorous evaluation before they can be sold.
Myth: Scented feminine hygiene products will make me itch down there. Fact:  If a woman is not already sensitive to perfume and fragrances, it is highly unlikely that she will be sensitive to fragrances used in feminine hygiene products. There is no known increased risk for reactions among women using scented pads or tampons. However, it is recommended that women who prefer fragrance-free products, or who may already have allergies or sensitivities to fragrances, use unscented products. Learn more.
Myth: There is one “best” type of feminine care for all women. Fact: Only you can determine the product that best fits your needs. If you have any questions, ask your doctor.
Myth: Colors used in feminine care products will soak into my body. Fact:  Every ingredient in feminine care products is rigorously evaluated and shown to be safe. When used, colors are bound to the product and don’t transfer to the body——and are proven safe for use.
Myth: Dangerous disperse dyes are used in my feminine care products. Fact: Disperse dyes are not used in feminine care products used by BAHP members. Numerous safety evaluations of these colors, such as skin patch tests, have confirmed their safety and have shown no evidence of skin irritation or sensitization.

A new analysis by MIT researchers shows the places in the U.S. where jobs are most linked to fossil fuels. The research could help policymakers better identify and support areas affected over time by a switch to renewable energy.
While many of the places most potentially affected have intensive drilling and mining operations, the study also measures how areas reliant on other industries, such as heavy manufacturing, could experience changes. The research examines the entire U.S. on a county-by-county level.
“Our result is that you see a higher carbon footprint for jobs in places that drill for oil, mine for coal, and drill for natural gas, which is evident in our maps,” says Christopher Knittel, an economist at the MIT Sloan School of Management and co-author of a new paper detailing the findings. “But you also see high carbon footprints in areas where we do a lot of manufacturing, which is more likely to be missed by policymakers when examining how the transition to a zero-carbon economy will affect jobs.”
So, while certain U.S. areas known for fossil-fuel production would certainly be affected — including west Texas, the Powder River Basin of Montana and Wyoming, parts of Appalachia, and more — a variety of industrial areas in the Great Plains and Midwest could see employment evolve as well.
The paper, “Assessing the distribution of employment vulnerability to the energy transition using employment carbon footprints,” is published this week in Proceedings of the National Academy of Sciences. The authors are Kailin Graham, a master’s student in MIT’s Technology and Policy Program and graduate research assistant at MIT’s Center for Energy and Environmental Policy Research; and Knittel, who is the George P. Shultz Professor at MIT Sloan.
“Our results are unique in that we cover close to the entire U.S. economy and consider the impacts on places that produce fossil fuels but also on places that consume a lot of coal, oil, or natural gas for energy,” says Graham. “This approach gives us a much more complete picture of where communities might be affected and how support should be targeted.”
Adjusting the targets
The current study stems from prior research Knittel has conducted, measuring carbon footprints at the household level across the U.S. The new project takes a conceptually related approach, but for jobs in a given county. To conduct the study, the researchers used several data sources measuring energy consumption by businesses, as well as detailed employment data from the U.S. Census Bureau.
The study takes advantage of changes in energy supply and demand over time to estimate how strongly a full range of jobs, not just those in energy production, are linked to use of fossil fuels. The sectors accounted for in the study comprise 86 percent of U.S. employment, and 94 percent of U.S. emissions apart from the transportation sector.
The Inflation Reduction Act, passed by Congress and signed into law by President Joe Biden in August 2022, is the first federal legislation seeking to provide an economic buffer for places affected by the transition away from fossil fuels. The act provides expanded tax credits for economic projects located in “energy community” areas — defined largely as places with high fossil-fuel industry employment or tax revenue and with high unemployment. Areas with recently closed or downsized coal mines or power plants also qualify.
Graham and Knittel measured the “employment carbon footprint” (ECF) of each county in the U.S., producing new results. Out of more than 3,000 counties in the U.S., the researchers found that 124 are at the 90th percentile or above in ECF terms, while not qualifying for Inflation Reduction Act assistance. Another 79 counties are eligible for Inflation Reduction Act assistance, while being in the bottom 20 percent nationally in ECF terms.
Those may not seem like colossal differences, but the findings identify real communities potentially being left out of federal policy, and highlight the need for new targeting of such programs. The research by Graham and Knittel offers a precise way to assess the industrial composition of U.S. counties, potentially helping to target economic assistance programs.
“The impact on jobs of the energy transition is not just going to be where oil and natural gas are drilled, it’s going to be all the way up and down the value chain of things we make in the U.S.,” Knittel says. “That’s a more extensive, but still focused, problem.”
Graham adds: “It’s important that policymakers understand these economy-wide employment impacts. Our aim in providing these data is to help policymakers incorporate these considerations into future policies like the Inflation Reduction Act.”
Adapting policy
Graham and Knittel are still evaluating what the best policy measures might be to help places in the U.S. adapt to a move away from fossil fuels.
“What we haven’t necessarily closed the loop on is the right way to build a policy that takes account of these factors,” Knittel says. “The Inflation Reduction Act is the first policy to think about a [fair] energy transition because it has these subsidies for energy-dependent counties.” But given enough political backing, there may be room for additional policy measures in this area.
One thing clearly showing through in the study’s data is that many U.S. counties are in a variety of situations, so there may be no one-size-fits-all approach to encouraging economic growth while making a switch to clean energy. What suits west Texas or Wyoming best may not work for more manufacturing-based local economies. And even among primary energy-production areas, there may be distinctions, among those drilling for oil or natural gas and those producing coal, based on the particular economics of those fuels. The study includes in-depth data about each county, characterizing its industrial portfolio, which may help tailor approaches to a range of economic situations.
“The next step is using this data more specifically to design policies to protect these communities,” Knittel says.

