I'm currently researching the 20th century education system in New Orleans (reading "Becoming American in Creole New Orleans" for anyone whose interested) and here's a little segment I came across:
"As Upton Sinclair observed in The Goslings: A Study of American Schools, it “is the thesis of the businessmen who run our educational system that the schools are factories, and the children are raw material, to be turned out thoroughly standardized, of the same size and shapes, like biscuits or sausages."

There's a "darker" side to Zevran, one he's open about to the Warden when he asks about death of his marks. He doesn't lie about it, doesn't hide it - even if he easily could.
"As far as enjoying the act of killing itself, why not? There is a certain artistry to the deed, the pleasure of sinking your blade into their flesh and knowing their life is in your hands."
He's aware the Warden can disagree with him but he tells him anyway. But he's a little taken aback (pleasantly) when the Warden agrees with him.

look, narratively, the rebel camps and bandit camps are entirely different and it absolutely does not make sense for nil to hunt rebels. more than once in hfw aloy is told and shown that a lot of the rebels are misguided teenagers. children. given that you have the option of killing only the leader, getting tags, and moving on, that’s an important narrative factor. if anything the indoctrination of the children into fighting for regalla is more similar to how nil was forced into the carja army as a child himself than to the general lawlessness of the bandits.
yes, the tenakth he initially encountered before finding the riders were probably rebels, likely champions or other brutes that would be a fair fight for him (the tenakth would probably be way more suspicious of outlanders, even aloy, if their people were being killed by an invading carja, even as much as they respect strength). but seeing the riders would also clue him in to the fact that many were children if he hadn’t realised it himself before then.
nil’s character arc has gone exactly the way it’s intended. he’s grown and moved on from harming himself and harming others. he’s healing. hunting rebels wouldn’t just be ‘more of the same,’ it would be detrimental to his growth, and completely out of character.
