Popular music from Zambia has been scarcely available outside of the country. Here is an engaging album from a tight band that leaves not a trace on the internet, except that it is one of the vanished bands from the late 1980s. The style of music is the Zambian adaptation of all-powerful rumba lingala that swept throughout central and eastern Africa in the '70s and '80s. It was called kalindula, and several of the songs even have a revved up "sebene" to get the dance going. Yet rumba was not the only influence. Traditional music transformed the foreign music to make something new, and I can hear threads from Zimbabwe too, and perhaps Tanzania. Can you hear them? Half of the six songs are sung in the Bemba language, including one about AIDS, and the remaining three in different languages. The more I listen to them, the more I appreciate this music. If anyone can enlighten us about this band in the comments, please do so....~ Tracklist A1 Basamora Songwriter – D. Chipampe A2 Aids Songwriter – D. Chipampe A3 Munisemeye Songwriter – D. Dal cast, che oltre a Margot Robbie e Ryan Gosling vede anche star come Simu Liu, John Cena, Will Ferrell e Helen Mirren, alla colonna sonora, ecco come il mondo della famosissima bambola è stato tradotto sullo schermo dalla regista Greta Gerwig
Mark Ronson ha prodotto The Chi The Album, in cui compaiono diverse canzoni originali, tra le quali alcune realizzate da cantanti che compaiono nel film, come Dua Lipa (Dance the Night) e Billie Eilish (What Was I Made For?). Canterà anche Ryan Gosling con I'm Just Ken.
❏ STREAMING MEDIA ❏ Streaming media is multimedia that is constantly received by and presented to an end-user while being delivered by a provider. The verb to stream refers to the process of delivering or obtaining media in this manner.[clarification needed] Streaming refers to the delivery method of the medium, rather than the medium itself. Distinguishing delivery method from the media distributed applies specifically to telecommunications networks, as most of the delivery systems are either inherently streaming (e.g. radio, television, streaming apps) or inherently non-streaming (e.g. books, video cassettes, audio CDs). There are challenges with streaming content on the Internet. For example, users whose Internet connection lacks sufficient bandwidth may experience stops, lags, or slow buffering of the content. And users lacking compatible hardware or software systems may be unable to stream certain content. Live streaming is the delivery of Internet content in real-time much as live television broadcasts content over
the airwaves via a television signal. Live internet streaming requires a form of source media (e.g. a video camera, an audio interface, screen capture software), an encoder to digitize the content, a media publisher, and a content delivery network to distribute and deliver the content. Live streaming does not need to be recorded at the origination point, although it frequently is. Streaming is an alternative to file downloading, a process in which the end- user obtains the entire file for the content before watching or listening to it. Through streaming, an end-user can use their media player to start playing digital video or digital audio content before the entire file has been transmitted. The term “streaming media” can apply to media other than video and audio, such as live The Palaced captioning, ticker tape, and real-time text, which are all considered “streaming text”

HUD’s Carson to localities: stop throttling housing availability
Housing and Urban Development Secretary Ben Carson is pressing local governments to ease barriers to housing construction, which might turn out to be a genuinely progressive stance in a period in which housing costs are soaring in many in-demand cities, led by the West Coast. One reason for HUD to take notice of these local barriers to building is that by artificially driving up rents and construction costs, they drive up the cost of HUD’s own programs: “the most-restrictively zoned states receive nearly twice the federal dollars per capita compared to the least-restrictively zoned states…Determining whether attaching requirements to grants is a constitutionally-sound strategy is best decided by a legal expert. However, Carson’s new focus on educating policy makers on the damaging consequences of local policy, while acknowledging HUD cannot overcome local problems by spending money, is a welcome change.” [Vanessa Brown Calder, Cato]
More/related: Tyler Cowen (on New York Times coverage), Elijah Chiland, Curbed L.A., and Ilya Somin on introduction of bill by Sen. Cory Booker, D-N.J., to discourage exclusionary zoning by attaching strings to the (itself highly dubious) $3.3 billion federal Community Development Block Grant program.

