PLI scheme for Pharma, drones and textiles to be modified by govt

New Delhi: The government is planning to make adjustments to the production-linked incentive PLI scheme for pharmaceuticals, drones, and textile sectors. According to an official statement, these modifications are intended to stimulate investment and bolster manufacturing. An official source has stated that these sectors were chosen on the basis of their performance under the existing scheme for various products.
Higher disbursement scheme for PLI scheme
The official said, “Disbursement of production-linked incentives (PLI) for white goods (AC and LED lights) would start this month and that would push the amount of disbursement, which was only Rs 2,900 crore till March 2023.”
After the identification of sectors, a combined note for approval from the Union Cabinet will be sent. The change in disbursement includes an extension of time for Pharma sectors, and addition of products in some sectors. Within the textile industry, there is a proposal to expand the scope of particular products within the technical textiles category, while in the drone sector, there is a plan to raise the incentive amount.

Russia restarted the production of the Tupolev-160 strategic bombers, known as Blackjack, with the announcement coming from Sergey Chemezov, CEO of the state company Rostec.
"Restarting the production of the Tu-160 was quite a task for all Rostec affiliates. The project documentation was fully digitized within the tightest deadlines. The vacuum welding technique of titanium parts was restored and the production of fuselage units was resumed. Today we can safely say that we have been successful in all aspects," he said, according to the Russian state media.
The updated Tu-160M maintains the exterior design of its predecessor, but incorporates a technological base and completely new digital solutions.

The recent visit of Russian President Vladimir Putin to the S.P. aviation factory. Gorbunov Kazan, in Tartaristan, where he inspected four updated strategic bombers, drew attention amid concerns about the country's military capabilities.
The Tu-160, recognized as the largest and most powerful supersonic aircraft with wings of variable geometry in the history of military aviation, underwent an update program initiated by Putin's decision.

The government contract, signed between the Ministry of Industry and Commerce and the Tupolev design department, facilitated the digitization of the Tu-160M aircraft design documentation and the restoration of vacuum welding techniques for titanium products, leading to the resumption of the production of fuselage units.

Rostec's main industrial companies in metallurgy, aircraft design, engineering and instrument manufacturing have played crucial roles in revitalizing their cooperation for the successful resumption of production.
The first Tu-160M strategic bomber built from scratch made its first 30-minute flight on January 12, 2022. It is equipped with modern weapons, electronic warfare system, as well as on-board electronic equipment.
According to reports, the Tu-160 entered Soviet service for the first time in the late 1980s, with production until 1995. In 2015, Russian President Vladimir Putin ordered the resumption of production of the updated variant of the Tu-160M to strengthen the strategy of the Russian Air Force in the capabilities of the bombers at a time of increasing tension with the West, and to compensate for delays in the future PAK-DA bomber program.

Russia plans to eventually buy about 50 Tu-160M bombers and is upgrading 16 existing Tu-160s to the modernized standard. With the first Tu-160M scheduled to be delivered soon, series production is expected to begin in 2023, at a production rate of at least three aircraft per year. This would fit the order for 10 aircraft in the period 2023–27.
The update of the Tu-160M is being implemented in two phases, with the first phase of the Tu-160M1 comprising the new navigation system K-042K-1 and autopilot ABSU-200-1, as well as the removal of some previous systems, such as pump observation systems. This variant of the Tu-160M1 has been operational in the Russian Air Force since the end of 2014.

The second phase of the Tu-160M2 includes the new Novella NV1.70 radar, a digital glass booth, modern communications and anti-jamming equipment, updated NK-32 engines (designated NK-32-02) and modern conventional and nuclear weapons.

