On March 20, Popular Information revealed that the Social Security Administration (SSA) secretly implemented a policy shift that could impose massive demands on the agency's already overburdened network of field offices. Each year, the SSA automatically issues millions of Social Security numbers and cards to non-citizens granted work authorizations as part of an agreement between the SSA and U.S. Citizenship and Immigration Services (USCIS). The agreement, known as Enumeration Beyond Entry (EBE), benefits both the work-authorized non-citizens, who receive their cards in the mail as part of the application process, and the government, which does not need to spend time and money processing separate applications for millions of Social Security numbers. In the 2024 fiscal year, there were over 3.24 million initial Employment Authorization Documents approved by USCIS. EBE was created in 2017 by the Trump administration. In the absence of the EBE program, everyone granted work authorization will be required to visit a Social Security field office to obtain a new Social Security number and card. Popular Information obtained a March 19 memorandum that the EBE program for "noncitizens granted work authorization" and "newly naturalized U.S. citizens" has been "temporarily" frozen. According to SSA sources, the freeze is still in effect. Now, the ranking member of the House Oversight Committee, Congressman Gerald E. Connolly (D-VA), has written a letter to the SSA demanding that it reverse the policy. Connolly’s letter, which was sent to Acting SSA Commissioner Leland Dudek on Tuesday, says freezing the EBE program "increases costs and decreases efficiency and potentially violates multiple federal laws."

Rep. Gerry Connolly (D-VA), who is the ranking member of the House Oversight Committee, wrote a letter demanding the Social Security Administration to reverse their ending of the Enumeration Beyond Entry that was created under the 1st Trump term in 2017.

I've seen a number of people worried and concerned about this language on Ao3s current "agree to these terms of service" page. The short version is:

Don't worry. This isn't anything bad. Checking that box just means you forgive them for being US American.

Long version: This text makes perfect sense if you're familiar with the issues around GDPR and in particular the uncertainty about Privacy Shield and SCCs after Schrems II. But I suspect most people aren't, so let's get into it, with the caveat that this is a Eurocentric (and in particular EU centric) view of this.

The basic outline is that Europeans in the EU have a right to privacy under the EU's General Data Protection Regulation (GDPR), an EU directive (let's simplify things and call it an EU law) that regulates how various entities, including companies and the government, may acquire, store and process data about you.

The list of what counts as data about you is enormous. It includes things like your name and birthday, but also your email address, your computers IP address, user names, whatever. If an advertiser could want it, it's on the list.

The general rule is that they can't, unless you give explicit permission, or it's for one of a number of enumerated reasons (not all of which are as clear as would be desirable, but that's another topic). You have a right to request a copy of the data, you have a right to force them to delete their data and so on. It's not quite on the level of constitutional rights, but it is a pretty big deal.

In contrast, the US, home of most of the world's internet companies, has no such right at a federal level. If someone has your data, it is fundamentally theirs. American police, FBI, CIA and so on also have far more rights to request your data than the ones in Europe.

So how can an American website provide services to persons in the EU? Well… Honestly, there's an argument to be made that they can't.

US websites can promise in their terms and conditions that they will keep your data as safe as a European site would. In fact, they have to, unless they start specifically excluding Europeans. The EU even provides Standard Contract Clauses (SCCs) that they can use for this.

However, e.g. Facebook's T&Cs can't bind the US government. Facebook can't promise that it'll keep your data as secure as it is in the EU even if they wanted to (which they absolutely don't), because the US government can get to it easily, and EU citizens can't even sue the US government over it.

Despite the importance that US companies have in Europe, this is not a theoretical concern at all. There have been two successive international agreements between the US and the EU about this, and both were struck down by the EU court as being in violation of EU law, in the Schrems I and Schrems II decisions (named after Max Schrems, an Austrian privacy activist who sued in both cases).

A third international agreement is currently being prepared, and in the meantime the previous agreement (known as "Privacy Shield") remains tentatively in place. The problem is that the US government does not want to offer EU citizens equivalent protection as they have under EU law; they don't even want to offer US citizens these protections. They just love spying on foreigners too much. The previous agreements tried to hide that under flowery language, but couldn't actually solve it. It's unclear and in my opinion unlikely that they'll manage to get a version that survives judicial review this time. Max Schrems is waiting.

