To survive, Europe must forge strategic alliances with resource-rich nations such as Namibia and Chile, invest in recycling technologies, and build mineral stockpiles modeled on its strategic oil reserves. However, this strategy will need to steer clear of subsidizing conflict or profiting from war-driven minerals, as seen in the tensions between Rwanda and the Democratic Republic of the Congo and the latter’s criminal complaints against Apple in Europe—demonstrating how resource struggles can intensify regional instability.

Meanwhile, China’s Huawei still dominates 5G infrastructure, with Ericsson and Nokia operating at roughly half its size. Italian Prime Minister Giorgia Meloni has even floated buying Starlink coverage, underscoring how urgent it is for Europe to accelerate Iris2, develop secure 6G, and mandate a “Buy European” policy for critical infrastructure.

A key but often overlooked battleground is the Internet of Things, or IoT. Yet Europe’s engineering prowess in robotics offers a lifeline—if it pivots from consumer gadgets to industrial applications. By harnessing this expertise, Europe can develop secure, homegrown IoT solutions for critical infrastructure, ensuring that smart cities and energy grids are built on robust European standards and safeguarded against cyberattacks.

Then there is the cloud, where data is stored, processed, and mined to train next-generation algorithms. Three U.S. giants—Amazon, Microsoft, and Google—dominate roughly 70 percent of the global market. The EU’s Gaia-X project attempted to forge a European alternative, but traction has been limited.

Otherwise, European hospitals, banks, and cities will be forced to rent server space in Virginia or Shanghai.

A sovereign cloud is more than a mere repository of data; it represents an ecosystem built on decentralization, interoperability, and stringent privacy and data protection standards, with client data processed and stored in Europe.

Gaia-X faltered due to a lack of unified vision, political commitment, and sufficient scale. To achieve true technological sovereignty, Europe must challenge the monopolistic dominance of global tech giants by ensuring that sensitive information remains within its borders and adheres to robust regulatory frameworks.

When it comes to software, Europe runs on U.S. code. Microsoft Windows powers its offices, Google’s Android runs its phones, and SAP—once a European champion—now relies heavily on U.S. cloud giants. Aside from pockets of strength at companies such as SAP and Dassault Systèmes, Europe’s software ecosystem remains marginal. Open-source software offers an escape hatch but only if Europe invests in it aggressively.

Over time, strategic procurement and robust investments could loosen U.S. Big Tech’s grip. A top priority should be a Europe-wide, privacy-preserving digital identity system—integrated with the digital euro—to protect monetary sovereignty and curb crypto-fueled volatility. Piece by piece, Europe can replace proprietary lock-in with democratic tools.

Finally, there is AI and data, the layer where new value is being generated at breakneck speed. While the United States and China have seized an early lead via OpenAI, Anthropic, and DeepSeek, the field remains open. Europe boasts world-class supercomputing centers and strong AI research, yet it struggles to translate these into scalable ventures. The solution? “AI factories”—public-private hubs that link Europe’s strengths in health care, climate science, and advanced manufacturing.

Europeans could train AI to predict wildfires, not chase ad clicks, and license algorithms under ethical frameworks, not exploitative corporate terms. Rather than only mimicking ChatGPT, Europe should fund AI for societal challenges through important projects of common European interest, double down on high-performance computing infrastructure, and build data commons that reflect core democratic values—privacy, transparency, and human dignity.

The EuroStack isn’t about isolationism; it’s a bold assertion of European sovereignty. A sovereign tech fund of at least 100 billion euros—modeled on Europe’s pandemic recovery drive—could spark cross-border innovation and empower EU industries to shape their own destiny. And a Buy European procurement act would turn public purchasing into a tool for strategic autonomy.

This act could go beyond traditional mandates, championing ethical, homegrown technology by setting forward-thinking criteria that strengthen every link in Europe’s digital ecosystem—from chips and cloud infrastructures to AI and IoT sensors. European chips would be engineered for sovereign cloud systems, AI would be trained on European data, and IoT devices would integrate seamlessly with European satellites. Europe’s relative decline once seemed tolerable when these risks felt hypothetical, but real-world events—from undersea cable sabotage to wartime reliance on foreign satellite constellations—have exposed the EU’s fragility.

If leaders fail to seize this moment, they will cede control to external techno-powers with little incentive to respect Europe’s needs or ideals. Once this window closes, catching up—or even keeping pace—will be nearly impossible.

Lawmakers voted 273–147 to approve the law, which the Biden administration has for years backed as an important counterterrorism tool. An amendment that would have required authorities seek a warrant failed, in a tied 212-212 vote across party lines.

Donald Trump opposed the reauthorization of the bill, posting to his Truth Social platform on Wednesday: “KILL FISA, IT WAS ILLEGALLY USED AGAINST ME, AND MANY OTHERS. THEY SPIED ON MY CAMPAIGN!!!”

