Work Permit for Humanitarian Reasons in Panama

A work permit for humanitarian reasons must be requested before the Ministry of Labor and Workforce Development of Panama. In order to obtain a work authorization, the following requirements must be met:
Power of Attorney granted to a Panamanian attorney or law firm and Application
Resolution issued by the National Migration Service, by which the foreigner is granted his/her residence permit.
Notarized copy of resident card
Certification of immigration status in Panama
Four (4) passport size photos
This Panamanian employment authorization is granted for a period of 2 years, and it can be extended for the same period.

The trial of 27 people charged in connection with the worldwide "Panama Papers" money laundering started Monday in a Panamanian criminal court. Those on trial include the owners of the Mossack-Fonseca law firm that was at the heart of the 2016 massive document leak. The Panama Papers include a collection of 11 million secret financial documents that illustrate how some of the world's richest people hide their money.

In Panama, a dispute has emerged of a type that is common to countries in Central and South America: a huge transnational company has invested in the country’s resource wealth, resulting in a conflict over suitable payments to the government that draws in officials from the company’s nation of origin in defence of corporate profits. In this case, the company in question is First Quantum Minerals, a mining giant with lucrative investments across the Global South -- and the country of origin is Canada.
This summer [2022], Panamanians rose up in nationwide protests against the neoliberal status quo imposed on the country by the government of Laurentino Cortizo.  Beginning on July 1, these protests brought together diverse groups including teachers, students, trade unionists, farmers, and Indigenous organizations [...]. The causes of the summer 2022 protests go back decades and help illustrate the dynamics of the current conflict between First Quantum (and their backers in Ottawa) and the Panamanian state.
Throughout the 1990s, Canada aggressively pushed for states in Central and South America to adopt neoliberal reforms that would permit more foreign investment and fewer regulations for transnational companies. [...]
Several protest movements emerged in Panama in the 2010s in opposition to the effects of free market reforms generally and the predominance of Canadian mining specifically.  At the heart of these resistance movements is the Canadian-owned Cobre Panamá mine, which is the largest foreign investment in the country [...].

Cobre Panamá was owned by the Toronto-headquartered Inmet Mining until 2013, at which point it was acquired by Vancouver-based First Quantum. In 2011, the Martinelli government attempted to limit the Indigenous Ngäbe-Buglé nation’s rights to autonomy and self-government in order to grant mining companies access to minerals on their land. Meanwhile, Martinelli repealed a law that prevented foreign governments from investing in the mining sector -- a gift to Canada’s Inmet Mining, which at the time was seeking financing from the sovereign wealth funds of Singapore and South Korea.
These moves sparked protests that continued into 2012. Martinelli responded to demands for the annulment of mining and hydroelectric concessions on Indigenous territory with violence by dispatching riot police. The police killed one protestor, injured thirty-two, and detained forty.  The protestors did not budge; instead, they blocked the entrances to Cobre Panamá and another mine owned by the Canada’s Petaquilla Minerals.  Eventually Martinelli relented and vowed not to approve mining projects on or near Ngäbe-Buglé lands.’

During the 2011-2012 conflict, nobody in the Canadian government issued a single statement on the matter.  When protestors took to the streets again in 2022, Ottawa released a statement that totally omitted the reasons behind the uprising.
Following the economic shock of the COVID-19 pandemic, the Cortizo government declared that Panama’s recovery would rely on incentivizing foreign investment in the mining sector. Social movements have by and large rejected this new arrangement due to the history of corrupt collaboration between state officials and foreign companies and the weakness of environmental protections.

For example, in April 2022 the Panama Worth More Without Mining Movement -- which arose in opposition to the Canadian-owned Cobre Panamá mine -- released a report that found over 200 “serious” breaches of environmental commitments by the project managers, including the breaking of reforestation promises, “the felling of 876 hectares… in an area of high biodiversity and international importance,” and “the discharge of waste from the tailings tank into natural bodies of water without official endorsement.”
Following the summer 2022 protests, the Cortizo government announced plans to reform the mining sector by instituting greater regulations on foreign companies. In the meantime, the Panamanian state and First Quantum were in the process of negotiating a renewed contract. Jason Simpson, CEO of Canada’s Orla Mining (which is hoping to begin extraction at its Cerro Quema gold project), said, “The biggest story in Panama is Cobre Panamá, so as the government works through their renewed contract law for First Quantum’s asset there, that’ll take priority… We’ll be patient for that to be resolved and then we hope to get working on construction in Panama.”
The negotiations for the renewal of the Cobre Panamá contract began in September 2021. The two parties agreed that First Quantum would provide Panama with between 12 and 16 percent of its gross profit, a new rate that would replace the previous two percent revenue royalty. [...]

