MP100 Fallout AU

I wrote down some headcanons for this AU (& others) in February & well, come April there's suddenly a Fallout TV series? (& there are Magic the Gathering Fallout cards since earlier this year, too??) Well Fallout brainrot is revived, here's long-ass worldbuilding/background ramblings.

Vault Tec & Claw

Claw existed before the Great War as an organization researching psychic abilities; though in this universe powers initially don't nearly reach the levels of MP100 canon

Toichiro & his wife start working with Vault Tec overseas & are assigned Vault 100, that is just being constructed

They are to conduct experiments with FEV-variants on promising psychics to try & enhance their abilities by new means the vaults offer in the future

Mob is born in 2058

Several years later Toichiro starts to "collect" mostly young espers to populate the vault with; of course the plan of direct & experimentation with yet unknown risks is left out

Parents of the kids he's interested in are offered contracts that promise a safe place for them to survive with the downside of being taken away to 'monitor', but the desperation over the worsening state of the world makes it easy to agree

The Kageyamas even beg for them to take both their sons, not only the one with some innate abilities - and succeed

Toichiro's wife leaves him over the increasingly unethical plans for the vault, but to her dismay their own son stays with his father

Vault Occupancy

In 2072 the contracts take effect & Vault 100 is populated and sealed (with mostly kids from JP & USA families)

Toichiro & the Ultimate 5 are in charge and oversee the vault and experiments

For about two years the vault is operated with its young residents living a pretty standard vault life, they have restricted permission to be in contact with their families

As the experiments so far show no effect & the young population is getting harder to control, the decision is made to make them enter cryosleep early & continue with different lines of experimentation while in this state

In 2074 all residents except the six in charge enter cryosleep, including Toichiro's own son

Correspondence with parents of the kids is fabricated from here on

Many of the kids die in the next few years while supplemented with barely tested substances to increase their affinities

In 2077 on the day of the Great War, Toichiro & the Ultimate 5 enter cryosleep themselves, joining their own experiments as subjects now that the fatality rates have reached 0 & brain scans look promising

They set their own systems to awake at a scheduled point in the future

Post-Apocalypse

It goes as planned; the 6 of them wake up & find themselves enhanced with never before seen psychic powers, marking their final experiments a success

Vault 100 is unsealed & Toichiro wakes only Sho from the remaining children, to take him with him

Sho is initially too weak to fight back but doesn't take to it kindly; as soon as he is able he goes back

He wakes Ritsu first, of course

Together they start waking the remaining kids - some of them, including Ritsu, don't seem to see any changes in their abilities, several of them are incredibly disoriented

However, Mob's cryopod malfunctions and won't release him - they could break it, but can't guarantee his survival should they forcibly remove him

They can only try to look for someone to help, so even if Ritsu has a hard time leaving he and Sho start their wasteland journey with that mission, while Teru stays back to watch over the others and Mob

Unfortunately Toichirou comes back in search of Sho and they are forced to flee, leaving Mob unattended

Reigen & Mob

Not too long after everyone's gone, Reigen instead finds the vault - it looks newly opened which could promise a fortune (& he isn't so wrong about that)

Despite, or because, not knowing what he's doing, he ends up accidentally releasing the single kid left

Mob is fine but overwhelmed & immediately starts frantically looking for Ritsu

Reigen's words don't get through to Mob - he gets some reaction when he talks to him in Japanese, but ultimate can just follow while Mob scours the whole vault

Soon he gets a showcase of Mob's new powers & in their strongest form, while Mob reaches 100% despair

In the explosion, most of the vault is destroyed

Reigen is shocked but fascinated and he stays with Mob and calms him

His initial plan to bring the kid somewhere safe asap change with the idea of taking him with him to profit from these powers - Reigen himself is not the strongest & survives mainly on charisma & luck out there

Reigen lies to him about knowing more than he does & possibly being able to help him find his brother

Throughout Mob's traumatic awakening into an entirely unknown world alone Reigen is his only company & guidance, so Mob trusts him quickly - & Reigen gets attached quickly

Reigen continues lying but his own gains aside, he soon genuinely tries to help Mob find Ritsu as well as the truth

Somewhere along on their journey they meet Dimple, an intelligent super mutant & he tags along, initially also out of interest in Mob's powers

The discovery of a contract awarded by the U.S. Department of Defense to Labyrinth Global Health for “COVID-19 Research” in November 2019 has raised questions about the permanent U.S. Government’s knowledge of the novel coronavirus.