So what is a site like Ao3 to do? They're arguably not part of the problem, Max Schrems keeps suing Meta, not the OTW, but they are subject to the rules because they process stuff like your email address.

Their solution is this checkbox. You agree that they can process your data even though they're in the US, and they can't guarantee you that the US government won't spy on you in ways that would be illegal for the government of e.g. Belgium. Is that legal under EU law? …probably as legal as fan fiction in general, I suppose, which is to say let's hope nobody sues to try and find out.

But what's important is that nothing changed, just the language. Ao3 has always stored your user name and email address on servers in the US, subject to whatever the FBI, CIA, NSA and FRA may want to do it. They're just making it more clear now.

2020

It was quite rare for the couple to stay at home. It was weird that they weren't out and about or even racing. Somehow they knew that this lockdown is taking a lot out of life out of them but they were still grateful to be spending it with each other.

Its also that period of time that Y/N has been asked a question.

"What do you want to do?"

A harmless question by Carlos. It was supposed to be something that asks her what does she want to do for the day but she ended up thinking about what does she want to do with her life.

She is 23, lots of people would say that she is still young and there's a lot of things to look forward to. But she can't help about what should she do as she grow older. There is this unspoken pressure that she has to do well before reaching a certain age.

"Carlos, mi amor, do you have plans?" Y/N asked

The man in question met her eyes, he was visibly confused by the question.

"What plans mi amor? Do you mean to ask if I have zoom meetings?"

"No, I mean what's your plan in the future?"

"Well, I'm planning to win a championship, then I'm going to marry you, we will build our family, continue winning, retire, travel the world with you again" Carlos enumerates.

She smiles at her inclusion in Carlos' plans for the future. It was not new knowledge for the both of them that they plan to marry each other and build a family someday. They have already reached a point in their relationship where it feels right to discuss such plans.

"Why did you ask?" Carlos wondered "any change of plans?"

"Not at all, just curious"

2021

Sebastian Vettel is a force to be reckon with. He speaks up to different issues and he won't allow anyone to hinder him. It was a stark contrast from the Sebastian Vettel from Red Bull which is why Y/N always call him the wise sage.

Carlos and Y/N have been invited by Sebastian for an outreach program. Y/N insisted on going and Carlos went along because there was nothing on his schedule for that day. It was that time that Y/N managed to speak to the children about their living situations and how Sebastian gave her an advice.

"You seem to be enjoying yourself" Sebastian noticed "First time doing programs like this?"

"I haven't done these in a while" Y/N admits.

Her very first experience with outreaches like this would have been in high school. It started out as a requirement for school where they have to do community services before they could finish the academic year. There were plenty of slum areas in her home country so she would always be participating in outreach programs or medical missions to help them. It was quite taxing but it was something that she enjoyed doing. She remembered how it was no longer a requirement but she still finds herself volunteering.

Y/N doesn't know how long she has been rambling,Sebastian was a really good listener.

"I didn't see you as that type of person you know"Sebastian said "It's a different side of you"

"What kind of person do you think I am?"

"For starters, I know you do modelling so you are a pretty face. It is a perfect match for Carlos, he is a pretty boy you know" Sebastian discussed.

Y/N has to hold a little laugh because she knows the topic is serious. She just know that Carlos will be elated to be called pretty boy by the sebastian vettel.

"You are always very supportive of Carlos and you cannot be associated without Carlos so I feel like its a good thing that you have a side of you that makes you seperate from Carlos"

The conversation with Sebastian seems to struck a chord in her heart. Everyone thinks that Y/N is a full-time WAG and she knows that it is true. But if someone ask what does Y/N do besides being a full-time WAG the answer is modelling. It still doesn't seem right for Y/N that she's not doing enough of an impact.

"You feel it too right? You know you have to get out of the box of just being Carlos' girlfriend" Sebastian worded it out for Y/N.

"Is that a good thing that I want to be more than just Carlos' girlfriend and create an impact just like you?" she wonders.

