some thoughts about cultural appropriation
a few important notes before you read this: 
- here, when i say “white,” i am referring to specifically white canadian, white american, and white european, with white european being a rather loosely defined term but typically relating to britain. this is not intended to ignore the existence other white identities such as white south africans, but i am a mixed-race indian+white person who has spent most of his life in the united states and does not have enough experience or knowledge of these identities to make accurate takes about them.
- this is not me making excuses for cultural appropriation. it is a dangerous thing that waters down and erases culture, and should not be encouraged. - this is written in a gentle and hopefully palatable way to white audiences, who i encourage to read this. not every take from a poc is going to be nice-nice about these kinds of things, but this is.
i find it very interesting that when you ask white folks about why they’re so obsessed with certain aspects of culture, the palatable, easily-appropriated ones like native headdresses and whatnot, their reason usually is in the form of “mysticism” and “exoticism.” this is a problem in itself, obviously, tying into the long-standing colonial fetishization of culture, but here’s the bit i actually want to talk about:
when you ask why it’s so “exotic” to them, why it’s so obviously “different and other” at a personal level - it comes from a sense of community.
let me break this down a bit. culture and community are often used as very loose synonyms, and for pretty good reason. a culture is based around the ideas of societal norms and roles, material things, ways of thinking and whatnot - and these all come down to community.
there are certain things that are intrinsic and unique to every culture (even if they are a medley of various different cultural influences), whether they be classical carnatic music in south india, pinakbet from the ilocos region of the philippines, or the ninauh-oskitsi-pahpyaki social role/gender in the blackfoot tribe. even cultures we would consider to “appear” white have these, such as the tales of tuatha de dannan in irish mythology. but the idea of whiteness as a concept does not have these.
whiteness as a concept is a sterilized, “de-cultured” identity that attempts to assimilate most/many folks who appear “white” into a single monolith. this is obviously very damaging and dangerous to many cultures - for example, many ancient celtic traditions have been lost due to the deliberate erasure of these in order to assimilate these people into whiteness.
whiteness as an identity was founded on a basis of eurocentric values and traditions as well as either the deliberate assimilation or erasure of all other cultures and traditions - white supremacy. it still exists like that today (see groups like the KKK or proud boys).
now we know obviously that not all white folks are intentionally racist and a large portion of them genuinely don’t mean harm to poc communities…so why is cultural appropriation so rampant, even in white folks who would otherwise be decent allies to poc?
again, it’s coming down to a sense of community.
i have grown up and lived in the united states for most of my life, and as early as i can remember i have always had questions about the cultural identities of white americans. i’d look at the indian half of me and indian culture that i partook in and experienced, things i cherish such as cooking traditional South indian food, learning carnatic classical music, participating in religious ceremonies, etc. and then i’d look at the white half of me. there was no culture there i could find.
sure, i could look at typically “american” things, such as hamburgers and surfboarding and apple pie, but these fall apart very easily with minimal research. similar hamburger-looking foods appear in europe as far back as the 4th century. bodysurfing/surfboarding has existed in peru, africa and various polynesian countries for thousands of years. versions of apple pie existed in british and french cookbooks as far back as 1390 BCE with influences from the ottoman empire - and apples aren’t native to the americas.
the colonization of the americas and the subsequent reframing of canada and the states as “white” areas is due to the influence of colonization, obviously - and the genocide of millions of first nations people. this was deliberate.
but here is the interesting bit. for hundreds of years, as far back as the pilgrims, cultures that were not fully assimilated into whiteness were rejected and oppressed - even as they colonized.
take italian-americans, for instance. the late 1800s to early 1900s saw a huge influx of italian immigrants to the united states. these immigrants faced oppression in the form of religious and political discrimination (anti-catholic sentiments and anti-communist sentiments). they were often subject to horrible living conditions compared to their american white counterparts as well as violence - one of the largest lynchings in america was the mass-lynching of eleven italian immigrants in new orleans in 1891.
yet today, when we think of italian-americans, we often see them simply as “white.”
a huge amount of immigrants to the united states and canada were forced to give up their original cultures in order to assimilate into whiteness. if not, they were subject to prejudice, discrimination and overall just shitty conditions. for some groups that resembled “white americans” in appearance, such as irish folks and italian folks, this method worked eventually and they were assimilated and accepted into whiteness. for many others due to their skin color or features, such as black enslaved folks or jewish folks, even giving up their own culture still meant they were not accepted as white - they didn’t “look white.” additionally, many cultural groups resisted assimilation and rejected being seen as white.
