House GOP adopts Trump budget after topsy-turvy night
House Republicans adopted the budget resolution that will lay the foundation for enacting President Trump’s legislative agenda Tuesday night, just minutes after they initially pulled the measure from the floor.
The legislation was approved in a 217-215 vote.
It capped a wild evening in the House chamber that saw Republican leaders hold open an unrelated vote for more than an hour to buy time to win over holdouts, announce they were canceling a vote on the legislation, and reverse course just 10 minutes later.
The tally also marked a dramatic turnaround for Speaker Mike Johnson (R-La.) and House GOP leaders, who hours earlier were facing opposition to the measure from four deficit hawks, skepticism among some other hardliners, and apprehension from moderates concerned about potential slashes to social safety net measures.
Leading into the vote, Reps. Thomas Massie (R-Ky.), Victoria Spartz (R-Ind.), Warren Davidson (R-Ohio) and Tim Burchett (R-Tenn.) were expected to be the final holdouts against the measure, while Rep. Andy Ogles (R-Tenn.) dubbed himself a “lean no.” They were largely concerned with the level of spending cuts in the legislation, speaking out against the impact it would have on the deficit.
Spartz, Burchett and Davidson flipped to yes. Massie remained a “no” vote.
Trump, who has advocated for the House’s approach over the Senate’s, provided an 11th-hour boost, working the holdouts on the phone ahead of the vote.
Burchett was spotted on the phone with the president as he walked into the House chamber for a procedural vote on Tuesday afternoon. He voted in favor of it on Tuesday.
On the other end of the ideological spectrum, Rep. Jeff Van Drew (R-N.J.) said he spoke to Trump multiple times over the last two days, airing his concerns about potential cuts to Medicaid. Van Drew said that Trump “is concerned with Medicaid as well and does not want to hurt it, period.”
But in a sign of the uncertainty of the vote outcome, even Trump stopped short of publicly backing the resolution on Tuesday, despite previously endorsing the chamber’s single-bill strategy over the Senate’s two-track framework.
“The House has a bill and the Senate has a bill, and I’m looking at them both, and I’ll make decisions. But I don’t know where they are in the vote,” Trump said in response to a question from The Hill on Tuesday. “I know the Senate’s doing very well, and the House is doing very well, but each one of them has things that I like, so we’ll see if we can come together.”
Republicans are looking to use a process known as budget reconciliation to enact Trump’s priorities, which would allow the party to circumvent Democratic opposition in the Senate.
The House’s resolution lays out a $1.5 trillion floor for spending cuts across committees with a target of $2 trillion, puts a $4.5 trillion ceiling on the deficit impact of any GOP plan to extend Trump’s 2017 tax cuts, and includes $300 billion in additional spending for the border and defense and a $4 trillion debt limit increase.
In addition to the fiscal conservative holdouts, GOP leaders also had to win over moderates concerned about potential cuts to Medicaid in the ultimate Trump agenda bill. The resolution directs the Energy and Commerce Committee — which has jurisdiction over Medicaid — to find at least $880 billion in cuts, a figure that some lawmakers said could not be reached without significant slashes to the social safety net program.
That notion sparked worries among centrists. But after several conversations with leadership, they softened their stances.
“I’m in a better place [than] where I was yesterday,” Rep. Juan Ciscomani (R-Ariz.), who represents a purple district, said Tuesday morning.
Leadership, for its part, has rejected the notion that the bill will prompt significant Medicaid cuts. Johnson for weeks has said the conference just wants to root out “fraud, waste and abuse” in the program. Top lawmakers amped up that messaging on Tuesday.
“Do a word search for yourself,” Johnson said Tuesday morning. “It doesn’t even mention Medicaid in the bill, so that’s an important point.”
Skepticism, however, remains high that the conference will be able to achieve those levels without significant changes to the social safety net program, signaling the headwinds House GOP leaders will face as they work to craft the bill in the coming weeks and months.
