A bill that would let people carry concealed firearms without a permit and without training passed out of the House on Friday, putting the bill just a step away from the Governor’s desk. The legislation lets people who are otherwise qualified to purchase and carry a firearm avoid the permitting process to conceal carry their weapon.

Rep. Chuck Brannan, R-Macclenny, said the bill was about removing red tape, and that “Florida will not come between you and your freedom to protect yourself anymore.” The legislation passed 76-32.

Despite intense lobbying, the legislation does not open the door to allow people to openly carry their guns in public — a point of anger among pro-gun advocates who say the bill does not go far enough in protecting Second Amendment rights.

Rep. Mike Beltran, R-Riverview, briefly filed an amendment earlier this week that would have allowed for open carrying in certain kinds of holsters. But he withdrew it the next day. On the House floor, he spoke at length about why he believes open carry would be a good move.

Beltran said in a text that the amendment “was and is good policy but unfortunately this is not the right time or the right vehicle.”

“I’d prefer to pass this legislation and lock in what we can, and then see what we can accomplish later,” Beltran wrote.

House Speaker Paul Renner said he supports open carry, but said there’s concern among his caucus and in the Senate about the issue. He said he and Beltran discussed the amendment and identified some problems that would have made things “worse, not better,” which were flagged by the National Rifle Association.

“There are a lot of things I don’t get as Speaker that I want, and I’m very very happy that this bill moves us forward, expands rights in a way that are material and important,” Renner said.

Luis Valdes, Florida director of Gun Owners of America, said in a statement that the permitless carry bill is a step in the right direction, but said it isn’t “constitutional carry” like Gov. Ron DeSantis promised last year.

“Governor DeSantis promised Floridians that we’d get constitutional carry and the Republican supermajority is failing to bring that,” Valdes said.

Members of pro-gun groups speaking out against the bill found themselves strange bedfellows with gun safety advocates, who argued the removal of an additional background check and the training requirement made the public less safe.

An amendment to require training was one of more than a dozen amendments put forward on the permitless carry bill, nearly all of which were sponsored by Democrats, and nearly all of which failed.

Brannan, the sponsor of the bill, said he thought training was important, and pointed to $1.5 million in the bill allotted for it, but said he did not think it was “the nanny government’s job” to mandate it.

Democrats also argued the bill would increase the risk of profiling, and would acutely impact Black communities.

One of the amendments, from Rep. Anna Eskamani, D-Orlando, would allow people to carry firearms into meetings in the Legislature. Legislative meetings are one place, along with courthouses, polling places, and a handful of other designated areas, where Florida law prohibits people from carrying firearms, concealed or otherwise.

Eskamani said “if the majority party thinks guns make us more safe, we should strike this.” Republicans voted the amendment down.

Another amendment by Eskamani would have created an avenue for people to put themselves on a voluntary do not sell list, which they could remove themselves from later. Eskamani said it was designed to help protect people contemplating suicide.

During the debate, Rep. Michele Rayner-Goolsby, D-St. Petersburg, told legislators that in 2021, she attempted suicide with a gun and later checked herself into a mental health facility.

“At the end of the day I don’t see the harm in this type of amendment if it can save someone’s life like mine,” Rayner-Goolsby said.

The amendment failed.

Alexis Dorman, a 19-year-old volunteer with Students Demand Action, said she expected that the bill would pass because of the Republican supermajority, but said she was surprised by the speed at which it moved. By the first week of Florida’s legislative session, the bill was through all of its committees in the House and Senate.

“The youth in our state today are going to grow up around people who can legally carry a firearm without any proper training, and that’s really scary to think about,” Dorman said.

The permitless carry legislation is also available for a vote on the Senate floor, but hasn’t yet been scheduled.

Au Lotus Pourpre - Acte 9

 « Allez, vas-y… » L’aiguille vint se planter sur la toile à broder. « Dis-le. »

             Contre le mur, celles de la pendule continuaient de battre la mesure. Le verre qui les emprisonnait se laissait à peine deviner ; la pièce était sombre, obscure même.

 « Et que souhaiterais-tu que je te dise, hein ? »

           Un juron éclata plus bas, suivit de rires et de pas pressés : sans aucun doute des fleurs blanches ayant décidé de jouer un mauvais tour à l’une de leurs aînées.

 « Tu sais très bien. Que je ne devrais pas le prendre si sérieusement, que c’était prévisible, que c’est lui qui est en tors et pas moi, que j’aurais également pu lui cracher au visage quelques vérités bien placées, qu’il ne me mérite pas… » Soupir. « Que ce n’est qu’un imbécile et que je devrais passer à autre chose.

