You can get tested for herpes simplex (hsv) by: 1) having a skin lesion that you get swabbed, or 2) a blood test
false negatives for blood tests are very common
asymptomatic herpes is extremely common (it is estimated that between 50-90% of the population may have hsv1 and most people do not know they have it)
people can go years between contracting hsv and getting their first outbreak. symptoms can develop at any time. plenty of people never develop symptoms at all. it is also possible to mistake an hsv flareup for pimples, a rash, ingrowns, or any number of other minor skin afflictions.
in the US, the cdc *does not recommend* routine testing for hsv. standard batteries of std testing do not test for hsv. again, they may swab a lesion if you’ve got one, but they will almost never administer blood tests because the blood tests are unreliable. therefore, even if you get tested regularly and ask to be tested “for everything”, *if you have never had a lesion that you got swabbed, it is highly unlikely that you have ever gotten tested for hsv*. SOME places will test for it if you specifically ask/if you’ve had a known exposure, but not all.
and if you were asymptomatic and did get blood tested, you may have had a false negative anyway.
the moral is not to panic that you might have herpes after all, but that correct info is good, + stigma is stupid when it’s fairly likely that a solid half of your acquaintances have hsv (and it impacts most people’s lives either not at all or less severely than cystic acne).

This was a requested topic: let’s talk about HIV risk and oral sex. 
First things first: It’s not considered completely risk-free, but the risk of getting HIV from receiving or giving oral sex is considered low. 
Now, in some more detail: 
Giving oral sex may be a bit riskier than receiving. This is because of the potential contact with your partners bodily fluids (vaginal fluids, menstrual blood or semen), and also because you may have small cuts or sores in your mouth without even being aware of them) but both giving and receiving oral sex is still lower risk than vaginal or anal sex. 
Mouth-to-penis sex is thought to be riskier than mouth-to-vagina sex. 
Mouth-to-anus sex is also considered low-risk. 
Something that is important to consider is that many people have oral sex AND vaginal/anal sex in the same session, which may make it harder in retrospect to say during which sexual activity exactly an infection occurred. 
While oral sex is a lower risk in general, your personal risk may be higher. For example if: 
you have sores or small cuts on/in your mouth or genitals 
you have bleeding gums
there’s menstrual blood present 
you have another STD 
As with any sexual activity, it goes here too: You can reduce the risk by practicing safer sex! For oral sex that means using a condom (penis) or dental dam (vagina or anus). You can also cut a condom length-wise and use it as a dental dam. Use a new one every time you have sex (and also if you switch from oral to vaginal or anal sex, or the other way around, during the same session).
A condom or dental dam will also lower the risk of other STDs (such as chlamydia or herpes) and infections (such as hepatitis, which you can get from mouth-to-anus sex). 
If you both have a negative HIV test, and you both do not have other STDs and neither of you has sex with other people, it’s generally considered safe to not use condoms or dental dams. But if you are not 100% sure, it’s always better to err on the side of caution and use one. 
The same goes for testing: if you recently had oral sex and you worry you were potentially exposed to HIV during it, you probably don’t need to freak out since it’s a lower risk - but for your own peace of mind, it’s still a good idea to talk to a doctor about getting tested. (If you don’t feel comfortable going to your regular doctor or you worry about costs, there may be testing sites near you that offer free and confidential tests. For example in community health centers, pharmacies or mobile clinics. Look it up online! You may also be able to buy a self-testing kit online.) Keep in mind that HIV isn’t an automatic death sentence anymore if it gets diagnosed and treated early on!

unless you have any reason to suspect that you might have contracted from the parent who gave birth to you—this can happen with HIV, syphilis, gonorrhea, and chlamydia, for instance—it's unlikely that an STI test would find anything particularly actionable for you.
the STI you're most likely to have given what you've described is herpes, which can be passed orally and is frequently passed from parent to child during normal caregiver contact. if you do have herpes you'll be part of an enormous club; most estimates put the percentage of people worldwide who are infected with a strain of herpes at somewhere between 60-90%. herpes can't be cured if you do have it (that's a lifelong friend!), but it can be managed with medication if necessary; it's up to you to decide if you feel that's a risk worth seeking testing to determine.

I'm not even in a relationship rn, but sometimes I think about these things and how I can prepare to be a good partner, especially since I'm amab and attracted to women (to borrow a phrase from you, I think of my gender as "not quite a man") and feel like I need to be especially proactive in making my future partner feel as safe as possible.