While the successful vote is a win for Johnson and his leadership team, a series of landmines loom as they look to advance Trump domestic policy priorities, including border funding, energy policy and tax cuts.
The House must reconcile with the Senate — which passed a budget resolution last week that utilizes a different strategy — craft a final bill in line with the parameters in the legislation, and get the final measure across the finish line in the conference’s razor-thin majority.

Medicaid may be on the chopping block as the Trump administration prepares its budget blueprint.
The House Budget Committee's budget draft included a goal of about $2 trillion in spending cuts and allowed for $4.5 trillion in tax cuts.
The blueprint draft called for at least $880 billion in spending cuts from the House Energy and Commerce Committee over the next decade. This would likely mean large Medicaid cuts, potentially leading many Americans to lose their benefits. A Ways and Means Committee document outlining reconciliation options reveals over $2 trillion in potential Medicaid cuts, though some could overlap.
President Donald Trump has said Social Security and Medicare, which are the largest federal government programs, wouldn't be cut. Elon Musk has also accused "federal entitlements" such as Social Security of fraud.
The draft directed the Committee on Agriculture to reduce the deficit by $230 billion, which would mean cutting nutritional programs like the Supplemental Nutrition Assistance Program. [Food stamps/EBT]
The most recent Medicaid enrollment data from October 2024 revealed over 72 million people were enrolled in Medicaid, while 7.25 million were enrolled in Children's Health Insurance Programs. Medicaid provides healthcare and long-term services coverage for lower-income Americans and is financed by both the federal government and states. In some states, over 30% of the population is covered by Medicaid. According to the Centers for Medicare & Medicaid Services, Medicaid spending in 2023 was nearly $872 billion.
Some GOP leaders have proposed reducing Federal Medical Assistance Percentages, the amount the federal government pays to states based on factors such as a state's per-capita income. Others have proposed Medicaid per-capita caps, which an early House Budget Committee proposal said could save up to $900 billion. This shift would lead states to either cut back on Medicaid services or identify other methods for funding potentially billions in losses.
Figures such as Robert F. Kennedy Jr. have argued that Medicaid is ineffective, and some question whether it has improved people's health. Critics of the program have also said people relying on Medicaid could get insurance from other sources, such as their workplace. However, Medicaid expansions have been shown to improve care access, reduce mortality rates, and spark economic growth.
Senate Budget Committee Chairman Lindsey Graham of South Carolina in recent days had already moved ahead with his border security, military, and energy package, as Republicans in the upper chamber had been waiting for their House counterparts to offer their budget proposal.
Graham is aiming to pass a second budget resolution extending the 2017 tax cuts later this year.
Senate Republicans can pass a budget reconciliation bill with a simple majority, or 51 votes, as they wouldn't have to meet the normal 60-vote filibuster threshold. The party currently holds a 53-47 majority in the upper chamber.
House GOP leaders see their budget framework as one that could pave the way for passing a reconciliation bill through Congress with the priorities of Trump and top conservatives in mind. Republicans have a razor-thin 218-215 majority in the House, so every vote will be critical, and they're looking to pass one bill with Trump's signature policy desires.
Speaker Mike Johnson on Tuesday told reporters that Graham's plan was a "nonstarter."
"We all are trying to get to the same achievable objectives," the Louisiana Republican said. "And there's just, you know, different ideas on how to get there."
GOP leaders have recently pushed for Medicaid cuts, leading to debates over how much to cut services many Americans rely on.
Other major points from the House blueprint included increasing the debt limit by $4 trillion, reductions in education totaling $330 billion, and allocating up to $300 billion in additional border and defense spending.
The Senate's plan calls for $150 billion in additional defense spending and a $175 billion boost for border security.

A congressional hearing on the fossil fuel industry’s “evolving efforts to avoid accountability for climate change” turned into a spectacle on Wednesday morning as lawmakers in Washington, D.C., grilled a panel of experts on wide-ranging — and often irrelevant — topics. The thousands of internal oil company documents released before the hearing, however, contained some bombshell findings.