But the findings also suggest the permanent U.S. Government may have had a hand in the creation of this alleged virus in Biolabs through Gain of Function Research overseen by Dr Anthony Fauci.

This would explain why they knew the name of the novel coronavirus disease three months prior to the World Health Organization officially naming it Covid-19 in February 2020.

The U.S. Government’s “USA Spending” website reveals that it had spent a staggering $4.04 trillion “in response to COVID-19”. A deeper look at the website’s “Award Search” feature uncovers a contract awarded by the Department of Defense to Black & Veatch Special Projects Corp. for “Professional, Scientific, and Technical Services” on September 20, 2012.

A closer examination of the contract’s “Sub-Awards” tab reveals 115 transactions with recipients and brief descriptions, the majority of which are mundane items like “laboratory equipment for Kyiv” and “office furniture for Kyiv.”Click to enlarge

There is, however, among the 115 transactions listed in the “Sub-Awards” tab of a contract awarded by the U.S. Department of Defense to Black & Veatch Special Projects Corp. one transaction that stands out:

An award to Labyrinth Global Health INC for “SME Manuscript Documentation and COVID-19 Research.”

While it is not surprising to see an award for Covid-19 research during a pandemic, the fact that the contract was awarded on November 12, 2019, at least one month before the alleged emergence of the novel coronavirus and three months before it was officially named Covid-19, raises questions about the government’s knowledge of the virus.Source

Furthermore, the contract was instructed to take place in Ukraine, as was the entire contract awarded to Black & Veatch Special Projects Corp. These findings suggest potential U.S. Government involvement in the creation and spread of the virus.

The contract was for a Biological threat reduction program in Ukraine, and concluded in October 2020. While the details are unclear, it is known that $21.7 million of the $116.6 million contract was spent on this program.Source

It is puzzling why the DOD would contract a company specializing in infrastructure development for a biological threat reduction program.

Furthermore, it is intriguing that both the DOD and the contracting company subsequently paid Labyrinth Global Health INC to conduct COVID-19 research in Ukraine prior to the emergence of the novel coronavirus and before it was officially named Covid-19.

These events raise questions about the nature of the biological threat reduction program and its potential connection to the alleged COVID-19 pandemic. And the discovery of a contract awarded by the U.S. Department of Defense for Covid-19 research in November 2019 suggests that the U.S Government either knew the virus existed naturally or was involved in constructing it in a lab.

This theory is supported by evidence that the National Institute of Allergy & Infectious Diseases (NIAID) and Moderna had a coronavirus candidate in December 2019.

All of these signatures were made prior to the general public having any knowledge of the alleged emergence of the novel coronavirus.

A vaccine candidate that was funded by Bill Gates and his Foundation.

But Moderna also revealed that the framework agreement they made with the Bill & Melinda Gates Foundation could bring the total funding up to $100 million for “follow-on projects” that are proposed to and approved by the Bill & Melinda Gates Foundation up to 2022.

And the terms of this agreement stipulate that Moderna are obliged to grant the Bill & Melinda Gates Foundation certain non-exclusive licenses.

A Non-Exclusive Licence grants the licensee the right to use the intellectual property, but means that the licensor remains free to exploit the same intellectual property and to allow any number of other licensees to also exploit the same intellectual property.

Therefore under the terms of the agreement made with Moderna, the Bill & Melinda Gates Foundation have now been granted a non-exclusive license to the Moderna mRNA Covid-19 injection, and are therefore profiting from its use.

Are Fauci, Gates & Moderna responsible for the COVID Pandemic?

It wasn’t until December 31st 2019 that the World Health Organisation (WHO) became aware of an alleged cluster of viral pneumonia cases in Wuhan, China.

It was not until January 9th 2020 that the WHO reported that Chinese authorities had determined the outbreak was due to a novel coronavirus which later became known as SARS-CoV-2 with the alleged resultant disease dubbed COVID-19.

