"Massachusetts’ so-called “millionaires tax” appears primed to actually deliver billions.

State officials said Monday that the voter-approved surtax on high earners has generated more than $1.8 billion in revenue this fiscal year... meaning state officials could have hundreds of millions of surplus dollars to spend on transportation and education initiatives.

The estimated haul is already $800 million more than what Governor Maura Healey and state lawmakers planned to spend from its revenue in fiscal year 2024, the first full year of its implementation. Most of the additional money raised beyond the $1 billion already budgeted would flow to a reserve account, from which state policymakers can pluck money for one-time investments into projects or programs.

The Department of Revenue won’t certify the official amount raised until later this year. But the estimates immediately buoyed supporters’ claims that the surtax would deliver much-needed revenue for the state despite fears it could drive out some of the state’s wealthiest residents.

“Opponents of the Fair Share Amendment claimed that multi-millionaires would flee Massachusetts rather than pay the new tax, and they are being proven wrong every day,” said Andrew Farnitano, a spokesperson for Raise Up Massachusetts, the union-backed group which pushed the 2022 ballot initiative.

"With this money from the ultra-rich, we can do even more to improve our public schools and colleges, invest in roads, bridges, and public transit, and start building an economy that works for everyone,” Farnitano said.

Voters approved the measure in 2022 to levy an additional 4 percent tax on annual earnings over $1 million. At the time, the Massachusetts Budget and Policy Center, a left-leaning think tank, projected it could generate at least $2 billion a year.

State officials last year put their estimates slightly lower at up to $1.7 billion, and lawmakers embraced calls from economists to cap what it initially spends from the surtax, given it may be too volatile to rely upon in its first year.

So far, it’s vastly exceeded those expectations, generating nearly $1.4 billion alone last quarter [aka January to March, 2024 - just three months!], which coincided with a better-than-expected April for tax collections overall...

State Senator Michael Rodrigues, the state’s budget chief, said on the Senate floor Monday that excess revenue from the tax could ultimately come close to $1 billion for this fiscal year. Under language lawmakers passed last year, 85 percent of any “excess” revenue is transferred to an account reserved for one-time projects or spending, such as road maintenance, school building projects, or major public transportation work.

“We will not have any problems identifying those,” Rodrigues said. “As we all know, [transportation and education] are two areas of immense need.”"

Piper GTT 

Before the dominance of the big conglomerate car manufacturers took hold in the late 1960s, there was room in the market for niche companies whose products fulfilled the demands of a few drivers who wanted something a little different to the everyday, somewhat bland mainstream offering. Some companies such as Lotus thrived and are still with us while the likes of TVR have come and gone (several times), hopefully to return. Others had their day in the sun but ultimately disappeared after a relatively brief but bright life; Piper sits firmly in the later camp. Though the end results were fairly diverse, these companies’ approaches had remarkable commonality with cheap to produce fiberglass bodies (no need for expensive tooling which required high production volumes to amortise its costs) sitting on bespoke chassis while their running gear, which was financially impossible for a small business to develop and manufacture, was sourced from the industry’s major players.

Piper were kept pretty busy trying to build cars so production records are sketchy to say the least and it is thought that just eighty road cars and some twenty racers were built making them rare beasts today, though their survival rate is undoubtedly higher than that of propriety sports car such as say MGBs. Formed in 1966 by ex-racer George Henrotte, owner of Campbell’s Garage (hence the Scottish Piper logo and company name) in Hayes, Kent with the able assistance of engineer Bob Gayler (ex Harry Weslake), machinist Ken Packham and artist come designer Tony Hilder who had been responsible for the McLaren M1A, their first ‘whole car’ effort started as an evenings and weekends project until a customer, Gerry Hall, showed an interest in buying one. With his role as Works Gemini Formula Junior team manager winding up, Henrotte gave the green light for a limited production run of the pretty sports racers with four being completed for customers to add their powertrain of choice to; Hall put an Alfa Twin Cam in his, Bobby Bell a Lotus Twin Cam while racer Jerry Titus opted for a Buick V8. With a Mallite (balsawood/alloy sandwich) monocoque F3 car another Piper product, the company was building a reputation as a hotbed of outside the box thinking and a road-usable GT car was the next project. Approached by some Austin Healey Sprite racers who were looking for a light and sleek home for their running gear, a mock-up of what was to become the Piper GTT was shown at the 1967 Racing Car Show, apparently yielding an impressive seven hundred enquiries.