The law, which gives the government expansive powers to view emails, calls and texts, has long been divisive and resulted in allegations from civil liberties groups that it violates privacy rights. House Republicans were split in the lead-up to vote over whether to reauthorize section 702, the most contentious aspect of the bill, with Mike Johnson, the House speaker, struggling to unify them around a revised version of the pre-existing law.

Republicans shot down a procedural vote on Wednesday that would have allowed Johnson to put the bill to a floor vote, in a further blow to the speaker’s ability to find compromise within his party. Following the defeat, the bill was changed from a five-year extension to a two-year extension of section 702 – an effort to appease far-right Republicans who believe Trump will be president by the time it expires.

Section 702 allows for government agencies such as the National Security Administration to collect data and monitor the communications of foreign citizens outside of US territory without the need for a warrant, with authorities touting it as a key tool in targeting cybercrime, international drug trafficking and terrorist plots. Since the collection of foreign data can also gather communications between people abroad and those in the US, however, the result of section 702 is that federal law enforcement can also monitor American citizens’ communications.

Section 702 has faced opposition before, but it became especially fraught in the past year after court documents revealed that the FBI had improperly used it almost 300,000 times – targeting racial justice protesters, January 6 suspects and others. That overreach emboldened resistance to the law, especially among far-right Republicans who view intelligence services like the FBI as their opponent.

Trump’s all-caps post further weakened Johnson’s position. Trump’s online remarks appeared to refer to an FBI investigation into a former campaign adviser of his, which was unrelated to section 702. Other far-right Republicans such as Matt Gaetz similarly vowed to derail the legislation, putting its passage in peril.

Meanwhile, the Ohio congressman Mike Turner, Republican chair of the House Intelligence Committee, told lawmakers on Friday that failing to reauthorize the bill would be a gift to China’s government spying programs, as well as Hamas and Hezbollah.

“We will be blind as they try to recruit people for terrorist attacks in the United States,” Turner said on Friday on the House floor.

The California Democratic representative and former speaker Nancy Pelosi also gave a statement in support of passing section 702 with its warrantless surveillance abilities intact, urging lawmakers to vote against an amendment that would weaken its reach.

“I don’t have the time right now, but if members want to know I’ll tell you how we could have been saved from 9/11 if we didn’t have to have the additional warrants,” Pelosi said.

Debate over Section 702 pitted Republicans who alleged that the law was a tool for spying on American citizens against others in the GOP who sided with intelligence officials and deemed it a necessary measure to stop foreign terrorist groups. One proposed amendment called for requiring authorities to secure a warrant before using section 702 to view US citizens’ communications, an idea that intelligence officials oppose as limiting their ability to act quickly. Another sticking point in the debate was whether law enforcement should be prohibited from buying information on American citizens from data broker firms, which amass and sell personal data on tens of millions of people, including phone numbers and email addresses.

Section 702 dates back to the George W Bush administration, which secretly ran warrantless wiretapping and surveillance programs in the aftermath of the 9/11 terror attacks. In 2008, Congress passed section 702 as part of the Fisa Amendments Act and put foreign surveillance under more formal government oversight. Lawmakers have renewed the law twice since, including in 2018 when they rejected an amendment that would have required authorities to get warrants for US citizens’ data.

Last year Merrick Garland, the attorney general, and Avril Haines, director of national intelligence, sent a letter to congressional leaders telling them to reauthorize section 702. They claimed that intelligence gained from it resulted in numerous plots against the US being foiled, and that it was partly responsible for facilitating the drone strike that killed the al-Qaida leader, Ayman al-Zawahiri, in 2022.

As the eight-year-old startup rolled out Los Angeles Unified School District’s flashy new AI-driven chatbot — an animated sun named “Ed” that AllHere was hired to build for $6 million — a former company executive was sending emails to the district and others that Ed’s workings violated bedrock student data privacy principles.

Those emails were sent shortly before The 74 first reported last week that AllHere, with $12 million in investor capital, was in serious straits. A June 14 statement on the company’s website revealed a majority of its employees had been furloughed due to its “current financial position.” Company founder and CEO Joanna Smith-Griffin, a spokesperson for the Los Angeles district said, was no longer on the job.

Smith-Griffin and L.A. Superintendent Alberto Carvalho went on the road together this spring to unveil Ed at a series of high-profile ed tech conferences, with the schools chief dubbing it the nation’s first “personal assistant” for students and leaning hard into LAUSD’s place in the K-12 AI vanguard. He called Ed’s ability to know students “unprecedented in American public education” at the ASU+GSV conference in April.

Through an algorithm that analyzes troves of student information from multiple sources, the chatbot was designed to offer tailored responses to questions like “what grade does my child have in math?” The tool relies on vast amounts of students’ data, including their academic performance and special education accommodations, to function.