So why was a Coronavirus vaccine created by Moderna transferred to the University of North Carolina on December 12th 2019?

The same Moderna that have had an mRNA coronavirus vaccine authorised for emergency use only in both the United Kingdom and the United States to allegedly combat Covid-19.

What did Moderna, Fauci & Bill Gates know that we didn’t?

In 2019 there was not any singular coronavirus posing a threat to humanity which would warrant a vaccine.

As the world tries to move on there are many questions that remain unanswered, the above being just some of them.

But the discovery of a contract awarded by the U.S. Department of Defense for Covid-19 research in November 2019, and the fact Moderna and Fauci’s NIAID has an mRNA coronavirus vaccine candidate funded by Bill Gates ready in December 2019, suggests that the permanent U.S Government, Dr Anthony Fauci, Mr Bill Gates & Moderna all know the answers to those questions.

For a country that loves to call itself secular and to remind its Muslim inhabitants of it all the time... most of our holidays are... christian... So secular of us...

Among the exceptions: 1er Mai - May 1st when it is tradition to gift a sprig of Lily of the Valley (muguet) to our loved ones and wish happiness, love and luck as spring brings up the new year. A lot of people grow Lily of the Valley in their gardens for it to bloom and be gifted on this occasion. I really love this tradition and since I'm not home to give flowers to everybody, I figured I'd share my second favorite thing about it: the super kitsch old postcards people sent each other!

1er Mai is also our labor day, the two traditions collide. Fun fact: it arrived in France through the USA. I don't have the time to properly research the precise details, buthere's the gist of it. Back in the 19th, workers in the USA saw thir yearly contracts end by the end of April and May the 1st was the day they either had a job or were let off. Some factory workers in Chicago started a strike and demonstrations that was repressed in blood by law enforcement in 1886. They were demanding 8 hours of work, 8 hours of sleep, 8 hours of life (I think was the motto).

Dear my beloved descendants (if I have any) or whatever remains of humanity,

 I am writing this letter as someone living in the year 2050 to tell you how this war began. As they say, "History is always written by the winners", so I will not be surprised if somethings are left out in the official retelling. As I write this letter, I am currently in hiding as I am one of the last few remaining pure humans left in existence because we are currently being hunted down by what I call the "Mutated Ones"and I'm not sure I may survive to tell the story in person. This dystopian situation began in the year 2025 when NASA officially launched its previously announced plans to send people to an asteroid. After the successful completion of that mission with said people returning a year later with no immediately identifiable side-effects the next thing on their agenda was to prepare for the journey to Mars. We as a species were united (to my knowledge) in our amazement at how far we have come since we started this space-faring journey. 

My family and I watched from the living room TV of the hotel we were staying at, the official take-off to Mars. On that specific day I would never forget June 21st, 2035. I remember that day quite vividly as my family and I had decided to spend the summer holidays in what was then Orlando, USA. It was a kind of family reunion as we hadn't seen each other in a while. After exploring, we decided to watch the live recording of the take-off to Mars. At that time, it was an amazing thing to behold, seemingly the pinnacle of everything humanity has been striving for unknowing of what it was heralding.

With the spacecraft having been launched, everyone went back to what they were doing. It seemed like business as usual until two years later in the year 2037 when it was announced that NASA had received word from their colleagues on Mars, that they had begun to build a settlement, but more supplies and personnel were required. A lesser-known fact was that NASA had begun to partner with Space-X as the Mars project was becoming too big for one organization to handle. In the year 2040 more personnel were sent to Mars while some from the original trip returned. I know this is because I was one of said personnel. According to the people in charge at that time, my outstanding work in the field of biochemistry and environmental engineering had been recognized and they need a scientist to help them in discovering a way to grow food on Mars. Despite my shock and confusion, I agreed to sign a contract with them (NASA and SpaceX). Within two months I was prepped and sent to the red planet where I would be working on for the foreseeable future. The astronauts that returned also showed no immediately detectable side effects, so once again the mission was celebrated as a success and a huge step forward for humanity. At that time, we had not known that the astronauts that had gone to Mars and the asteroid had become carriers of some sort of bacteria or virus that we had never seen before and therefore couldn't quite prepare for.