“I will be the Minister of Communication and Information as I have been working with the Geibes on introducing new industries to our Duchy, so it’s only logical for me to become Minister of Communication after my contributions.” Were they supposed to add a ‘why’ now when explaining which Ministry they wanted to be a part of?!
“Understandable, Maria is Culture… Harry is Technology… Riya?”
“Environment.” Riya said almost immediately, “I’ll be perfect for the job because I’m very passionate about Geography.” Was that a good explanation? Or maybe she should have said more? Should she continue or will they start to give her looks for talking too long? What if she-
“Very well.” Jayden said, cutting her off mid-thought, “Max?”
“I… Don’t know.” Max said, “Law and order maybe?”
Jayden was quiet. “... Ok.” He said after a bit of thinking, “That is doable, Deb?”
“Finance Minister?” Deb said, sounding unsure. “I am good with money and I took the commerce stream in class nine and ten.”
“Right.” Jayden said as his attendants noted it down. “Remaining is Commerce and Industry Ministry and Education, Leo?”
“Uh… Education?” Leo said. 
“And that leaves the Commerce and Industry Ministry for Sally.” Jayden said. “Right, now that’s out of the way. We will now be discussing the Archduke Conference.” His attendants handed out papers to everyone. “Last year the war had just ended, so the Archduke conference was only a day-long, this year we will be having the normal seven-days-long Archduke conference.”
Seven days?! “That’s so long!” Riya couldn’t help but exclaim, “What will we be doing for so long?!”
“I was getting to that.” Jayden said, making Riya shrink back as she felt all the eyes on her. Jayden cleared his throat. “The first day is reserved for introductions, marriages and death ceremonies, as well as the odd Prince or Princess debut ceremony.” Jayden paused, letting them all soak up the information.
‘ So it’s a bit like what happened the last time? ’ Riya thought to herself, that sounded easy enough, also she did was sit and clap politely. 
“There will be a lunch and dinner as well as a Ball where there will be a lot of socialising involved.” Jayden warned. “Remember, from the minute we step foot in the Sovereignty, everything’s a power play. Everything . The lunch and dinner being served will be provided by the Sovereign cooks, showing off their superior cooking skills, the Ball is where the main socialising occurs for Day One and when the invitations for the next few days of tea parties will be handed out. Everyone will be advertising and showing off what their Duchy can do, like the Interduchy Tornament. The Archduke Conference is the only time the three-day rule for inviting people to socialise isn’t followed because all Aubs are expected to be ready for socialising, understand so far, everyone?”
There were many ‘Yes’s and ‘Ya’s going around.
“Good, on Day Two the Duchy that is the First Duchy will be expected to lend their chefs to make Breakfast for everyone, including the Sovereign Nobles that will be attending, Last time we came First so if that happens again, we’ll be expected to provide everyone meals for Breakfast. From this day the tea parties will start.”
Would she be expected to attend tea parties with Nobles from other Duchies? The very thought made Riya’s body shake in fear. Talking to people! Her ! The last time she did that she called Eherenfest’s Archduke’s Mother ‘unfit to be a Laynoble’s third wife’! She can’t possibly go to tea parties.
“Raise your hands those who will be fine with attending such tea parties.”
There were a number of hands that went up, Deb’s, Shuu’s, Melissa’s and Maria’s. “Right.” Jayden said. “You four and I will try to accept any and all invitation for tea pirates with Archdukes of Harmonia, if anyone else accepts the invitations they will obviously have to go because to not go to a tea party your invited to is rude but we’ll make sure one of us five will also go, understood?” 
Again a round of agreement.
“Good. The Fourth day is a ‘rest day’ where no socialisations will take place other than a Ball at which, again, everyone will be receiving invitations to the next round of tea parties and Day Seven is when we all go home, understood?”
‘Yes~’
“Ya~”
“Uh huh.”
Riya was sweating the entire time, she did not want a repeat of what happened the last time…
“Good.” Jayden said. “With that I conclude the meeting.”

