USA vs. New Zealand All civilized and industrialized countries have some form of healthcare system. Even so, countries that meet the standard just mentioned are different in one or more ways. When it comes to healthcare systems, there are factors like public/private blend, whether there is single payer/universal healthcare in play, how much the government has to pay or fund, how much people have to contribute when it comes to the same and so forth. There are also the perceived strengths and shortcomings that are inherent to each system and what those precisely are can differ based on priorities, ideology and worldviews. When the healthcare systems of New Zealand and the United States are similar, there are also some stark differences that can be identified and discussed. Analysis When it comes to New Zealand, the complexity of the system rivals the United States. Even with that, the system is quite different. While the United States has the Affordable Care Act and the Department of Health and Human Services, the central entity in the New Zealand healthcare system is the central government and the agency that is known as the Ministry of Health. The chief responsibilities of the Ministry of Health include making policy, issuing and enforcing regulations, providing leadership and providing national services. The last of those includes district healthcare boards (DHB) funding, performance management, capacity planning and strategic prioritization. In the United States, a lot of the burden with healthcare is spread between the federal and state governments (New Zealand, 2016). In New Zealand, there are a total of twenty district healthcare boards. The main functions of those DHB's include reporting/monitoring, service agreements and so forth. Some of the providers are internal to the DHB's while there are also private and non-government organization (NGO) groups that provide a litany of services such as pharmacy access, PHO's, general practitioners, voluntary providers, community trusts, private hospitals, Maori/Pacific providers and disability support services. There is a mix of government-paid services and those that are handled by private healthcare insurance, the latter of which is not unlike what is commonly seen in the United States. Also important are the other agencies and parts of the system that include the Healthy Workforce New Zealand group, the Accident Compensation Corporation (ACC) and other health partnerships and groups. In short, the system is a blend of private and public frameworks mixed together to provide a good and strong overall standard of care. As with most countries, the public part of the mechanisms is funded by tax dollars that are paid by people and businesses that operate within the country of New Zealand (New Zealand, 2016). The United States, of course, is quite different. Things were actually largely private before 2010 when the Affordable Care Act (i.e. Obamacare) was passed. Even so, the system is much more private-dominated than New Zealand. Indeed, it has been the norm for quite a while for people in the United States to get coverage through their employer or to be covered by a family member that does so. Until the ACA was passed, healthcare was not mandatory to purchase but the vast majority of people had it. Even so, there were a swath of people that, for whatever reason, did not have healthcare and a lot of people in general were getting financiall wiped out by prescription costs or an unforeseen medical condition or even like an accident. What's changed since 2010 is that there is a fine for those that can buy healthcare but do not do so. Further, there are exchanges where people that cannot get insurance through an employer can buy it. However, the rates that have been charged to many are cost-prohibitive. Even with those changes, there is very much a public/private mix with USA healthcare but it is mostly private. The public arm is limited to the people that are Medicare (retired people), Medicaid (the poor) and those that buy through the publicly set up healthcare exchanges (HHS, 2016; Healthcare.gov, 2016). Some major things did change with the ACA that very much align the United States healthcare system with those of other countries like New Zealand. First, the clauses and eligibility standards that precluded people from getting coverage (at leats right away) due to pre-existing conditions were wiped out, preventative medicine is covered in full (or close to it) depending on what is in question and the lifetime caps on payouts have been dropped. Even so, access to quality care or insurance in general is still out of reach for many and the ACA is not quite providing the solution that was presented when the bill was debated. Even so, a new President is going to be in office in 2017 and one of his goals is to revamp the legislation. It is hard to say what direction is gone to once that process starts (HHS, 2016; Healthcare.gov, 2016). In short, the United States has a predominantly private system but that is shifting a bit in the public direction, although it remains to be seen how much. On the other hand, New Zealand is mostly publicly ran and funded and getting to see a doctor is easy in New Zealand except for in remote areas. Even visa holders that work in New Zealand are often covered for basic services at little to no cost to them. New Zealand people can supplement their public healthcare benefits with private policies if they wish but this is not common. On the other hand, private coverage in the United States is the norm except for those that cannot get insurance through employment (New Zealand, 2016). Conclusion There are surely flaws in both systems but there are also a lot of good things in both New Zealand and the United States when it comes to healthcare. Even so, New Zealand seems to have a better overall system but they are much smaller (the size of Colorado or so) and thus the expansiveness of their system is always going to be less than a country the size and population of the United States. Regardless of all of that, both systems could certainly use some tweaking and perfecting but the United States will need some more work than New Zealand, from all appearances. So you’re saying victims like her who sue make it hard for victims who seek the legal route is such a inconsiderate take. You can not press charges on a man for him pinning you onto a bed and have him serve any kind of serious legal consequences. False imprisonment wouldn’t even have applied seeing as she went to his room to retrieve her phone even though he intentionally lured her there. It would have been he said she said situation with no physical evidence to support her. What the hell did you want her to do? Go run to her room and call 911 and say a man pinned me down against his bed, but yes i did walk in his room myself; I do know him and work with him daily; I don’t have any bruising or injuries; Im on a work trip and technically wasn’t supposed to be in his room. It would have been about why SHE was there, why SHE was hanging out with the players, why SHE “let” him have her phone why SHE was making a “something” out of nothing. The police would’ve laughed in her face. There are men who have raped women and serve no legal consequences despite evidence like rape kits, video footage etc. The law is not catered to victims. Once a man puts his hands on you, without your consent YOU are allowed to make the CHOICE of what YOU feel is best. Even if there were charges to be pressed why does she need to play superhero victim and persue legal action? Stop telling women the “right” way to be a victim. There is not “right” way. Its what the victim FEELS they want to do. If all a victim wants is money, then the victim should be allowed seek justice financiall. does that make her a shady person? Nope! the shady person is still the man with a wife and a baby, in a position of power who took his female coworkers phone, lured her to his room and pinned her against the bed with his body thinking his status allows him to have his way with any woman he feels like.
