LGBTQ+ organizations and allies are celebrating Michigan for becoming the first state in three years to pass comprehensive anti-discrimination protections for sexual orientation and gender identity. The legislation, which now heads to Gov. Gretchen Whitmer (D) to be signed into law, finally passed after decades of court battles and hold-ups from Republican legislators.
The bill passed in a 64-45 vote in the Democrat-led House on Wednesday. It amends the state’s 1976 Elliott-Larsen Civil Rights Act (ELCRA) to include LGBTQ+ people among its protected groups. The law forbids discrimination in housing, employment, and public accommodation within businesses, government buildings, and educational facilities on the basis of religion, race, color, national origin, age, sex, height, weight, familial status, marital status — and now, LGBTQ+ identity.
Democrats had tried introducing various LGBTQ+ non-discrimination measures over the last 40 years, according to the bill’s gay sponsor Sen. Jeremy Moss (D). However, the attempts were repeatedly voted down by Republican-led legislatures. Last January, Democrats took control of the full legislature for the first time in nearly 40 years, finally giving them the chance to pass the protections.
In July 2022, Michigan’s Supreme Court issued a landmark 5–2 ruling that ELCRA already forbade discrimination based on sexual orientation and gender identity as forms of discrimination based on sex and gender. This followed a 2020 Michigan Court of Claims ruling that said ELCRA didn’t ban anti-gay discrimination as well as a 2018 vote by Michigan’s Civil Rights Commission interpreting ELCRA as protecting LGBTQ+ people from religious-based discrimination...
When the House voted to pass the historic bill on Wednesday, a crowd in the House gallery broke into applause, Bridge Michigan reported. Republican House members had tried adding amendments that would’ve carved out exceptions for religious people to continue discriminating against LGBTQ+ people. None of these amendments passed into the final bill.
Gov. [Whitmer] has signaled that she will soon sign the bill into law. In a Wednesday tweet, she noted the observation of International Women’s Day and wrote, “I’m celebrating trans women who have continuously led the way, despite constant threats to their lives and liberty. I’m proud that we’re finally in a position to expand the Elliott-Larsen Civil Rights Act to protect LGBTQ+ Michiganders. Let’s get it done!”

Do they ever give up? Those looking to divvy up Americans by race, that is.
In California they tried to get race preferences approved in a 2020 referendum, but voters rejected it 57.2% to 42.8%. This was a stunning rebuke, not only because the rejection came from residents of a blue state but because the losing side had outspent opponents something like 14 to 1.
In 2023 the Supreme Court weighed in with a landmark ruling that barred colleges from treating people as members of a racial group instead of as individuals—and cast constitutional doubt on all race-based preferences. “Eliminating racial discrimination means eliminating all of it,” Chief Justice John Roberts wrote. Couldn’t be clearer, right?
Not in California. Undaunted state Assemblyman Corey Jackson is pushing a bill called ACA7. It takes aim at the state ban on race preferences that voters put in the constitution in 1996 when they passed Proposition 209. Californians reaffirmed Proposition 209 three years ago at the ballot box.
The language the voters agreed to and the activists hate reads as follows: “The state shall not discriminate against, or grant preferential treatment to, any individual or group on the basis of race, sex, color, ethnicity, or national origin in the operation of public employment, public education, or public contracting.” Unlike the 2020 effort, the new bill would leave that language intact. Instead, it would add a provision allowing the governor to create “exceptions.” Effectively that would gut the ban.
Apparently, the lesson the advocates of state-sponsored discrimination have taken from their defeat is that if at first you don’t succeed, try something sneakier.
Here is Mr. Jackson’s press release summarizing the bill: “ACA7 will allow . . . the Governor to issue waivers to public agencies that wish to use state funds for research-based, or research-informed and culturally specific interventions to increase life expectancy, improve educational outcomes, and lift people out of poverty for specific ethnic groups and marginalized genders.”
Gail Heriot is a University of San Diego law professor who sits on the U.S. Commission on Civil Rights and was a leader of both Proposition 209 and the “no” effort on the 2020 referendum. She has launched a petition with Extremely Concerned Californians at change.org opposing the measure.
“ACA7’s proponents are hoping that voters will be fooled into thinking that it is just a small exception,” Ms. Heriot says. “In fact, it gives the governor enormous power to nullify Proposition 209.”
Edward Blum agrees. As the founder of Students for Fair Admissions, he spearheaded the lawsuits against Harvard and the University of North Carolina that killed race preferences in college admissions.
“Racial preferences are never legally justified because some specious ‘research’ report concludes it would be beneficial to a certain race,” says Mr. Blum. “This exemption will trigger endless litigation that will polarize California citizens by race.”