Riya was internally screaming, she seemed to be doing that a lot nowadays.
You see, she had a little problem called figure-out-how-many-departments-and-workers-her-Ministry-needed-and-submit-the-report-to-Deb-by-fruitday. 
‘ Ok ok ok… ’ She thought to herself, ‘ I’m going to need a department for Forest and wildlife conservation… ’ Because those two were very important, widespread deforestation was no joke after all! And since they were expecting to industrialise, habitat loss for wild animals was also a problem because hungry animals could be forced to come near human settlements looking for food spooking residence and might accidentally kill a lot of people… Next was a Botanical department because knowing what plants were in their Duchy was a good idea which could help them further develop the duchy (they might even find some interesting medicinal plants) so that was another department… Next was the Census… Census was very important and could be used to conduct surveys and help implement policies in the future so that was also a department… Pollution control… Did they need a whole department just for pollution control? Pollution wasn’t a big deal yet so that should take a back seat for now… So was tourism… Most of the Duchies were too war torn for tourism… 
They also had a large river flowing through the Duchies didn’t they? Flooding was no joke so they probably needed a department for that… Or could she put it under the Forest and wild- Nah. River needed it’s own department, or should she lump that in with the Study of Climate department? Maybe she should, climate and rivers were kinda closely related after all. She also needed a department to keep and update maps. Survey of Harmonia! What a perfect name! She probably also needed a department for Rural and Urban development and transportation development.
Anything she was forgetting?
No?
Well then… that meant she had… Six departments in her Ministry… Wasn’t a bad number… Now she needed to figure out how many workers she needed so she could calculate the budget for next year…
Let’s see. Ideally she would need a Head for each department and… Deputy? Vice-deputy? Someone who could step up and take charge when the Head of the department was unavailable.
Should she get at least one person from each Geibedom for each department? That wasn’t a bad plan, those from their home geibedoms are the ones who truly knew what was going on in their geibedoms and what they needed to do to fix it.
Riya started to calculate how much money she needed, the minimum wage for a Noble here was one point five million lions (monthly) so about fifteen large silvers monthly if each department had fifty workers (starting off small was a good idea, she could add more workers when necessary) and about three hundred commoners for each department (adjust if and when needed, even commoners need money to feed their families), each commoner’s wage here was about one lakh but that felt too small with the recent inflation so two lakhs? About two large silvers per commoner so in total she needed two hundred and sixty-five million lions or about two hundred and sixty-five small golds per month… So thirty-one point eight large gold coins a year… that was excluding other expenses like paper and ink and other infrastructure she couldn’t remember right now…
Puting the total cost at fifty large golds a year…
Riya stared at the paper, there was no way their present government would be able to cough up so much money… Not with the recent war anyways, with all the other departments also needing a similar amount of money (or for some departments, even more) there was a chance her department might not receive the funds it needs…
She needed to think up a solution for this, and fast, before the Budget date arrived.

Brazil allows unrestricted entry of international donations and used equipment for Rio Grande do Sul

Given the calamity conditions in the southern state of Rio Grande do Sul, because of the floods and prospects of further rainfall, leaving at least two million people displaced, the government of Brazil has allowed the unrestricted entry of international donations into RGdoS for the ensuing 30 days.
The decision was published in an extraordinary edition of the Official Federal Gazette last Friday, is to be implemented by the Ministry of Development, Industry, Commerce and Services and includes the import of consumer goods and pre-owned equipment specifically for the flooded state.
Tatiana Prazeres, Secretary of Foreign Trade, emphasized that the licensing process will meticulously outline the circumstances and legal framework of the ordinance. This, she notes, will enable Secex to oversee imports and ensure that donated goods reach their intended recipients in Rio Grande do Sul. Prazeres clarified that this flexibility is exclusively extended to international donations, with the purchase of used products remaining subject to existing regulations.
“This ordinance grants authorization for the importation of previously prohibited used goods, aiming to eliminate barriers and rally global support for our beloved population in Rio Grande do Sul,” elucidated Geraldo Alckmin, Brazilian Vice-president and Minister of Development, Industry, Commerce, and Services, in announcing the rules.

