High-Level Opening Ceremony of the Global Observance of the World Habitat Day 2023.
UN-Habitat, in partnership with the World Economic Forum, believes that these models can be localised and scaled up through the Global Partnership for Local Investment, where experiences are shared to build a local finance framework for cities and communities, to help distribute existing funding and finance to where it can deliver the greatest impact.
The local finance framework integrates three key solutions to facilitate this access:
Cities Investment Facility (CIF)
UN-Habitat/UNCDF Guarantee Facility for Sustainable Cities
Rapid Own Source Revenue Analysis (ROSRA)

Vice-President Harris announced that the Consumer Financial Protection Bureau is moving to remove medical debt for people's credit score. This move will improve the credit rating of 15 million Americans. Millions of Americans struggling with debt from medical expenses can't get approved for a loan for a car, to start a small business or buy a home. The new rule will improve credit scores by an average of 20 points and lead to 22,000 additional mortgages being approved every year. This comes on top of efforts by the Biden Administration to buy up and forgive medical debt. Through money in the American Rescue Plan $7 billion dollars of medical debt will be forgiven by the end of 2026. To date state and local governments have used ARP funds to buy up and forgive the debt of 3 million Americans and counting.
The EPA, Department of Agriculture, and FDA announced a joint "National Strategy for Reducing Food Loss and Waste and Recycling Organics". The Strategy aimed to cut food waste by 50% by 2030. Currently 24% of municipal solid waste in landfills is food waste, and food waste accounts for 58% of methane emissions from landfills roughly the green house gas emissions of 60 coal-fired power plants every year. This connects to $200 million the EPA already has invested in recycling, the largest investment in recycling by the federal government in 30 years. The average American family loses $1,500 ever year in spoiled food, and the strategy through better labeling, packaging, and education hopes to save people money and reduce hunger as well as the environmental impact.
President Biden signed with Ukrainian President Zelenskyy a ten-year US-Ukraine Security Agreement. The Agreement is aimed at helping Ukraine win the war against Russia, as well as help Ukraine meet the standards it will have to be ready for EU and NATO memberships. President Biden also spearheaded efforts at the G7 meeting to secure $50 billion for Ukraine from the 7 top economic nations.
HHS announced $500 million for the development of new non-injection vaccines against Covid. The money is part of Project NextGen a $5 billion program to accelerate and streamline new Covid vaccines and treatments. The investment announced this week will support a clinical trial of 10,000 people testing a vaccine in pill form. It's also supporting two vaccines administered as nasal sprays that are in earlier stages of development. The government hopes that break throughs in non-needle based vaccines for Covid might be applied to other vaccinations thus making vaccines more widely available and more easily administered.
Secretary of State Antony Blinken announced $404 million in additional humanitarian assistance for Palestinians in Gaza, the West Bank and the region. This brings the total invested by the Biden administration in the Palestinians to $1.8 billion since taking office, over $600 million since the war started in October 2023. The money will focus on safe drinking water, health care, protection, education, shelter, and psychosocial support.
The Department of the Interior announced $142 million for drought resilience and boosting water supplies. The funding will provide about 40,000 acre-feet of annual recycled water, enough to support more than 160,000 people a year. It's funding water recycling programs in California, Hawaii, Kansas, Nevada and Texas. It's also supporting 4 water desalination projects in Southern California. Desalination is proving to be an important tool used by countries with limited freshwater.
President Biden took the lead at the G7 on the Partnership for Global Infrastructure and Investment. The PGI is a global program to connect the developing world to investment in its infrastructure from the G7 nations. So far the US has invested $40 billion into the program with a goal of $200 billion by 2027. The G7 overall plans on $600 billion by 2027. There has been heavy investment in the Lobito Corridor, an economic zone that runs from Angola, through the Democratic Republic of Congo, to Zambia, the PGI has helped connect the 3 nations by rail allowing land locked Zambia and largely landlocked DRC access Angolan ports. The PGI also is investing in a $900 million solar farm in Angola. The PGI got a $5 billion dollar investment from Microsoft aimed at expanding digital access in Kenya, Indonesia, and Malaysia. The PGI's bold vision is to connect Africa and the Indian Ocean region economically through rail and transportation link as well as boost greener economic growth in the developing world and bring developing nations on-line.