But sowing discord is a feature, not a bug. As the bill was making its way through the Assembly, Mr. Jackson got in a spat with Bill Essayli—a Republican who is also the first Muslim elected to the Assembly. Mr. Essayli pointed out that the majority of Californian voters disagree with state-sanctioned discrimination. “I fundamentally disagree with this backwards policy,” he later tweeted.
Mr. Jackson responded in his own tweet: “This is a perfect example how a minority can become a white supremacist by doing everything possible to win white supremacist and fascist affection.”
ACA7 passed the state Assembly in September. If it passes the Senate, it will be on the ballot in November. If Californians vote yea, it will become part of the constitution.
But all is not lost. The 2020 referendum awakened a sleeping giant: the Asian-American community. Asian-Americans quickly realized (as the Harvard case drove home) that they and their children are the primary victims whenever race is substituted for merit. Asian-Americans are more aware and organized than they were in 2020. They aren’t likely to be fooled by talk of “exceptions” based on “research.”
It also isn’t a given that ACA7 will make it through the state Senate. Though Democrats enjoy a 32-8 majority, polls consistently show race preferences are unpopular. Gov. Gavin Newsom’s support will be crucial.
Though he has no formal role in the constitutional process, some think the bill will go nowhere if Mr. Newsom doesn’t want it to. If it does make it to the ballot this November, he’ll be under immense pressure to endorse it. That’s another reason the Senate should kill ACA7 now, Ms. Heriot says.
“California voters need to make sure their state senators know where they stand—through emails, phone calls, letters, and petitions,” Ms. Heriot says. “Once the senators understand that, they will realize putting ACA7 on the ballot is not in their interest.”

Proposed Statement
We have witnessed today in Washington and tens of thousands of Americans -- both Negro and white -- exercising their right to assemble peaceably and direct the widest possible attention to a great national issue. Efforts to secure equal treatment and equal opportunity for all without regard to race, color, creed or nationality are neither novel nor difficult to understand. What is different today is the intensified and widespread public awareness of the need to move forward in achieving these objectives -- objectives which are older than this nation.
Although this summer has seen remarkable progress in translating civil rights from principles into practices, we have a very long way yet to travel. One cannot help but be impressed with the deep fervor and the quiet dignity that characterizes the thousands who have gathered in the Nation's Capital from across the country to demonstrate their

faith and confidence in our democratic form of government. History has seen many demonstrations - - of widely varying character and for a whole host of reasons. As our thoughts travel to other demonstrations that have occurred in different parts of the world, this Nation can properly be proud of the demonstration that has occurred here today. The leaders of the organizations sponsoring the March and all who have participated in it deserve our appreciation for the detailed preparations that made it possible and for the orderly manner in which it has been conducted.
The Executive Branch of the Federal Government will continue its efforts to obtain increased employment and to eliminate dicrimina-tion in employment practices, two of the prime goals of the March. In addition, our efforts to secure enactment of the legislative proposals made to the Congress will be maintained, including not only the Civil

Rights Bill, but also proposals to broaden and strengthen the Manpower Development and Training Program, the Youth Employment Bill, amendments to the vocational education program, the establishment of a work-study program for high school age youth, strengthening of the adult basic education provisions in the Administrations education program and the amendments proposed to the public welfare work-relief and training programs. This nation can afford to achieve the goals of a full employment policy --it cannot afford to achieve the goals of a full employment  policy --it cannot afford to permit the potential skills and educational capacity of its citizens to be unrealized.
The cause of 20 million Negroes has been advanced by the program conducted so appropriately before the Nation's shrine to the Great Emancipator, but even more significant is the contribution to all mankind.

Disability Activists Worth Knowing
Hi! In honor of Disability Pride Month, which is July in the USA, I am writing about some disabled activists who I think are cool. Many of you are (hopefully) familiar with giants like Helen Keller and Judy Heumann, but there are a lot of really interesting people out there whose names aren’t as widely shared, especially those who are also POC, queer, and/or non-American.
Please feel free to add more disabled people, or information about people I’ve already listed! Note that this post is intended to be about people who advocate for the disabled community and are also disabled themselves. Non-disabled advocates have also done a lot for the community! But that is not who this post is about <3
Final disclaimer: This is a post that I researched quickly, and specifically sought out some new people I hadn’t heard about. If there’s someone on this list that’s fucked up, feel free to add that, and even feel free to @ me so I can reblog your correction. Please do not yell at me or assume I’m aware of every political opinion/possible transgression of the many people on this list pls
Now, in no particular order -
Javed Abidi was an activist who advocated for disability rights in India. He helped pass the Person with Disabilities act in Parliament, and served as the first director of the National Centre for Promotion of Employment of Disabled People.