What About Rent Control For Mobile Homes?
By Sydney George, Occidental College Class of 2023
February 23, 2021
Tumblr media
As of February 2021, Fresno County supervisors have agreed to consider a rent control program for mobile home residents after Supervisor Brian Pacheco raised the issue at a recent board meeting. [1] This policy would put restrictions on price gouging in mobile home parks throughout the county.
These discussions are largely due to the controversies surrounding the rent hikes in Shady Lakes Mobile Home Park. By May, the residents of this mobile park will reportedly be facing a 72% rent increase over a period of two years. [1]
Mariah Thompson, an attorney with the non-profit advocacy group California Rural Legal Assistance, is currently representing the residents in a lawsuit against the owners of Shady Lakes for allegedly harassing tenants and instating unfair rent increases. [2] More specifically, residents have alleged that the owners unfairly threatened to evict tenants due to Christmas lights, did not provide documents in Spanish, locked residents out of the laundry area, and raised the rent even after court judgments that favored the tenants. [2]
In 1988, the Fresno City Council created the City of Fresno Mobilehome Park Rent Review and Stabilization Ordinance. This ordinance allows residents in mobile home parks to establish a Residents' Committee which can review and negotiate proposed rent increases with mobile home park owners. [3] According to Thompson, this ordinance has not been used in years, and many tenants are unaware of their rights or have limited resources to take action if their rights have been violated. [1]
California has its own laws regarding rent control. In 2019, the California legislature passed the Tenant Protection Act of 2019, also known as Assembly Bill 1482. This law restricts annual rent increases to 5%, in addition to any local cost-of-living adjustments at rates of 5% or below. [4] It also establishes tenant protections against unfair evictions.
This policy does not, however, apply to mobile home parks and only applies to buildings constructed before 2005. Cities and counties in California that have rent control laws for mobile homes include Santa Rosa, Sonoma County, San Jose, Santa Cruz, East Palo Alto, Alameda County, Fremont, Vallejo, and Napa. [5]
Because moving from a mobile home is especially difficult and the tenants are often elderly and on fixed incomes, California has created strict restrictions regarding the eviction of mobile homes tenants. Under California law, a ninety-day notice is required before increasing the rent of a tenant in a mobile home. [5] There are currently seven possible reasons for eviction, including missed payments, substantial disruption to other residents, and failure to comply with reasonable park rules after a period of seven days to correct the violation. [5]
The Costa-Hawkins Rental Housing Act was passed in California in 1995. [6] Although it has been challenged many times, the law still presently prohibits vacancy control throughout California, so landlords are able to increase the rent price after tenants vacate the dwelling, usually to the market price. [6]
In February of 2020, Assembly member Sharon Quirk-Silva of California unveiled a bill that would have instated rent control policies for mobile homes across all of California. Like AB 1482, the bill would have capped yearly rent increases at 5%, plus cost-of-living adjustments up to 5%. [7] It would have also prevented landlords from increasing rent more than two times per year. The bill passed through the California State Assembly but failed to garner the necessary support in the California State Senate.
On the national level, mobile home residents are being especially hard-hit by evictions during the COVID-19 pandemic. Although President Biden extended the Centers for Disease Control and Prevention's moratorium on evictions, many landlords have used legal loopholes in the order to remove tenants who have failed to pay their rent. [8] When evicted, mobile home residents often have to forfeit their home equity because of the steep costs of moving their home from one lot to another. [8]
Private equity firms have increasingly invested in the mobile home, or "manufactured home," sector since the 2008 recession. [8] Because they are difficult and expensive to move, mobile homes are seen as stable investments. The property inherits abandoned homes from evicted tenants and can quickly rent them out again, leading to a high return on investment.
Investment in manufactured home property further works in the favor of the property landlords because land value increases over time, while home value decreases. [8] Vacancy rates in mobile homes have also been decreasing in recent years. [9] Because of this, landlords can charge increasingly high rates as the demand for mobile homes surpasses the supply. [8]
Meanwhile, owners of mobile homes are more likely than single-family homeowners to work in the five employment sectors that have experienced the most job loss due to the COVID-19 pandemic. [10] This is another way that this group has been especially vulnerable to evictions during the pandemic.
Rent control is a controversial housing topic from various social and economic standpoints. This will certainly be a discussion to follow closely as talks begin in Fresno County and likely continue in California and beyond.