With Henrotte being kept busy with the tuning side of the Piper business, there was a timely intervention by Clubman racer Brian Sherwood who had not only bought a Piper GT but as the Sprite guys gradually fell by the wayside, was instrumental in more suitable Ford components being introduced at the expense of the BMC kit. With Sherwood now very much hands on, the Company was split with car production moving to his Wokingham premises while Henrotte concentrated on the aftermarket components business, though the companies remained closely linked both financially and practically. Through the late 1960s production increased from a drip to a trickle until Bill Atkinson, an enthusiastic GTT owner who had joined the company in the summer of 1969 as Works Manager, and Tony Waller (Sherwood Holdings’ Company Secretary) made great strides getting the GTT into some sort of series production. Instrumental in saving Piper’s car business, Sherwood was at heart a racer and he took them on an ultimately ill-fated foray to Le Mans in 1969 with the ultra-low, mid-engined GTR, an ambitious project that is thought to have cost £250,000. His untimely death late that year coupled with strikes at Ford ultimately resulted in the company being wound up in June 1971, despite the strong progress being made by Atkinson and Waller on the car production and development front (the longer wheelbase P2 was eventually launched in early 1971). However, this was not quite the end of the road for Piper; reborn as Emmbrook Engineering under the same management team, the Piper P2 remained in production until 1974.

Thoughts While Watching Gilmore Girls, Season 2, Episode 17, "Dead Uncles and Vegetables", Part I

I have little to no recollection of what happens in this episode except that it involves Luke's dead uncle (duh), which probably means it's filler. Glorious, glorious filler. The 1960 MG MGA 1600 Roadster is a British sports car that was produced by MG from 1955 until 1962.

The MGA replaced the MG TF 1500 Midget and represented a complete styling break from MG's earlier sports cars. Announced on 26 September 1955 the car was officially launched at the Frankfurt Motor Show. A total of 101,081 units were marketed through the end of production in July 1962, the vast majority of which were exported. 5869 cars were sold on the home market, and the MGA was replaced by the MGB.

The MGA design dates back to 1951, when MG designer Syd Enever created a streamlined body for George Philips' TD Le Mans car. The new bodywork traded the MG TF's articulated fenders and running board for ponton styling, with a single styled envelope fully enclosing the width and uninterrupted length of a car.

The TF featured a high driver seating position. A new chassis was designed with the side members further apart and the floor attached to the bottom rather than the top of the frame sections. A prototype was built and shown to the BMC chairman Leonard Lord. He turned down the idea of producing the new car as he had just signed a deal with Donald Healey to produce Austin-Healey cars two weeks before. Falling sales of the traditional MG models caused a change of heart, and the car, initially to be called the UA-series, was brought back. As it was so different from the older MG models it was called the MGA, the "first of a new line" to quote the contemporary advertising. There was also a new engine available, therefore the car did not have the originally intended XPAG unit but was fitted with the BMC B-series engine allowing a lower bonnet line. The MGA convertible had no exterior door handles, however the coupe had door handles.

It was a body-on-frame design and used the straight-4 "B series" engine from the MG Magnette saloon driving the rear wheels through a four-speed gearbox. Suspension was independent with coil springs and wishbones at the front and a rigid axle with semi-elliptic springs at the rear. Steering was by rack and pinion. The car was available with either wire-spoked or steel-disc road wheels.

While the make (or marque) is MG, the model was named MGA by John Thornley in 1954.

Minister of State for Defence Procurement Alex Chalk has confirmed that Elbit Systems UK, a subsidiary of Israel’s largest arms company Elbit Systems LTD, has been forced out of lucrative contracts to deliver training for Dreadnought submarine and Royal Navy crews. The Ministry of Defence has ejected Elbit from a contract worth £160m to deliver Dreadnought crew training, and is ‘negotiating the departure’ of Elbit from a £123m contract for ‘Project Selborne’ Royal Navy training, stating that Elbit now falls short of ‘operational sovereignty standards for the UK’s highest priority capabilities’.

These submissions were made by Chalk in Parliament in responses to questions by Labour MPs Chris Evans, and Kevan Jones – both associated with the ‘Labour Friends of Israel’ group – and by Shadow Defence Secretary John Healey. Elbit’s removal from these contracts was not in the public domain until these questions were asked. Release of this information further damaged Elbit Systems’ plummeting share prices, which fell 10% over November 29th, and is down 18% through November, as the company posts third quarter losses.