"It's not a bad thing at all" Sebastian assured. He would be the one to know especially when he has a wife that has been extremely supportive of him being vocal about his opinions. He knows a true partner would understand.

"But this might change things" and Y/N knows that she might lose Carlos in the process.

"Sometimes we have to sacrifice some things to get better things"

Y/N looked at the children who were happily eating. She wanted to bring more of that to the world. But then she also saw the glint of her necklace, a gift from Carlos.

Can't she have both?

2022

Carlos didn't mean to snoop around her things. It just so happens that he will be using the computer to email someone when he noticed that Y/N left her email open. He was about to delete the message he just sent by going through the sent tab when he noticed an email.

Application for Miss Universe Philippines.

Surely if Y/N is joining then Carlos would have known. So he clicked the email and was surprised by the contents. He felt like there was a cold bucket of ice poured over him.

"Mahal, you wouldn't believe the price of these mangoes I got from the market" Y/N entered the shared apartment "What are you.."

Y/N stops in her tracks as he noticed that Carlos was in front of her computer.

"When will you tell me about this?"he wondered

"I didn't mean to keep it a secret Carlos"

Carlos could feel a twinge as he was called by his name. It was going to end up to be a fight between the two of them.

"Why didn't you tell me that you want to be Miss Universe?" Carlos repeated

"It's not something that I have planned honestly. I just want to try something new and you know that email is just a shot in the dark, I don't even know if I'll be qualified to compete"Y/N explained

"But still, when did you start dreaming of being Miss Universe" Carlos asked.

Y/N started pacing as she tries to find the rigt words to say. Carlos looked at her with worry and he felt left out with the plans that she is creating. They both knew that this is a turning point in their relationship.

"It just happened carlos. I just wanted to use my voice to make an impact or change. I don't want to be just a pretty face and do nothing with my life" there was the frustration and floodgates opening.

Y/N felt herself collapsing after hearing the silence. This is what she feared initially that Carlos won't get her dreams and this will be the end of their relationship. She ruined a perfectly good thing.

But as million of things and scenarios are going through her head, Carlos slowly made his way to her. He takes her hand into his and lifted her chin to meet his eyes.

"Amor, do you think I will hinder you from your dreams?" the gentleness of his voice is the calm that she needs.

"You're not mad?"

"Why would I be mad at you?" he asked "I just wanted a little heads up. I just want to know what you are up to. Im happy to support you if this is what you want"

Bursting into tears,Y/N leaned forward to hug Carlos. Weeks of tiptoeing is over and all she had to do was come clean.

2023

It was the morning after the Singapore Grand Prix when Y/N received the message. She was utterly shocked upon reading the email that she was appointed to represent one of the provinces for Miss Universe Philippines. It felt like a dream so she had to make Carlos read it to make sure she isn't dreaming.

"This is amazing news mi amor!"

Carlos was in glee. He just won a Grand Prix and now his girlfriend is going to compete for her dreams. It was like he was enveloped in a high that he failed to notice the sad eyes that Y/N has.

"Why are you not happy? Aren't you supposed to be happy?" Carlos wondered.

The reality is sinking in that if Y/N accepts this then her whole world will change. No more attending Grand Prixs. No more spending all her time with Carlos. She will be very busy and Carlos will also be very busy.

"Its going to be difficult. There are trainings, meetings,and everything" she is feeling overwhelmed.

"Okay take deep breaths amor"

The couple sits down and Carlos fetched a glass of water for Y/N to drink. He understands how Y/N often has a tendency to overthink or overcomplicate things when it is within her reach.

"I don't think I deserve this"she says

"Nonsense."Carlos disagrees "You are going to compete with that amor. You are going to compete and you are going to win"

"If I do that then I will be leaving you behind mahal. No more hotel rooms,no more grand prixs,no more spontaneous date nights"

The smile on Carlos face falters. Y/N takes a heavy breath, she knows that its for the better. She cannot ask Carlos to put his life on hold for her. She knows that next year, Carlos will want to try to win the championship. She has long accepted that she is ready to free Carlos in case she cannot support him anymore.