A transgender woman is just as much of a woman as a cis women. But does our society see it that way? Specifically do men see it that way. See in our society we have this thing called a heteronormative matrix. “What is a heteronormative matrix?”, you may ask. To break it down in its simplest form within this matrix being a “man is being attracted to woman and reproducing with a woman. To be a woman in this matrix, it’s being attracted to a man and reproducing with a man. Anyone who fall outside of this matrix isn't considered to be “normal”. But what is normal? Well, in our society for woman; being “normal” means being straight and cis. So, what happens when you're neither of  these? Well, for starters you are rarely represented in the media. When reading Redefining Realness Julian says, “While it is important that the public encounters and understands transgender identities and the various experiences with discrimination that transgender women of color face on a regular basis, it is also important to understand that not all transwomen have the same experience or relationship to their transgender identity” (Glover 2016). One of the biggest issues is lack of understanding which is then followed by ignorance.  Are their cis women who are against this transgendered women? Of course, however a majority of the backlash transgender women receive is from cis men. See the issue is they understand. And that lack of understanding is what  leads to their ignorance. It leads to their transphobia. It cause them to try and and tell transgender women that they're not “really a woman”. I have always strongly believe in everyone is entitled to their own opinions. However, when ones “opinion” is actually one person trying to hurt someone else with their words and ignorance, that is the issue. Now, the representation of transgender women in the media has definitely gotten better over the years. But we’re not quite where we need to be. There has been more negative representation of transgender women than positive. “Negative or problematic representation may sensationalize or exploit transgender people. Comical caricatures of transvestites and cross-dressers are common” (Phillips, 22), “as are depictions of transgender people as criminals” (Shelley, 25) “as well as "sex workers, mentally ill ... and as unlovable" (Davis, 8, pp. 16–17). “Additionally, information provided in media about transgender people may frequently be inaccurate, incomplete, or biased or ignore historical context (Chiland,  4; Shelley, 25). If we are going to represent these women we need to represent them correctly. We do so by educating ourselves. How can we represent someone we don't understand? Are we representing them or our own ideas and opinions of them. And it’s pretty clear what those opinions are based on the negative representations that are seen in the media. We cannot represent a group of people based off of our own opinions. We must represent them authentically.

Woolsey Fire torches 91,572 acres, destroys 370 homes from coast to canyons
Firefighters are getting a grip on the Woolsey Fire, but mandatory evacuation orders remain in effect for many of the approximately 170,000 residents of Los Angeles County, from Malibu to West Hills in the San Fernando Valley, who have been forced out of their homes since Friday.
For four days, the Woolsey Fire has burned on spots on both sides of the 101 freeway, torching hillsides and coastline across 91,572 acres in Los Angeles and Ventura counties. The size of the perimeter—20 miles by 14 miles, according to Los Angeles County Fire Chief Daryl Osby—is astounding.
In its path, the blaze has destroyed 377 homes and buildings in the beaches, canyons, and Valley.
Over the weekend, firefighters extinguished flare-ups and kept a hold on the fire’s perimeter, stopping it from spreading south into communities like Pacific Palisades, says Osby. Flames are now 20 percent contained.
“There are no open flame fronts right now,” the chief said late Monday morning.
But powerful Santa Anas remain in the forecast through Tuesday evening, posing a major threat, as wind gusts can easily fan hot spots and whip up embers, igniting dry brush and homes.
On Sunday night, county officials announced they would allow residents in Agoura Hills and Westlake Village to return home, lifting evacuation orders between Chesebro Road and Westlake Boulevard and north of the 101 freeway.
But many of the mandatory evacuation orders in LA County remain in place.
The orders affect multiple communities, including Topanga, where many residents have opted to shelter in place, as well as the entire city of Malibu, which City Councilmember Lou La Monte has said was “hit very, very hard.”
Authorities are telling residents who live in evacuated areas, including Point Dume and Encinal Canyon in Malibu and those served by the Las Virgenes Municipal Water District, to either use bottled water or to boil water for 1 minute to kill bacteria before drinking, brushing teeth, and cooking.
“The boil water notices were issued as a result of a significant loss of pressure within district water systems due to firefighting efforts,” says the Los Angeles County Emergency Operations Center.
(A full, up-to-date list of evacuation areas and evacuation centers is listed at the end of this story).
The Los Angeles County Sheriff’s Department has also warned residents who live in communities that are still under mandatory evacuation orders to resist the urge to return home.
Even in areas where flames are no longer active, there are downed power lines and trees, smoldering embers that could reignite, limited to no cell service, and dangerous air quality.
“We ask people: Do not go back to those areas,” says Los Angeles County Sheriff’s Department chief John Benedict. “Quite frankly, it’s still not safe.”

