Okay, unpopular opinion, but honestly, the "protagonists" were shitty as fuck in Ghouls Rule and Cleo's plan actually would've worked better than Frankie and co.'s plan if it hadn't been for cartoon logic. Cleo planned to do graffiti and was blamed for "continuing the cycle" when, at most, she would've caused a headache for the same exact school admin who allowed their students to threaten and frame monsters with no repercussions. Frankie and co. planned to bring armed cops into Monster High in hopes that they'd be able to win over their good side with a party, endangering all the students at Monster High if the cops did decide to fight back (which was FAR more likely than everyone randomly changing to monster supporters at the most opportune moment). Cleo got one person falsely framed because a monster hunter laid a trap for her while she was raising awareness for monsters, albeit in a rather ineffective but harmless manner. Frankie and her friends brought the police to a party solely hosted by minorities with the falsely framed "criminal" DJ-ing.

Don't get me wrong, how her group treated Jackson was absolutely shitty and unforgivable, but in terms of endangering fellow students, Cleo's plan was FAR less risky and more likely to be effective, even if it wouldn't have been as dramatic as the party. In terms of endangering monsters, Frankie and her friends would've done far worse than Cleo did if not for... you know, kid's show logic where pacifism always wins.