Ola Abu Al Ghaib is a Palestinian activist who works to promote the rights of people with disabilities, particularly women with disabilities, in the Arab States, Africa, and Asia.
Ari Ne’eman is an Israeli-American activist who founded the Autism Self Advocacy Network, one of the earliest advocacy organizations run both by and for Autistic people. Currently, he consults with the ACLU on disability justice issues and is writing a book about disability history in the USA.
Dana Bolles is an American spaceflight engineer and advocate for people with disabilities in STEM. She also advocates for women and the queer community, and currently works at NASA.
Fatima al-Aqel was a Yemeni woman who advocated for blind and visually impaired women in Yemen, as well as opening Yemen’s first school for the blind. She later founded the Al-Aman Organization Blind Women Care to further opportunities for blind women in the social and professional spheres, as well as working to adapt literature to Braille.
Judi Chamberlain was an American activist, leader, speaker, and educator in the psychiatric survivors movement. Her book On Our Own: Patient-Controlled Alternatives to the Mental Health System is a foundational text in the Mad Pride movement and argues for the rights of patients in psychiatric care.
María Soledad Cisternas Reyes is a Chilean lawyer and disability rights advocate who has helped increase access for disabled people in Chile and internationally, through her work with the UN. She has also been recognized for her work on the intersection of rights of disabled people, children, women, indigenous people, and the elderly.
Tony Coelho is an American politician of Portuguese descent who was the primary sponsor of the ADA (Americans with Disabilities Act) and was a former chairman of the Epilepsy Foundation.
Justin Dart Jr. was an American activist and disability advocate who was regarded as the father (or sometimes godfather) of the ADA. Other notable accomplishments include founding his university’s first group to oppose racism, founding the American Association of People with Disabilities, and receiving a Presidential Medal of Freedom.
Vic Finkelstein is a South African disability rights activist and writer who pioneered the social model of disability. He spent the latter part of his life in Britain after being imprisoned and banned from South Africa for anti-apartheid activities.
Chen Guangcheng is a Chinese civil rights activist, often referred to as a “barefoot lawyer,” who worked on civil rights cases in rural China. Due to his advocacy and activist work surrounding land rights, women’s rights, disability rights, and the welfare of the poor, Chen was repeatedly imprisoned and eventually left China for the USA.
Rick Hansen is a Canadian paralympian and activist, most famous for circling the world in a wheelchair to raise money for charity. His journey lasted just over 2 years, with an average of 8 hours of wheeling per day. He founded the Hansen foundation to raise funds and awareness to create a world without barriers for people with disabilities.
Abha Khetarpal is an Indian poet, author, and disability rights activist and counselor who founded a counseling/educational resource website and app for people with disabilities. Her work focuses on disability and women’s rights, with a focus on sexual liberation and sexual education and access for disabled people.
Harriet McBryde Johnson was an American author, attorney, and disability rights activist who specialized in securing Social Security benefits for disabled clients who could not work. She debated Peter Singer, arguably the most famous philosopher in America today, on the right of parents to euthanize their disabled children, an encounter she wrote about in the essay Unspeakable Conversations. 
Yetnebersh Nigussie is an Ethiopian lawyer who primarily works in disability rights and anti-AIDs activism. She is a 2017 winner of the Right Livelihood award, widely considered the “Alternative Nobel Prize.”
Satendra Singh is an Indian medical doctor who has advocated extensively for disability rights and access in India, including founding an “Enabling Unit,” a group staffed entirely by people with disabilities that ensures other disabled people are able to attend medical school and associated programs with proper accommodations and support.
Lauren Tuchman was the first blind woman to be ordained as a rabbi. She advocates primarily for disability rights and an inclusive Torah.
Emmanuel Yeboah is a Ghanian athlete and activist who rode a bike across Ghana to raise awareness about the lack of disability rights and access in the country, specifically a lack of wheelchairs. He currently works on ensuring education access for children with and without disabilities in Ghana.
Stella Young was an Australian comedian and journalist who was known for coining the term “inspiration porn.”
Nabil Shaban is a Jordanian-British actor and writer who is best known as the villain Sil on Dr. Who. He co-founded Graeae, a theater group which promotes the work of disabled actors.

Summary: A new radio host reports on an even newer law passed by City Council to give employees 'vacations'. Plus, an update to Night Vale's second Dog Park and a enigmatic forecast of the weather.