this is somewhat why i believe so many white americans, canadians, and british participate so heavily in cultural appropriation. it comes from a sense of loneliness, of little to no original culture - and whatever is left has been bastardized and reduced to just “white,” neglecting the cultural nuance.
growing up as a brown-skinned mixed person with heavy ties to the indian side of my culture, i was subject to a fair amount of racism. i remember people asking why my hair was “oily and gross,” and then begging my mom to never put coconut oil in my hair ever again. i remember people telling me that the khichdi my mom had carefully made for my lunch “looked and smelled like fish eggs,” and then only eating bland sandwiches at school. but there is one experience i remember very clearly.
i had a white american best friend when i was very young, from kindergarten to third grade. she never judged me for my food or my clothes or my grandparents’ accent or any other part of my culture and i loved her for it. but i remember having this experience with her one day.
she’d met my grandmother who came to pick me up, donned in an elaborately-formed red sari. the next day, when i sat with her at recess, she said something like, “i liked your grandma’s dress. it was pretty.” taken aback by open appreciation of my culture, i just mumbled a pleased “oh, thanks.” but she didn’t stop there. she said, “my grandma only wears boring clothes, like sweaters and granny dresses. i wish i was indian.”
i said something like, “granny dresses can be nice. you can be white and wear cool clothes.”
“yeah, i know. but any old person can wear sweaters and dresses. they’re just…not from anywhere.”
at the time, i didn’t fully understand her desire to be connected to a specific culture, but i understood in a bit of a detached way. i was always very connected to and appreciative of my indian culture, but look to the white side and i was met with exactly that - a gaping white void. the closest answer i got was “well, your great-grandparents came from germany.” that answer dissatisfied me, although i couldn’t articulate why. now i can.
it’s something like, “but after such a long time, they’re not really german anymore.” i’d seen the absence of culture in whiteness, and how my white friends and family could name a distant time where their family belonged to another culture - but not anymore. now, they were just “white.”
whiteness as a concept strips and sanitizes culture to fit a very, very narrow version of culture - a culture defined on the surface by cheeseburgers and british accents and football and canadian politeness, but dig deeper and you find colonialism, colonization, eurocentricism, racism, and various other systems of oppression.
once again, this is not an excuse for white folks who appropriate culture nor is this me trying to reason my way into approving of it. it’s not, and i’m not. i die a little bit inside every time i see some random hippie on the internet bastardize and water down the concept of chakras. but it is a bit of an explanation, and this is why i have some degree of sympathy for white folks who culturally appropriate.
so, to all white or white-passing folks who read this and understand/relate to it: i implore you this. please, please, please, if you have the time and resources to do so, reconnect with your native culture. talk to older irish folks, or learn about traditional welsh folklore. learn german, or watch documentaries of italian culture. read stories from white-passing native folk, or talk with your black grandparents. please do not lose the culture that your ancestors had to give up in order to assimilate into whiteness. understand that whiteness is a part of you and that it impacts those around you, but if you can, please make the effort to reconnect with your culture. it does wonders for your identity and sense of self.

The days of legally sanctioned race-based housing discrimination may be behind us, but the legacy of attitudes and practices that kept nonwhite citizens out of some neighborhoods and homeownership remains pervasive. Redlining, one of these practices, is especially notorious in U.S. real estate history.
What is redlining? Technically, it refers to lending discrimination that bases decisions on a property’s or individual’s location, without regard to other characteristics or qualifications. In a larger sense, it refers to any form of racial discrimination related to real estate.
America’s discriminatory past can still be present today with nonwhite mortgage borrowers generally getting charged higher interest rates and the persistence of neighborhood segregation. These trends can be traced in part to redlining, an official government policy dating from the 1930s, which codified racist attitudes in real estate finance and investment, and made it more difficult for nonwhites to purchase homes.
Redlining and racism in America have a long, complex and nuanced history. This article serves as a primer on the policy’s background and how it continues to affect real estate and nonwhite homeownership today. It also includes suggestions to reduce redlining’s lingering effect.

What is redlining?
