‘We’re hemorrhaging money’: US health clinics try to stay open after unprecedented cyberattack
For more than two weeks, a cyberattack has disrupted business at health care providers across the United States, forcing small clinics to scramble to stay in business and exposing the fragility of the billing system that underpins American health care.
“We’re hemorrhaging money,” said Catherine Reinheimer, practice manager at the Foot and Ankle Specialty Center in the suburbs of Philadelphia. “This will probably be the last week that we can keep everybody on full-time without having to do something,” she told CNN. The center is considering taking out a loan to keep the lights on.
The cyberattack disrupted the computer networks of Change Healthcare, which serves thousands of hospitals, insurers and pharmacies nationwide. It prevented some insurance payments on prescription drugs from processing, leaving many care providers footing the bill up front and hoping to get reimbursed.
Change Healthcare, part of UnitedHealth, is one of handful of companies that make up the central nervous system of the US health care market. Its services allow doctors to look up patients’ insurance, pharmacies to process prescriptions, and health clinics to submit claims so they can get paid.
Health care groups have pleaded with the Department of Health and Human Services (HHS) to offer medical practices a financial lifeline. The department on Tuesday said it was taking extraordinary steps to help get claims processed, but some care providers say it’s not nearly enough.
Mel Davies, chief financial officer of Oregon Oncology Specialists, told CNN she is worried that the private clinic that treats 16,000 cancer patients annually could be forced to close if she doesn’t get financial relief soon.
Cash flow has dropped by 50% in the two weeks since the cyberattack, she said. “The magnitude of this is off the charts for us.”
On Thursday night, half a month since the saga began, Change Healthcare announced plans to have its electronic payment platform back online by March 15 and its network for submitting claims restored the following week.
But the financial wreckage caused by the cyberattack will take a lot longer to clean up, health providers and analysts say.
“The prospect of a month or more without a restored Change Healthcare claims system emphasizes the critical need for economic assistance to physicians, including advancing funds to financially stressed medical practices,” Jesse Ehrenfeld, president of the American Medical Association, said in a statement Friday.
Reinheimer, who works at the foot treatment center, said Change Healthcare’s plan to bringing systems back online was a “light at the end of the tunnel … However, it doesn’t solve the immediate issue, which is lack of money today, tomorrow and next week.”
The chaos caused by the cyberattack is prompting a reckoning for senior US cybersecurity officials about the vulnerabilities in hugely important companies that underpin the health care system.
The Change Healthcare hack “is an evolution beyond” other ransomware attacks on individual hospitals “that shows the entire system is a house of cards,” a senior US cybersecurity official told CNN.
Health care executives have been sounding the alarm for several days that the cyberattack is causing severe financial strain on the sector.
The Medical Group Management Association, which represents 15,000 medical practices, has warned of the “devastating” financial fallout from the hack and of “significant cash flow problems” facing doctors. The ransomware attack has “had a severe ongoing impact on cancer practices and their patients,” the nonprofit Community Oncology Alliance said this week.
A week ago, Change Healthcare announced plans for a temporary loan program to get money flowing to health care providers affected by the outage.
But Richard Pollack, head of the American Hospital Association representing thousands of hospitals nationwide, slammed the proposal as “not even a Band-Aid on the payment problems.”
The cyberattack could end up costing Change Healthcare billions of dollars in lost revenue and clients, said Carter Groome, chief executive of cybersecurity firm First Health Advisory.
“This is a huge, huge moneymaker being essentially the middleman or the intermediary between the insurance companies,” Groome told CNN.
Change Healthcare has blamed the hack on a multinational ransomware gang called ALPHV or BlackCat that the Justice Department says has been responsible for ransomware attacks on victims around the world.
A hacker affiliated with ALPHV this week claimed that the company had paid a $22 million ransom to try to recover data stolen in the hack. Tyler Mason, a spokesperson for Change Healthcare, declined to comment when asked if the company had paid off the hackers.
Private experts who track cryptocurrency payments said the hacking group had received a $22 million payment, but it was unclear who made the payment. “A cryptocurrency account associated with ALPHV received a $22 million payment [on March 1],” Ari Redbord, global head of policy at blockchain-tracing firm TRM Labs, told CNN.
