Everyone is allowed to sunbathe topless on the beaches of Helsinki, regardless of gender, a city official reveals.

The City of Helsinki discreetly decided last summer that women should also be allowed to go topless on the beach. The issue was first reported by Kuntalehti last week and was also covered by Helsingin Sanomat.

Kerttu Hynni, who is in charge of the City of Helsinki's recreation team said there had been some inquiries and feedback on the matter in previous years. At that time, there was a lot of discussion in Finland about women's toplessness on beaches, and feminist activists organised topless events called "tissiflashmob" in Helsinki and other cities between 2019-2021.

"I think it got quite a lot of people talking about this issue," Hynni said.

Hynni, who has been in this position for about three years and previously worked as a lifeguard, said she has never encountered anyone finding toplessness disturbing. According to her, people are usually only bothered by full nudity, which often involves disruptive behaviour and alcohol consumption.

The City of Helsinki decided to take an official stance on the matter just to be sure.

"The city's stance is equality for all residents," Hynni said.

The lack of feedback is also the reason why the decision was made quietly and without much fanfare last year. Since no one ever complained about it, the city did not see it necessary to publicise the matter.

Finnish law considers 'sexual immorality' if an act in public causes aggravation to others. However, what constitutes a violation of sexual morality is not always clear-cut and depends on the context. For instance, topless sunbathing has been considered acceptable on a nudist beach but could be deemed inappropriate at a public event.