I think getting tested is a good idea even if you're not sexually active! Obviously, STDs are primarily sexually transmitted, but not exclusively! You can contract various stds through any exchange of bodily fluids: split, blood, etc, and some (like oral herpes, aka HSV-1) quite commonly get passed along during childhood (say, a child sneezes into another child's mouth). Between 50-80% of adults in the US have HSV-1, and by the age of 50 about 90% of people will have been exposed to it, though not all of them contract it.
I think there's a lot of fear mongering about STDs, and while many of them can have serious health consequences, many of them are treatable, and some are curable! The best thing we can do is be aware of our own status, and be communicative with the people in our lives that might affect us, or be affected. This is one of those cases where more information is absolutely better than less!

my girlfriend and i want to get more intimate with each other but im concerned about possibly contracting an STD/STI. can we contract one of we’re both clean and use no dams? or is protection always the way to go?
STD/STI are acronyms for Sexually Transmitted Diseases/Sexually Transmitted Infections and as with any disease, if you are not exposed to the virus/bacteria that causes it, you cannot transmit it. If you have been tested and have the results come back negative, you do not have the disease and cannot transmit it*.
If you have not been tested but don't experience any symptoms (and has had previous sexual partners), you can still be infected and transfer the disease. It is believed that upwards of 80% of humans are infected with herpes (HSV1 or HSV2) but most don't show any symptoms, called being asymptomatic. Other STIs where it's common to be asymptomatic are chlamydia, HPV/genital warts (only some strains cause warts), and latent syphilis (although you would have noticed syphilis symptoms like rashes before the latent phase, which is a phase that sometimes occurs before the third/final stage of the disease).
If neither of you have had partners before**, or if you have been tested negative 3 months after your last sexual encounter, you don't have an STI.
Furthermore, hand and oral sex on vulvas are considered the safest ways to have sex when it comes to transmission of STIs. Now, I don't know you or your partner's genitals but I'm guessing based on the dental dam comment that it's likely that the sex you'll be having will mainly involve vulvas. While you absolutely can contract an STI in your throat, the amount of vaginal fluid you would have to guzzle to get enough pathogens down to your throat to cause infection is a lot. Semen is a lot more effective at transmitting diseases because, uh, its purpose is to get that shit (spermatozoa) in there, so to speak. It's not risk free, but nothing in life is. This is so low risk that the Swedish organization for sexual and reproductive rights and education (founded in the 30's, leading org for SRHR in the nation) which also produce and sell condoms, at home pregnancy and STI-tests, lube, etc, don't sell dental dams at all. That being said, dams can be fun to play with vis a vis sensation (taut dam vs relaxed dam, for example) and if you want to use one I would never dissuade you from it.
I do wanna bring attention to the usage of the word "clean" to denote that you aren't infected with an STI. It's a common way to phrase it, but it does stigmatize those who have been or are infected with an STI. To say that one is "clean" to mean "not infected" directly implies that to be infected is dirty or unclean, which it is not. This is part of the stigma of contracting and living with an STI, where a moral judgement is cast upon the person. As some STIs are life long, like HIV, herpes, and sometimes hepatitis, the stigma can also be life-long. In the future, I suggest using terms like "not infected" or "tested negative" to avoid this.

*because of incubation time, you have to wait up to three months for some STIs to show up on a test, so if you sleep with a new partner, getting tested the next week may not yield accurate results.
**some STIs are not exclusively sexually transmitted. You can for example contract HIV at birth if your parent was a carrier, hepatitis C can spread through blood, and herpes can infect both mouth and genitals and sharing a glass of water with somebody with oral herpes can transmit it. Unless there's any reason to suspect that you have contracted HIV or hepatitis from somewhere else (like a tattoo or injection needle, or if you mixed your blood with somebody somehow like in an accident) I wouldn't be too worried though.

Knowing your status is sexy. What’s even sexier is when your partner is willing to get tested with you. Please don’t sleep with anyone who gives you attitude or guilt-trips you into trusting them without proof. You can still trust your partner and ask them to get tested.
Also, many places don’t routinely test for herpes unless you have symptoms, which I find frustrating. I know Planned Parenthood is one of those places. I recommend getting tested for herpes because it can remain dormant for years. When I tried to get tested for herpes at Planned Parenthood, they told me it wasn’t necessary unless I had symptoms.
I have my own thoughts about Planned Parenthood, but I’m grateful for it! I see a lot of teens there, and honestly, that makes me proud. If you’re a teen without health insurance, you can still get tested! I appreciate how Planned Parenthood donations help fund these services. If you’re going to be sexually active, get tested. Even if you’re active only once a year, still get tested.
If you have an STD or STI, you don’t need to feel ashamed. The only people who should know your status are your partner(s).