- C’est vrai, je pourrai dire tout ça et bien plus encore ; tu connais le fond de ma pensée, chérie. » Mia posa son écheveau, celui-ci ne laissant voir qu’une frise de nuages à peine ébauchée. « Mais le problème, c’est que ce n’est pas ce que tu souhaites entendre en ce moment… ni ce dont tu as besoin. »

             Sur la commode, juste à côté d’une bougie à la cire encore tiède, se tenait un carré blanc. Du parchemin. Les contours avaient été écornés, usés.

 « Et puis… je crois que les autres t’en ont déjà dit assez comme ça. ‘Gi… ?

- Hum… ?

- Tu ne m’as toujours pas raconté en détails la nuit où… Enfin, tu sais, cette nuit-l��, lorsqu’il… lorsque vous…

 Ses mains étaient prises dans les siennes, sa peau, rugueuse, calleuse même par endroit,

contre la sienne, aussi douce que fragile. Des bleus, des veines apparentes ou

encore des tâches laissées par le soleil : une myriade de constellations sous la membrane

quasi-transparente dont ses doigts traçaient les contours avec autant de tendresse

que ses paroles en inventaient l’histoire.

Ces marques-ci ressemblent étrangement à l’Étoile du Zéphir, ne trouvez-vous pas ?

Sa poitrine se soulevait. Inspiration.

Son dos suivait le rythme. Expiration.

Elle avait fermé les yeux, lui aussi peut-être.

 « Je préfère ne pas en parler. Pas tout de suite en tous cas. 

- Je… Je comprends. » La dame de compagnie enveloppée dans une tunique de gaze et de tulle bleue pencha la tête vers son amie. « Mais sache que si un jour tu as besoin… »

             Cela allait bientôt faire quatre jours depuis l’incident. Bien entendu, l’entièreté des occupants du Lotus Pourpre avait eu vent de l’affaire en moins de temps qu’il n’en avait fallu au Seigneur Yuei pour regagner sa demeure perchée dans les Cimes. Celui-ci avait traversé le Salon des invités à grands pas lors de sa sortie, sans même jeter un regard à Dame Rey qui l’avait pourtant apostrophé pour s’enquérir de sa visite. La vieille matrone avait beau ne plus fréquenter les hommes comme à l’époque de ses débuts, elle n’en demeurait pas moins une experte en ce domaine. Quelque chose n’allait pas. Comprenant que l’habituel et routinier client était parti bien trop tôt, et ce plus contrit qu’il n’était arrivé, elle s’était alors rendue jusqu’aux appartements de sa protégée. C’est là qu’elle avait compris.

           Ligi avait passé la journée suivante dans le noir le plus complet. Ce n’était pas la première fois après tout. La seule différence résidait dans le fait que, pour une fois, ce n’était pas ses cheveux ou ses yeux qui portaient ces brûlures…

 « Merci, Mia. Je n’hésiterai pas, promis. »

 « Bonne nuit ! Et surtout… » Glissant une dernière caresse dans le creux de sa main. « … Essaye de te reposer un peu… hum… ?

- Je ne suis plus une enfant. » Elle dévisagea une bande de jeunes jaunes qui passaient dans le couloir. Elles s’éclipsèrent rapidement. « Je ferai de mon mieux, Mia. Bonne nuit à toi aussi. »

             Elle n’aimait pas l’air attristé qu’elle pouvait lire sur son visage pourtant si joyeux d’habitude, et elle haïssait d’autant plus l’idée qu’elle en soit la responsable.

 Ce n’est pas de ta faute !

             Très sincèrement, elle voulait donner raison à cette voix qui la hantait. Elle voulait reprocher au Seigneur Yuei ses mots, ses actes. Elle savait qu’il avait été injuste, voire même cruel, surtout après tout ce qu’ils pouvaient savoir l’un de l’autre. Le problème… est qu’elle sentait que le blâmer entièrement serait tout aussi injuste.

           Après tout… Elle… En cherchant à le faire assumer sa différence, n’avait-elle pas provoqué cette discorde… ? Cette rupture. Au final, elle avait souhaité l’aider à rester fidèle à lui-même… à défaut pour elle, de rester fidèle à la promesse qu’elle lui avait faite. De le faire aimer de cette s… de son épouse.

 N’est-ce pas moi qui l’ai trahi en premier ?

             Et si… si c’était vrai, après tout ? Tous ces livres et ces poèmes qu’elle jugeait amusants bien que risibles, dépeignaient-ils donc une réalité en fin de compte ?