INDIA SHIFTS AWAY FROM DOLLAR, PROMOTES RUPEE AS A GLOBAL CURRENCY
On 1 April, India’s government implemented a new trade policy designed to spur its manufacturing industries and expand its exports to a value of $2 trillion by 2030. 
As part of the policy, India will de-emphasize the dollar as the standard for international payments and instead promote the rupee as a valid currency for global trade.
Recently, India and Russia agreed to accept each other’s currency in payments for trade as Western sanctions limited their sources of goods and foreign exchange.

Iran also now accepts rupees in payment for oil shipments to India; Malaysia has agreed to take rupees in payment for its exports to the subcontinent.
The new policy also creates a designated e-commerce zone in India for warehouses to facilitate imports and shipments for online retailers.
The new policy is a response to various recent blows to India’s economy, including supply chain disruptions, Western sanctions against Russian exports, and being caught in the middle of East-West geopolitical tensions.  
ASEAN NATIONS PREPARE TO SHIFT TRADE PAYMENTS TO LOCAL CURRENCIES 
In a meeting last week, finance ministers and central bank governors from ASEAN nations began discussions about shifting trade payments away from the dollar, yen, euro, and British pound and accepting each other’s currencies instead.
The Association of Southeast Asian Nations (ASEAN) is a 10-country trading bloc encompassing small nations such as Brunei, Cambodia, Singapore, Thailand, and Vietnam. Australia and New Zealand are affiliates.
ASEAN’s Local Currency Transaction Plan and its digital payment system will be expanded to allow all member countries to pay for imports with their own currencies.
The expansion grows from a similar agreement negotiated among Indonesia, Malaysia, the Philippines, Singapore, and Thailand last November.
Moving to regional currencies protects trading among bloc nations from “geopolitical repercussions,” Indonesian president Joko Widodo said in comments quoted by Asia Briefing.
Among ASEAN members, only Singapore enforces Western sanctions against Russia. Other countries in the bloc still trade with Russia.
The sanctions are expected to damage the region’s cotton manufacturing industry, which employs millions of workers among several ASEAN countries, Asia Briefing said.
BRAZIL AND CHINA ABANDON THE DOLLAR, WILL TRADE IN OWN CURRENCIES
Brazil and China will accept each other’s currencies for trade payments, no longer using the dollar as an intermediary, according to media reports.
According to Brazil’s finance ministry, 25 countries now accept China’s renminbi directly, forsaking the dollar, euro, or other major currencies as standards.
The agreement is part of a larger deal in which the two countries will expand trade in food and minerals.
The agreement “will reduce costs…promote even greater bilateral trade and promote investment,” the Brazil Trade and Investment Promotion Agency said in a public statement.
Brazil and China will establish a clearinghouse for payments as well as loans in the two currencies, a move that will reduce costs as well as speed transactions that no longer need to be first converted to dollars and back to reals or renminbi.
For more than a decade, China has been Brazil’s largest trading partner. The relationship booked a record $150 billion in 2022.
RUSSIA TIES ITSELF TIGHTER TO CHINA’S RENMINBI CURRENCY
Russia has accepted China’s renminbi as a key currency in its foreign reserves, for some transnational trades, and even accepts it in some personal banking transactions.
Russia has declared the U.S. dollar and currencies of many NATO countries “toxic” and is turning more toward China and India as essential trading partners.
Western allies have also frozen more than $300 billion of Russia’s foreign reserves stored outside the country and shut out most of its banks from participating in SWIFT, the main transborder communication system for financial transactions.
Chinese-Russian trade topped $185 billion in 2022, setting a record as Russia’s exports were embargoed by Western allies and imports to Russia were similarly banned.
Before Russia attacked Ukraine, Russia paid for 60 percent of its foreign purchases with those “toxic” currencies. Now they account for less than half of foreign payments, with the renminbi taking 16 percent.
Russia was the fourth largest user of the renminbi by volume in February, SWIFT data showed. Before Russia invaded Ukraine, it was not among the top 15 users.
“A year ago, the renminbi was an exotic currency used only by those working with China,” Natalia Revenko, whose company HelpYou aids Russians opening foreign bank accounts, told the Financial Times.
“Now people use it for all types of foreign transactions,” she said, “even those having nothing to do with China.” 
When Russian president Vladimir Putin met with his Chinese counterpart Xi Jinping earlier this month, Putin endorsed “the use of the [Chinese] yuan in payments between Russia and countries of Asia, Africa, and Latin America.”
Many Russian banks are now paying higher interest on renminbi-denominated accounts than on dollar-denominated deposits, the Financial Times noted.