You know, a lot of people pose the age-old question: what came first, the chicken... or the egg?
People will generally have an answer of their own, offering reasons why they themselves are correct and all others false in their belief.
But does it even matter?
The chicken and egg are both equally small beneath the infinitesimal weight of the universe, both helpless to the onslaught of time, both eventually returning to the very stardust and void that created them in the first place.
And the correct answer, as a reminder from the Sheriff's Secret Police's existential question task force, is a frog. Anyone who answers differently will be immediately confiscated for re-education and fined up to 500 dollars or the equivalent worth in trade secrets.

City Council has enacted a new law earlier today. In a press conference scheduled only three minutes after it was announced, they decreed that vacations are now a concept that legally exist, and that places of employment are required to give employees paid time off according to the hours that they work over a scheduled period. Applicable work activities can include but are not limited to: hiding from government agencies, taking part in government-sponsored cover-ups, authorized community service, childcare, existing on Wednesdays, existing on non-Wednesdays, and golfing.
There has been some push back to this new law, with many citizens claiming that it is not the right of local government to decide how employers compensate their workers.
"Back in my day, we didn't even get a paycheck," said Night Vale citizen and worker Tristan Fetch. "We simply wandered out into the desert and returned home without a memory of how we had spent the day, pockets full of bloodstones, paper clips and the occasional empty chapstick tube." He continued talking about the various employment traditions of Night Vale past, but unfortunately it was in an ancient language that nobody could translate, so I can only assume that was what he was still talking about.
When asked him to elaborate or perhaps switch to a language that could be understood, Fetch simply shook his head and vanished into a thin puff of ashy black smoke, and could not be later located for further questions. He left behind the lingering feeling of wistful love for things that were that never again will be, and a general discontent with the youth of today.
One particularly passionate citizen has been seen protesting just outside the Night Vale radio station. Many of you may know him as the main host of news here at the station as well local workaholic who really needs to take a few days off every now and again, Cecil Palmer.
When asked for comment, he said, "If I want to work an exhaustive number of hours beyond what is physically possible by the laws of space-time, the that is my right as an American citizen! How will the station function without me? Who will remember to check the mail?"
Cecil was then removed from the premises by members of the Sheriff's Secret Police and reminded, 'Please, Cecil, we can't keep doing this.' This marks the third time he has been escorted away from the station during his legally-mandated vacation that, as a reminder, had begun yesterday.
For listeners who do not possess omnipotence--and our condolences go out to you--the person who is current updating you on the Night Vale news is senior Intern Daniel Van Heler. The same one who had been declared dead after an unfortunate run-in with a door that led to nowhere--after being declared un-dead by an ominous hooded figure and a doctor with a questionable medical degree, I've been assigned to fill in for Cecil whenever he is out of the station.
While I know we can all appreciate his dedication to radio journalism, recent events have made clear that having some time away from work is integral to a healthy mind, body, and is also now a punishable offense.
I hope that you all can enjoy the sound of my voice when I'm filling in for our beloved radio host; if not, then please make sure to notate any feedback you have on the commentary card that has been placed inside of your wallet when you weren't looking. If you do not possess a wallet, then you can find it inside your government-assigned citizen's information file. The city council has announced the opening of a brand new, state-of-the-art dog park off the corner of Earl and Valleyview. No, not that dog park, a new dog park! A completely separate dog park that does not at all have any relationship to any other dog park that may or may not exist just two blocks away on the corner of Earl and Somerset.
This one, simply called 'the dog park' by city council--please do not confuse it with the other one--is open to people, dogs, secret police, surveillance drones, and cats that act like dogs.
There are a variety of amenities available, and a strong non-electrified fence around the perimeter, which means you can let your canine companion loose as long as they play nicely with others!
Strange hooded figures are not found at this new dog park, but they can still be found at the old dog park, staring on at anyone who passes by and enters into the new park with a gaze that can only be described as 'haunting, as if staring into the heavy eyes of someone who should not be, but yet they are'.
Listeners, I bet those hooded figures are just jealous!
We've never seen one with an actual dog, after all, so I wonder if they just can't stand not being able to check out this neat new dog park we have built! If you're listening and you have a dog, or are just interested in a little extra government surveillance in your life, then you should absolutely check it out the next time you're out for a walk!

This exciting new segment will be hosted by our very own Cecil Palmer and guest star 'Vsauce, Michael Here', known better by his middle name Michael. I'm sure some listeners may recognize him from before City Council had declared Youtube a website that doesn't actually exist, and the two of them will be explaining how someone can find the largest countable prime number simply by listing each one in chronological order. Maybe this will help make math easier for some of us, eh?