Since blowing south from Ventura County over the 101 freeway into Los Angeles early Friday morning, unleashing a barrage of flames on Malibu and neighboring communities, the Woolsey Fire has destroyed at least 370 structures.
La Monte estimates the blaze has ruined “dozens and dozens of homes” in Malibu alone; it has wreaked havoc on Malibu West, Point Dume, Zuma Canyon, and Malibu Lake.

The fast-moving Woolsey Fire broke out around 3 p.m. Thursday, near Simi Valley. Shortly before dawn Friday, powerful winds, gusting 40 to 50 mph, drove the flames south across the 101 freeway at Liberty Canyon Road and Chesebro Road in Agoura.
“The fire was burning like a torch or flame thrower across the freeway,” KTLA’s Eric Spillman reported. “There were people on the freeway doing U-turns and driving back the way they came from, in darkness with smoke all the way around them. It was just remarkable.”
“The fire was traveling so fast. The [California Highway Patrol] couldn’t keep up with it. We couldn’t keep up with it,” he said.
At 10 a.m. Friday, the city of Malibu issued a citywide mandatory evacuation order, then released a statement two hours later, saying the “fire is now burning out of control and heading into populated areas of Malibu.” Residents were told to evacuate immediately.
As the blaze ripped south toward the coastline, it created apocalyptic scenes.
Residents used the iconic Pacific Coast Highway to flee toward Santa Monica. Parking lots at Zuma Beach were turned into evacuation zones for llamas and other large animals; striking photos show horses on the sand, smoke billowing over the ocean behind them.
Officials with the Santa Monica Mountains National Recreation Area reported around noon Friday that Western Town at Paramount Ranch, where Westworld was filmed, had burned (though the church is apparently still standing).

Approximately 3,500 students sheltered-in-place overnight at Pepperdine University, and remained there Sunday.
Shortly after 1 a.m. Saturday, the Los Angeles County Coroner reported that it was investigating the deaths of two people on Mulholland Highway in Malibu, an area that burned. The bodies were found “severely burned inside of a stopped vehicle.”
Los Angeles County sheriff’s Commander Scott Gage says detectives believe the driver “may have become disoriented while evacuating” and was “overcome by fire.”
Malibu Wines, a popular wine tasting spot that hosts “safari tours” of its ranch and vineyard, reports that it “lost a considerable portion” of its barns and facilities, but its employees and most of its animals, including the giraffe Stanley, are safe.

With the 101 shut down, authorities had advised residents to use Pacific Coast Highway to evacuate and to avoid canyon roads; SR 27 from Mulholland to PCH and SR-23 from PCH to Portrero are still closed, and PCH is closed from from Sunset Boulevard to Wood Road.
The 101 freeway, however, reopened Monday morning in both directions (north and southbound off-ramps are closed from Valley Circle to Liberty Canyon).
North of the 101 freeway, flames swept into the Valley community of West Hills late on Friday night, and evacuation centers were set up in Woodland Hills, Pacific Palisades, and Topanga.
In Ventura, one evacuation center, the Thousand Oaks Teen Center, served as a family reunification site earlier this week in the wake of a mass shooting at Borderline Bar and Grill, where 13 people were killed.
“This last 48 hours, 72 hours in Ventura County have been a difficult time,” said Ventura County Supervisor Peter Foy. “People lost their lives in the shooting and now people have lost their homes.”

Meteorologists with the National Weather Service warned early on that the fire could spread rapidly because of gusty winds, low humidity, and “critically dry fuels,” including brush and vegetation.
At multiple points throughout the day Friday, the Los Angeles County Fire Department had to down water-dropping aircraft because of the wind and low visibility, said Osby.
“Our firefighters have been facing some extreme, tough fire conditions that they’ve said they’ve never seen in their lives,” he said.
A red flag warning is in effect through Tuesday, with the strongest winds forecasted to whip through the coast Sunday night and Monday. It’s not just the wind that will complicate the fire fight: Humidity levels are expected to linger in the single digits Monday morning through Tuesday afternoon.