KODIAK, Alaska—At Coast Guard Air Station Kodiak, the USCGC Stratton, a 418-foot national security cutter, was hemmed into port by a thin layer of ice that had formed overnight in the January cold. Named for the U.S. Coast Guard’s first female officer, Dorothy Stratton, the ship was not designed for ice; its home port is in Alameda, California. After serving missions in the Indo-Pacific, it was brought to Alaska because it was available.
Soon the sun would rise, and the ice would surely melt, the junior officers surmised from the weather decks. The commanding officer nevertheless approved the use of a local tugboat to weave in front of the cutter, breaking up the wafer-like shards of ice as the Stratton steamed away from shore and embarked toward the Bering Sea.
In the last decade, as melting ice created opportunities for fishing and extraction, the Arctic has transformed from a zone of cooperation to one of geopolitical upheaval, where Russia, China, India, and Turkey, among others, are expanding their footprints to match their global ambitions. But the United States is now playing catch-up in a region where it once held significant sway.
One of the Coast Guard’s unofficial mottos is “We do more with less.” True to form, the United States faces a serious shortage of icebreaker ships, which are critical for performing polar missions, leaving national security cutters and other vessels like the Stratton that are not ice-capable with an outsized role in the country’s scramble to compete in the high north. For the 16 days I spent aboard the Stratton this year, it was the sole Coast Guard ship operating in the Bering Sea, conducting fishery inspections aboard trawlers, training with search and rescue helicopter crews, and monitoring the Russian maritime border.
Although the Stratton’s crew was up to this task, their equipment was not. A brief tour aboard the cutter shed light on the Coast Guard’s operational limitations and resource constraints. Unless Washington significantly shifts its approach, the Stratton will remain a microcosm of the United States’ journey in the Arctic: a once dominant force that can no longer effectively assert its interests in a region undergoing rapid transformation.
During the Cold War, the United States invested in Alaska as a crucial fixture of the country’s future. Of these investments, one of the most significant was the construction of the Dalton Highway in 1974, which paved the way for the controversial Trans-Alaska Pipeline and the U.S. entry as a major player in the global oil trade. Recognizing Alaska’s potential as a linchpin of national defense, leaders also invested heavily in the region’s security. In 1957, the United States began operating a northern network of early warning defense systems called the Distant Early Warning Line, and in 1958, it founded what became known as the North American Aerospace Defense Command.
After the fall of the Soviet Union, such exigencies seemed excessive. The north once again became a domain for partnership among Arctic countries, a period that many call “Arctic exceptionalism”—or, as the Norwegians put it, “high north, low tension.”
But after the turn of the millennium, under President Vladimir Putin, Russia took a more assertive stance in the Arctic, modernizing Cold War-era military installations and increasing its testing of hypersonic munitions. In a telling display in 2007, Russian divers planted their national flag on the North Pole’s seabed. Russia wasn’t alone in its heightened interest, and soon even countries without Arctic territory wanted in on the action. China expanded its icebreaker fleet and sought to fund its Polar Silk Road infrastructure projects across Scandinavia and Greenland (though those efforts were blocked by Western intervention). Even India recently drafted its first Arctic strategy, while Turkey ratified a treaty giving its citizens commercial and recreational access to Svalbard, a Norwegian archipelago in the Arctic Ocean.
Over the past decade, the United States lagged behind, focusing instead on the challenges posed to its interests in the Middle East, the South China Sea, and Ukraine. Its Arctic early warning system became outdated. Infrastructure off the coast of Alaska that climatologists use to predict typhoons remained uninstalled, seen as a luxury that the state and federal governments could not afford. In 2020, an engine fire in the sole Coast Guard Arctic icebreaker nearly scuttled a plan to retrieve scientific instruments and data from vessels moored in the Arctic Ocean. Two years later, a Defense Department inspector general report revealed substantial issues with the structural integrity of runways and barracks of U.S. bases across the Arctic and sub-Arctic.
Until recently, U.S. policymakers had little interest in reinstating lost Arctic competence. Only in the last three years—once Washington noticed the advances being made by China and Russia—have lawmakers and military leaders begun to formulate a cohesive Arctic strategy, and it shows.