Meanwhile, Chris Whiteley, a former senior director of software engineering at AllHere who was laid off in April, had become a whistleblower. He told district officials, its independent inspector general’s office and state education officials that the tool processed student records in ways that likely ran afoul of L.A. Unified’s own data privacy rules and put sensitive information at risk of getting hacked. None of the agencies ever responded, Whiteley told The 74.

In order to provide individualized prompts on details like student attendance and demographics, the tool connects to several data sources, according to the contract, including Welligent, an online tool used to track students’ special education services. The document notes that Ed also interfaces with the Whole Child Integrated Data stored on Snowflake, a cloud storage company. Launched in 2019, the Whole Child platform serves as a central repository for LAUSD student data designed to streamline data analysis to help educators monitor students’ progress and personalize instruction.

Whiteley told officials the app included students’ personally identifiable information in all chatbot prompts, even in those where the data weren’t relevant. Prompts containing students’ personal information were also shared with other third-party companies unnecessarily, Whiteley alleges, and were processed on offshore servers. Seven out of eight Ed chatbot requests, he said, are sent to places like Japan, Sweden, the United Kingdom, France, Switzerland, Australia and Canada.

Taken together, he argued the company’s practices ran afoul of data minimization principles, a standard cybersecurity practice that maintains that apps should collect and process the least amount of personal information necessary to accomplish a specific task. Playing fast and loose with the data, he said, unnecessarily exposed students’ information to potential cyberattacks and data breaches and, in cases where the data were processed overseas, could subject it to foreign governments’ data access and surveillance rules.

Chatbot source code that Whiteley shared with The 74 outlines how prompts are processed on foreign servers by a Microsoft AI service that integrates with ChatGPT. The LAUSD chatbot is directed to serve as a “friendly, concise customer support agent” that replies “using simple language a third grader could understand.” When querying the simple prompt “Hello,” the chatbot provided the student’s grades, progress toward graduation and other personal information.

AllHere’s critical flaw, Whiteley said, is that senior executives “didn’t understand how to protect data.”

Earlier in the month, a second threat actor known as Satanic Cloud claimed it had access to tens of thousands of L.A. students’ sensitive information and had posted it for sale on Breach Forums for $1,000. In 2022, the district was victim to a massive ransomware attack that exposed reams of sensitive data, including thousands of students’ psychological evaluations, to the dark web.

With AllHere’s fate uncertain, Whiteley blasted the company’s leadership and protocols.

“Personally identifiable information should be considered acid in a company and you should only touch it if you have to because acid is dangerous,” he told The 74. “The errors that were made were so egregious around PII, you should not be in education if you don’t think PII is acid.”

Some quick reminders for folks who grew up with social media and have that as a big part of their lives, AND are going to be living in the US for the next 3 years and 11 months.

Don't talk to government officials (local or federal) without a warrant.

Whenever possible, protect people that are being targeted by government personnel. Record arrests or 'stops', or consciously step in front of an oncoming confrontation and go into either Auld High Nonsensical or Full Karen modes. If you have the knowledge to do so, challenge the folks heading for a confrontation before they get to and can start that confrontation. (Ask what they're doing, ask if they have the proper warrant / authority, et cetera.)

Don't post photos from protests unless you know how to take photos in such a way that no individuals are identifyable, AND you know how to thoroughly remove EXIF data.

Don't post detailed information anywhere online about where you were and when. It can and will be used against you. Even platforms that are not owned by the higher-profile oligarchs (FB, Twitter, IG, YT, Reddit) can and will be read by people who do not have your best interests at heart.

When you protest, be safe. Don't take your cell phone or tablet, wear a hat or scarf if you have easily identifiable features, wear monocolor clothing, and know where security cameras are so that you can look down, cover up, or both.

Don't use other peoples' names when speaking to or about them if you don't know everyone who could hear your conversaton.

When an unknown someone starts talking to you about the protest, check their shoes. Undercover federal agents, military and paramilitary folks, and police officers may be wearing very distinctive shoes, even if they're otherwise dressed like any other protester. Don't try to bullshit them, just...don't engage.

Be aware of people who want to start throwing things. They may be agitators from other cities. They may be plants. Or (more importantly) the group organizing a given protest may intend for that particular gathering to be nonviolent. While I'm (sadly) sure that there may come a time for less polite / more forceful communications, let your voice be part of a unified, conscious effort.

If you can, coordinate with local folks and be there when protesters are released from custody. Being held even for 6 hours - let alone a few days - is frightening even when we aren't teetering on the brink of fascism, and releases usually happen late at night / early in the morning to further demoralize folks who have been released. (The thinking is that no one will be there, most people feel less confident in a city after dark than in full daylight, demoralize people enough and they'll stop protesting.) Take water, some snacks, a blanket or jacket or umbrella in inclement weather, be prepared to give the people/person a warm welcome and emotional support. Hug, sing songs, play music. Celebrate them getting out. Remind them and police that these people have a community around them.

These can apply to folks who are in other countries also, but I know of so many people in the US that this is going to be their first big encounter with participating in civic discourse of any kind.