For Joshua Corman, a cybersecurity expert who has focused on the health sector for years, the Change Healthcare cyberattack is clear evidence that the US health sector is not as resilient as it needs to be in a crisis.
Acquisitions that have merged multibillion-dollar healthcare companies have accentuated the problem so that “a single point of failure can have outsized, cascading reach and consequences,” said Corman, who helped lead a federal taskforce to protect coronavirus research from hacking.
If federal officials “don’t identify the systemically important entities proactively, our adversaries will continue to do it for us … while we burn,” he told CNN.

another important time of year to know about that begins in june is hurricane season.
if you live in an at-risk area, make sure you have all the supplies you need. i live in miami, so you bet your ass we're getting all the batteries, non-perishables, emergency supplies, etc. that we need.
do not wait until a storm is approaching to prepare. panic may ensue after a storm is announced. items may become hard to find. get them now while there is not much going on.
here's a list of items to stock up on. ill also put it here bc if you dont read any of the links from this post i want to be sure you at least read this. this is (in no particular order) the list from Ready, the site NOAA has linked:
water. Ready recommends a gallon per person per day for several days; get what you can. be sure you also have water for pets if you have them.
food. have several days' worth of non-perishable food. again, be sure to get food for pets as well if needed. if the food is in cans, make sure you've got some way of opening them, i.e. manual can opener. dont rely on an electronic can opener. (optionally, extra plates, utensils, etc.)
radio, etc. ESPECIALLY if you're in a risk zone, your power can go out so fast. so can cell service, etc. know which devices work without power, which require a charger, and which can work without internet.
flashlight. generally a good thing to have anyway. harbor freight has rly bright ones for cheap, theyre by the front counter
first aid kit. again, generally a good thing to have in or out of hurricane season.
covid preventative measures. especially if you're living with other people — you may end up in close quarters for days at a time or longer, and that's gonna get really bad really fast if you don't have some way to ward off the virus
MEDICATIONS!!!! i can say from experience that hurricanes and even just storm surges have a very real chance of messing up your ability to get your prescription. all it takes is a power outage and the pharmacy to be like oh :( sorry cant give u ur meds now :( computer isnt working :( and you can get screwed so easily. also, check up on your supplies of any over-the-counter stuff you may need to use, especially if regularly (for example, ibuprofen and similar that might be needed for menstrual cramps)
menstrual products (pads, tampons, etc.). you will want to have enough of these for a while. make sure to account for anyone else you're living with who needs them too.
baby care products. Ready specifically lists formula, bottles, diapers, wipes, and diaper rash cream.
diversions for kids. Ready lists this too, and i can say from experience — being trapped inside without power during a hurricane as a kid is not only terrifying, but also boring as all hell. you don't really understand what the adults are talking about, you just know that you're possibly in danger and that your games arent working because of it, and it sucks. i highly recommend legos, but even a silly board game can be enough for a couple hours.
batteries. yes okay sure maybe you have batteries. but please double-check — are they the right kind? do you have enough for the things you may need to use them for? also keep track of batteries for devices such as hearing aids, which you are less likely to be able to find batteries for from a neighbor
whistle to signal for help. you can get em for like 3-4 bucks
dust mask for contaminated air. i tried to find whether this can be a covid mask, but no dice. lmk if you know! in the absence of any evidence that the two are completely interchangeable, i would recommend to get a separate dust mask just in case. harbor freight sells em in packs of 10 for 3-4 bucks. also keep in mind that not all dust masks are designed for use against covid
plastic sheeting and duct tape. this one is to seal up the walls in case of danger outside — here's how to do it. (Look at the section titled "Sheltering in place".)
wet wipes, garbage bags, plastic ties
wrench or pliers to turn off utilities. here's how to do it. be sure you know which tools can be used for what BEFORE you have to go do it yourself. while you're at it, check if you've got any tools you need to repair damage to mobility aids, etc.
maps of the area. if you dont know your area, if you're dorming or rooming and don't know what's around, whatever your situation — trust me, you do not want to have to rely on an electronic device to get to where you need to be. know what you're looking for in advance if possible.
phone, charger, etc.
other important supplies based on what you might need:
glasses + lens solution. once again, this is pretty much just a thing that's generally good to have. but also remember that a lens wipe can only do so much if your glasses are covered in large particles or particles in a large amount
cash, important documents, etc. preferably in a waterproof container. Ready specifically lists insurance policies, identification and bank account records.
blanket or sleeping bag for each person. yet another instance of something that is generally good to have.
full change of clothing + shoes. if you can get good, sturdy shoes — great. but if you have a pair of extra shoes, that's fine too.
fire extinguisher. i'll be honest — i've never included this in the kit, and i don't have one, but Ready lists it as an item some people might need. idk. if you feel like you might need one, you can look into it — they do seem to be among the pricier items on the list, though.