On patrol with the Stratton, the effects of this delay were apparent. The warm-weather crew struggled to adapt to the climate, having recently returned from warmer Indo-Pacific climates. The resilient group deiced its patrol boats and the helicopter pad tie-downs with a concoction conceived through trial and error. “Happy lights,” which are supposed to boost serotonin levels, were placed around the interior of the ship to help the crew overcome the shorter days. But the crew often turned the lights off; with only a few hours of natural daylight and few portholes on the ship through which to view it anyway, the lights did not do much.
The Coast Guard is the United States’ most neglected national defense asset. It is woefully under-resourced, especially in the Arctic and sub-Arctic, where systemic issues are hindering U.S. hopes of being a major power.
First and foremost is its limited icebreaker fleet. The United States has only two working icebreakers. Of these two, only one, the USCGC Healy, is primarily deployed to the Arctic; the other, the USCGC Polar Star, is deployed to Antarctica. By comparison, Russia, which has a significant Arctic Ocean shoreline, has more than 50 icebreakers, while China has two capable of Arctic missions and at least one more that will be completed by next year.
Coast Guard and defense officials have repeatedly testified before Congress that the service requires at least six polar icebreakers, three of which would be as ice-capable as the Healy, which has been in service for 27 years. The program has suffered nearly a decade of delays because of project mismanagement and a lack of funds. As one former diplomat told me, “A strategy without budget is hallucination.” The first boat under the Polar Security Cutter program was supposed to be delivered by this year. The new estimated arrival date, officials told me, will more likely be 2030.
“Once we have the detailed design, it will be several years—three plus—to begin, to get completion on that ship,” Adm. Linda Fagan, the commandant of the Coast Guard, told Congress last April. “I would give you a date if I had one.”
The Government Accountability Office (GAO) has long warned that the U.S. government and military, including the Coast Guard, have made serious miscalculations in their Arctic efforts. For one, the Coast Guard’s acquisition process for new boats is hampered by continual changes to design and a failure to contract competent shipbuilders. Moreover, the GAO found in a 2023 report that discontinuity among Arctic leadership in the State Department and a failure by the Coast Guard to improve its capability gaps “hinder implementation of U.S. Arctic priorities outlined in the 2022 strategy.”
Far more than national security is at stake. The Arctic is a zone of great economic importance for the United States. The Bering Sea alone provides the United States with 60 percent of its fisheries, not to mention substantial oil and natural gas revenue. An Arctic presence is also important for achieving U.S. climate goals. Helping to reduce or eliminate emissions of carbon dioxide, methane, and black carbon in the Arctic protects carbon-storing habitats such as the tundra, forests, and coastal marshes.
Capt. Brian Krautler, the Stratton’s commanding officer, knows these problems well. Having previously served on Arctic vessels, he was perhaps the ideal officer to lead the Stratton on this unfamiliar mission. After a boarding team was recalled due to heavy seas and an overiced vessel, Krautler lamented the constraints under which he was working. “We are an Arctic nation that doesn’t know how to be an Arctic nation,” he said.
The Stratton reached its first port call in Unalaska, a sleepy fishing town home to the port of Dutch Harbor. Signs around Unalaska declare, “Welcome to the #1 Commercial Fishing Port in the United States.” The port is largely forgotten by Washington and federal entities in the region, but there is evidence all around of its onetime importance to U.S. national security: Concrete pillboxes from World War II line the roads, and trenches mark the hillocks around the harbor.
As Washington pivoted away from the Arctic, Alaska and its Native communities have become more marginalized. Vincent Tutiakoff, the mayor of Unalaska, is particularly frustrated by the shift. Even though Washington made promises to grant greater access to federal resources to support Indigenous communities, it has evaded responsibility for environmental cleanup initiatives and failed to adequately address climate change.
Federal and state governments have virtually abandoned all development opportunities in Unalaska, and initiatives from fish processing plants to a geothermal energy project have been hindered by the U.S. Energy Department’s sluggish response to its Arctic Energy Office’s open call for funding opportunities. “I don’t know what they’re doing,” Tutiakoff said of state and federal agencies.
Making matters worse, the U.S. Army Corps of Engineers is moving ahead to make the northern Alaska city of Nome the site of the nation’s next deep-water port rather than build infrastructure near Unalaska, the gateway to the American Arctic and the port of call for the few patrol ships tasked with its security. It seems that the decision was based on the accessibility needs of cruise ships; Unalaska is not necessarily a vacation destination.
