The Trump administration, working in coordination with Elon Musk’s so-called Department of Government Efficiency, has gutted a small federal agency that provides funding to libraries and museums nationwide. In communities across the US, the cuts threaten student field trips, classes for seniors, and access to popular digital services, such as the ebook app Libby.
On Monday, managers at the Institute of Museum and Library Services (IMLS) informed 77 employees—virtually the agency’s entire staff—that they were immediately being put on paid administrative leave, according to one of the workers, who sought anonymity out of fear of retaliation from Trump officials. Several other sources confirmed the move, which came after President Donald Trump appointed Keith Sonderling, the deputy secretary of labor, as the acting director of IMLS less than two weeks ago.
A representative for the American Federation of Government Employee Local 3403, a union that represents about 40 IMLS staffers, said Sonderling and a group of DOGE staffers met with IMLS leadership late last month. Afterwards, Sonderling sent an email to staff “emphasizing the importance of libraries and museums in cultivating the next generation’s perception of American exceptionalism and patriotism,” the union representative said in a statement to WIRED.
IMLS employees who showed up to work at the agency on Monday were asked to turn in their computers and lost access to their government email addresses before being ordered to head home for the day, the employee says. It’s unclear when, or if, staffers will ever return to work. “It’s heartbreaking on many levels,” the employee adds.
The White House and the Institute of Museum and Library Services did not immediately respond to requests for comment from WIRED.
The annual budget of IMLS amounts to less than $1 per person in the US. Overall, the agency awarded over $269.5 million to library and museum systems last year, according to its grants database. Much of that money is paid out as reimbursements over time, the current IMLS employee says, but now there is no one around to cut checks for funds that have already been allocated.
“The status of previously awarded grants is unclear. Without staff to administer the programs, it is likely that most grants will be terminated,” the American Federation of Government Employee Local 3403 union said in a statement.
About 65 percent of the funding had been allocated to different states, with each one scheduled to receive a minimum of roughly $1.2 million. Recipients can use the money for statewide initiatives or pass it on to local museum and library institutions for expenses such as staff training and back-office software. California and Texas have received the highest allocated funding, at about $12.5 million and $15.7 million, respectively, according to IMLS data. Individual libraries and museums also receive grants directly from IMLS for specific projects.
An art museum in Idaho expected to put $10,350 toward supporting student field trips, according to the IMLS grant database. A North Carolina museum was allotted $23,500 for weaving and fiber art workshops for seniors. And an indigenous community in California expected to put $10,000 toward purchasing books and electronic resources.
In past years, other Native American tribes have received IMLS grants to purchase access to apps such as Hoopla and Libby, which provide free ebooks and audiobooks to library patrons. Some funding from the IMLS also goes to academic projects, such as using virtual reality to preserve Native American cultural archives or studying how AI chatbots could improve access to university research.
Steve Potash, founder and CEO of OverDrive, which develops Libby, says the company has been lobbying Congress and state legislatures for library funding. “What we are consistently hearing is that there is no data or evidence suggesting that federal funds allocated through the IMLS are being misused,” Potash tells WIRED. “In fact, these funds are essential for delivering vital services, often to the most underserved and vulnerable populations.”
Anthony Chow, director of the School of Information at San José State University in California and president-elect of the state library association, tells WIRED that Monday was the deadline to submit receipts for several Native American libraries he says he’d been supporting in their purchase of nearly 54,000 children’s books using IMLS funds. Five tribes, according to Chow, could lose out on a total of about $189,000 in reimbursements. “There is no contingency,” Chow says. “I don’t think any one of us ever thought we would get to this point.”
Managers at IMLS informed their teams on Monday that the work stoppage was in response to a recent executive order issued by Trump that called for reducing the operations of the agency to the bare minimum required by law.
Trump made a number of other unsuccessful attempts to defund the IMLS during his first term. The White House described its latest effort as a necessary part of “eliminating waste and reducing government overreach.” But the president himself has said little about what specifically concerns him about funding libraries; a separate order he signed recently described federally supported Smithsonian museums as peddling “divisive narratives that distort our shared history.”
US libraries and museums receive support from many sources, including public donations and funding from other federal agencies. But IMLS is “the single largest source of critical federal funding for libraries,” according to the Chief Officers of State Library Agencies advocacy group. Libraries and museums in rural areas are particularly reliant on federal funding, according to some library employees and experts.
Systems in big metros such as Los Angeles County and New York City libraries receive only a small fraction of their budget from the IMLS, according to recent internal memos seen by WIRED, which were issued in response to Trump’s March 14 executive order. "For us, it was more a source of money to innovate with or try out new programs,” says a current employee at the New York Public Library, who asked to remain anonymous because they aren’t authorized to speak to the press.
