All of these reports struggled tremendously to find some way to distinguish Uyghur workers’ experiences from ordinary free employment. The Washington Post bizarrely began its exposé of Hoshine by admitting in the first paragraph that Uyghur workers who were supposedly forced to work in the factories earned $600 a month—over 4,000 yuan, a rather high income in Xinjiang—to operate electric furnaces. The Post quoted a Uyghur émigré who lived overseas to support their claim that the jobs were compulsory, then even more bizarrely included an interview with a Uyghur worker at the factory who told the Post that he had come to work there voluntarily. The report commissioned by the BBC attempted to show that two below-average monthly incomes reported by cotton fieldworkers were below the minimum wage in Xinjiang—either mistakenly or deliberately omitting county-level minimum wage differences in the XUAR, which indicated that for the year in question these incomes would only have been below minimum wage in a county where no cotton was cultivated. Yet the details or factual accuracy of this report were of little concern to the Western press, and even less to its true audience, the United States Congress, which voted overwhelmingly to pass the “Uyghur Forced Labor Prevention Act” in the following months. By the end of 2021, it became law. The act presumed that any and all goods from the entire region of Xinjiang—or even containing materials that had originated in Xinjiang—were made by “forced labor”; such goods were consequently banned from the United States unless the importer could establish “with clear and convincing evidence” for the Customs and Border Protection agency that no forced labor had been used to produce them. The PRC had again become guilty until proven innocent; the Western media now not only marshaled public opinion against the targets of the super-empire, but fulfilled the even more sinister purpose of building support for legislation actually designed to destroy the economic progress of the Uyghur people.