The first part will air tomorrow evening at 5pm Central Standard time, and will end after Cecil and Michael reach the largest countable prime number or until they succumb to the needs of their mortal bodies and pass out in the recording booth.

Listeners, I know that you are used to a particular way that Cecil announces the weather, but unfortunately I do not possess certain inethreal skills such as 'having permission' and 'copyright' for all that weather forecasting, so I've decided to try a couple different things to give you all an equally qualified and arguably accurate experience!
So, for the next thirty seconds, I want you to close your eyes and envision the sky.
What color is it? Are there any clouds? Ominous dark shapes sitting on the horizon? Does the air feel cold against your imagined skin? Warm? Can you hear a low humming without a discernible origin? Ignore that humming, ignore the ominous dark shapes that seem to be getting closer with every glance towards them.
There are large hills around you. Not mountains, since they don't exist, but they tower high above you on every side and reach far into the heavens. Are they watching you? Judging you? Are these a barrier to keep you safe, or a cage to keep you trapped?
Do you even want to know the answer?
Now, listeners, open your eyes. Do you feel better? Perhaps even a little refreshed?

An update on the new law requiring employers to give their workers vacation time, which also now legally exists: while some citizens still dislike the requirement, others have started to speak openly in favor of vacation hours, even citing that it has already begun to boost the local economy of Night Vale.
Mary Smith, owner of Night Vale's most popular pastry shop, said, "I'm seeing a lot more people coming into my store. The extra hours of free time they have now means they can actually do stuff outside of work, like buying my pastries--which in all honesty is a new experience in itself. I don't think I've ever had a customer before. Or sold a pastry before. Huh. When did I start this business again?"
Mary thought she had more to say, but was too preoccupied in personal revelations to offer very much after that.
Suffice to say listeners, I'd have to agree that the new law is helping to boost several sectors of Nightvale's economy! We're already getting word of at least a dozen small businesses and a few franchises that have been discovered along Main Street as places that exist, and all of them are starting to get wonderful reviews on Yelp! I even hear that our beloved radio host Cecil was spotted having a lovely lunch date with Carlos with some of his accrued vacation time.
Since we're coming up to the end of this broadcast section, I myself might even have to go see some of these new hot spots of the town for myself. I hear one of them sells some really delicious ice cream, and I'll be sure to update you all on it on my next broadcast, which will be whenever you turn on your radio next and least expect to hear my voice.
In the meantime, please stay tuned for the sound of rushing water that will make you think you've left the faucet on, even though you've checked at least three times already.

Here are the general ones:
Ninety years before the start of Armored Core 6, childhood as a concept has been completely dismantled. Corporations have enough power to lobby the end of public education as a whole and all education is privatized. Children will work once able in the era of the Fifth Industrial Revolution. The M2M Era (Man-to-Machine).
Due to advancements in medical research and technology (for military purposes), every disability, disorder, and impairment is accommodated for the purpose of fulfilling the interests of the company. Depending on how valuable someone is, anyone can basically get any medical procedure they want. It's commonplace for employees of certain companies have some kind of medical procedure done. Employment ensures any and all healthcare. You have nothing if you not employee, there is no safety net or social program of any kind provided by what is essentially the government.
Preserving reproductive material is much more commonplace, it's actually expectation. Natural pregnancies are looked down upon since birth and recovery takes employees time away from work. Designer babies are common including eugenicist mindsets that follow. There's a weird initial treatment toward those who are naturally born leaving genetic risks to chance. Birth statuses are required on resumes.
AC cockpits have one-size-fits-all compatibitiy for all augments, manual controls, and any customization.
All augments are a variation of brain implants and synthetic hormones. Implants in the inner ear for balance, parietal lobe for sensation, and cerebellum for movement. Hormones to maintain wakefulness and awareness, regulate body functions. I am determined to leave my third world country and start a new life somewhere else . Unfortunately , my parents couldn't afford to send me overseas due to the economic recession in my country. I am still very grateful to them for giving me the chance to continue my education at a local university. Get into tech sis, it's the best field right now to gain independence and make a good living. It is also a field that desperately needs more female and minority representation, don't let the tech bros intimidate you or own up that space entirely.
Tech can allow you to work remotely and it pays really well. If you're really good at it, a company may even sponsor your visa in a developed country and you may be able to scape your birth country through that avenue.
There are many on-demand fields in tech you can look into. From cybersecurity, to web/app development, to data analytics. If you're able to master yourself in any of these fields, you will be open to open a world of opportunities in terms of employment and careers. You have this.

