On the one hand the book of Les Misérables establishes that Javert has two core beliefs. 1: that authority figures can do no wrong and 2: that criminals of any kind can never be reformed and I KNOW those are both deeply flawed and questionable principles and you're not meant to sympathise with him entirely.
