HC that Kyoshi picks up every orphaned child she comes by and sends them to the rebuilt Yokoya mannor to be taken care of. Then, if they are benders, she gets Jinpa to find them a master. If they are not, maybe Jinpa finds them a mentor in some trade, idk. The point is: there are waterbending orphans being sent to the FN for Atuat to train and I love grandma Atuat.