Less than a year after the Biden administration proposed forgiving up to $10,000 in federal student loan debt for most borrowers, the Supreme Court ruled the policy unconstitutional. At the core of the case was whether the HEROES Act of 2003 granted the Secretary of Education the authority to “waive or modify” federal student loan terms, up to and including forgiving those loans. The Court ruled in a 6-3 decision that broad forgiveness was beyond the scope of what Congress intended when passing the HEROES Act, further arguing in the majority decision that policies with such a large economic and political impact should be decided through Congress, and not executive action.
In the wake of that decision, the Biden administration has shifted policy toward improving the borrowing process as well as the repayment process. Political attention has focused on repayment (from the Biden administration’s attempts at loan forgiveness to Republican-sponsored legislation proposing new repayment structures) but must also turn to reforming how students decide whether and how much to borrow to ensure future students do not face unmanageable student loan debt.
Short-term policies around loan repayment
With widespread student loan forgiveness struck down by the Supreme Court, the Department of Education (ED) is moving forward on two repayment-oriented efforts. First, the Department has been implementing targeted student loan forgiveness under existing programs. In one recent move, ED announced they had reviewed old income-driven repayment accounts to ensure borrowers received accurate credit for prior monthly payments — as a result about 800,000 borrowers had the rest of their loans forgiven.
The Department is also working to expand student loan forgiveness for students who attended fraudulent universities. In some cases, the administration has automatically forgiven loans for students attending colleges that misrepresented its graduates’ employment rates or that lied about their program accreditation when recruiting prospective students. The administration is also launching a “borrowers defense” application on July 30 where borrowers can make claims against their colleges engaging in misbehavior and request loan forgiveness.
Second, the Biden administration announced the details of their new income-driven repayment plan, with some elements going into effect prior to when student loan repayments restart later this year. The new Saving on a Valuable Education (‘SAVE”) plan will replace REPAYE (an existing income-driven repayment plan) and will automatically transfer borrowers on REPAYE to the new SAVE terms.
The key short-term changes include exempting a higher threshold of income and limiting interest accrual. Borrowers’ monthly payment is calculated off their discretionary income, which has to-date been any income above 150% of the poverty line. Under SAVE, that will be any income above 225% of the poverty line. For a household of four, that means an additional $22,500 of income is protected against consideration when calculating monthly payments. Further, starting this summer if borrowers’ payments don’t cover the interest accrued that month, that interest won’t be charged. Interest accumulation has been a key driver of why some borrowers owe more on their loans four years after graduation than their original balance. While other elements of the plan, such as reducing the years borrowers have to pay before forgiveness, won’t go into effect until next summer, many have argued the new repayment plan is so generous it amounts to a new loan forgiveness program.
Pre-pandemic, the Congressional Budget Office estimated that ED loses 16.9 cents on the dollar for loans in income-driven repayment plans (as opposed to the 12.8 cents on the dollar they gain from loans repaid in standard plans). In its initial review of the Biden administration’s proposed income-driven repayment plan, CBO estimated the program would cost about $230 billion over the next decade, though will update that estimate as the details of the program get finalized.
Challenges restarting payments
Millions of borrowers have had their student loan payments on pause since March 2020, but a provision in recent debt ceiling negotiations stipulated that the pause must end this year and payments will resume this fall. One analysis estimates about 16% of borrowers could be unprepared to make their student loan payment, recommending ED double-down on enrolling borrowers in existing income-driven repayment plans and calls on states and employers to provide assistance navigating loan repayment.
At the federal level, the Biden administration announced that borrowers would not face any negative credit consequence of non-payment until September 30, 2024 during a repayment “on ramp” period. While this action will help borrowers avoid default, it is incumbent on the administration to clearly communicate to borrowers that interest will still accumulate on their loans, so borrowers aren’t surprised by increasing debt balances.
Widespread loan forgiveness: Negotiated rulemaking
The administration has not stopped pursuing widespread student loan forgiveness. But these actions must be taken through the authority granted to the Secretary of Education under the Higher Education Act (HEA). The administration now turns to a long, complicated process called “negotiated rulemaking,” (commonly abbreviated as “neg reg” or “reg neg”) to advance student loan forgiveness.
This Brookings explainer details the negotiated rulemaking process from 2021 when ED convened a committee around student loan forgiveness rulemaking. At a high level, ED must craft a negotiating committee, which will hold hearings and vote on proposed actions, and then ED will propose rules based on committee consensus. These phases can take a long time — but ED is moving quickly and the 2023-24 negotiated rulemaking process is already underway.