Redlining — both as a term and a practice — is often cited as originating with the Federal Home Owners’ Loan Corporation (HOLC), a government agency created during the 1930s New Deal that aided homeowners who were in default on their mortgages and in foreclosure. HOLC created a system to assess the risk of lending money for mortgage loans within particular neighborhoods in 239 cities.
Color-coded maps were created and used to decide whether properties in that area were good candidates for loans and investment. The colors — from green to blue to yellow to red — indicated the lending risk level for properties. Areas outlined in red were regarded as “hazardous” (that is, high risk) — hence, the term “redlining.”
Redlined areas typically had a high concentration of African-American residents and other minorities. Historians have charged that private mortgage lenders and even the Federal Housing Administration (FHA) — created in 1934 to back, or insure, mortgages — used these maps or developed similar ones to set loan criteria, with properties in those redlined areas incurring higher interest rates or not qualifying at all. Real estate brokers often used them to segregate buyers and sellers.
“This practice was widespread and institutionalized, and it was used to discriminate against minorities and low-income communities,” says Sam Silver, a veteran Santa Clarita, Calif.-based Realtor, real estate investor and commercial lender.
The impact of redlining on the mortgage lending industry
Following World War II, the U.S. had a huge demand for housing, as many returning American servicemen and -women wanted to settle down and begin raising families. Eager to help these veterans, the FHA expanded its financing and loan-insuring efforts, essentially empowering Uncle Sam to back lenders and developers and reducing their risk when offering construction and mortgage loans.
“That lower risk to lenders resulted in lower interest rates, which granted middle-class people the ability to borrow money to purchase homes,” says Rajeh Saadeh, a real estate and civil rights attorney and a former Raritan Valley Community College adjunct professor on real estate law in Bridgewater, New Jersey. “With the new lending policies and larger potential homeowner pool, real estate developers bought huge tracts of land just outside of urban areas and developed them by building numerous homes and turning the areas into today’s suburbs.”
However, many of these new developments had restrictions stated in their covenants that prohibited African-Americans from purchasing within them. Additionally, there were areas within cities, already heavily populated by minorities, that were redlined, making them ineligible for federally backed mortgages (which effectively meant, for affordable mortgages, period). Consequently, people of color could not get loans to buy in the suburbs, nor could they borrow to purchase homes in areas in which they were concentrated.
“Redlining was part of a systemic, codified policy by the government, mortgage lenders, real estate developers and real estate agents as a bloc to deprive Black people of homeownership,” Saadeh continues. “The ramifications of this practice have been generational.”
The (official) end of redlining
During the mid-20th century, redlining predominated along the East Coast, the eastern sections of the South and the Midwest, and several West Coast metropolitan areas. Black neighborhoods and areas adjacent to them were the ones most likely to be redlined.
Redlining as a sanctioned government practice ended with the passage of the Fair Housing Act in 1968, which specifically prohibits racial discrimination in the housing industry and among professionals engaged in renting, buying, selling and financing residential properties. The Act’s protections were extended by the Equal Credit Opportunity Act (1974) and the Community Reinvestment Act (1977).
The Department of Housing and Urban Development (HUD) — specifically, its Office of Fair Housing and Equal Opportunity (FHEO) —  investigates reports of redlining. For example, prompted by a complaint filed by the non-profit National Community Reinvestment Coalition, HUD has been examining whether several branches of HSBC Bank USA engaged in discriminatory lending practices in Black and Hispanic neighborhoods in six U.S. metropolitan areas from 2018-2021, HSBC recently disclosed in its Form 10-Q for the second quarter 2023.
Bankrate insights
In October 2021, the Department of Justice announced its Combatting Redlining Initiative, working in partnership with the Consumer Financial Protection Bureau and the Office of the Comptroller of the Currency. It has reached seven major settlements with financial institutions to date, resulting in over $80 million in loans, investments and subsidies to communities of color.
How does redlining affect real estate today?
The practice of redlining has significantly impacted real estate over the decades in several ways:
Redlining has arguably led to continued racial segregation in cities and neighborhoods. Recent research shows that almost all formerly redlined zones in America remain disproportionately Black.
Redlined areas are associated with a long-term decline in homeownership, home values and credit scores among minorities, all of which continue today.
Formerly redlined areas tend to have older housing stock and command lower rents; these less-valuable assets contribute to the racial wealth gap.