Russia’s central bank probably holds about 17 percent of its foreign reserves in renminbi, according to an estimate by the German Council on Foreign Relations.
In contrast, less than 3 percent of the world’s central banks’ foreign reserves are in renminbi, the International Monetary Fund’s most recent data shows.
Russia runs a risk in tying itself more closely to China’s currency, as Beijing has a history of suddenly devaluing its currency, the FT said.
Many Russians apparently share that skepticism: the renminbi still only makes up 2 percent of personal and corporate bank deposits, the FT reported.
TREND FORECAST: As we have greatly detailed over the past few years, China and Russia will continue to bond closer as they unite against America’s military and financial hegemony.
It should also be noted that Saudi Arabia was the leader in announcing the cutting back of oil production and they too, as detailed, have moved much closer to China in trade, technology and commercial development. 
Therefore, a major bullet to the heart of the dollar is when OPEC kills the petro dollar and sells it oil for the currencies of their choice… such as the yuan.

The event was graced by Attorney General of India, Shri R. Venkataramani; Secretary, Department of Commerce, Shri Sunil Barthwal; Additional Secretary, Department of Commerce, Shri Peeyush Kumar and Vice-Chancellor, IIFT, Prof. Satinder Bhatia. The event marked six years of the foundation of CTIL. CTIL was established by Department of Commerce, for enhancing capacity on legal issues pertaining to international trade and investment law. CTIL serves as a repository of information on trade and investment law and has emerged as a thought leader in engaging in and influencing the evolving discourse on global economic law issues. Shri R. Venkataramani in his keynote address underlined the need to create a global investment law which reflects the sensitivities and priorities of developing countries. The Attorney General noted that it is time to come out with a New Delhi Declaration on a new and alternative paradigm in determining investment protection and facilitation. Shri Sunil Barthwal highlighted the importance of expertise in both law and economics for the Department of Commerce. He underscored that CTIL is instrumental in developing the country’s global trade policy. He mentioned that the researchers at CTIL have a rare opportunity to contribute to the country’s policy making and being involved in the most contemporaneous issues being discussed in the field of trade and investment law. Shri Peeyush Kumar appreciated CTIL’s ability to develop a body of trade law expertise and conduct evidence-based research which has been valuable to the Department of Commerce. He highlighted the role of the Centre acquiring capacity to emerge as a global think-tank. Prof. Satinder Bhatia stressed on the importance of making regional blocs more investor friendly to increase both India’s inward and outward investments. Head, CTIL, Prof. James Nedumpara presented a report on the activities of the Centre.