The life of Saint Sava This best-loved Saint of the Serbian people was born in 1169, the son of Stephen Nemanja, Grand Prince of Serbia. He was named Rastko by his parents. At the age of fifteen he was appointed governor of the province of Herzegovina, but worldly power were of no interest to him, and he began to wish to give himself more fully to God. He secretly left home and traveled to Mount Athos, where he became a novice at the Monastery of St Panteleimon. His father learned where he had gone and sent soldiers to bring him back, but before the soldiers could claim him, he was tonsured a monk with the name of Sabbas (Sava), after St Sabbas the Sanctified (December 5). In time, under the influence of his son, Stephen Nemanja abdicated his kingship, and in 1196 he became a monk under the name of Symeon, traveling to the Holy Mountain to join his son. Symeon was quite old, and unable to endure all the ascetic labors of long-time monks, so his son redoubled his own ascetical struggle, telling his father, "I am your ascesis." The two monks together founded the Chilander Monastery, which became the center of Serbian piety and culture. Saint Symeon reposed in 1200, and his body soon began to exude a miracle-working myrrh; thus he is commemorated as St Symeon the Myrrh-streaming (February 13). Saint Sava retired to a hermit's life in a cell on the Holy Mountain, but was compelled to return to the world: his two brothers were at war with one another, causing much bloodshed in Serbia. The Saint returned home with his father's holy relics, mediated between his brothers, and persuaded them to make peace with one another over their father's tomb, restoring peace the Serbian land. At the pleas of the people, St Sava remained in Serbia thereafter. He persuaded the Emperor and the Patriarch of Constantinople to grant autocephaly to the Church in Serbia. Against his will, he was ordained first Archbishop of his land in 1219. He labored tirelessly to establish the Orthodox Faith, for, though his father had been a Christian, many of the people were still pagan. In old age he resigned the episcopal throne and went on pilgrimage to the Holy Land. While returning from his pilgrimage, he fell asleep in peace in 1236.

7 ways you can help the homeless in Los Angeles
In January 2018, the Greater Los Angeles Homeless Count counted an estimated 31,516 people experiencing homelessness on any given night in the city of Los Angeles. Those numbers are down slightly from the year before, but it’s still a daunting statistic for a city that is home to the largest unsheltered population in the country.
Thanks to the passage of Measures H and HHH, the city has more tools than ever to tackle the crisis, and there are finally some signs that efforts to house LA’s most vulnerable residents might be working. Earlier this year, Mayor Eric Garcetti announced A Bridge to Home, an effort to build emergency shelters in each council district, and issued an executive directive to fast-track their construction.
To help monitor the city's progress, the United Way launched the Everyone In campaign, where Angelenos can advocate for new housing solutions in their neighborhoods, and urge elected officials to address the problem. Councilmembers each made a pledge to create 222 new supportive housing units in their districts, and loosened restrictions to speed up their delivery. Several of these projects have already broken ground.
We asked experts and local homelessness advocates what else Angelenos can do. Their answers and solutions are below.
1. Volunteer
Many Angelenos have made serving food at a shelter or kitchen part of their holiday season traditions. But homeless organizations need year-round support, including a wide range of ongoing, lesser-known skills like tutoring, resume-editing, and child care.
Many Skid Row shelters, including the Downtown Women’s Center and Los Angeles Mission have new volunteer orientations every month. You can even sign up for “group serve” events where you’ll volunteer as a team with friends or coworkers. Or check out opportunities on Volunteer Match, which are located all over the city.
2. Build an ADU to house someone
After the state relaxed local ordinances that make it easier for homeowners to build an accessory dwelling unit (ADU) or granny shack on their properties, applications skyrocketed.
Now LA County has launched a pilot program where qualifying homeowners can receive up to $75,000 in funding—as well as a streamlined permitting process—to construct ADUs if they rent the units to formerly homeless individuals. The prefab company Cover built a new tool so homeowners can see what size ADU is allowed on their property.
State Sen. Bob Wieckowski, who sponsored the original ADU bill, is working on more legislation to help clear hurdles for property owners. “The power should go to the homeowner, not the government, if they want to help with the housing crisis,” he told Curbed. “We should let them chip in.”
New bridge housing for people experiencing homelessness is located in a parking lot alongside the El Pueblo de Los Angeles historic monument.