 Upon my arrival on the red planet, I was introduced to the group of fellow scientists that I would be working with. My then colleague and I set to work on comparing the soil samples that were collected from Mars with the soil samples we brought from Earth to see if there was any way to make the soil samples from Mars able to grow anything. After numerous failures, I decided to personally observe the Martian samples underneath a microscope, from which I noticed some sort of bacteria I couldn't place despite the numerous research I carried out. I would be dishonest to say, I played no role in the current disaster. In the name of science, disregarding my instincts, conscience and morals I conducted experiments with the then newly discovered Mars bacteria. After obtaining a sample of the bacteria from the Martian soil, I tested it on the soil samples from Earth. There had been no obvious/visible side effects, though under the microscope I noticed some changes in the soil composition. I then conducted some white mice trials to see where the visible side effects began. At first, the animals seemed to be okay with no immediate side effects but after introducing a somewhat stable mixture made up of mostly uranium235 and plutonium-239 some very unnatural side effects began to occur. Some of the mice seemingly died and came back to life, some mutated in varyingly strange ways and the rest just stayed dead. Extreme mutations were noted down, some of which were: wing growth, appearance of multiple eyes, growth of extra limbs and seemingly extra organs as well as other less extreme mutations. After observing what had occurred, I was immediately horrified by the situation. I told my bosses what had occurred thinking that they too would be horrified and call for the project to be cancelled but they only seemed pleased. According to them, this could be a way for humans to evolve enough to survive on Mars. They wanted to immediately proceed with human trials, though I tried my best to counsel and advise against such things I could only delay it. I had thoughts of destroying my previously beloved research and running away but I knew that if I didn't do it someone else would and they may not be as morally conscious as I am and even if I did run away, I wouldn't have been able to get back to earth without being caught. There was no escape for me.

 In the year 2045, after two years of research I had finally (reluctantly) finished the serum that could be tested on humans, though I was still stuck in the Martian base running trials to decide who would become the first batch of volunteer test subjects to be injected with what was newly called the MARS serum. My greatest regrets since that day was not destroying my research and informing my bosses of the results. As I look into the eyes of these volunteers who had no idea of what they were getting into, some of whom I may be causing very painful deaths, I could only bow my head in shame and sadness. Tears streamed down my eyes as the soldiers screamed after being injected with the serum. It haunts me till this day when I remember Harry, a boy aged 23 who had only signed up to get some benefits for his elderly parents died in complete agony from the serum. His dull, lifeless eyes seemed to stare into mine asking why I had done this, but I could not respond. I remember names and ages of each and every soldier that was injected with the MARS serum, both those I personally injected and the ones I didn't. Altogether there were 150 of them. I am sure there were more casualties of this ill-fated exercise that I wasn't aware of. The 150 mentioned by me are the ones I knew of, with the youngest victim being Harry aged 23 to the oldest Nicolas age 45. I cringe at the thought of the number of soldiers those known and unknown, who wereaffected. I cringe at the thought that even if some of them survived the serum, their lives would never be the same again. Each day I had to watch, observe and take notes of how each volunteer reacted to the serum, if there were any recognizable patterns that could help me (more of them than me though) achieve more positive results. Positive results being mutations that would be supposedly be helpful for survival on Mars. This meant more tests and research needed to be done to find a way to predict and control what kind of mutations could occur. It was like an unending punishment, a Sisyphean task, something that could not be completed. The only thing I could do was get an 85% accuracy test on possible kinds of mutation the injected person could get but there was no way of choosing the mutation. 

 After 3 years of that hellscape, on October 15th ,2048 I worked up my courage to burn down my lab, all my research (apart from some notes that I carried with me so as to see if I could come up with a way to reverse the damage I caused) and all available samples of the MARS serum before running away to meet up with who I believed was the only morally-sane person in that entire base on Mars apart from the unknowing volunteers at the take-off point. At that time, I had been completely isolated from what was happening on earth apart from the fact that the volunteers that survived had returned back to earth. I was only allowed to contact my loved ones once every 6 months and the messages were monitored. So, I was unaware of the war that the US had started with the rest of the world. When I asked my then friend and astronaut about what had occurred on Earth in my absence, he only shook his head and frowned. He told me that the only reason that he could help me escape was that the base I was staying in was pretty much abandoned due to the war on Earth as all hands-on deck were required. After prying out the entire story from my friend, I realized that at some point in the last eight years while I was stuck in the lab on Mars, the whole world had gone apocalyptic. Being in the same environment as the nuclear weapons as well as being in the presence of the MARS soldiers (the former volunteers) had caused the caused the astronauts that had gone to space to mutate as well. While the rest of the world either permanently died; died and woke up as some sort of undead zombie thing, mutated; or for some luckily (or unlucky depending on your point of view) remained purely human. 