But the loss of IMLS funds could still have consequences in big cities. A major public library system in California is assembling an internal task force to advocate on behalf of the library system with outside donors, according to a current employee who wasn’t authorized to speak about the effort publicly. They say philanthropic organizations that support their library system are already beginning to spend more conservatively, anticipating they may need to fill funding gaps at libraries in areas more dependent on federal dollars.
Some IMLS programs also require states to provide matching funding, and legislatures may be disincentivized to offer support if the federal money disappears, further hampering library and museum budgets, the IMLS employee says.
The IMLS was created by a 1996 law passed by Congress and has historically received bipartisan support. But some conservative groups and politicians have expressed concern that libraries provide public access to content they view as inappropriate, including pornography and books on topics such as transgender people and racial minorities. In February, following a Trump order, schools for kids on overseas military bases restricted access to books “potentially related to gender ideology or discriminatory equity ideology topics.”
Last week, a bipartisan group of five US senators led by Jack Reed of Rhode Island urged the Trump administration to follow through on the IMLS grants that Congress had authorized for this year. "We write to remind the administration of its obligation to faithfully execute the provisions of the law," the senators wrote.
Ultimately, the fate of the IMLS could be decided in a showdown between Trump officials, Congress, and the federal courts. With immediate resolution unlikely, experts say museums and libraries unable to make up for lost reimbursements will likely have to scale back services.

Squeezed on one side by cuts to US funding and on the other by new draconian laws from the government, Hungary’s independent media and civil society sectors are facing extinction.
On May 21, the staff of Magyar Jeti Zrt, publisher of the 444.hu and Lakmusz sites, gathered to celebrate 12 years of bringing independent news and later critical fact-checking to Hungarians. In the shadow of the Hungarian government’s proposed new legislation targeting the funding of independent media and civil society, some at the event worried that they won’t be around for next year’s anniversary.
“It really wasn’t such a happy celebration,” says Zsofia Fulop, a journalist with Lakmusz. “The CEO told us that his intention is to stick with everybody and their work [in Lakmusz], but because everything is so uncertain right now, he cannot guarantee that in the long run.”
Most believe Hungary’s proposed “Transparency of Public Life” legislation, expected to be voted on by parliament in the week of June 10, will sail through due to the super-majority enjoyed by Viktor Orban’s ruling Fidesz party, though perhaps with some modifications to the draft that was first tabled on May 13.
As it stands, the draft legislation does not categorically prohibit foreign funding of non-governmental organisations (NGOs) and media platforms. Instead, it establishes a mechanism through which the government can selectively target organisations by placing them on a blacklist. Only those on this list would be subject to funding restrictions, including on all donations, grants, loans and revenue from foreign entities (including the EU) as well as the 1 per cent personal income tax redirections many citizens use to support media and charities. There would also be the obligation for every donor, including Hungarian citizens, to provide a notarised declaration confirming that the money is not of foreign origin.
Who ends up on the list will be those designated a threat to Hungary’s sovereignty if they engage in public life with foreign support, ie. through shaping public debate, influencing decision-making processes, or attempting to affect the outcome of elections. “Mind that these are exactly the kind of activities NGOs and independent media are supposed to be doing in a functional democracy,” notes Peter Tarkanyi, senior finance officer for Partizan Alapitvany, an independent video workshop.
It is the 2026 general election that is likely to be foremost in the minds of those who drafted the legislation and are preparing to ram it through parliament. Prime Minister Viktor Orban’s Fidesz party, in power for more than 15 years, is struggling in the polls in the face of a stagnant economy, cost-of-living crisis, pervasive corruption, social upheaval, and a resurgent opposition under the leadership of Peter Magyar.
Politico’s “Poll of Polls” puts Magyar’s Tisza party at 42 per cent of voting intentions, versus 36 per cent for the ruling party, which is causing rising panic amongst Fidesz apparatchiks, who only need to look at Poland to see what happens when a liberal-democratic broom comes in to sweep away a populist government whose years in power have subverted the rule of law and allowed corruption to flourish. In fact, they could look closer to home: in December, Hungary granted asylum to Marcin Romanowski, a former Polish deputy justice minister under the previous Law and Justice government, who has a European arrest warrant out for him on suspicion of misusing public funds when in office.
In the crosshairs
The first targets of the new transparency law will almost certainly include those who have already come to the attention of the country’s Sovereignty Protection Office, established in 2023 and headed by a former speechwriter for Orban.
The SPO is tasked with investigating alleged foreign interference, but is widely seen as just another political tool of Fidesz to harass and silence critical voices. The European Commission has already referred Hungary to the Court of Justice of the European Union (ECJ) because it considers the bill that created the office to be in breach of EU law.
Tamas Bodoky, editor-in-chief of Atlatszo, expects his non-profit investigative news site to be among the first on the blacklist if the legislation is passed. “The Sovereignty Protection Office launched an investigation against us last year, producing a horrible report that accused us of disinformation and of gathering intelligence. They labelled us a ‘threat to Hungary’s sovereignty’. However, it was only a report and did not have any legal consequences. This new law alters this situation,” Bodoky tells BIRN.