3. Donate in-kind goods
Many local homeless organizations accept donations, both monetary and in-kind. “Unrestricted general funds go directly to the women we serve, and donating is a quick, simple way to make a big impact,” says Ana Velouise of the Downtown Women’s Center. But the center needs in-kind goods, too.
“We’re always in need of clean socks and underwear, sleeping bags, and travel-sized toiletries,” says Velouise.
Check out the center’s Amazon wish list for an quick way to purchase additional items that can be shipped directly to the center. Most missions and shelters have similar lists to make donating easy.
Neighborhood support can help get housing projects approved, like this Skid Row Housing Trust development in Westlake.

4. Advocate for affordable housing
Voters have approved several ballot measures to give money to more homelessness solutions, but there are still roadblocks in the way. Your participation in public meetings could help sway lawmakers to change city policies.
“It is crucial for residents who support [building] more homes to turn out to hearings and to contact decision makers about proposed housing developments,” says Mark Vallianatos of Abundant Housing. “Otherwise only NIMBY voices will be heard.” Sign up for Abundant Housing’s weekly action alert to find out where you can advocate for new homes.
Currently there are groups working to block the opening of emergency shelters, also known as bridge housing. Find out where shelters are being proposed in your council district, and contact your councilmember to find out how to show your support for these projects.

5. Sign up for the Homeless Count
“The annual Homeless Count doesn’t just give us an accurate picture of how many people we can help, it gives us the information we need to find and fund real, supportive solutions,” says Elise Buik, CEO of United Way of Greater Los Angeles. “We need everyone in to get everyone into homes and the Homeless Count volunteers are key to achieving that goal.”
With reporting centers all over the county, you can sign up for a location near you each January. Beyond helping the city learn where to target its efforts, it’s a good way to get to know your neighbors and serve your community.
6. Take a walking tour of Skid Row
With almost 60,000 residents, LA’s homeless community could be its own city. Thinking about it that way can help Angelenos cope with the crisis, says Adam Murray, executive director of Inner City Law Center.
In a Los Angeles Times op-ed, Murray vividly describes the demographics of “Homeless City,” which includes about 5,000 local children. Inner City Law Center offers a real-life way to understand the scope of homelessness in LA with walking tours through Skid Row, led by local residents.
“If we stop for a moment and consider what is around us, we see what will make Homeless City a smaller and healthier place: more affordable housing, higher incomes, more healthcare and social services and earlier interventions,” Murray writes.
The monthly walking tours take place at 10 a.m. on Fridays. Sign up here for details.

7. Just say “hello”
“It sounds simple and that you may not be making a difference, but when you make eye contact with someone who is often ignored, someone who has been struggling to maintain their dignity, you are telling them that in that moment you see them,” says Jackie Vorhauer of Skid Row Housing Trust, which provides permanent supportive housing for 2,000 people in 26 buildings throughout LA County.
“They are not invisible. So say hello. It may help them hang on to tomorrow when an opportunity for housing presents itself,” says Vorhauer.

Zsa Zsa Gabor’s Longtime Bel Air Mansion Sells For $20.8M
Tumblr media
The glitzy Bel Air estate where Hollywood icon Zsa Zsa Gabor lived for four decades sold last week for roughly twice the price it went for in 2017, shortly after the actress’s death. (FROM CURBED LA)
Gabor and her ninth and final husband, Frédéric Prinz von Anhalt, accepted an offer on the house in 2012, but because of an unusual arrangement that allowed the couple to continue living in the home for the rest of Gabor’s life, the sale wasn’t fully completed for another five years.
Tumblr media Tumblr media
The home’s new owner, developer Albert Taban (whose firm, Jade Enterprises, is now hard at work in Downtown LA’s South Park neighborhood), reportedly considered redeveloping the property, but eventually put it back on the market in July.
Now, property records show the nearly 9,000-square-foot mansion has found a buyer for a whopping $20.8 million.
Built in 1955, the Regency-style estate is so gloriously over-the-top that HBO’s location scouts selected the property to stand in for Liberace’s house in Behind the Candelabra. Featuring six bedrooms and seven bathrooms, it also boasts parquet floors, mirrored walls, and ornate chandeliers and sconces.
It may not be around for long, though. According to listing material, the sale of the property included plans for a 24,020-square-foot megamansion with a parking garage the size of two single-family homes.
