The Survey Corps & Levi Ackerman
After Hanji passes, Erwin picks them up talking about how the others have left already. They all watched the plane take off while Hanji gave a sorrowful look at the plane.
They were all waiting for what Levi would do. Cheering at him on his every move.
They may not be present physically yet their souls were ALWAYS lingering about with their dearest captain. For he would be the one avenging each one of their sacrifices.
It's as if all of them were 'alive' in the afterlife just to see what conclusion Levi would bring to their story.
When his job was done, the Survey Corps saluted the very wings of freedom, that is, Levi Ackerman.
His comrades' souls were finally free. They can now rest in peace. Their sacrifices were all worth it.
The flag finally fades away along with the very people who were the spirit of the Survey Corps... and Levi, being the heart and soul of it.
