number ten: sidney crosby. Old Man Still Has It, More At Ten
number nine: david pastrnak. arguably -- and i am going to argue it -- the best pure shooter in the league. the reason hes not like theee goalscorer of all time is bc he generally lacks puck carriers/space creators/isn't much of a puck carrier or a space creator of his own, but like. based off shot alone? hundredth percentile.
number eight: elias pettersson. two way centre... the usual vancouver oish% boost but also just a fantastic dual threat AND a legit lady byng candidate with a penalty differential big enough to severely boost his value just based off that. like imho there's nothing that petey is specifically Good At (like how pasta is a pure goalscorer) but he's basically got no weaknesses. and hes gay
number seven: cale makar IS very good. conn smythe norris etc but most importantly he did win a hockeyblr babygirl of the year award so theres that too. some crazy bobby orr pointgetter. real good defensive results too. like hes crazy good and they say hes crazy good for a reason

L + ratio + oish% + makar has devon toews + youngest captain in the league + you bet that conn smythe and norris combo is his soon enough
number four: nathan mackinnon. best dual threat in the league (no one who's a better passer than him is a better goalscorer, and no one who's a better goalscorer is a better passer.)

number two: auston matthews. is this leafs bias? sure. im a leafs guy. im just saying that he's a better goalscorer than ovi in his prime, and he's a centre and great defensively too. i could tell you that he is fifth all time in goals per game, and two of the four guys ahead of him were born in the 1800s. i could tell you that he has 48 goals in 52 games right now, and 0 empty netters. i could tell you that if you only counted goals he scored when the leafs were down one or tied, he'd be in the top ten in goals this year.

CONCLUSION
The most popular players to fic ratio is not correlated to the number of Stanley Cups. The correlation between general popularity and AO3 popularity seems hit or miss.
The Bruins, Red Wings, Rangers, Canucks and Kings do not have any players in the top 10 on A03, despite being in the top 10 most popular.
The Blackhawks are the exception- taking in to consideration multiple Patrick Sharps cannot exist at the same time- they have the most players in the top 10 on AO3 and are also the most popular team.
The Penguins have two players and are the 3rd most popular.
THe Maple Leafs have two players and are the 7th most popular.
The Flyers are the 8th most popular and have no players, if Patrick Sharp is in his final form.
Position as a captain or alternative captain seems to give you a distinct advantage as all top ten players on AO3 were either role at some point.
Nationality may over-represent Russians in fic. There were no Swedish players in the top 10, despite there being almost twice as many Swedish players as Russian players. This is taken out of context of teams, however, and has a low sample size for popular players.
This is not statistically noted, however on further research Olympic medalists make up the top four most popular players on AO3, along with 2 other players in the top ten (3 including Fleury). Skill may be a factor in AO3 popularity.
"Sidney Crosby" is tagged in more fics than "Sidney Crosby/Evgeni Malkin" and is, as a whole, the most popular player.
"Jonathan Towes" is the second most tagged player, despite "Patrick Kane/Jonathan Toews" being the most popular relationship tag.
"Patrick Kane/Jonathan Toews" and "Sidney Crosby/Evgeni Malki" and their respective players seem to be the focus of Men's Hockey RPF on AO3. Both of these tags are of their respective team captain and alternative captain.
All of the top five most popular relationship tags are between team captain and alternative captain.

I second your observations here. Hagel is an interesting one because I've always thought he physically looks like a cross between Jonny and Patrick (he is the real lovechild). Like he has Pat's hair/complexion/scruffiness etc but he has Jonny's eyes. I'm not sure which one he's closer too, but probably Pat.
Kirby, I associate more with Jonny probably because of the similar stature and demeanour (ie more 'stoic')
I think of Strome as a Pat child just because he's more sensitive (several teammates have commented on this).
Kubalik and Kurashev are both Team Toews.