By failing to invest in places like Unalaska, the United States is hobbling its own chances for growth. The region could be home to major advances in the green energy transition or cloud computing storage, but without investment this potential will be lost.
In the last year, the United States has tried to claw back some of what it has lost to atrophy. It has inched closer to confirming the appointment of Mike Sfraga as the first U.S. ambassador-at-large to the Arctic. In March, the U.S. Marine Corps and Navy participated in NATO exercises in the Arctic region of Finland, Norway, and Sweden. The U.S. Defense Department hosted an Arctic dialogue in January ahead of the anticipated release of a revised Arctic strategy, and the State Department signed a flurry of defense cooperation agreements with Nordic allies late last year.
Nevertheless, it has a long way to go. Tethered to the docks at Dutch Harbor, the weather-worn Stratton reflected the gap between the United States’ Arctic capabilities and its ambitions. Its paint was chipped by wind and waves, and a generator needed a replacement part from California. Much of the crew had never been to Alaska before. On the day the ship pulled into port, the crew milled about, gawking at a bald eagle that alighted on the bow and taking advantage of their few days in port before setting out again into hazardous conditions.
“I know we’re supposed to do more with less,” a steward aboard the Stratton told me, “but it’s hard.”

A week after the European Union announced its withdrawal from the controversial Energy Charter Treaty, which has been criticized for being one of many global agreements that allow fossil fuel companies to sue governments, a coalition on Thursday released an analysis showing just how lucrative such deals have been for firms whose emissions are wrecking havoc on the planet.
The Transnational Institute, the Trade Justice Movement (TJM), Power Shift, and the Institute for Policy Studies joined forces to unveil the Global ISDS Tracker, which includes data on more than 1,300 cases that have made their way to secretive tribunals set up by investor-state dispute mechanisms in treaties including the Energy Charter Treaty.
ISDS courts allow fossil fuel companies and other large corporations to sue governments for compensation over policies that harm their profits, such as regulations to curb planet-heating emissions or air pollution, which is responsible for 1 in 5 deaths worldwide.
Many judgments made by ISDS tribunals are kept secret, but the Global ISDS Tracker revealed that $114 billion in public funds have been paid out to investors across industries, with fossil fuel companies and investors raking in $80.2 billion of that.
Another $48 billion in public money is expected to go to fossil fuel firms from ISDS disputes in the coming years if current trends continue, said the groups behind the tracker.
Tom Wills, director of TJM, said the tracker proves what trade and climate justice groups have said "for years: ISDS is the secret weapon for fossil fuel companies against climate laws."
"Corporate courts are also used to threaten governments not to give in to popular local or national demands for climate action," said Wills. "This needs to be put to an end. The data shows reform is urgently needed."

The tracker includes the $15 billion compensation lawsuit filed by TC Energy against the U.S. government when President Joe Biden canceled the company's permit to build the Keystone XL pipeline, which would have carried 830,000 barrels of tar sands oil each day.
The largest ISDS claim currently being adjudicated is Zeph Investment's case against the Australian government, which the firm says "effectively destroyed" its plans for a major mine, costing it $200 billion.
As Common Dreams reported last November, civil society groups have called on the Biden administration to dismantle the ISDS system within the Americas Partnership for Economic Prosperity, with one campaigner arguing that ISDS was "created for and by powerful, well-organized corporations, and has served their interests almost exclusively."
Lucía Bárcena, trade policy officer at the Transnational Institute, said eliminating ISDS in treaties should be a top priority for trade and climate justice campaigners in the coming years.
"In this challenging moment, when there is more climate action needed from states," said Bárcena, "it is unbearable to have corporate courts that can wash all the efforts away."

In an interview with Al Arabiya’s Taher Baraka on the occasion of His Majesty King Abdullah II’s Silver Jubilee, the Crown Prince discussed the challenges that Jordan has faced and surmounted over the past 25 years.
His Royal Highness said that despite instability in the region and its economic repercussions on Jordan, the country has emerged safely from regional turmoil.
The Crown Prince added that the more imperative question today is what the next 25 years will look like, adding that, “It is critical that we develop our education and our industry, promote tourism, attract more investments, and open new markets.”