"I think we should break up"Y/n dropped.

"No" Carlos' reply came swiftly

"Listen mahal this is how its going to end up. Were both going to busy and then we will fall apart. Its best to end it while were on good terms"Y/N rationalizes.

"Im not listening,no no"Carlos stood up and walked away.

Y/n went to chase the Spanish driver. Tears were already spilling in her eyes because she didn't want to do this and Carlos is not making it easier for the two of them.

"Mahal please,listen to me"

"Why are you breaking up with me? This doesn't change things between us"Carlos reasoned.

"It will change a lot of things."she answered back "Its not going to be the same and its gonna be difficult"

"But no matter how difficult it is,I refuse to break up with you" Carlos states "I love you Y/N and I cannot just stop loving you or let go of you just because things are difficult."

"But what about your dreams?"

"I'll continue chasing my dreams. You chase yours. I'll support you no matter what"Carlos assures.

Yes, it has been years since they got together. Y/N still can't believe her luck with Carlos. Sometimes she feels as if he is unreal and way too good to be with her.

"Are you really willing to put up with me?" Y/N wonders

"I have never been more sure of anything in my life"

His hands intertwined with her as he places a soft kiss on her forehead.

"We'll be alright"

2024

It was a busy start of the year for Y/N. Ever since Suzuka GP ended, she flew back to her home country to train and to prepare. It was honestly very draining but she finds herself enjoying the whole process.

Y/N and Carlos decided that it will be best to keep their relationship on the down low. They are still together but they just have to keep it lowkey for the timebeing so that they can both focus on achieving their dreams. Carlos understands how Y/N didn't want to win just because she is popular as Carlos' girlfriend, she wants to win for her advocacy. Technically they are not broken up, they are on a time out. Its not an arrangement that a lot of people deal with but then again they don't share that bond that Y/N and Carlos had.

They don't usually talk a lot these days since they are both busy but upon reading that article after her evening shoot,Y/N made a call right away.

'Lewis Hamilton moving to Ferrari in 2025'

Y/N couldn't describe how pained she feels for Carlos. She remembered how Carlos mentioned it a few weeks ago that they have been arranging a contract extension. She remembered how she kept assuring him that Ferrari won't let go of him,not after he broke Red Bull's streak. There are no words to describe how much she feels terrible about the situation.

"Mi amor?" Carlos picked up "Its late there in the Philippines why did you call?"

"The article is it true mahal?"

There was a pause on the other line and Y/N felt her heartbreaking.

"I didn't know. It seems unreal but I just got off from a call with Fred and they are really dropping me"Carlos confirms.

"That's so so shitty. They are so fucking shitty. I'm gonna go and wage war with Ferrari. First they fuck up your strategies then now they drop you"she was seething.

"Amor, you can't be rash. There's nothing we could do about it"Carlos, always the voice of reason.

"Where are you?" Y/N asked "Should I book a plane ticket now? I'm gonna give you a hug"

"Amor,you have duties there as a competitor for miss universe philippines"

"I don't care. You are somewhere half across the world and you just got dropped off and I need to be with you" Y/N's desperation could be heard from the phone.

There was a heavy sigh on Carlos end.

"Amor, I'll be alright. Your mere call is more than enough to make me feel like I am not alone"Carlos assures.

"Im sorry mahal,I couldn't be there" she says sadly.

"You are always here in my heart"

A word on Wardpark/Cumbernauld Studios

@docsama left a comment, on S's birthday, under one of my posts and I promised her an answer with more information, as soon as I got the time. Anyway, here goes - and @docsama, sorry for the delay:

Question is: who owns the Wardpark Film and Television Studios?

The answer was quick to find, in the not-so-old specialized media:

The story begins in 2013, with an ambitious Scottish entrepreneur, Terry Thomson - this guy (courtesy of The Herald, https://www.heraldscotland.com/news/15984820.analysis-three-projects-pipeline-help-productions-make-big-picture/):

He is the owner of the Thomson Pettie Group, based in Carluke (https://www.thomsonpettie.com/about-us), which has nothing to do with cinema:

You've read that right: they are 'manufacturers of fabricated metal parts and assemblies', primarily for the national automotive industry. Yet, in 2013, Mr. Thomson agreed to rent what he described as 'a dormant industrial property' - a warehouse, to be exact - to Sony, in order to host the filming and production of OL. Thus, he became the CEO of a newly created entity, The Wardpark Film and Television Studios (https://www.hackmancapital.com/scotlands-largest-most-iconic-film-studio-acquired-by-hackman-capital-partners-and-square-mile-capital/).