Please don’t naively assert the notion that a victim who presses legal charges on a predator is going to stop the predator from being a predator in the future. If 2 women are raped by 2 men and one woman chooses to sue her predator for millions while the other woman chooses to file criminal charges against her predator BOTH women sought justice the CORRECT way because they both felt empowered by their CHOICE. You can’t prevent the next “victim” from being made and it’s not a victims responsibility to think about the next potential victim. as long as women exist victims exist. Focus on hyper-analyzing the predator and the right way a predator can help prevent future victims. Like idk maybe Parnarin should hold a press conference publicly apologizing for his actions.

Cultural Competence and Ethics: Community Research and Intervention Methods Two of the major paradigms of ethical theory in Western thought are Kantian ethics and the philosophy of utilitarianism. Utilitarianism suggests that the objective of all decisions should be to do the greatest good for the greatest number of people, even if this precedent is not applicable in all situations. In contrast, Immanuel Kant believed that all individuals should act as if they were setting ethical precedents for all time, and not change their framework of ethics on a case-by-case basis. For Kant, morality should not be based in emotions, nor should it be based in the logical assessment of future consequences of an action. The actor's motive to follow duty was more important than the moral actor envisioning the possible, projected results of his or her action, because no one can accurately predict all of the results of every decision (Vlatch, 2004). For example, imagine a nurse working in the emergency room of a hospital. A wounded drug dealer is taken into the hospital. The dealer allegedly killed a police officer, but was wounded in the process, and must be treated before he can be taken into custody. The hospital must expend valuable time and effort to treat the dealer, whose life has resulted in nothing but misery for others. Worse yet, the hospital is experiencing a blood shortage, so the blood needed to give the dealer a transfusion will take away resources from other critically injured individuals who will no doubt come into the hospital tomorrow in need of treatment. In the waiting room, there are patients who are not in imminent danger of losing their lives, but who are in pain. Their treatment will be delayed because the ER staff must prioritize the care of the critically ill over the merely sick. The dealer is taken in handcuffed, under police escort, and may be convicted at his future trial of murder, and spend the rest of his life behind bars. So, should the hospital act to save his life? Of course, a Kantian would respond. The hospital staff cannot pass moral judgment on who deserves or does not deserve treatment, based upon the patient's character. Imagine if you yourself were refused treatment, because the hospital did not like your race, or the fact that you were gay, or felt you 'deserved' your illness, since you had contracted a sickness due to the fact you were a smoker, obese, or sexually active? How would you like it if health care providers could decide to take an elderly person's life, so that the organs promised on the old person's organ donor card could be used to save the life of a presumably more worthy and younger individual with small, needy children? Kant would stress that the impossibility of a medical practitioner to weigh the consequences of such moral decisions, every time someone came through the doors of an ER. Instead, the doctor or nurse must obey the same ethical principle in all cases. They must uphold their moral duty to save the lives of all of their patients, and dispense the highest quality care they can conceivably give under the circumstances. However, while the Kantian ethics of duty might be useful when making individual moral decisions for healthcare practitioners, the idea of utilitarianism popularized by John Stuart Mill and Jeremy Bentham sometimes must prevail in the system as a whole, given that health care is dispensed in a world of finite, scarce resources (Mautner, 2004). Utilitarianism stresses the utility, or usefulness of every moral action for society, not simply the individual patient. For example, although it might be optimal for the individual to receive all the possible screening tests for every conceivable medical ailment, health care insurance companies will only pay for screenings deemed to be of a great priority given the individual's age, gender, and medical and familial history,. If everyone were tested with every conceivable medical test, the system would become financially overburdened, thus some rationing must take place, and the fairest way to ration care is the principle of utilitarianism.