Responding to a question on how His Majesty was able to gain global respect and build Jordan’s international stature, the Crown Prince explained that His Majesty is candid and forthright and offers perceptive advice and insight to world leaders.
His Royal Highness added that His Majesty remains consistent and true to the stances he takes, which he described as a rare trait in today’s politics.
Commenting on the latest developments in Gaza, the Crown Prince described the world’s failure to stop the tragedy unfolding there as inconceivable. “To date, 35,000 people have been killed, 70 per cent of whom are women and children. What number will move the world to act?” he asked.
His Royal Highness underscored the importance of the 2002 Arab Peace Initiative, which offered Israel normalised relations with the Arab world in exchange for granting Palestinians their rights. He stated that genuine peace can only be achieved with public support, and that if people do not believe the rights of Palestinians have been fulfilled, they will neither trust peace nor accept normal relations.
During the interview, the Crown Prince addressed various regional issues. He affirmed Jordan’s openness to work with Arab countries and emphasised the security, economic, and political benefits that can be achieved through increased cooperation.
On Iran, the Crown Prince said that Jordan, along with all Arab countries, seeks amicable relations with Iran, based on the principle of good neighbourly relations and non-intervention in the affairs of other countries.
Commenting on recent attempts to smuggle drugs and weapons into the country via Jordan’s northern borders, the Crown Prince described these violations as systematic operations by armed groups with significant capabilities that aim to target Jordan’s national security. “Any infringement of Jordan's sovereignty is a nonstarter that will be confronted,” he said.
On Jordan’s relationship with Saudi Arabia, Crown Prince Al Hussein said, “We have a historic relationship and a shared future, and this is not just a slogan.” 
“It is in the region’s best interest for this partnership to continue on all fronts, political, security, and economic, because, at the end of the day, our security and stability are intertwined,” the Crown Prince continued, expressing admiration of the ambitious and bold vision of Crown Prince Mohammed bin Salman.
Responding to a question on the future of Syrian refugees in Jordan, Crown Prince Al Hussein said the future of refugees lies in their return to their homeland, noting that there are ongoing efforts to find suitable conditions for voluntary return, and calling on the international community to live up to its obligations toward host countries like Jordan.
On the domestic front, the Crown Prince emphasised that his current priority is improving the country’s economy.
His Royal Highness explained that although Jordan does not have abundant resources, it has the human capital and the capacity to integrate with regional neighbours and expand local markets.
The Crown Prince also highlighted accomplishments in the vocational and technical education sector, noting that this training will provide young Jordanians with more employment opportunities domestically and abroad, with shorter qualification periods and higher income levels.
The interview on Al Arabiya channel, broadcast on Sunday night, revealed Crown Prince Al Hussein as a type of leader whose personal style relies on building trust over time through actions not words.
Commenting on his recent marriage, the Crown Prince said that this union has changed his life for the better. “Finding my life partner has been a great blessing,” he said.
His Royal Highness also revealed his and his family’s excitement about the upcoming birth of his first child this summer.
The Crown Prince described the family he was raised in as “a normal, healthy environment,” explaining: “I hope I will be able to give my children the same attention my family gave me.”

1. Best-laid plans

“I don’t want to hear any more excuses, Kuroo. You will do it, and that’s final.” Nishida states forcefully, turning his attention back to the papers in front of him. A clear sign that the conversation is over.
“Yes sir, Nishida-san.” Kuroo bows stiffly as he backs out the door.
In the privacy of his own office, Kuroo collapses behind his desk with a string of quiet curses.
Being a director comes with a lot of perks. The promotional game he’d organized a few years ago had turned out to be a massive success, reinvigorating volleyball in Japan and bringing in scores of new fans. On the back of that and a few other creative and well-executed events, he finally landed that sought-after position 3 months ago — Director of the Sports Promotion Division at the Japan Volleyball Association.
At the age of 30, he’s the youngest director in the organization.