 I wasn't sure how to feel after hearing the news because I had technically caused the world to end. That wasn't something I ever wanted to check off my bucket list but there was nothing I could have done at that point. All I could do at that point was find somewhere to hide and check-up on my family. After coming to that conclusion, I asked Tony (just realized I never gave his name) what we were doing next. He then informed me that he had a place set up for me and that after dropping me off he was heading back to the war base to figure out how to defeat the undead and mutated ones. I was confused by what he meant by war base, but after seeing my confusion he informed me that while the war between humans might have ended, the war between humans and the rest (mutated and undead) was just beginning.

 Having a place to myself after almost eight (8) years of being surrounded by people gave me a lot to think about, now that I recall. I remember feeling quite lonely and disturbed about the situation I had found myself in. While contacting my family after months of radio silence, I was informed by my siblings that our parents had passed on (thankfully remaining dead and coming back as an undead as that would have been painful); a couple of our close relatives mutated; some certain unwanted relatives (I'm pretty sure everyone has some of those) undead but thankfully the majority were still human including them. After a few weeks of wallowing in self-pity, I decided to get up and join in the war efforts instead of being useless. When I introduced myself and my reluctant part to play in causing what was being referred to as the end of the world. While some were angry and reluctant to work with me (understandably so); most put their grudges aside when they realized that I was in no way a willing participant in causes of the war, and I had brought my research notes with me after escaping so as to find a way to reverse the mutations (and to them quite possibly the undead). 

 After a few months (almost a year) of constant training and research, by June 2049 I was ready to join the front lines with the first official prototype of the anti-MARS serum. When I was later asked what happened during the battle I wasn't able to recall it completely or accurately. From what I do remember, the day started pretty well, but after my team and I found our first group of undead everything became a blur. I remember testing out my serum on the undead and getting three different reactions: some turned human again, some died completely, and the rest just became more vicious. Despite our losses, it was regarded as a victory, and it seemed like hope was on the horizon. I won't lie I also I had a bit of hope that everything would go well, and things would go back to the way they were. So, after what was seemingly a sign of things becoming better, I went back to the drawing board to find out why some of the undead became more vicious. 

 After a couple more months of research, I found out that some of the mutated had evolved due to what could possibly be a higher dosage of the serum. I speculated that the volunteers who were given the serum behind my back might have been given a different dosage from what I specified. Though I felt like I was missing a piece of the puzzle, I collated my information (and speculations) and shared it with the leader of the base (Olivia), who in turn shared with me the current reports of the undead hunting. It seemed like with each hunt less people came back and the undead became more organized. It had become an extremely dire situation that was without the presence of what I call a hunter mutated (a mutated that had tracking abilities), as each and every time a human exits the base to grab supplies or hunt undead, they always appear with more undead. When a couple more similar situations occurred, we realized that the mutated ones might have some ability to control the undead. That was when it clicked for me that the original mutated ones (the volunteers) who had gotten a higher dosage most likely had stronger abilities.One of such abilities, being to control the undead. From what we noticed only specific mutated ones appear with the undead and the undead seemed to listen to their orders. While I would have loved to do more research, we received news that some of our sister bases were systematically being found and destroyed. With every human being killed with extreme prejudice or kidnapped for some unknown purpose, it gave us our final theory that these specific mutated ones were using the undead to track down the remaining humans. 

In summary, I will round up this letter on this day (according to my device) May 8th, 2050, by stating that I leave to whoever finds this letter, my research notes (in the envelope) with the hope that you may discover how to fix what I reluctantly started. While I would love to write more, I can hear them coming and they don't exactly sound happy. I'm sorry for what I've left on your shoulders, good luck.