Annual Statewide Survey
TennCare and the MCOs continue to partner with the University of Minnesota (UMN) to conduct an annual statewide survey about the direct support workforce in Tennessee. The survey is a key component of the comprehensive statewide workforce strategy. Data gathered from the first four years of the survey are informing ongoing discussions and planning about wages, benefits, and ways to find and keep employees and enhance access to home and community-based services (HCBS) for people with intellectual and developmental disabilities, adults 21 years of age and older with a physical disability, and older adults in Tennessee. 
On June 1st, we launched the 5th annual survey to advance addressing caregivers and/or Direct Support Professional (DSP) workforce issues across 1915(c), CHOICES, and ECF CHOICES Providers in Tennessee.
The survey seeks information related to caregiver and/or DSP workforce issues for the calendar year 2022. The survey sample was selected and Providers were recently notified. There are two ways for Providers to complete the survey: (1) Complete the survey electronically via Qualtrics through the unique link that was sent to the organization via email from the University of Minnesota. (2) Complete a Microsoft Word version of the survey and mail, email, or fax it back using the contact information on the front of the survey. Indeed, the log appears to betray CDE's incorrect view that any e mail from or to any lawyer was privileged , no matter who else may have seen it, what it involved, whether or not it was intended to be confidential, and whether the privilege was waived. On August 29, 2016, the courtroom suggested CDE that the privilege log was inadequate. Plaintiffs argue that the privilege logs don't present sufficient info for it or the court to evaluate the assertion of privilege. According to CDE, they have produced ESI "as load information, a standard format accredited by the Special Master on April 7, 2016." Id.; ECF No. at 2-3. CDE argues that " requesting celebration can not demand production in a single format versus one other simply because one would allegedly ease a party's review process." ECF No. fifty eight at 16 ¶ 14.5. CDE argues now that the letter doesn't mean what it says and that the stipulated order "didn't order a particular format of manufacturing." ECF No. 277 at 9, 15. Even if the court docket had been to simply accept CDE's strained interpretations of those paperwork, plaintiffs would be forgiven for believing that CDE was agreeing to provide ESI in native format with all metadata hooked up.

“Fermi’s first 10 years have produced numerous scientific discoveries that have revolutionized our understanding of the gamma-ray universe,” said Paul Hertz, Astrophysics Division director at NASA Headquarters in Washington.

By scanning the sky every three hours, Fermi’s main instrument, the Large Area Telescope (LAT), has observed more than 5,000 individual gamma-ray sources, including an explosion called GRB 130427A, the most powerful gamma-ray burst scientists have detected.
In 1949, Enrico Fermi — an Italian-American pioneer in high-energy physics and Nobel laureate for whom the mission was named — suggested that cosmic rays, particles traveling at nearly the speed of light, could be propelled by supernova shock waves. In 2013, Fermi’s LAT used gamma rays to prove these stellar remnants are at least one source of the speedy particles.

Fermi’s all-sky map, produced by the LAT, has revealed two massive structures extending above and below the plane of the Milky Way. These two “bubbles” span 50,000 light-years and were probably produced by the supermassive black hole at the center of the galaxy only a few million years ago.

O vice-primeiro-ministro de Cabo Verde negou que a proposta de Orçamento de Estado para 2023 contenha medidas exigidas pelo Fundo Monetário Internacional (FMI), avaliando que essas afirmações da oposição demonstram "desconhecimento total dos instrumentos" em causa.