             Elle avait voulu le garder comme elle l’avait connu au premier jour, préserver ce sourire, cette naïveté. N’était-ce pas elle-même qu’elle avait tenté de préserver en faisant cela ? Mais il n’aurait pas été heureux si… ! L’aurait-il été ? Depuis quand une pute, même de luxe, se permettait-elle de juger ce qui était bon ou mal dans la vie des autres ? De quel droit d’abord ?

 Je… Je voulais autre chose.

Et lui… Il était autre chose.

             Toutes ces questions. Aucune réponse.

             Comme depuis maintenant sept nuits, Ligi s’endormirait, la tête enfoncée contre un oreiller aux accents prunes, ses tourments moraux et ses larmes la plongeant dans les affres du sommeil aux première lueurs de l’aube.

             Combien de temps avait passé ? Douze, non, treize jours ? Moins ? Elle ne savait plus vraiment. Elle n’aspirait qu’à la paix à présent, le silence ; elle voulait récupérer pour aller de l’avant, oublier pour mieux forger de nouveau souvenirs. Mais cela n’était pas chose aisée, particulièrement quand votre chambre vous rappelait tant de nuits passées au clair d’une bougie, agenouillé sur ce même tapis de jonc, assis sur ce coussin, réfléchissant à votre prochain coup sur ce plateau. Elle avait alors demandé à échanger ses appartements avec l’une de ses sœurs pourpre : une affaire qui parue incongrue à certaines, mais que Dame Rey approuva sans plus de discussions.

           C’était la raison pour laquelle, de manière exceptionnelle, Ligi se tenait là, sur la galerie supérieure, protégée par un auvent de bois et un ample châle. Elle attendait que deux novices ne finissent d’emporter les derniers cartons vers l’aile Sud, où elle prendrait ses quartiers à la place de Rut, une femme à l’âge mûr qui avait accepté sa proposition avec enthousiasme : la proximité avec le couloir central et un accès direct à la grande salle avait particulièrement plu à cette-dernière. Et puis, l’autre avantage de ce déménagement était la nouvelle chambre en elle-même. En effet, celle-ci était plus basse de plafond, ne comportait qu’une minuscule alcôve et fenêtre, la rendant encore plus sombre et fraîche que celle où résidait Ligi. Si cela n’avait été pour laisser le temps à Rut de se remettre d’un avortement, Ligi aurait d’ailleurs dû emménager à sa place pour se protéger au maximum de la lumière assassine.

 Sur son banc, la dame aux cheveux blancs savourait silencieusement l’air de ce début d’après-midi. Soudain, elle sentie une main secouer la sienne. Se tournant vers la source de cette interruption, elle tomba sur le visage soucieux de Mia. Sa robe était bleue.

 « D-dis, tu es sûre que tu ne veux pas les mettre, hum ? Si tu comptes rester ici, je t’en empêcherai pas, mais… Mais si tu pouvais faire un peu attention à toi, ça m’arrangerait aussi. »

Sur ses genoux, était posée une boite de chêne blanc, frappée de clous cuivrés, et recouverte de soie noire. Elle avait préféré ne pas laisser les précieuses Luminimes entre des mains maladroites, voire intéressées. Cependant, elle ne se sentait pas de pouvoir...

             Très honnêtement, cette journée avait plutôt bien commencé. Oserait-elle-même dire qu’il s’agissait du premier matin où elle s’était extirpée de ses draps sans ressentir ce poids contre son abdomen ? Elle avait tout prévu : un petit-déjeuner complet en compagnie de Mia, puis un temps dédié à coudre et broder les tenues qui lui manquaient, peut-être un peu de lecture avant de se retrouver autour de la grande table, où elle prendrait grand intérêt à écouter les derniers ragots en ville de la part de ses sœurs et de leurs conquêtes. Jusque-là, le plan s’était déroulé à merveilles. Les baies et les céréales pilées accompagnées d’un verre de jus de fruits fraîchement pressés tout comme les bouchées vapeur au poulet avaient été un réel délice. L’ouverture d’un nouveau canal portuaire, et par extension la perspective d’imports exotiques, avait enflammé les débats à midi. Oui, tout avait été parfait.

             Alors pourquoi avait-il fallu que tout déraille, hum ? Ligi allait rejoindre la cour intérieure par l’un des passages couverts, ayant prévu de s’y détendre quelque peu en attendant la tombée de la nuit. Son carnet de visites pour ce soir affichait complet. Sa meilleure amie l’accompagnait, ses discrètes attentions laissant encore transparaître une légère inquiétude, mais visiblement heureuse de voir l’autre reprendre du poil de la bête.