By 2017, Wardpark was doing so well, that a big expansion plan was announced, with the direct support of the Scottish Government, which invested £4 million via Scottish Enterprise, its business support, advice and funding agency:

And then, in November 2021, the little engine that could was sold to those two big US investors, Hackman Capital Partners (HCP) and Square Mile Capital Management LLC (now globally rebranded as Affinius Capital). In this montage, Hackman Capital Partners brought its own confirmed film studios and media management expertise...

... while Square Mile most probably funded a sizeable portion of the acquisition, simply because this is what they do best:

Perhaps an interesting detail: HCP owns and manages both the Culver City based Sony Pictures Animation Studios' Campus and the legendary Culver Studios, now rebranded by Amazon:

Back to Scotland, Wardpark Studio's sale made just about everyone happy. Mr. Thomson kept his CEO job and look who was more than thrilled about the juicy transaction:

Currently, the studio is operated by HCP's subsidiary, The MBS Group:

That means that MBS probably manages just about everything, as far as daily management is concerned, from business operations, staffing and/or property management, to lighting and grip, trucks and generators' fleet, expendables and props. Unless I could see a contract and have a precise idea, I can just enumerate all the services they offer.

At no point in time did S and C own anything of those studios. As for the Executive Producer part, that is another discussion entirely. When Elon Musk and his DOGE colleague Antonio Gracias showed a Wisconsin audience how non-citizens get Social Security Numbers (SSNs), their presentation painted the clearest picture yet of the long-term damage former President Joe Biden’s open border policy will have on the United States.

Standing in front of a huge chart, they showed how the number of SSNs issued to new non-citizens spiked in 2024.

The total SSNs issued in 2021 was roughly 270,000; in 2022 it climbed to 590,000, and in 2023, there were 964,000 SSNs issued to new non-citizens. But in 2024 it more than doubled to over 2 million. UK: Court Ruling Threatens Trans People

Judgment Opens Door for Discrimination, Segregation, and Exclusion

(London) – A United Kingdom Supreme Court ruling on April 16, 2025, threatens the rights of trans people, Human Rights Watch said today. In For Women Scotland v. The Scottish Ministers, the court ruled that “sex” in UK law refers to a person’s sex assigned at birth.

The UK has issued gender recognition certificates since 2005, recognizing legal gender changes and enabling people to change documents such as birth certificates and passports. But the court decision, and the UK authorities’ reaction, have undermined the gender recognition certificates. Authorities’ interpretations of the judgment effectively forced trans people to use sex-segregated public services and facilities according to their sex-assigned at birth, and contrary to their identity and appearance. Trans people can also avoid using these services and facilities altogether, or be forced to use segregated facilities, posing risks to their safety and human rights.

“The judgment in For Women Scotland v. The Scottish Ministers is severely regressive,” said Yasmine Ahmed, UK director at Human Rights Watch said. “While implementing this ruling, authorities across the UK should protect trans people’s rights by ensuring that services and facilities remain accessible, inclusive, and safe for everyone.”

The case concerned the Scottish Government’s Gender Recognition Reform Bill, which aimed to simplify the process for individuals to obtain legal recognition of their gender by removing the requirement for a medical diagnosis of “gender dysphoria.” The Supreme Court concluded that the only acceptable legal definition of “sex” is the biological sex assigned to a person at birth, and that no adjustments to that legal designation should be recognized by law, even if the person has a gender recognition certificate. The Supreme Court said that the rights of trans people are separately protected from discrimination under the Equalities Act 2010, regardless of whether they have a gender recognition certificate, but it failed to enumerate how that protection can be effectively implemented.