One of the biggest revelations is that BP executives understood that natural gas, which the company promoted as a “bridge” or “destination” fuel to a cleaner future as coal declined, was incompatible with the goals of the Paris Agreement signed in 2015. “[O]nce built, gas locks in future emissions above a level consistent with 2 degrees,” at least without widespread carbon capture technology, according to a comment on a draft outline for a speech by BP’s CEO in 2017.
“This is the first evidence I’ve seen of them acknowledging internally, at the highest levels, that they know this — natural gas is a climate disaster — and yet, they still promote it,” said Richard Wiles, president of the Center for Climate Integrity, an environmental advocacy organization.
At Wednesday’s hearing, Senator Sheldon Whitehouse, a Democrat from Rhode Island, invited expert witnesses to talk about the industry’s attempts to shape media coverage and academic research and allegations that they misled the public through deceptive advertising. But Republican lawmakers went off-script, asking questions about boreal forest fires and alleging that reducing fossil fuel production would result in Americans “having to sell blood in order to pay their electricity bill.” At one point, Senator John Kennedy from Louisiana read a list of old Twitter posts in an attempt to discredit Geoffrey Supran, a climate researcher who testified at the event, apparently without realizing that the posts were not written by Supran, although he did retweet one of them.
The hearing was the outcome of a three-year congressional investigation that sought to uncover new information about fossil fuel companies’ history of spreading disinformation about climate change. The first hearing, in October 2021, focused on an early chapter of that history, the 1970s, and drew testimony from executives of BP, Chevron, Exxon Mobil, and Shell, as well as two industry lobbying groups — the American Petroleum Institute and the Chamber of Commerce.
Now, lawmakers have turned their attention to recent history. Ahead of the hearing, they released some 4,500 subpoenaed documents dating back to 2015 that show how oil companies’ internal discussions about the Paris Agreement, methane emissions, and investigations into their own climate denial have diverged from their public statements. The new evidence, summarized in a 60-page report, could be critical for lawsuits alleging that oil companies lied to the public about climate change, since they provide evidence of ongoing deception.

Only a handful of near-mint copies exist. And with superhero culture more mainstream than ever, it’s no surprise collectors are willing to throw down millions for a piece of origin-story history.
Why Do People Spend So Much?  
This is the real question. Is it all just flexing? Not entirely.
Sure, owning a Monet or a Basquiat looks great in your living room. But many high-end auction buyers treat these purchases as investments. Tangible assets, particularly rare or historically significant ones, often outperform traditional investments in terms of long-term value retention (and sometimes, growth).
In other cases, it’s personal. The emotional connection to a rock star’s guitar or a childhood comic book can drive bidding frenzies that go well beyond logic.

Few historical analogies exist for Donald Trump’s newly announced tariffs. The investment bank Evercore estimates that the so-called “liberation day” announcement has raised the weighted average US tariff to 29% – its highest rate since 1900. To call it a generational action would be an understatement; my grandmother was born in 1939.
These tariffs, if they remain in place, will raise prices, eliminate jobs and shrink retirements. No one will pay for them more dearly than American workers. Yet a shock to capitalism inevitably raises the question of whether, and how, capitalists will respond. Faced with Trump’s tariffs, what will the US’s business class do?
Some commentators have hoped that, once the effects of Trump’s economic misrule become apparent, executives will finally turn on the Maga movement. But the answer, as during Trump’s previous tariff scares, is likely to disappoint. The Chamber of Commerce, National Association of Manufacturers, and International Dairy Foods Association have each issued strongly worded statements against Trump’s trade action. Others are likely forthcoming. But those words are unlikely to become meaningful action, for it is simply not in the business lobby’s nature to fight the Republican party.