Redlining curbed the economic development of minority neighborhoods, miring many of these areas in poverty due to a lack of access to loans for business development. After 30-plus years of underinvestment, many nonwhite neighborhoods continue to be seen as risky for investors and developers.
Other effects of redlining include the exclusion of minority communities from key resources within urban areas, such as health care, educational facilities and employment opportunities.
Today, 11 million Americans live in formerly redlined areas, estimates Kareem Saleh, founder/CEO of FairPlay AI, a Los Angeles-based organization that works to mitigate the effects of algorithmic bias in lending.  He says about half of these people reside in 10 cities: Baltimore, Boston, Chicago, Detroit, Los Angeles, Milwaukee, New York City, Philadelphia, San Francisco and San Diego.
“Redlining shut generations of Black and Brown homebuyers out of the market. And when members of these communities did overcome the barriers to purchasing homes, redlining diminished their capacity to generate wealth from the purchase,” says Saleh. “To this day, redlining has depressed property values of homes owned in minority communities. The enduring legacy of redlining is that it has blocked generations of persons of color from accessing a pathway to economic empowerment.”
“Also, due to redlining, African-Americans who couldn’t qualify for government-backed mortgages were forced to pay higher interest rates. Higher interest rates translate to higher mortgage payments, making it difficult for minorities to afford homes,” Elizabeth Whitman, a real estate attorney and real estate broker in Potomac, Maryland, says. “Since redlining made it more expensive to obtain a mortgage, housing wasn’t as easy to sell and home prices got suppressed in redlined areas.”
Data from FairPlay AI’s recent “State of Mortgage Fairness Report” indicate that equality in mortgage lending is little better today for many nonwhite groups than it was 30 years ago — or it has improved very slowly. For example, in 1990, Black mortgage applicants obtained loan approvals at 78.4 percent of the rate of White applicants; in 2019 that figure remained virtually unchanged — though it did rise to 84.4 percent in 2021.
Although there’s no official federal risk map anymore, most financial institutions do their own risk assessments. Unfortunately, bias can still enter into these assessments.
“Lenders can use algorithms and big data to determine the creditworthiness of a borrower, which can lead to discrimination based on race and ethnicity. Also, some real estate agents may steer clients away from certain neighborhoods based on their racial makeup,” Silver points out.

Insurance companies have also used redlining practices to limit access to comprehensive homeowners policies. And the home appraisal industry has also employed redlining maps when valuing properties, which has further repressed housing values in African-American neighborhoods, according to Whitman.
Furthermore, a 2020 National Fair Housing Alliance study revealed that Black and Hispanic/Latino renters were more likely to be shown and offered fewer properties than White renters.
Redlining’s ongoing legacy
Even without conscious bias, the legacy of redlining — and its impact on the accumulation of assets and wealth — can put nonwhite loan applicants at a disadvantage to a disproportionate degree. For example, studies consistently show that Black borrowers generally have lower credit scores today, even when other factors like education and income are controlled for. Credit scores, along with net worth and income, are of course a key factor in determining mortgage eligibility and terms.
As a result, it remains more difficult for Black borrowers to qualify for mortgages — and more expensive for those who do, because they’re usually charged higher interest rates. Other minorities are also much more likely to pay a higher interest rate than their White counterparts.
Because home appraisals look at past property value trends in neighborhoods, they reinforce the discrimination redlining codified by keeping real estate prices lower in historically Black neighborhoods. That, in turn, makes lenders assume they’re taking on more risk when they extend financing in those areas.
“The single-greatest barrier in helping to break out of these neighborhoods is the current appraisal process,” says Rob Rose, former executive director of the Cook County Land Bank Authority in Chicago. “The appraisers are trying to do the best that they can within the parameters that they’re given, but it’s a broken system and industry that’s built on a faulty foundation.”
African-American homeowners pay hundreds of dollars more per year in mortgage interest, mortgage insurance premiums and other fees than White homeowners — amounting to $13,464 over the life of their loan, according to “The Unequal Costs of Black Homeownership,” a 2020 study by MIT’s Golub Center for Finance and Policy.
What can be done to reduce the impact of redlining?
The current housing financing system is built on the foundations that redlining left in place. To decrease the effects of redlining and its legacy, it’s essential to address the underlying biases that led to these practices.