Much like Ottawa jumped to the defence of Centerra Gold following Kyrgyzstan’s nationalization of the Kumtor gold mine last year, the Trudeau government has taken a keen interest in Cobre Panamá and, according to the unnamed Reuters source, is actively backing the mining company’s position. Given Canada’s long history of support for neoliberal reforms and transnational investment in Central and South America, Ottawa’s support for First Quantum in these negotiations should come as no surprise.

The American who killed the panamenian protesters and other reasons why I dislike American culture
This Tuesday, November 7 some teacher unions and indigenous collectives were protesting closing of the railroads because of the mining contract and the corruption, a man called Kenneth Darlington killed 2 of the protesters who were unarmed. This man had trouble with the law years prior. In 2005, he was detained for the illegal possession of arms. Of course, because anything can be bought in Panama he was pardoned from all charges.

The man is a zonian American. And what is a zonian? Well, zonians were the Americans who grew up inside the canal zone. Which meant they lived inside the American settlement that managed the Panama Canal. Most of the Americans who lived there were from the south of the US, and only spoke english. Most of them grew up isolated from Panamanian society and disconnected from all the problems Panama was dealing with their precedence on Panamanian land.

They even implemented some of their ways, like segregation of blacks and whites in some of their canal zone areas. They loved how they lived in Panama because they had so many benefits that the common Americans living in the US didn't had. Like, free taxes, good housing, good salary, and long vacations.

Some of those Zonians got back to the US and most of them mourned the life they had in Panama. So, as you can imagine, now being American retirees some came back to live in Panama. Some of them never left and stayed in the Albrook area, trying to adapt to the changes while also holding some of those old American ideals from the South.
As you know from my older posts, Panama is currently dealing with a corruption crisis that has to do more than just random people fighting for nature preservation. This crisis that started in October made some far-leftist unions manifest, some taking advantage of the situation and others with other concerns regarding their community. Some people support their methods of protests of closing railroads and some people criticize it because of how it's leaving some provinces without access to resources.
Regardless of the anger of being trapped in traffic because of the protests no one absolutely no one has the right to kill another individual.

Now, going to the title of this post it may look like someone who hates Americans in general which is not entirely like that. But, on my end, from what I have seen on how Americans live, with college/university debt, a health system with absurd prices and their individualistic culture. As someone who has interacted with all kinds of Americans visiting Panama, I always felt some disdain for how they think their ways of living apply the same in a different country, in this case, them visiting Panama. Don't get me wrong, I have met nice Americans as well, but also someone's who come across as entitled.
It was a surprise of mine to see today, Wednesday 8 a post from the New York Post talking about the event and to my surprise, the amount of American accounts commenting distasteful things without even asking a Panamanian about the issue or doing some research. It just confirms a bit more of my judgment of how they live in a bubble, thinking their ways apply to the rest of the world. Then again I know some Americans don't think in such ways, but sadly I have seen some of this kind of behaviour in both extremes of the left and the right. Trying to relate to an issue by applying some of their American mindset to it. And what I mean by that is just their society rules, what is ok and not ok in their culture and even their societal issues.
I don't think you need to be from another country to understand why killing is bad, especially if a group is unarmed and not actively attacking you. And celebrating it just tells me the lack of character and ethics of that individual.