Unlike much of the developed world, the US lacks a single, representative organization for big business. Barring extraordinary initiative by political actors, or moments of deep and protracted crisis, unified and cross-sectoral corporate lobbies rarely appear in American history. The National Association of Manufacturers and the Chamber of Commerce began as initiatives of presidents William McKinley and William Howard Taft, respectively; the Business Roundtable, founded through a merger of two union-busting business groups in 1972, stands as a rare business lobby organized by business itself.
If these organizations have a difficult time coming together, they have an even harder time sticking together. The roundtable and the chamber experienced their greatest momentum during the economic turbulence of the 1970s: at last, their managers were able to unite the otherwise fractious American business community under the banner of fighting organized labor and its New-Dealer allies within the Democratic party. But by the middle of Ronald Reagan’s presidency, those enemies had been vanquished – and the chamber and roundtable hemorrhaged membership in turn.
Business organizations never regained the command of American capitalism they had won in the late 70s and early 80s. The Chamber of Commerce has maintained stature only by becoming, essentially, an all-purposes lobbying firm. Its primary function is to receive contributions from industries attempting to obscure their hand in pushing politically unpopular causes: tobacco seeking to shield itself from liability, the auto industry seeking to relax safety standards, the health insurance sector seeking to stall healthcare reform, etc.
Though the chamber and roundtable briefly stepped into more activist roles during the disruptions of the Tea Party, their success was, at best, mixed. At once, they found themselves dueling against the oil, gas and utilities sectors, each of whom fervently backed rightwing insurgents. By 2014, they had largely eliminated the Tea Party’s beachhead in Congress. Even so, they failed to repel the advance of Trump during the 2016 primaries; nor did they manage to sap the influence of the Freedom Caucus, today a king-making group among House Republicans.
Though business organizations managed to significantly shape Trump’s 2017 Tax Cuts and Jobs Act, they notably failed to shape his administration’s 2018 trade war. Rather than mount a united front against Trump’s tariff regime, nearly 4,000 firms attempted to individually lobby the office of Robert Lighthizer for individual exemptions for their imports of interest. This, the political scientist Jack Zhang explains, had the ironic effect of overwhelming the United States trade representative’s office, and crowding out most lobbyists: few ultimately received exemptions, while the rest continued paying the cost of high tariffs.
That period’s patterns are telling: American business, given the weakness of its coordinating institutions, is essentially incapable of coordinating significant challenges to the Republican party’s governance. A previous generation of corporate leadership might have met a shock of Wednesday’s magnitude with a coordinated response felt at all levels of American society – whether through lobbying efforts in Washington or advertisements in local newspapers. But American business is too disunited to mount similar campaigns today. “The pursuit of individual self-interests,” as Zhang noted in 2020, “left none to defend the public goods associated with a free and open market between the US and China.”
That phenomenon is a persistent feature of the Trump era. The chamber’s boycott of campaign contributions to the Republican party after the January 6 insurrection lasted little more than two months. And the agricultural lobby, once a powerful pro-immigration voice on Capitol Hill, has all but abandoned its public advocacy for immigrants: organizing on the issue, where it exists, is done through quiet lobbying behind closed doors. If history is any guide, then, there will be no meaningful corporate break with the Republican party.
“We are living through the nightmare edition of ‘Great Men Make History’,” wrote the leftwing theorist Mike Davis shortly before his death in 2022. “Unlike the high Cold war when politburos, parliaments, presidential cabinets and general staffs to some extent countervailed megalomania at the top, there are few safety switches between today’s maximum leaders and Armageddon.”
Our moment, as Davis observed, is the apogee of a long-brewing structural crisis of American liberalism, where even the mechanisms that once aligned state policy with corporate interests have fundamentally broken down. Whether among executives, lobbyists or university trustees, an elite-led backlash to the Trump administration – on trade, immigration, the rule of law or anything else – is not forthcoming. Only an organized working class, then, can resist Trump.