Em entrevista à Lusa em Washington, à margem dos encontros anuais do Fundo Monetário Internacional (FMI), Olavo Correia frisou que o programa com o FMI é um "programa de suporte ao programa de Governação" do executivo, não visando atender às necessidades do Fundo.
"É um programa de suporte à agenda de governação do Governo de Cabo Verde. E, sobretudo, este programa cria condições para que o Governo possa proteger os mais vulneráveis, aqueles que estão a sofrer mais com esta crise energética, alimentar e com esta crise inflacionista. Penso que esta afirmação deriva de um desconhecimento total dos instrumentos que geram o Orçamento entre Cabo Verde e o Fundo Monetário, e do próprio instrumento que foi publicado", afirmou.
O Partido Africano da Independência de Cabo Verde (PAICV, oposição) afirmou em 07 de outubro que a proposta de Orçamento do Estado para 2023 "não corresponde nem às expectativas, nem ajuda os cabo-verdianos", exigindo "limites aos gastos do Estado".
A oposição acrescentou ainda que "há um conjunto de medidas impostas pelo FMI" nesta proposta de Orçamento, entregue no início do mês no parlamento, como a "aceleração do processo de privatização" de empresas estatais, "que significa na prática a antecipação de receitas comprometendo o futuro do país e das próximas gerações", afirmações agora negadas por Olavo Correia.
"Vastamente, todos têm conhecimento e sabem que, com base neste programa, com mais recursos, o Governo tem mais capacidade para intervir e para proteger o país e as famílias menos possidentes neste momento galopante da inflação, mas também para garantir as condições, para promover maior inclusão social e para acelerar a agenda de reformas de Cabo Verde. Portanto, contrariamente ao que diz o PAICV, o programa com o Fundo Monetário é um programa de suporte à agenda da governação de Cabo Verde e nunca pode ser o contrário", argumentou.
Questionado sobre os 60 milhões de dólares (61,7 milhões de euros) previstos na linha de apoio do FMI a Cabo Verde, o vice-primeiro-ministro, que é também ministro das Finanças, afirmou que já foram desembolsados 15 milhões de dólares (15,4 milhões de euros), estando confiante que o valor previsto para três anos "será seguramente desembolsado".
"Já foram desembolsados cerca de 15 milhões de dólares americanos. Depois, em função da evolução do programa, vamos ter uma avaliação agora em novembro (...), em função dos resultados, tendo em conta o quadro com que nós nos comprometemos em relação à execução do programa de reformas, que faz parte da agenda de governação. Portanto, o programa está a andar bem", disse.
"Claro que estamos agora perante um quadro novo, que tem a ver com esta guerra na Ucrânia, com efeitos imprevisíveis à data que nós tínhamos assinado o acordo. Mas o acordo prevê um quadro de flexibilidade em função dos novos contextos e, portanto, estou otimista. Estamos a cumprir bem com o acordado e todo o valor que foi previsto para três anos será seguramente desembolsado nos termos daquilo que nós acordamos, porque é importante para o Governo e para a governação de Cabo Verde", acrescentou, em entrevista à Lusa em Washington.
O FMI aprovou em 16 de junho passado um acordo para uma Linha de Crédito Alargada (ECF, na sigla em inglês) de 60 milhões de dólares para Cabo Verde.
Na ocasião, o conselho executivo do FMI divulgou tratar-se de um acordo de ECF a três anos, até junho de 2025, para apoiar o arquipélago, através de direitos especiais de saque (SDR, na sigla em Inglês).
O pacote de financiamento ajudará a mitigar o impacto persistente da pandemia de covid-19 e os efeitos colaterais da guerra na Ucrânia, assim como a reduzir o défice fiscal e a preservar a sustentabilidade da dívida, segundo o FMI.
Além disso, ajudará a proteger grupos vulneráveis e a apoiar uma agenda de reformas que leve a um crescimento mais elevado e mais inclusivo.
Já na passada quinta-feira, O Governo cabo-verdiano anunciou que está a negociar com o FMI um financiamento de 40 milhões de dólares (41,1 milhões de euros) pelo novo Fundo de Resiliência.
"Este novo instrumento foi criado pelo Fundo e ainda está numa experiência piloto com alguns países. Cabo Verde quer fazer parte desse instrumento. Estamos a preparar um programa vasto para promover a resiliência, mas também toda a sustentabilidade da economia cabo-verdiana, para que logo que a janela estiver aberta, Cabo Verde possa apresentar os projetos e possa aceder ao financiamento para acelerar a agenda de transição energética, transição digital, mas também a promoção de uma economia circular e de baixo carbono", sustentou Olavo Correia.
Em relação à sua agenda no FMI e no Banco Mundial nos últimos dias, o vice-primeiro-ministro detalhou que foi "uma semana muito produtiva", em que foram discutidas todas as questões com que o mundo se debate, nomeadamente a crise energética, a crise alimentar e a forma como os países podem reagir a essas crises.
O Governante deu especial foco às reuniões que manteve no âmbito do grupo dos Pequenos Estados Insulares, nas quais tentaram encontrar instrumentos que possam levar as instituições internacionais a ter em conta as especificidades e as vulnerabilidades desses países, como é o caso de Cabo Verde.