A thought about 'Minority Groups'
As I said in previous Essays- while (Indigenous) Black Americans continue to get lip service & empty tributes, i'm looking at WHO is getting WHAT. There has been a lot of activity under The Biden Administration, & I found myself looking at these events from an abstract perspective. 'Jim Crow' Joe said that he appreciated Black America 'having His back' throughout the years, & he would have Ours. Since that statement, Native Americans, Asian Americans, Latinx (Citizens & Illegals), LGBTQ..., have All received legislation & funding. On top of the $113 Billion spent in Ukraine over the last Year, Israel continues to receive Billions annually from The U.S. Now provisions have been made for 100,000 Afghani & 100,000 Ukrainian refugees to relocate to America.
We Black Americans/ ADOS/ FBA/ Freemen/ Indigenous Americans can be a well intentioned, but socially naive group. The efforts of White Supremacists w/i Local, State, & Federal Government Agencies to systemically oppress Our Community has created a 'Collective Consciousness' that empathizes (abstractly) w/ the oppression of other Ethnicities. We can identify w/ the hardship of Others, & when possible, We do what We can to combat that hardship. We fought against the oppression of American Slave Codes, Black Codes, & Jim Crow Laws; simultaneously, We fought for The Rights of Irish, Chinese, Mexican, Jewish, Italian, Haitian, Cuban, Puerto Rican, Panamanian, Filipino, & Japanese immigrants that faced a measure of the oppression We experienced here.
Looking at this 'Collective Consciousness' historically, a Pattern can be seen over the centuries. Every Immigrant Group in America has gone through a 'Hazing Period', where they are the target of Social Bias & Prejudice. During this 'Social Phase', newcomers tend to identify w/ the Black Americans that they are in contact w/. We encircle these people w/i Our Community, & take the lead in protesting injustices against them. In the past, 'Brownfolk' tended to identify w/ Us. We shared Culture & Traditions; in some instances, we intermarried. In this Era, things have changed. If Black Immigrants & 'Brownfolk' start off in Black Communities, they don't always stay.
By the 2nd Generation, their children either identify w/ The Black Experience in America, or they make every effort to move away from it. Ethnic Enclaves have literally 'popped up' outside of Black Communities over the last 30Yrs, creating true Buffer Zones between Black & White Communities. Black America was oblivious to any possible agenda amongst Minority Groups- We also identified as Minorities, & assumed We were all in the same boat. Black Power isn't a selfish endeavor- Our Right of Autonomy grants other Minorities the same Right. American History substantiates this truth. To be honest, We were naively ignorant about the 'Culture' of these Minority Groups in their Native Land. We assumed they shared a similar experience of White Supremacy.
We knew about the Racism in Europe, but were unaware of the Tribalism that existed in Afrika & The Caribbean; or the Colorism that exists in Arabia, Asia, & Latin America. Many of the minorities that We had 'First Contact' w/, were friendly. As a Marginalized People, they had something in common w/ Us. We collaborated in business & in Social Action. We shared Our Community, & worked together to improve Our collective Quality of Life. We thought that We were united in the fight against White Supremacy. Then a funny thing happened- one by one, these 'Marginalized Groups' were accepted into Society, & given Rights & Privileges that We were (still) denied.
Over the Centuries, We watched- as Irish, Jewish & Italian neighbors elevated their status. The more they achieved, the more distance they placed between Us. Collectively, each group became increasingly intolerant of Blackfolk. They began to speak the Anti- Black rhetoric of Mainstream America. Our old neighbors appeared to 'pledge allegiance' to the same people that discriminated against them. Black Americans were now victims of mob violence, stemming from (perceived) competition that Irish & Italians had w/ Black Men for Jobs. The Irish in particular, were brutal in their efforts to push Black Men out of specific Trades & Sports. The only reminder of Black involvement in Horse Racing, are 'Lawn Jockeys', that many Black People see as racist. 150Yrs- 200Yrs ago, Black Jockeys dominated Horse Racing.
As disappointed as We were w/ the actions of the Irish, Italians, & Eastern Europeans, the current Anti- Black American sentiment held by today's 'Minority Groups' (POC), truly stings! We can't say that We didn't see it coming though. Many (Indigenous) Black Americans have an experience of being 'in the company' of a given Minority Group. When they are in mixed company, the conversation is civil; but when they outnumber Us, We begin to hear the stereotypes about Us. The larger the advantage, the more prejudiced the language becomes. While they may repeat White Supremacist talking points, they lack the power to truly be 'Racist'. That being said, quite a few individuals have ridden this rhetoric into Mainstream notoriety; the names represent a literal Who's Who in Pop Culture & Politics.
Collectively, these Minority Groups seem comfortable w/ their place in AmeriKKKa's Caste System, as long as they are 'positioned' above Black America... Hispanic & Asian women are currently testing the racial waters, by way of recent attempts to gauge their degree of White Privilege. Their actions legitimize the notion that White Privilege is defined by Anti- Black Racism & Oppression. The actions of these 'Karens of Color', are no different from the garden variety Karen. All of these women are trying to exercise their 'Right', but Women Of Color are also establishing their position in the Social Caste. I personally don't understand the need to gauge one's 'Power' on the ability to harass or harm what is believed to be a Soft Target. I thought that White Supremacy is a philosophy premised on strength & 'Might makes Right'- Where is the challenge?