He’d earned it with the best pitch he’s ever made — a long-term partnership with FIVB, the Fédération Internationale de Volleyball, to train and support coaches and referees throughout Japan. “This partnership will require intensive investment of our time and existing resources, but the payoff will be exponentially greater. Think about how much of an impact this could have on our organization locally, nationally, and globally. On the local level, we’ll be able to improve and expand the existing leagues by increasing the caliber of current coaches and training new coaches who can build new teams and bring more young talent into the sport. On the national level, a higher quality of gameplay means more exciting games, more news coverage, and a higher profile for the sport as a whole, allowing the JVA to further build upon on the momentum of growing fan interest across Japan. Finally, on the international level, the partnership with the premier international volleyball organization would increase the visibility of the JVA and of Japan as a volleyball powerhouse around the world.” By the end of his spiel, Nishida and the other executives were practically eating out of the palm of his hand.
As Director, Kuroo’s life is not bad at all. He gets to design more impactful projects. He gets his own corner office on the 38th floor with a stunning view overlooking the city. Plus, he received a substantial raise, though he barely has time to spend any of that money. The one thing he did splurge on was a larger apartment in Kagurazaka, an eccentric neighborhood he’d always wanted to live in. The new place is closer to his grandparents and to Kenma too, not that he’s been able to squeeze in more than one brief visit a month over the past year.
Yes, there are certainly a lot of upsides to being Director. But there are a lot of downsides too.
There’s so much more administration than he ever imagined. Most of his time each week is spent in tedious managerial meetings when he'd much rather be running around, boots on the ground, meeting players and making deals. The paperwork, the departmental politicking, the boring pleasantries, the late hours almost every night… It’s all worth it to make his dream a reality, but it’s taking a toll. Even Kenma of all people chided him about it.
The thing is, getting the promotion was only the first big hurdle he had to clear on the way to his goal of expanding volleyball and truly lowering the net. He’s been working toward this FIVB partnership for almost a year now, and he’ll be reaching his second big hurdle in one month when representatives from FIVB will be visiting the JVA for the first time to officially begin talks on the details of the project.
Or at least, he thought that was his second big hurdle, but now it seems like Nishida-san has thrown a new one in front of him: find an assistant, no ifs, ands, or buts.
Kuroo tried his best to fight it. He really doesn’t need a babysitter. As long as he gets his work done and goes to his meetings, if he wants to leave early on a whim, he can do it, and he if wants to take a long lunch, he can do that too… And if Satoko needs to “double check the numbers” on the accounting sheets, or Aya wants to “talk over potential new hires,” well, nobody is the wiser. (Sure, maybe the stress is getting to him more than he wants to admit, and sure, maybe he’s not dealing with it in the best way, but he’s got needs too and this works out for everyone involved.) So why would he willingly give up that freedom and flexibility to have someone constantly watching over his shoulder, micromanaging his schedule, and reporting his whereabouts to everyone?
But that’s obviously not what he told Nishida. He informed Nishida he simply doesn’t need an assistant. That he’s handling things very well on his own and is perfectly capable of continuing to do so. Plus, think of how much money it would save the company to not have to pay an additional salary!
Unfortunately, his unfailing charisma finally failed him.
See, Nishida was concerned about optics, especially for their meetings with FIVB. How would it look to the FIVB representatives if the Director of Sports Promotion at JVA had to make his own coffee? Take his own notes? Schedule his own flights? “We can’t have one of our directors hashing out a meeting schedule with one of their interns! It would look like we’re not a serious organization. It would look like we lack the capital and leverage to hold up our end of any cooperative agreements. Listen, Kuroo, this isn’t just about what you want. It’s about the impression our entire organization makes when we negotiate with other entities.”
Nishida laid down the law: Be a team player. Find a personal assistant within two weeks or Nishida would find one for him.
So, right now, Kuroo is unquestionably more focused on the downsides of his position.
The conversation with Nishida plays over and over again in his head as he tries to figure a way out of this mess. Naturally, he dials his first port of call whenever he’s in trouble.
“Oi, I’ve got a problem.” Kuroo starts as soon as the ringing stops.
“What is it now, Kuro?” Kenma responds curtly, yells and bangs from whatever game he’s playing popping off in the background.
“It’s serious!”
“You say that every time.”
“Well it’s really serious this time.”
“Must be if you’re calling me.”
Kuroo’s voice softens. “Sorry I’ve been MIA. The prep for this FIVB meeting has been kicking my ass.”
“Good.”
“I really do need your help though.”
The game sounds stop. Kuroo knows it means fine, I’m listening.
He explains the situation with a sigh, equal parts frustrated and exhausted, “— and now I have to hire a personal assistant even though I don’t need or want one.”