There are two key timing considerations for implementation. ED must propose rules by November 1 for them to go into effect by the following July — meaning the Department will likely announce final rules on student loan forgiveness just days before the November 2024 presidential election, raising the stakes on implementation. A new presidential administration could potentially pause implementation and move to formally rescind a federal rule, as former Secretary of Education Betsy DeVos did in 2019 when she rescinded a “gainful employment” rule regulating career programs’ eligibility for federal financial aid that had been passed under the Obama administration.
There’s another date to consider — the end of 2025. Most types of student loan forgiveness are subject to taxation, but the American Rescue Plan has a provision that federal student loan discharges are not subject to federal taxation through December 31, 2025 (and most, though not all, states have followed suit). This deadline makes it even more pressing for borrowers that neg-reg rules get submitted by November 2024 so they can be implemented in the second half of 2025 before the tax exemption expires.
Legal challenges ahead?
Federal rulemaking is subject to judicial review, and whatever rules emerge from the current neg-reg process will almost certainly face legal challenge. However, based on the Administrative Procedural Act, those challenges will be unlikely to come until late 2024 once there has been “final agency action” (e.g., when the final rule is posted). Of course, a legal challenge to one rule does not preclude another attempt from an agency. When the Obama administration was crafting gainful employment regulations, their first proposal was struck down, after which they changed the metrics they would use to evaluate colleges and proposed a new rule that was upheld against legal challenges. This may be the first of multiple rulemaking processes around student loan forgiveness and how to best structure loan repayment.

Okay, I see what you mean, but consider this: WAR first appearing during, well, War Games would be also very apt.
Dre Cipriani is an orphan of a mafia family. Izzy Ortez is someone who got backlash after refusing to join a gang - and a conflict with her brother who did join. Duke's parents - one of whom is a first respnoder, and the second is social worker - suddenly disappear as the city is thrown into chaos. Daxton Chill is very disturbed by appearance of a gang called Jokers - even as Joker himself is not heard from for quite some time. Riko and Troy get into it when their school is attacked by men gung ho on gunning down an upperclassman, and so the duo, in turn, throw Molotov cocktails on their car, trying to give Darla time to run (unfortunately, it only gives her so much time as to be assassinated in a classroom instead of a school hall). Shug-R gets into it by deleting footage with Riko and Troy on it, and deleting them from school files, so they won't be found by gangsters.
They maybe don't defeat Black Mask, but. Duke finds his parents, Dre discovers why his parents were killed, Izzy saves her brother, Dax finds out who put Jokers up to it in the absence of actual Joker, Riko meets Batgirl, and Troy is just chilling. Doesn't blow up either.
By flapping the butterfly wings, We Are Robins prevent Orpheus from going into Black Mask's trap - and Steph went after Orpheus too, so Sionis is not getting his hands on her either. So - there's no such thing as Black Mask disguised as Orpheus finding out Batman's plan. Gangs are united under Orpheus pretty peacefully. GCPD arrests them. No riots, no escalation, no Clock Tower blowing up unless Black Mask is going to do it himself.
Which he tries to do, but Spoiler and We are Robins stop him. The end.
As for the UtRH, so if there's - look, so the assumption above is Jason killed Joker offscreen, and Black Mask paid to create Jokers for even more chaos and destruction, to distract vigilantes from seeing the pattern, the bigger picture. He's a clown because they're exactly how Robins find him out. But anyhow. I know I did it like this because I need a reason for Dax to be included but here it is. Jason put Joker under ground off screen. He's like. Stable and shit. He's staying the hell away from Gotham. No UtRH. And seeing as the massive losses both in people killed, arrested, property destroyed or sized, post-War Games Gotham is very much a different landscape here. Bruce lobbies for changing the way city institutions work, giving young people better opportunities for school and higher education studies, or professional education, more employment - lemme be clear, it's not him personally sponsoring the students and personally hiring them to Wayne Enterprise, but the city. He's just lobbying the changes. He's lobbying not just politicians and officials, but also business. Educated employees are more productive employees. And healthy employees, employees with enough (paid!) rest, with childcare. Anyhow. Gotham is going like Scandinavic model +/-. It helps that businesses and business owners who are too stubborn to keep up with the times - there's someone who hostile takeovers them. Or they are just losing their business. Or arrested for tax evasion. Unknown to each other at first, it's not only Bruce who's after it but also Talia al Ghul. So Bruce's main focus is on economy of Gotham and its institution. He's not being Batman anymore.
So yeah, Jason is staying the hell away. Somewhere on a beach. Meditating and doing yoga.