“This can be done through Fair Housing education and training of real estate professionals, increased enforcement of Fair Housing laws, and investment in communities that have been historically redlined,” suggests Silver.
Others insist that the public and private sectors need to play a bigger role in combating prejudice and discrimination.
“Federal regulators likely will continue to put pressure on financial institutions and other stakeholders in the mortgage ecosystem to root out bias,” says Saleh. “The Department of Justice’s Combatting Redlining Initiative shows the government’s commitment to supervisory oversight. There are also policy and regulatory moves, such as the recent push by regulators encouraging lenders to use Special Purpose Credit Programs — lending programs specifically dedicated to remedying past discrimination. Similarly, various federal task forces have been actively addressing historical biases and discriminatory practices in the appraisal industry.”
Also, financial institutions could adjust their underwriting practices and algorithms to better evaluate nonwhite loan applicants, and help level the playing field for them. For example, in late 2022, Fannie Mae announced it had adjusted its automated Desktop Underwriter system — widely used by bank loan officers — to consider bank account balances for applicants who lack credit scores. Fannie and its fellow mortgage-market player, Freddie Mac, now may also consider rent payments as part of borrowers’ credit histories.
Such efforts won’t eradicate the effects of redlining overnight, of course. But they can be a start towards helping more people towards a key piece of the American Dream.

New Scientist: Racial and ethnic disparities undermine dementia care in the US
In the US, people of colour receive worse treatment than white people at every stage of dementia care, from diagnosis to end-of-life treatment, according to an analysis of dozens of studies.
Dementia-causing conditions, such as Alzheimer’s disease, are one of the leading causes of death in the US, and older Black people in the US are twice as likely to be impacted as whites. As people in the US live longer, with the risk of dementia roughly doubling every five years they age, more people of colour than ever will be living with dementia and cognitive impairment.
“Access to good-quality care for people living with dementia is essential to achieve equity,” says Ladson Hinton at the University of California, Davis.
Hinton and his colleagues reviewed 71 studies published over the past two decades to gain a clearer picture of how racial and ethnic disparities impact dementia care. The team found key differences in diagnosis, medication use and end-of-life treatment.
Every study that analysed diagnosis showed lagging diagnosis times for Black and Hispanic people with dementia. A recent comprehensive study revealed that the waiting time was 11 per cent longer for Black people and 40 per cent longer for Hispanics compared with white people.
“If there is a delay in diagnosis, that means that there’s going to be a delay in treatment,” says Joyce Balls-Berry at Washington University in St. Louis, Missouri. “That impacts one’s ability to have a good quality of life.”
Studies also found lower prescription rates of anti-dementia medication for Black and Hispanic people. Black people in the US were also less likely to receive care at long-term facilities or hospices specialising in dementia treatment. Perhaps as a result of delayed treatment, many studies reported increased US hospital admission rates and longer stays for Black people with dementia.
“The higher rates of hospital admission and longer length of stay are really not desirable,” says Hinton. The analysis confirms the concerning ethnic and racial inequities in dementia care, but many questions are still unanswered, he adds.
The review found limited data on Asian Americans, Pacific Islanders and Native Americans with dementia, so it remains unclear how these groups are impacted. Hinton says future research in the field must include people of all racial and ethnic backgrounds.
The root cause of these inequities also remains unproven. Balls-Berry believes access to specialists, proximity to high-quality medical centres, lack of insurance, language barriers and cultural differences could all be contributors, but more research is needed to confirm these connections.
Ladson and Balls-Berry both hope this data spurs changes in clinical practice and policy to close the gaps in dementia care. “Some of these systems were not created for patients of colour,” says Balls-Berry.

"Racial inequality is a feature of capitalism. American capitalism has always had a racist and patriarchal character from the very beginning. You have groups that are racialized as inferiors so that it’s okay if the state or management treats them in a worse way than others. That ends up being advantageous to capitalism because it creates pools of people with fewer opportunities. Firms can exploit them by paying them lower wages and treating them worse. This also creates racialized resentments between different subgroups of the population and that makes it harder for the working class to get together into unions to form political coalitions to fight back against the capitalist class. Racism and racial divisions reduce the overall social bargaining power of the working class and this leads to lower wages and worse benefits. For example, we don’t have a universal healthcare system in the U.S. There are some white people who would argue against that because they don’t want those people to get public benefits. Racism plays into that."