The other end of the line remains silent as Kenma carefully considers the options.
Finally, landing on, “Why don’t you just hire someone?”
“Oi—” Kuroo yowls, “Were you listening? I said I don’t want an assistant!”
Kenma’s eye roll is almost audible. “I know that, but you still have to hire someone, right? Otherwise you’ll be stuck with whoever Nishida hires.”
“…Right…”
“Right. So take the initiative and hire someone. And then just have them do nothing.”
It’s Kuroo’s turn to be silent now.
“Hello?”
“I’m here.” Kuroo replies slowly, trying to decipher the plan. “What do you mean have them do nothing?”
“Exactly what it sounds like.” The sounds of his game start up again. “Whoever you hire will probably have to take notes at your meetings and do a bit of administrative work just to keep up appearances with Nishida and the others at the office, but then the rest of the time is theirs…as long as it looks like they’re working. It’s a win-win. You get to do keep doing what you’re doing and they get paid a full salary to do whatever they want.”
A sly cackle erupts from Kuroo, “As expected, another brilliant strategy from the Brain! But where am I going to find someone like that…”

From wildfires in Canada to flooding in India, people across the world are dealing with the realities of climate change. The world recorded its highest temperatures ever this summer and the climate models for 2100 make sobering reading.
To tackle climate change we need a data-driven approach, using technology to help decarbonize the sectors that contribute to it. The transportation sector is the largest contributor to climate change in the US and Europe. Simply put, travel is in need of a long-overdue update. The good news is that, in 2024, we will kickstart that much needed moment for green mobility.
The International Energy Agency estimates 55 percent of the reductions needed to cut all greenhouse gas emissions by 2050 are linked to everyday consumer choices, particularly driving.
Over two-thirds of consumers cite the lack of electric charging stations as the biggest barrier to buying electric vehicles (EVs). However, new legislation, such as the European Green Deal and universal EV charging standards in the US, will help to put new chargers on the road.
The infrastructure is growing, but the information is still catching up. That’s why, to empower drivers with the information they need, Google has updated its Search experience to make it easier to research the costs and incentives associated with EVs. Google Maps also shows nearby EV chargers and offers eco-friendly routing—providing directions optimized for fuel or battery efficiency. In 2024, drivers will not only be able to more easily purchase an electric vehicle, they will be able to more easily charge them. The theory is simple: When billions of people have the tools to make more informed decisions, meaningful change is possible.
The impact of individuals grows exponentially when coupled with systemic investments by government officials and business leaders. We all know the feeling of impatience when waiting for the light to turn green. It’s not just an inconvenience, it’s bad for the environment—US Department of Energy data suggests that eliminating idling vehicles is equivalent to taking 5 million cars off American roads. In partnership with local governments, Google (where I am the chief sustainability officer) recently expanded Project Green Light—which leverages AI to improve traffic light efficiency—to 12 cities around the world. Early results show there’s potential to reduce the number of vehicle stops by up to 30 percent, lowering emissions for up to 30 million car trips monthly. Yet, we cannot focus exclusively on cars—providing sustainable public transport is also vital. Nowhere is the value clearer than in Japan, a leader in high-speed rail. One passenger traveling between Tokyo and Osaka emits 4.2 kilograms of carbon dioxide—one-twelfth the emissions of a passenger on a Tokyo-Osaka flight. That's why it's so important for people to have information on alternative, climate-friendly modes of transport at their fingertips—including comparable train routes, biking, and walking suggestions. This also illustrates the potential impact of projects like the Brightline train, designed to connect Los Angeles and Las Vegas by electric, high-speed rail.
Along with opportunities on roads and rails, in 2024 we will make progress on our skies. Aviation is responsible for 3.5 percent of global warming—35 percent of which is non-emissions related. The culprit? Contrails—the feathery white trails created by airplanes. They may look harmless, but they trap heat inside the Earth’s atmosphere. Using AI-based technology, Google partnered with American Airlines and Breakthrough Energy to reduce contrails by 54 percent—achieving the first proof point of verifiable and cost-effective contrail avoidance. Delta Airlines, Massachusetts Institute of Technology, and others are also working to tackle the issue. In 2024, clean mobility will move closer to the norm across transportation, not the exception.
