So like .. I made a monster inspired by Jeff the Killer because I'm so normal and sane :3

Anyway yeah main points:

At certain angles and lighting it looks like a woman or child is hurt or dying, this thing mimics voices and screams of its victims to lure in men and women. Usually it has to hunt at night when the moon is full, its pale translucent white skin on its head and face reflect better to create a better illusion. Works best when in the water, and waits patiently for a passerby.

The front blade like limbs are short and stumpy but are best for gutting/tearing soft parts of animals and humans. They also work well to mark territory and digging.

Raptor like claws on the second pair of limbs, used for speed, depending on the chase this creature and lift it's hind legs and tail upwards to use these legs to sprint very fast but for short distances and time because of its rotting body and heavy hair.

Back limbs are regular bird like feet made to wrap around logs/debris as well as help grab and move things for nests and stashes.

Because of its long hair and tendency to use water for hunting the dirty murky water gets trapped in the long strands and over time causes mold and mildew. This causes flies and other insects to come looking and feed off of this nasty stench. They lay eggs in the infected skin causing rot and mange. They have holes riddling their body as it's slowly being eaten away.

Because of its condition you WILL smell it BEFORE you see it. A lot of myths and folklore based on this creature say if you smell something rotten then you should turn and run.