As for the rest: It's not that there's suddenly no crime, but it's different crime. Cass is on it. Although Barbara - despite the Clock Tower not being blown up - left to found Birds of Prey with Black Canary, Cass is assisted by Shug-R on the comms and computers. And Robins are officially taken under her bat-wing. They didn't disband completely - no way in hell Riko would lose on a chance to work with Batgirl! The Batgirl, for her! Duke, while he found his parents, still needs to figure out who poisoned them with Joker toxin and how to cure them. Izzy is trying to escape her mom. Dre wants to do good things to compensate for the things his parents did. Dax is in for the friends he made along the way. Troy, as usual, is just chilling. Spoiler is with them all the way, too, struggling to redeem herself for the failed plan.
At the same time, Tim joins up with Titans - it doesn't matter much, Gotham has its share of Robins. He's basically redunant there, while larger scale threats are more suitable for him, so he's like, a little bitter? But he deals and doesn't throw tantrums like with Damian.
Hmmm Bruce with his main battlefield being the market, and basically no time for Batman - well, he technically is on call for big scale threats Justice League deals with. But. They don't need him when they confront Darkseid because there's a guy who showed up kinda out of nowhere and assists them. The guy has no code name, his suit is... pretty much just basic armor and a red helmet. Although good armor. And he has moves on him, and good, quick thinking. He fills in the Batman niche in their group pretty nicely. The only one who knows his identity is Green Martian because he read his mind - the guy asked him to - and he was surprised, a bit distrubed, but he gave the go ahead for the rest of them to work with this guy. So that's what they do.
And, okay, so the confrontation with Darkseid ends with his defeat but not before the guy is hit with omega beam. He desintigrates before everyone's eyes, and Green Martian is - fuck. I need to tell Batman. Do I need to tell Batman? I have to, but I really, really don't want to.
But he goes. And tells Batman. That his dead son rose from the grave, and got himself killed again while helping them to deal with Darkseid. Batman goes nuts! He's like - no, that can't be true, but he checks the grave, and it's empty. He goes to Talia, or Talia gets the wind of it and finds him - and basically confirms it. And then he goes even more mad and insists that Jason Todd is not dead (again).
It will turn out that he's right - eventually. And while he's looking for his dead-alive son, he finds a very unexpected person who helps him, just a little guy but very misterious and full of knowledge of art and history which comes handy. And he's an ace with a sword. Bruce doesn't get why the kid is hanging out with him and basically his instincts are screaming to adopt him. He doesn't bring it up for some time because he's afraid to scare him away. The little dude, on his side, doesn't get why he's so freaking out about his former son. Didn't he dissapoint him? And Bruce is like - no, no kids of mine could ever dissapoint me so much I wouldn't want them back in my life. That's what being a parent is. And at some point, he finds out that this little dude is Damian. Who was heavily influenced by his grandfather, to the point when Talia decided to get out and take him to Gotham - he refused to go with her. She said that as long as he's ready, he can come to her, that she will take care of their future home for him, so that their lives will be more peaceful. But Damian is like, just got through his year of blood, and he realizes the fucked up nature of it all, and he's like - he's ashamed to desire safety, family, find his father. So that's the reason he didn't tell Bruce who he is and just helped him and traveled with him in incognito, trying to get at least some crumbs of his father.
So yeah, long story short, they bond, Bruce explains to him that no matter what he did before, it won't even make Bruce love him less, please come home with him when they find his older brother... So basically, Bruce adopts his own biological son.
And eventually, with their help, Jason Todd is brought back from the times, where - may I add - he kinda becomes responsible for the legend of Robin Hood, as in a prototype. But that' not here no there. And after he's brought back, he kinda visits Gotham? To see the big changes? And it would be rude to ditch Damian just after he helped to save him. And it would be nice to visit Talia. So - he visits Gotham, but he doesn't stay for long. He continues to unexpectedly assisst some heroes here and there, around the world, that's basically his main thing now. Like with Roy Harper and time traveling to save his daughter. Or Artemis Grace and finding her relique.
Main thing, there's no Battle for the Cowl. In Gotham, there's no Batman, but there's also no other Bat figure except Cass, so that's who gets called Batman, it's not like she woke up one day and started to call herself that - it's the people she protected. R-iko still remains her loyal fan, though. Duke discovers his powers and becomes Signal. Steph continues to rock it as Spoiler because you don't mess with perfection. Dre-b-Robin, Draxatax, Troy Wonder, Shug-R, they keep their aliases. So Damian is the only Robin-Robin among WAR collective. So there's no war betweeen them either. They deal with the Court of Owls together - Nightwing, Red Robin (Jason Todd, by the way!) and Robinman (I'm sorry, it's all I could think of for Tim) all come to assist.