Joe Biden's Policy actions have made clear his intention to extend White Privilege to Asians & Hispanics. Like (White) LGBTQ... individuals, & European Jews, Asians enjoy meaningful Hate Crime Legislation. Meanwhile, Black America still fights for this legislation, as the #1 Victim of Hate Crimes in America- according to the latest FBI Crime Stats. For Latinx, Biden is fast tracking Citizenship for illegal immigrants in Sanctuary Cities. Many Cities are suggesting Drivers Licenses for illegal immigrants, while California is talking about hiring non- Citizens for the LAPD & State Police. In short, 'America' has become a Multicultural & Multilingual Nation. All of this is very curious. Just a generation ago, Local, State, & Federal Officials were adamant that America is a 'Judeo- Christian' Nation that speaks 'English'. Efforts to make Spanish an Official 2nd Language were quickly shot down. 100Yrs ago, America was a 'White Man's Country!'.
Black Americans were looking for a Seat at The Table, but didn't have a problem sharing w/ Our fellow 'Minorities'. Affirmative Action was designed to level the playing field between Blackfolk & Whitefolk. It was supposed to make up for The New Deal & G.I. Bills that excluded Black Families. Despite this, We didn't complain when these resources were diverted (via Diversity Initiatives) away from Us, & given to people who NEVER had to experience what We went through. We were as compliant as Cows being bled by Vampire Bats, until We renewed the Reparations Conversation. Suddenly, We were xenophobes. The loudest voices have come from 2nd & 3rd generation Americans, who (collectively) enjoy a better Quality Of Life than the average Black American. The fact that the children of immigrants from the 1980s are now attacking Black America w/ White Supremacist talking points, is simply mindboggling!
An Ethnic Group that appears to do A LOT of 'Racial double dipping', are Hindi/ Pakistani/ Bangladeshi Americans. They are conveniently 'Black' when there is opportunity, but otherwise, they not only identify as 'White'; they subscribe to a visceral Anti- Black sentiment that needs to be addressed. This is important, because Joe Biden is putting Kamala Harris at the forefront of his Re-election Campaign. America is still calling Kamala the 1st 'Afrikan American VP', but both of her parents are Brahmin. Kamala's 'Black Experience' ends at Howard University & Alpha Kappa Alpha Sorority Inc. She is otherwise an Elitist, who has a decades long resume of undermining Black Californians (Black Women in particular), & looking out for her own best interests.
Former Governor of South Carolina & U.N. Ambassador, Nikki Haley (Nimarata Nikki Randhwara- Haley), is the flip side of Kamala Harris. Both Women are Brahmin, but while Kamala is 'Asian' w/ a cultural leaning towards Black America; Nikki is 'Brown', but has consistently shown a cultural leaning towards White Privilege. Both Women highlight a simple truth- that 'Black' Issues aren't 'Brown' Issues. People Of Color (POC/ BIPOC) tend to be victims of Discrimination, more than Racism. This is evidenced by their Collective Autonomy throughout America. They have a Right of Expression that Indigenous Black Americans never truly had; not even during Reconstruction. It may be due to their sovereign status, but it's clear that they DON'T share Our plight.
Vivek Ramaswamy is yet another type. He is a 2nd Generation child of [Elitist] Asian Immigrants, but he tries to weave an Ellis Island narrative out of his experience. Like Kamala Harris & Nikki Halely, both of Ramaswamy's parents were Post Graduates w/ more education than the average [White] American Family. He gives the impression that they were Blue Collar Workers living the American Dream for their children. Ramaswamy casually speaks about his 'rough' Public School experience in Cincinnati, before going to a Private (Jesuit) School- that 'didn't conflict w/ his Hindu values'. This experience supposedly positioned him for College, Post Grad work, & starting his 1st Biotech Company... He implies that EVERYONE gets this opportunity in America.
Kamala Harris' Mother had the support of the Black Community in Oakland & Berkeley. Nikki Haley's Father had the support of (HBCU) Voorhees College, where he worked for nearly 30Yrs. Despite that support for their Parents, Nikki Haley & Kamala Harris have done NOTHING meaningful or specifically for Black Americans. In fact, both have supported measures that were detrimental to their Black Constituents; i'm reminded of The Tale of 'The Tortoise & The Scorpion'... Vivek Ramaswamy takes it up another notch. His 'Anti- Woke' Campaign, is a not too subtle Anti- Black dog whistle. Ramaswamy has the audacity to use his Experience (as a 2nd Generation Brahmin- American) to minimize, if he can't outright disclaim The Black American Experience altogether.
Vivek Ramaswamy's family has been in America for roughly 40Yrs. That means that they arrived sometime in the 1980s, nearly 20Yrs after the End of the Jim Crow Era; but Vivek feels that he can speak about the History of Anti- Black Racism in America. Ramaswamy, along w/ Harris & Haley represent the 'People Of Color' Prospects for POTUS. The similarity of their Agendas speaks volumes. All of them benefited from opportunities meant for Blackfolk, but they lecture Us about 'bootstrapping'. Add in Joe Biden's thoughts about Latinx being 'the largest Minority Group in America'(???), along w/ weird Culture Appropriation rhetoric coming from Eva Longoria, then John Leguizamo, & it looks like a conspiracy.
It's crystal clear that collectively speaking, Indigenous Black America has NO FRIENDS. We should act accordingly... These Minority Groups forget that Our 'Culture' is fighting White Supremacy, not bowing to it. We're not Here for a Come Up, or a Hand Out- We're indigenous to This Land. We were Here before the first Colonizer, & We'll be Here long after the Last.

