We don't need a higher level of Devil Fruit to explain it though; Admirals, Enel, Whitebeard, Pica, Doflamingo and Kaidou all have the power to reshape islands; Working together, they could create the Red Line in a few years.

Shirahoshi commands the Sea Kings of the Calm Belts, and is prophecized to accompany Joyboy, so the Calm Belts might actually have been constructed by the previous world order...

There are explanations for the hidden islands:

Punk Hazard lacks a magnetic field because it is an artificial island.

Raftel (or "Laugh Tale") can't be located because it makes the log pose spin out of control. Other New World islands do the same, though less consistently.

God Valley (Roger vs. Rox showdown) is no longer found on maps, but might still have a magnetic field.

Devil Fruit categories are definitely fishy. In particular, Paramecia fruits have very little in common.

We have seen at least the following deviant fruits:

Nika: Mythic Zoan that turns you into a human with Paramecia-like powers. If an animal ate it, its Zoan nature might be more obvious.

Darkness and Swamp: Logia, but offer low defense in return for storing objects in your own body.

Mochi (Katakuri): Paramecia, but lets you manually form holes in your body, simulating Logia defense.

thanks for your thoughts! i'll reply to various bits.

i get what you mean about existing devil fruits being able to do some terraforming as it stands, and i don't exactly disagree, but i think it's an understatement to say it would be just a few years, given the immense scale. consider these scales: we saw kaidou lift an island (small), enel destroy a (cloud) island (small), pica disfigure an island (small), akainu and aokiji ruin an island (small), doflamingo transform a town (smaller), whitebeard create two tidal waves (big! but only about the size of an island). so if the red line is the size of thousands of islands, it would take thousands of times as long-- probably several years, as you say. but i think it would be hard to amass a bunch of devil fruit users to do a hard task for a long time; there's the bodily power that comes with eating a devil fruit (eat it and now you're strong enough that people can't tell you what to do) and the inherent randomness of devil fruits appearing in the world (making it hard to get the right person to eat the right fruit at the right time). due to ego and whims, terraforming-enabled devil fruit users might be disinclined to work together long enough and cohesively enough to create an entire supercontinent, even on a scale of just a few years. so i feel like the course of the red line's construction would be more cataclysmic than what you describe, and would involve fewer, stronger people and less cooperation. and that's why i think awakened fruits would probably be involved.

if the calm belts were constructed by the previous world order, then the world was already divided at least in half at that time... speaking of sea kings, they could have been involved in moving stuff around for construction of the red line.

your explanations for the un-log-posability of islands are different for each island, but mine (log pose artificiality or magnetism manipulation) could apply equally to all islands, so i like mine better until canon indicates otherwise.

another mythical zoan that gives the user paramecia-like powers is marco's phoenix fruit, which gives him healing powers that he can even bestow on others. well, and also yamato's, which gives her freezy abilities along with dogbody. and kaidou's gives him island-lifting cloud control along with dragonbody. and catalina devon's gives her shapeshifting along with foxbody. and sengoku's which is too boring to talk about. so luffy's fruit seems to be pretty well in line with the other mythical zoans.

i don't think caribou's fruit has low defense by nature. i think he just has weak haki (if any), making him weak to haki attacks, logia or otherwise, and that's why he's useless in the new world. his logia still makes him immune to hakiless attacks like normal bullets, whereas i think blackbeard is vulnerable to normal bullets. so caribou's logia is not an outlier, but blackbeard's is.

katakuri's ability not fitting neatly into categories pisses me off. i guess he can shape his body mochily but not effortlessly like a logia? but can't he become entirely mochi if he wants?? his body can become partially but not completely mochi??? i don't know. vexing.

Two months after Coalition agents destroyed the Sailcopper satellite, Rota Dauntless was ordered to bring the surviving saboteur to the capital for public trial. 

She would be glad to be rid of him. He showed no remorse, and he complained relentlessly of the cold.

“Humans can freeze to death.” He hung back far enough that the cord binding his wrists to the cargo rack on Rota’s back went taut. “Even the most broken Dogbody should know that.”

“Broken,” Inna Peerless scoffed from Rota’s side, the tips of her plasteel legs leaving puncture wounds in drifts of snow. “We went too easy on him in lockup. Should’ve broken him.”

“Unnecessary,” Rota said tersely. “You know that.” She braced her four legs in the rocks of the mountain path; heaved the bulk of her body forward. The saboteur stumbled forward with a shout.

Their garrison had found the boy--for he was a boy, from what Rota knew of human development, not quite of age--beyond the borders of their small province. Desperate, he’d burrowed like an animal in snow, his crashed novafighter a mile away. Even alone--even shivering, half-frozen--he’d bricked the limbs of two of Rota’s subordinates and wrecked a third’s operating code before they could wrench the command staff from his hands.

That left only herself and Inna Peerless to shepherd him from the province to the capital. Her garrison was small--smaller still, since the energy rationing. Since the saboteurs destroyed the satellite. 

“Tell me, Coalition brat,” Inna said loudly. “How much do you know about the cities you’re starving to death? About the half-coded unborn lost with the config consoles in the power surge before the darkness?”

“What does it matter,” he snarled, “what happens to a machine?”

Inna’s gripping arm swung to face him. He flinched like he’d come face-to-face with an angry beast from old Earth. Dogbody arms were not faces--but humans, Rota noted, had a hard time remembering the difference.

“I lost people,” Inna snarled. “When the Sailcopper failed. Do you think I care whether you get your trial? Push your luck, and your trial is a seismic event and a hard fall.” 

“Inna,” Rota chided at lowest volume. 

Inna reared her arm back. Kept walking. “It’s hard to predict these things.”

Rota’s rear camera watched the saboteur. His once-tawny skin had developed a sickly complexion in the months of imprisonment. His thin nose flared as he glared holes through Inna’s plating.

Anger overcame her, swift and glowing--sudden as a seismic event.

“You’re a child,” she said. “They ruined you.”

The boy’s startled gaze met her camera. Pink settled high on his cheeks.

Then his eyes went to his command staff, strapped like spoils to Inna’s cargo rack. His lips pulled back like a beast bore its teeth. “You’re all broken. It doesn’t matter. The Coalition is coming to fix you.”