           Sur leur chemin, les deux dames de compagnie avaient croisé celui de fleurs aux teintes citron, trois ou quatre tout au plus, mais de quoi créer un attroupement dans ces couloirs exigus. Nous étions Yunis, et c’était « le jour des bandeaux », dédié à la distribution de fines bandelettes de soie accompagnées d’une invitation, que les femmes vêtues de jaunes allaient distribuer dans les quartiers supérieurs pour dénicher de nouveaux clients. Des novices les avaient encerclées et piaillaient à l’unisson. Une scène relativement banale pour un bordel. En effet, il n’était pas rare de trouver les plus jeunes agrippées aux jupes de leurs aînées pour s’inspirer de leur expérience, apprendre les dernières modes des Cimes, ou tout simplement se délecter de leurs récits de vadrouille. D’habitude, Ligi s’incrustait elle-même à ce genre d’attroupement, toujours intéressée par les nouvelles du monde autrefois extérieur, mais à présent, elle préférait ne pas s’y attarder. Elle et Mia avait déjà prévu de sortir la semaine suivante pour aller à la rencontre du marché dont elle avait entendu tant de merveilles. Maintenant qu’elle en avait l’opportunité, elle ne voulait plus se priver de partir explorer ces vastes terres de racines et de roche. Si vous lui donniez la journée, elle arpenterait même chaque recoin de l’Arbre-Cité, traçant les moindres contours de la Cour impériale à ceux du plus misérable des taudis des Steppes ! Après tout, qui pourrait l’empêcher de- ?

             Un regard tourné vers Mia, et elle vit que son amie avait compris.

             Et c’est ainsi que les deux femmes s’étaient retrouvées à cavaler à travers les rues, tantôt de terre battue, tantôt de pierres inégales, s’excusant brièvement à chaque passant qu’elles bousculaient dans leur course effrénée, mais sans jamais s’arrêter.

 Non, il n’aurait jamais… ?!

             Les places et les maisons défilaient. Mia était en tête, guidant Ligi à travers un dédale de couleurs et de formes qu’elle n’avait approché qu’à travers ses livres. Pourtant, ses yeux, obscurcis par les Luminimes, étaient rivés au-devant d’elle. Fermement accrochée au bras de son amie, elle se laissait entraînée toujours plus à l’Est, vers les collines verdoyantes et les cascades sonores qui constituaient le quart des Plateaux encerclant l’Arbre millénaire.

             Après ce qui lui parut une éternité, elles parvinrent enfin aux portes du quartier dans lequel leurs sœurs s’étaient promenées ce matin-même. Les hauts murs blancs, parés de dessins et arabesques flamboyants, les menèrent rapidement à une place centrale, où seules quelques aïeux, entourés d’enfants, étaient réunis autour d’une large fontaine. Ceux-ci cherchaient désespérément à occuper les jeunes âmes, la bouche pleine de questions pour certains… pour d’autres, les yeux emplis de larmes. Leurs regards, fatigués, se tournaient régulièrement vers une ruelle isolée, qui semblait conduire à des champs situés en contre-bas.

             Sans avoir besoin de les interroger davantage, les tuniques mauve et azur s’enfoncèrent plus profondément dans les entrailles de craie et de lianes. Malgré leurs vêtements légers, les deux dames de compagnie étaient essoufflées, en particulier Mia, qui se traînait désormais à l’arrière ; il faut dire que les deux n’étaient pas vraiment taillées pour l’endurance physique, du moins pas de ce type… En arrivant à l’orée d’un pâturage, une foule commença à se former ; les deux amies devant jouer des coudes pour se rapprocher du cœur de l’attention des citoyens, fermiers, pauvres ères et autres badauds. L’air était chargé de murmures, de cris étouffés, et d’une odeur nauséabonde… Cependant, alors qu’elles ne s’étaient pas quittées d’une semelle durant leur périple, les deux femmes se retrouvèrent brutalement séparées à quelques mètres de leur destination, Ligi, dans sa percée désespérée à travers tous ses corps, se voyant projetée sans prévenir au premier rang du macabre spectacle.

           Les brins d’herbe folle s’agitaient sous ses paumes. Le vent était frais et le soleil, à peine voilé par quelques nuages passagers, vous réchauffait. Comme si le choc l’avait ramené à la réalité, Ligi pris conscience de… tout. Les incidents qui l’avaient menée jusqu’ici : leur rencontre, toutes ces nuits passées ensemble, la rupture, l’attente, la douleur, la nouvelle, la course effrénée… Elle pouvait ressentir le monde, comme ralenti, qui l’entourait : les couleurs, les bruits, les odeurs… Mais plus encore, elle éprouvait une peur féroce de ce qui l’attendait. Après tout ça. Quand elle allait devoir relever la tête pour constater… Pour le voir, Lui…