The loss of these contracts is a huge blow for Elbit, with their attempts to gain MOD favour a major reason for their manufacturing presence in Britain. These contracts were initially awarded after Elbit’s deep involvement in procurement and training for the Israeli defence, across army, navy, and air forces. Not only are Elbit’s manufactured products described as “field-tested on Palestinians”, but their training and simulation contracts have been gained following their performances in Israel, including delivering the ‘Brigade and Battlegroup Mission Training Centre‘.

They are also vital. Britain’s growth rate is in a multi-decade decline, while wealth inequality has become entrenched. “There is one more major reform Labour is refusing to adopt: a tax on the very richest ... The only way to raise money from the very richest is to charge a wealth tax, as Labour once won an election promising to do. A tax of 1 per cent on wealth over £10m would fall on around 20,000 people – the 0.1 per cent. In the 1970s Healey thought the revenues on offer didn’t justify the cost. Advani’s research has, however, shown that a one-off version of the tax could today raise £11bn. He estimates capital flight would be rare, as it was for non-doms. And evasion is less possible than people think. The wealth of the very richest is boundless yet bound in by Britain. Land may be leased out but it cannot be moved. Estates can always be taxed. It is a political choice.

Arctic Monkey frontman Alex Turner once made an appearance at one of his gigs. They met in the smoking area where the Sheffield legend sang Healey’s demos back to him. “It blows my mind,” he says. “To get recognition from someone who you look up to is a powerful thing.” Recognition is one thing, but supporting the band on tour is something else entirely. “If that had happened a few years ago, I wouldn’t have been ready for it,” says Healey. “Some things are just worth waiting for.”

At first, it was a real shock to see him at one of my shows. I was really chuffed, and I didn’t know what to say to him. It is a huge compliment coming from someone like him, or from anyone of that calibre, Felix, Alex, Orlando Weeks… I really don’t take their support for granted. It makes me think, ‘what would 15-year-old me think of this?’ It would blow my mind. Also, when I met Alex outside of the venue after the show, and he started singing one of my new demos back to me, and he somehow knew all of the words! I stood there thinking, ‘this is so surreal’…

“When I was sending demos through to my producer Loren [Humphrey], I’d get feedback and it’d be like, ‘Oh, Alex says maybe you could try this’. And for a while I was like, who’s this guy? Who’s Alex? And I realised it was Alex Turner,” chuckles the singer. “So he’s been around, friends of friends basically; he just gives little bits of advice - what could be a good single or something. He turned up to a show and I was trying my best not to fanboy, but it’s a massive compliment.”

Confronted with an unexpected moment of reckoning, some moderate Republicans are pointing out that the party has some important decisions to make about its future: 

Are they going to be the party of former President Donald Trump or a party that wins elections?

Are they going to be able to excise the "extremism" in their party that more Republicans are openly talking about?

First test: The first indication of where the party is headed will come this week when Republicans, anticipating they will ultimately hold a slim House majority, choose their nominee for speaker.

Some of the most Trump-aligned lawmakers want Rep. Kevin McCarthy to commit to a more combative stance against the Biden administration. While McCarthy expects to prevail, the unfolding drama will show what he has to sacrifice to keep Republicans in the House on the same page. CNN reported Monday that Trump has been quietly working to shore up support for McCarthy. 

Moving beyond extremism: Two moderate Republican governors who will be handing over their jobs to Democrats next year are speaking out about how their party failed in a year when it should have romped.

"Voters, generally speaking, especially in battleground states, aren't interested in extremism. They just aren't," Massachusetts Gov. Charlie Baker told CNN's Jake Tapper in an interview that aired Monday on "The Lead." Baker, who will be replaced by Democratic attorney general Maura Healey in January, said Trump's influence hurt Republicans on Election Day and is driving people from the party.

Third strike for Trump: Maryland Gov. Larry Hogan, long a Trump critic, was more unvarnished in his criticism during an interview Sunday on CNN's "State of the Union." 

"Commonsense conservatives that focused on talking about issues people cared about, like the economy and crime and education, they did win," Hogan told Dana Bash. "But people who tried to relitigate the 2020 election and focused on conspiracy theories and talked about things the voters didn't care about, they were almost universally rejected."

In that regard, American voters were sophisticated, splitting tickets to elect Republicans in certain races and Democrats in others.

Hogan, who will be replaced by Democrat Wes Moore in January, said this is the third straight election Trump has cost Republicans. "It's like three strikes, you're out," he said, adding, "the definition of insanity is doing the same thing over and over again, expecting a different result. And Donald Trump kept saying, 'We're going to be winning so much, we will get tired of winning.' I'm tired of losing. I mean, that's all he's done."

Others are not quite as direct, even if they're saying some similar things.