In effect, the court ruling has led to authorities prohibiting trans people from entering single-sex spaces that align with their gender identity even if they have received official recognition of their gender from the government. The Equality and Human Rights Commission issued guidance on the judgment without adequate consultation, further entrenching the idea that trans people should only be treated according to their sex assigned at birth. On Wednesday, the Social Security Administration (SSA) enacted a new policy that could impose massive demands on the agency's overburdened network of field offices, according to an internal SSA message obtained by Popular Information. Although the new policy will impact millions annually, it was not publicly announced. "The havoc and destruction they’re causing is no doubt going to break the agency and hurt the public," an SSA source familiar with the new policy said.

Each year, the SSA automatically issues millions of Social Security numbers and cards to non-citizens granted work authorizations as part of an agreement between the SSA and U.S. Citizenship and Immigration Services (USCIS). The agreement, known as Enumeration Beyond Entry (EBE), benefits both the work-authorized non-citizens, who receive their cards in the mail as part of the application process, and the government, which does not need to spend time and money processing separate applications for millions of Social Security numbers. In the 2024 fiscal year, there were over 3.24 million initial Employment Authorization Documents approved by USCIS. In the absence of the EBE program, everyone granted work authorization will be required to visit a Social Security field office to obtain a new Social Security number and card.

The SSA message, sent March 19, states that the EBE program for "noncitizens granted work authorization" and "newly naturalized U.S. citizens" has been "temporarily" frozen. It is unknown how long the freeze will be in place or if it will ever be lifted. Even though the EBE program has been in place for years, people with new or pending work authorization applications have not been informed. Although staff was instructed to implement the new policy immediately, there were no public communications about the change. As part of the USCIS work authorization form, applicants are told SSA will issue them a Social Security card upon approval. Currently, people who receive approval for work authorization likely believe that their Social Security number and card are being processed and that the card will soon be in the mail. But this is not happening. Should the freeze remain in place for more than a few days, 60,000 to 75,000 additional people per week will need to visit a field station to obtain a Social Security number, according to the SSA source. The internal SSA message provided no rationale for the change. The SSA has also frozen the EBE program for newly naturalized citizens. Most of those individuals have already been issued a Social Security number. However, the EBE program also allowed newly naturalized citizens to process a name change and update their citizenship status without visiting an SSA field office. (Individuals granted permanent residence status are also covered under the EBE program but were excluded from the freeze.) In response to a request for comment, the SSA press office sent Popular Information the following statement: "We are aware. We are monitoring it closely. And we will provide an update as appropriate." The potential flood of new in-person visits comes as the SSA imposes another change, first reported by Popular Information on Monday, that will require millions of elderly and disabled people to travel to a field office. That policy will require people making new benefit claims to verify their ID through the internet or at a field office. Since the internet is not an option for many elderly or disabled people, the SSA estimates it will require an additional 75,000 to 85,000 in-person visitors per week to SSA's offices to implement the policy. An internal memo describing the impact of the policy, obtained by Popular Information, predicted "service disruption," "operational strain," and "budget shortfalls" once the policy went into effect.

For decades, new parents across the United States have been able to check a box on hospital forms in order to request Social Security numbers for their newborns.

That’s no longer the case in Maine, where parents will have to visit a Social Security field office thanks to a shocking move by President Donald Trump’s administration.

A spokesperson for the Maine Department of Health and Human Services told HuffPost on Thursday that the Social Security Administration said it had canceled two contracts with Maine’s vital statistics program that support Social Security’s electronic “enumeration at birth” program.

“As a result of SSA’s contract termination, effective immediately, Maine hospitals are no longer able to enroll newborns into Social Security at the time of birth so parents will now need to visit their local Social Security office to apply in-person for their child’s Social Security Number,” the Maine DHHS spokesperson said in an email.

No justification has been given for the change, which was first reported by the Portland Press Herald. The Social Security Administration and the White House did not immediately respond to requests for comment from HuffPost.

It’s likely the contracts were canceled at the direction of Elon Musk’s “Department of Government Efficiency” service, which has ripped through the federal government in search of savings. Leeland Dudek, the acting commissioner of the Social Security Administration, recently told senior agency staff this week they had to let DOGE run amok.