Dozens of civil society groups urged lawmakers in a letter Monday against passing a bill that aims to protect children from online harm, warning the bill itself could actually pose further danger to kids and teens.
The American Civil Liberties Union, Electronic Frontier Foundation, Fight for the Future, GLAAD and Wikimedia Foundation were among the more than 90 groups that wrote to Senate Majority Leader Chuck Schumer, D-N.Y., Senate Commerce Committee Chair Maria Cantwell, D-Wash., and Ranking Member Roger Wicker, R-Miss., opposing the Kids Online Safety Act.
The bipartisan bill, led by Sens. Richard Blumenthal, D-Conn., and Marsha Blackburn, R-Tenn., would establish responsibilities for sites that are likely to be accessed by kids to act in the best interest of users who are 16 or younger. That means the platforms would be responsible for mitigating the risk of physical or emotional harm to young users, including through the promotion of self-harm or suicide, encouragement of addictive behavior, enabling of online bullying or predatory marketing.
The bill would require sites to default to more private settings for users 16 and younger and limit the contacts that could connect with them. It would also require tools for parents to track the time their kids are spending on certain sites and give them access to some information about the kids’ use of the platform so that parents can address potential harm. Sites would have to let their young users know when parental tools are in effect.
The civil society groups that signed Monday’s letter, which includes several groups that advocate for the rights of the LGBTQ community, warned that the tools the bill creates to protect children could actually backfire.
“KOSA would require online services to ‘prevent’ a set of harms to minors, which is effectively an instruction to employ broad content filtering to limit minors’ access to certain online content,” the groups wrote, adding that content filters used by schools in response to earlier legislation have limited resources for sex education and for LGBTQ youth.
“Online services would face substantial pressure to over-moderate, including from state Attorneys General seeking to make political points about what kind of information is appropriate for young people,” they added. “At a time when books with LGBTQ+ themes are being banned from school libraries and people providing healthcare to trans children are being falsely accused of ‘grooming,’ KOSA would cut off another vital avenue of access to information for vulnerable youth.”
The bill has gained momentum at a time when debates over parental control of what’s taught in school, specifically as it relates to gender identity and sexual orientation, have come to the forefront due to controversial state measures such as Florida’s Parental Rights in Education Act, also referred to by opponents as the “Don’t Say Gay” law.
The KOSA opponents warned that prescriptive parental controls could be harmful to kids in abusive situations.
“KOSA risks subjecting teens who are experiencing domestic violence and parental abuse to additional forms of digital surveillance and control that could prevent these vulnerable youth from reaching out for help or support,” the groups wrote. “And by creating strong incentives to filter and enable parental control over the content minors can access, KOSA could also jeopardize young people’s access to end-to-end encrypted technologies, which they depend on to access resources related to mental health and to keep their data safe from bad actors.”
The groups also fear that the bill would incentivize sites to collect even more information about children to verify their ages and place further restrictions on minors’ accounts.
“Age verification may require users to provide platforms with personally identifiable information such as date of birth and government-issued identification documents, which can threaten users’ privacy, including through the risk of data breaches, and chill their willingness to access sensitive information online because they cannot do so anonymously,” they wrote. “Rather than age-gating privacy settings and safety tools to apply only to minors, Congress should focus on ensuring that all users, regardless of age, benefit from strong privacy protections by passing comprehensive privacy legislation.”
The groups called the goals of the legislation “laudable,” but said KOSA would ultimately fall flat in its aims to protect children.
“We urge members of Congress not to move KOSA forward this session, either as a standalone bill or attached to other urgent legislation, and encourage members to work toward solutions that protect young people’s rights to privacy and access to information and their ability to seek safe and trusted spaces to communicate online,” they wrote.
