First Meeting
For the first day of Heizuha Week, I might as well add my own take on how they met. Sorry if the writing’s not the best, was in a bit of a time crunch to make it so I just hope it’s not too bad. Will probably post this to ao3 eventually but for now, here it is.

Contrary to popular belief, Kazuha wasn’t the one who latched herself to Heiji the day they met. It was actually quite the opposite. When they came face to face for the first time, Kazuha had clung herself to her dad’s leg, hiding her face from the strange young boy in front of them.
“This is Kazuha, my daughter.”
Her dad tried to push her forward, but the girl continued to cling to the back of his leg, hiding her face in the pants’ fabric. 
“I’m sorry, Hattori. She’s just really shy.” He chuckled before turning to look down at her. “Kazuha, come on, introduce yourself.”
She shook her head, burying it deeper against his leg. 
“It’s okay, my son is quite hyper, I bet he’s just scarin’ her.” The other man ruffled the young boy’s head, causing the kid to whine and push his hand away.
“Am not! I wouldn’t scare her!” The young boy protested. 
“Ya may not intend to, but ya sure are, Heiji.” The man said sternly.
“Heizou, really, she’s just shy.” Her dad interjected. “Come on now, Kazuha. He’s a nice kid.” She felt another pat on her back and arched her head around his leg to see the boy fully. He had ruffled hair, dark, freckled skin, and vibrant blue eyes. 
As soon as he saw her look at him, he held out his hand, making a big grin that showed off a missing tooth. “I’m Hattori Heiji!”
The young girl flinched back for a second, only to feel a reassuring pat on her back from her father. Looking up at him, he smiled back at her.
“Go on.” He spoke.
She looked forward at the kid, still smiling, and took a step forward, gently reaching her hand to wrap around his. 
“My… umm. My name is…” Taking a deep breath, she locked eyes with him and lightly shook his hand. “My name is Toyama Kazuha.”
“Kazuha? That’s a cool name!” The boy smiled again.
The little girl blushed and turned her eyes away from him. As she tried to pull her hand back, he held on, instead tugging her towards the door. 
“Come on! Let’s go play!” She squeaked as Heiji dragged her into the house with him, the two older  men laughed as their kids wandered off, settling into conversation of their own as they left to work. Kazuha struggled to keep up with Heiji’s speed, tripping over her shoes. 
“Do you know ‘Cops and Robbers’?”
“‘C-cops and Robbers’?” She stammered.
“Yeah!” He turned to a staircase, pulling her with him as they made their way to the top. “It’s an easy game. One of us plays a cop, and the other, a criminal.”
At the top, he pulled her towards a room. It was lined with bookshelves that surrounded a large desk in the center. Here, Heiji let go of her hand, reaching into the desk to look for something. 
“The criminal has to try to escape their cell without bein’ tagged by the cop. And if they get tagged…”
Kazuha watched as the boy pulled a pair of handcuffs from a drawer, dangling them in front of his face with a smile. “They get handcuffed!”
“Ya were really dumb back then ya know.”
“Yeah yeah, whatever. Not like ya were any better.”
Kazuha leaned against her dresser, kicking an empty cardboard box aside. She held a photo in her hands, a photo of them with handcuffs linking them together with pouts on their faces. 
“At least I wasn’t dumb enough to screw around with police grade handcuffs.”
Heiji sighed as he set back down the end table. “And who was dumb enough to let me?”
She scoffed. “Ya dragged me upstairs the second I said my damn name and didn’t even give me a chance to argue.”
He strode over to her in three steps, putting both hands against the dresser on either side of her, trapping her there. “Ya not grateful? If I hadn’t’ve dragged ya, ya know ya never would’ve given me a chance.”
“I would’ve.” He raised his eyebrow at her. “Eventually…”
Heiji laughed, “Well I’d say,” He reached up to tuck a strand of hair behind her ear, “I’m pretty damn glad I did it.”
“Yeah?” She asked, using her free hand to cup his face. 
He smiled at her and leaned in, “Yeah… Definitely.”

I think that all of the adults in Detective Conan are incompetent to a degree. I don't understand why people are going after the Kudou parents in particular. There is Hattori Heizou who physically hit his son and used him as bait, and then Heiji's complex with having to win. Mouri Ran HAS to be emotionally mature because her parents certainly aren't. The Suzuki's. I'm not saying the Kudou parents are better, but it's weird that people aren't jumping on the other parents and adults as much.
I mean... people do talk a lot about Kogoro and are pretty harsh with him too (whether they’re right or not that’s a whole other thing and it’s up to each one). I’ve also seen people discuss the Heizo thing a lot too. The thing here is... Shinichi is the protagonist. Of course there will be more focus on him and the people around him, and that means there’s a lot more content on his parents than any other out there, it just makes sense I think. 
Also whether the Kudos are good or bad parents is also up to each of us. I’ve seen people defending them and people thinking they are horrible people. There’s very different opinions on them out there, I don’t think everyone dislikes them. I personally love them as characters, they’re great and very fun. Do I agree with some of their parenting choices? No. Do I think that all their choices when it comes to Shinichi are wrong? Not really no.