“DOGE people are learning and they will make mistakes, but we have to let them see what is going on at SSA,” Dudek told the group, according to notes of the meeting obtained by The Washington Post. “I am relying on longtime career people to inform my work, but I am receiving decisions that are made without my input. I have to effectuate those decisions.”

Dudek previously announced the SSA would undergo a “massive” reorganization with significant job cuts. Martin O’Malley, who led the agency under former President Joe Biden, told HuffPost this week the cuts to the agency could cause it to miss benefit payments to millions of people at some point; more than 50 million seniors rely on Social Security’s retirement insurance program.

The Social Security Administration rolled out enumeration at birth in the late 1980s, allowing parents only to check a box on state birth forms at the hospital to get their newborn a Social Security number. The program has been available in all 50 states since 1997, and 99% of people now get their Social Security numbers that way, according to the Social Security Administration.

Parents typically need Social Security numbers for their children in order to obtain medical coverage, open a bank account or obtain government services. A pamphlet on the Social Security Administration’s website explains the simple process.

“When you complete the application for your baby’s birth certificate, you will be asked whether you want to apply for an SSN for your baby,” the pamphlet says. “If you say ‘yes,’ you will be asked to provide both parents’ SSNs. If you don’t know both parents’ SSNs, you still can apply for your child’s SSN.”

Since taking office in January, Trump has empowered Musk, the world’s richest man, to try to slash federal bureaucracies and fire workers. Musk’s team has targeted government contracts that Musk has described as wasteful.

It’s not clear if Musk’s young DOGE deputies thought the SSA contracts with Maine’s government were wasteful, or if they were canceled by accident. Musk has admitted making mistakes; the DOGE website has repeatedly posted incorrect information about money saved from canceled contracts.

The DOGE “wall of receipts” says it canceled six “enumeration at birth contracts” between the Social Security administration and five states, plus the Northern Mariana Islands, a U.S. territory in the Pacific Ocean. Maine does not appear to be on the list, however.

The DOGE website suggests Musk’s team has been trying to cancel the contracts partially ― only to the extent they result in the collection of race and ethnicity information, which DOGE considers an example of “DEI,” or diversity, equity and inclusion. The form reflecting the termination of an enumeration contract in Arizona, for instance, says, “Partial termination of the Race and Ethnicity (RE) records requirement.” The DOGE site says, “Only the DEI values are included” in the dollar amount saved.

Trump has also feuded with Maine’s governor for refusing to play along with Trump’s directive to disallow transgender athletes in girls’ sports.

Maine Gov. Janet Mills, a Democrat, told Trump she would “see you in court” over the girls’ sports directive during a recent meeting between governors and the president in Washington, D.C. Trump then threatened to withhold all federal funding from Maine.

Tobio sighs. It's been two days since all of the gyms in their area have closed down for holidays—for an entire week, no less!

Right about now, the two of them would be doing their weight training, competing in how many reps either one of them can do with this or that weight and exchanging little tips on which techniques are the most effective for developing muscle groups that are relevant for playing volleyball. It's usually quite fun. Especially since there are only so many weeks in a year where they get to live together.

He taps his foot, feeling a little antsy, and then notices Tooru staring at him with a knowing smirk, which turns into a smile once their eyes meet.

"Can't wait to pump that iron, Tobio-chan?"

Tobio sighs again. "Yeah..."

"Such a gym rat!" Tooru chuckles and pokes him softly in his side, making him jolt and bat his finger away.

"Can't believe you keep forgetting to finally buy some weights for this apartment."

"Well, it's because the gyms around here usually never close for this long. It happens only once a year. And I'm barely ever home anyways." Tobio pouts as he enumerates his excuses.

"Blah blah! Should I stick a post-it note to your favorite pair of Asics so you remember next time?" Tooru suggests with an annoying grin.

Tobio snorts and retorts, "Let's stick it to your forehead instead", causing his brown-haired boyfriend to gasp in mock offense.

"How cruel, Tobio-chan!"

He appears to be thinking for a moment. "Wait! Does that mean that you like me more than your favorite pair of Asics?"