“Perhaps other media outlets still hope that they can avoid blacklisting, but we surely won’t,” he adds.
The major problem for Hungary’s independent media is that with the new legislation, they will be caught between a rock and a hard place. When Fidesz came to power in 2010, it set about consolidating the media sector into a pro-government bloc, owned either by the government or its allies and funded generously from state advertising. A complaint made to the European Commission by the publisher of the weekly Magyar Hang claims that government-aligned media outlets have effectively been subsidised by the state to the tune of nearly 1.1 billion euros since 2015.
The surviving independent outlets were left to scrap for foreign funding or small domestic payments from individual subscribers and donors. With US funds drying up after Donald Trump’s administration dismantled USAID and this new law threatening to end other sources of foreign funding as well as microdonations from Hungarians, the effect on these small media outlets and NGOs that operate on the margins is expected to be devastating.
Atlatszo exemplifies this. It receives about 60 per cent of its funding from foreign sources, with 10-15 per cent of its 2024 budget coming from indirectly financed USAID grants. The proposed law would also jeopardise the microdonations and 1 per cent personal income tax redirections.
“According to our legal team, every forint transferred to our bank account, even from our domestic readers, will be investigated by the tax authority’s anti-money laundering department. They will have to prove that the money is not coming from a foreign source,” Bodoky says.
Partizan’s Tarkanyi stresses that, under the initial draft, any support received before the law takes effect, expected after June 10, remains lawful and unrestricted. Thus, his organisation would still be eligible to receive and use this year’s 1 per cent tax redirections from citizens as the deadline for those was May 20. This has had the unforeseen effect of giving a boost to Partizan’s large-scale microdonation fundraising campaign, “which has already seen an overwhelmingly positive public reaction.”
Yet the government’s recent move shows just how far it is prepared to go. According to a new draft amendment to the bill seen by the media, Fidesz MPs are now looking to retroactively remove the 1 per cent donations from listed organisations, in order to neuter the positive effect that these threatened organisations are receiving from the public.
Not even the law can help
The lack of any legal recourse for organisations deemed a “threat to sovereignty” in the legislation is further undermining confidence among many that they will be able to survive.
Andras Arato, owner of Klubradio, assumes the writing is on the wall for his critical online radio station which, since losing its national radio frequency in 2012 and broadcast licence entirely in 2021, has moved online and changed its business model to rely on microdonations from listeners in Hungary, as well as those beyond its borders – in doing so, reaching a much larger audience than traditional terrestrial radio stations.
“There are no legal remedies to this law, the Sovereignty Protection Office can arbitrarily decide whom to target,” Arato tells BIRN. “If you are blacklisted, you will be treated like a criminal.”
Klubradio has applied for numerous EU grants but has never received any funding and relies on donations. “We needed to learn to survive underwater without gills,” says Arato, “and now we will have to learn new skills.”
Klubradio illustrates how the government’s lawfare against independent media and critical NGOs is accompanied by more subtle efforts to discredit their work. In a recent report, the government-affiliated Nezopont Institute accused Klubradio of “promoting Ukrainian propaganda” after it interviewed a historian who praised Ukraine’s heroism, arguing “the war is a question of existence and non-existence”. Promoting Ukrainian propaganda is one of the leading accusations by the Hungarian government against any independent media outlet.
“Any content can be deemed a threat to sovereignty by this [Sovereignty Protection] Office. And you can’t really challenge the ruling,” says Arato. “The government is in panic mode and is using every tool to cling on to power – it’s totally absurd.”
Weathering the storm
For larger organisations like Partizan, Atlatszo and 444.hu, there is at least the possibility of surviving until the general election in April 2026, with the hope that Fidesz is defeated by Magyar’s Tisza party, which would then be tasked with re-establishing the rule of law and fostering the conditions for a free press and civil society to flourish once again.
“Our goal is to sustain operations through to the 2026 elections, and until the end of 2026 if possible. If the current momentum of public support holds up, we could very well collect enough funds to achieve that,” says Partizan’s Tarkanyi.
Atlatszo’s Bodoky says his organisation has some financial reserves that “would allow us to survive for six months, perhaps three-quarters of a year.”
Yet for those smaller organisations operating from day-to-day, especially in the rural areas which are the traditional strongholds of Fidesz, the outlook is particularly bleak.
Attila Babos of the local news site Szabad Pecs, one of the first independent local media outlets in Hungary established eight years ago, was already in a difficult financial situation even before the threat of this new legislation, forced to live on small monthly donations and a cooperation deal with Radio Free Europe, which was effectively killed by the Trump administration’s decision to defund the news network.
“If the censorship law is approved – and I still hope it won’t – but if it is, I am sure we will also end up blacklisted,” Babos says.
“But then I will not give up. I will not obey the laws. I will organise some kind of civil resistance,” he vows.