The people of Panama and global allies urge the Supreme Court of Panama to declare a controversial mining project - in the legally protected rainforest Bosque Donoso - as unconstitutional.
This irreplaceable place is critical to the health, livelihoods and cultures of local and Indigenous communities. It is also home to wildlife that includes macaws, tapirs, monkeys and jaguars. Bosque Donoso is the only home of the tiny Gemini’s Dart Frog, whose future now hangs in the balance. On November 24th, the Supreme Court could condemn this unique frog to extinction, or throw them a lifeline by canceling the mega-mine.
Mining activities are known for their destructive impact on ecosystems, leading to deforestation, soil erosion, and contamination of surface water, groundwater, and soil. This mine poses significant threats to the environment, local communities, and planetary health.
Thousands of Panamanians from all walks of life have come together to defend nature in a historic protest to demand that the nine Supreme Court justices follow the law and declare the mine unconstitutional. This is a landmark opportunity for Panama to uphold the legally binding rights of nature, which went into effect earlier this year.

“I don’t think it’s a duty for a president to be involved, that is a personal matter for the Marcos family,” Marcos said during the Foreign Correspondents Association of the Philippines forum held in Manila Hotel when asked if he’s going to issue an apology on behalf of Ferdinand Marcos Sr.
At least 70,000 were wrongly imprisoned and 3,200 people were killed during Martial Law, according to Amnesty International.
The World Bank also said that Marcos Sr. stole between $5 billion and $10 billion from the country’s coffers.
This is said to include the $40-million Arelma assets of Marcos Sr.
The Arelma funds represented assets of the former strongman originally worth $2-million deposited with Merrill Lynch Securities in New York in 1972 under the Arelma S.A., a Panamanian corporation. The fund has increased from $2 million to about $40-million.
Marcos, saying he has no time in dealing with such cases, said he is now leaving it to the lawyers.