Re economy question it tickles me how the Ministry looks like the biggest employer of Wizarding Britain…their economy is a mishmash of preindustrial commerce and landholding held together by a kleptocracy
The number of people employed by the Ministry is like, absurd. To the point where I assumed it was overrepresented for Plot Reasons. Like, we need Arthur to have a Ministry job so he has the inside scoop on Bertha Jorkins and a bunch of stuff in fifth year, we meet a lot of Aurors because this is a story about a war, a lot of the bureaucrats who get involved with Harry's hearing/school administration are a result of the Umbridge Arc, and I take it as implicit that most of all jobs Just Happen Somewhere Else, because like.
Okay sidebar about the Ministry. Let me talk to you about the Ministry. Can I talk to you about the fucking Ministry? Put aside the fact that there are more named Ministry employees in this story than there are normal taxpayers. Put aside the fact that the banking system being run exclusively by a disenfranchised underclass that you happen to treat like shit is a policy move that ranks up there with "invading the Soviet Union in December." Put aside the fact that this is basically a modern welfare state stapled on top of a market that's still hammering out the kinks of industrial economics in 19-fucking-91. Here's my question, alright:
WHERE IS THE MONEY GOING?
Let's do an exercise. In 1990, public sector employment was 27% of the British national workforce (and growing). The population dynamics of Harry Potter are irrevocably fucked, so this is only going to even-sort-of-work if we fudge it, as I'm about to do: I'm setting the number of Ministry workers, e.g. salaried bureaucrats, at 10,000. Base pay for a government bureaucrat in 1990, is, what, £25-30,000? Let's say so. Multiply that by 10k, you get a personnel budget of £300 million. Sounds like a lot of money, right?
Except what the fuck does the Ministry do? The reason employment costs balloon in the late twentieth century is because we see the rise of social services that require a lot more administrators to vet and deliver — social security in the United States, the NHS in Britain, public education, etc., etc. Public housing! This is why Maggie Thatcher goes postal and starts hack-sawing the national budget. But what, exactly, does the Ministry of Magic deliver? We don't see any poverty relief programs being administered to the Weasleys. Pensions are a thing, but only for Ministry workers. Health services? Sure, let's say St. Mungo's is a public hospital, fair enough. And Hogwarts is free for all British citizens, that's cool, that's probably some expense. But those are two institutions. Where's the rest of it? Where are the big-ticket items that justify this huge corpus of employees? A pure regulatory state does not require this much personnel! There's a whole Department for Games and Sports (e.g. quidditch — oh wait, that's a private league sport!), but not a Department of Energy, or Department of Housing? Fuck off! There is not!
That's not even the biggest problem, though. There's a much, much bigger issue with Ministry organization: There's no fucking Inland Revenue! It doesn't matter how the budgets are balanced, frankly, because unless IR is hidden somewhere in a secret department we don't know about, nobody is paying the government for fuck!
Admittedly, this is pedantry, at some point. JKR was frankly under no obligation to explore the finer points of tax collection in her series of children's novels. I get that, I do. But I'm reminded of what George R. R. Martin said about his annoyance with fantasy novels — the fact that you never got to judge these mythical kings and Chosen Ones by their actual leadership choices. You never see what Aragorn's tax policy is like. And in reality, that's much more important than how good you are with a sword. So — especially in things like The Cursed Child, which actually does try to explore the "adult" world of Harry Potter — it's fascinating that there are so are so many parts of the universe that just live in the world of inference.

China will control the export of raw material used in U.S. AESA radars

The Ministry of Commerce and General Administration of Customs of China announced export controls for gallium and germanium for the U.S. defense industry.
Items that meet certain characteristics should not be exported without approval and the list includes gallium arsenide (GaAs) and gallium nitride (GaN), said a department notice released on Monday.
Gallium and germanium are used in the manufacture of semiconductors and other electronic components.
These two metals, as well as various chemical compounds involving the two materials, are widely used in advanced radar systems installed on warplanes, warships and ground installations.

“Gallio arsenide (GaAs) and gallium nitride (GaN) are the most basic materials in the manufacture of transmission reception modules in electronic scanning active radars (AESA), which are widely used in modern warplanes, warships and ground installations,” said Fu Qianshao, a Chinese military aviation expert.
Raytheon and Northrop Grumman are introducing new GaN-based AESA radar systems, which provide superior performance to previously used GaAs. The latest radars for the aircraft-based F/A-18E/F fighter and the F-35 stealth fighter also incorporate GaN.
China accounts for about 85% of global gallium reserves, which means that it is unlikely that the U.S. and other Western countries will avoid the use of Chinese materials at no significant cost, Fu said.