Hi, hi, I just finished watching the anime Onihei which is based after the historical figure called Hasegawa Heizou. I tried to find more information about his real life counter part but couldn't find much more than the anime already shows us. I was wondering if you're able to find more about this, to me, very intriguing samurai. Thank you very much in advance!

Hasegawa Heizou aka Hasegawa Nobutame was a famous 18th century Law Enforcement official in Edo. As well as being immortalized as Onihei in the books, movies, and TV shows of that name, he gives his name to Gintama character, Hasegawa Taizou. In Detective Conan, Inspector Hattori Heizou’s given name is taken from his.
There’s not much on the real Hasegawa in English, but fortunately someone did write a nice article about him, which you can find here. They seem to have done their research, and the information mostly checks out with the facts I’ve found elsewhere. I won’t repeat the information in the article, but Hasegawa was indeed a renowned tough lawman who became a legend in Edo. In his book “Power and Punishment in the Making of Modern Japan,” Daniel Botsman writes:
the remarkable popularity that Bakufu officials such as Ooka Echizen-no-kami (1677-1751), Hasegawa Heizo (1745-95), and Toyama Kinshiro (1793-1855) continue to command centuries after their deaths (all three remain stock figures in television, film, and fiction today) suggests the extent to which ordinary people at the time came to trust in the benevolence of such figures and the protection they offered. (p.42)
Hasegawa was seen as a protector of the ordinary people. The article talks about a famous case where he quickly apprehended and executed a rapist burglar. 
Botsman’s book also touches on another project of Hasegawa’s: the creation of the Ninsokuyoseba, a prison that was actually meant to rehabilitate criminals back into society. This was pretty groundbreaking stuff for the time. It’s covered in the article I linked, but the article is a bit unfair to Matsudaira Sadanobu, the big boss in the Bakufu at the time. Hasegawa does appear to have been out of Sadanobu’s favour much of the time, and Sadanobu did keep a tight control over the shogunate’s spending. But it should be pointed out that Sadanobu was very involved in the creation of the project. 
Here’s Botsman’s description of the project.
At the very end of 1789 Sadanobu called upon Hasegawa Heizo (1745-95), Edo’s famous inspector for arson and thefts, to draw up plans for the new institution, and at the end of the first month of 1790 he gave him formal permission to proceed with construction of what the two men decided to call the Inspector’s Stockade for Laborers (kayakugata ninsoku yo-seba). Aware, no doubt, of the problems with escapes that had plagued the earlier foster home, Heizo chose the island of Ishikawajima, at the mouth of the Sumida River in Edo Bay, as the site for the new stockade. The work of building the new institution was carried out by unregistereds rounded up from around the city, and within a month enough had been completed for the first group of laborers to begin living in the stockade. The following speech, which was read to all new inmates, provides a good sense of how Sadanobu, its author, hoped the stockade would work:
“Originally, you were to have been transported to Sado, but because you are innocent of crime, you are now, by an act of great benevolence, designated laborers in the custody of the Inspector. “
[Me: By “innocent of crime” Sadanobu mostly meant they were *now* innocent, because they’d been punished by being flogged. Most of the prisoners had been picked up for pick-pocketing. Some of the inhabitants, though, were vagrants with nowhere to go, or juvenile delinquents whose parents turned them over to the institution.]
You will be sent to the stockade, where you are to work using whatever skills you have learned. You should forsake your former ways, return to your true selves, apply yourselves diligently to your work, and endeavor to raise the resources (motode) you need for a new start. When it is judged that you are ready, you will be released from the stockade regardless of how long or short a time you have been held there. Those of you who are of peasant stock will be given an appropriate plot of land, and those of you who were born in Edo will be provided with a shop at your place of birth, and allowed to pursue your family trade. In addition, the Public Authority [i.e., Bakufu] will provide you with the tools needed for your trade and, depending on your con-duct, an appropriate payment of money. If, however, you do not keep the lesson of this act of official benevolence in mind, and turning your back on these instructions, fail to work diligently or commit evil deeds, then you shall be severely punished.” (p. 102)
Was such an ambitious project successful? Botsman says that, although most of the records of the institution were lost in Edo’s numerous fires, they were indeed paid for their labour and  there are plenty of examples of stockade inmates being assisted by the Bakufu to start up new businesses. The targets of the program were not habitual criminals, but people who previously would have been released back onto the streets after punishment. These impoverished homeless people had no resources to make a new life, and were driven to steal again. 
Sadanobu and Hasegawa’s work on this institution is a good example of how the seemingly harsh government(s) of Edo Period Japan often engaged in ambitious welfare programs targeted at the most vulnerable parts of the population. For example, the late 18th century also saw cash-strapped governments across Eastern Japan work with charitable organizations (who raised the money) to implement child-rearing subsidies to prevent infanticide, allowing the poorest families to raise their children. Fabian Drixler estimates that about ten percent of all children in Eastern Japan may have been receiving subsidies.
Stories such as Onihei’s put the heart back in our vision of the Edo Period, and that’s a great thing.