Rick White reply to Wayne: My prediction is that it will not turn out to be a total evisceration of the Fox Network or of Rupert Murdoch. It'll be some sort of 'settlement' and/or it will result in a "rebranding" effort by Murdoch's management, even to the point of renaming it from "Fox" to something else all together. I'm on a "wait & see" watch and it's not my priority, either.
The entire corporate media "club" continues to try and "rebrand" itself as a spokesperson for the common consumer-voter, regardless of what happens in the world that could affect that "rebranding". An example of my point here is the "Panama Papers" scandal. ~source Wikipedia~:

Then, after Trump was elected (by the electoral college), the Panama Papers disappeared from the news cycle quicker than it appeared. As I have said many many many many times in the past here on Facebook, Tumblr, Twitter, Mastodon and elsewhere: "The PUBLIC is always the Last To Know".
And there's an obvious reason for that: Globally, crime & fascism will continue to OWN the airwaves and the functions of all governments until we as a species self-extinct. Lest anyone thinks that some 'savior' or some extraterrestrial will come and "fix" all of this before it blows up in a mushroom cloud, I politely say what has been said by several people, many times before, "We get the government and the world we deserve, when we do nothing collectively to change it."

Bankers found guilty of helping to hide Putin’s millions by Swiss court
Four senior bankers have been found guilty by a Swiss court of helping to launder tens of millions of francs linked personally to president Vladimir Putin through the country’s banking system.
The four — three Russians and one Swiss national — were employees of Gazprombank’s Swiss subsidiary, and include its chief executive.
A Zurich district court ruled on Thursday that they were guilty of financial negligence in failing to perform due diligence on highly suspicious transactions run through the bank.
Conditional criminal fines of between SFr540,000 and SFr48,000 were imposed, which do not have to be paid if parole conditions are kept over the next two years. Prosecutors had sought custodial sentences.
In their case, prosecutors detailed how accounts had been opened at Gazprombank on behalf of Sergei Roldugin, a cellist and the godfather to Putin’s daughter, without questions being raised about how a musician had amassed vast wealth.
Roldugin deposited SFr50mn in Gazprombank’s Swiss accounts, and promised to funnel at least SFr10mn more annually into them through a complex web of shell companies and offshore trusts.
Judge Sebastian Aeppli said it was “beyond doubt” that the money did not belong to Roldugin.
The funds originally flowed from Bank Rossiya, which Swiss prosecutors said was known to be the house bank of the Russian kleptocracy.
“The chair of the board [Yuri Kovalchuk] is considered Putin’s treasurer,” their indictment noted.
The Gazprombank bankers declared that Roldugin was not a “politically exposed person” — a designation that would have triggered additional internal and regulatory scrutiny — and performed a nugatory investigation to back up such assertions, the prosecution said.
The official internal due diligence file on Roldugin contained only a printout of the website for the Mariinsky theatre in St Petersburg — where Roldugin was a conductor — and a single negative search result on Worldcheck, a compliance database. “It is notorious that Russian President Putin officially has an income of just over SFr100,000 and is not wealthy, but in fact has enormous assets managed by people close to him,” prosectors wrote in their indictment. “Roldugin . . . [was] a straw man.”
The four bankers may opt to appeal against the verdict to the cantonal appellate court. A further appeal would then be possible on the federal level.
The case was triggered as a result of the Panama Papers leak in 2016, in which a huge cache of documents was disclosed to international media organisations from the Panamanian law firm Mossack Fonseca, the world’s fourth-largest offshore services provider.
Germany’s Der Spiegel magazine and the UK’s Guardian newspaper homed on on accounts they found in the documents under Roldugin’s name.
Shortly afterwards, the Swiss market regulator Finma began an investigation of its own into Gazprombank’s role in the Swiss part of the Roldugin network.
In 2018 the regulator concluded that the bank was “in serious breach of its anti-money laundering due diligence requirements in the period from 2006 to 2016”, and imposed strict penalties.
It also lodged a complaint with cantonal prosecutors in Zurich, triggering the formal criminal investigation.