"Shut up!" The affectionate little smile tugging at the corners of Tobio's mouth prevents him from sounding hostile as he softly bumps their shoulders together.

Tooru giggles and wraps an arm around Tobio, pulling him into a hug. "Aw! Love you, too, babe."

"You know that I love you," Tobio mumbles grumpily into soft brown locks tickling his face.

"What was that?" Tooru demands, and Tobio is certain that he did, in fact, understand every word. Which is why he decides that it's only fair to respond by biting down on his boyfriend's neck.

"Ouch! You little vamp!" Tooru frees himself of Tobio's deadly fangs by taking his face in his hands and smashing his lips against Tobio's in a firm kiss.

"Hey, maybe we could still try to work out at home," he suggests once they pull apart. "Could be fun to try some yoga. I kinda feel like stretching."

Tobio tilts his head slightly, considering the idea. It's certainly better than nothing. "Sure, we could try that."

"Cool! Let me find some video we could follow." After a quick peck on the tip of Tobio's nose, Tooru saunters toward the living room, with Tobio following close behind.

They quickly find a nice, popular channel with a large variety of yoga videos and—feeling quite confident about their general fitness—pick an advanced session to follow along with. Tooru laments the lack of yoga mats at Tobio's Italian apartment and vows to add them to his shopping post-it note right after 'dumbbells'. For now, the living room carpet will have to do.

The session begins with really easy poses, and Tobio wonders how this is even considered real exercise. But soon enough, his muscles start to stretch and burn in a way that feels very right, which reassures him that this is, indeed, quite beneficial. He even finds himself enjoying the calm and quiet atmosphere as the two of them hold still and breathe as instructed in the video.

The trouble starts when they move into their first balance-focused pose.

Tobio feels quite good about himself as he manages to stay very steady, balancing on one foot for well over a minute while holding the pose the instructor called 'The Extended Sideward Pose'. That is until Tooru's foot suddenly rams into his hip, sending him stumbling across the carpet.

"Hey! What the—" He turns to frown at his giggling villain of a boyfriend. "Asshole."

"You suck!" Tooru sticks his tongue out at him.

"No, you," Tobio responds simply, because this is how much thought he is willing to put into figuring out a come back for something so immature. He resumes the pose and as they continue the session, keeps a cautious eye on Tooru once in a while.

Unfortunately, Tooru is a master of perfect timing when it comes to his devilry. And it's only when Tobio lets his guard down while being focused on staying perfectly still in 'Warrior Three' that the second attack comes. This time, it's Tooru's fingers lightly brushing Tobio's foot in a way that is really ticklish.

Given the limited space in Tobio's living room, he initially choses to believe that it's an accident. But not when it happens the second and then the third time, which makes him sway forward dangerously and forces him to place his second foot on the floor in order to prevent himself from falling.

"Stop it!"

Tooru giggles. "I'm just making sure your training is extra advanced, Tobio-chan!"

"Yeah, right," Tobio grumbles. "Maybe you should make sure you're training at all by not wasting your time trying to annoy me!"

"Alright, alright. Sorry! I stop," the brown-haired menace promises.

Honestly, Tobio should have known better. Because, of course, Tooru wouldn't actually stop there.

And as many sacred things, Tobio's patience runs out on count three. So as soon as Tooru's hand lands on his arm as they take 'The Tree' pose, he lets his instincts take over and grabs it, pulling Tooru towards himself and tripping him up, making sure that the brown-haired jerk doesn't even get to yelp before ending up sprawled out on the carpet with Tobio's hands pinning down his wrists on either side of his silly head.

The surprized expression on Tooru's face quickly transitions into a cheeky smile.

"You look so angry," he so perceptively observes and whips his head up to press a noisy smooch against Tobio's lips.

With a frustrated growl, Tobio's mouth latches onto Tooru's throat while his fingers launch a ruthless assault on every ticklish spot on Tooru's body he knows of.

"No, Tobio-chan! Please!" he hears his insufferable boyfriend's desperate pleas blending into loud giggles as he thrashes around in agony. "Please, stop! Mercy! I give up! You win! You win!"

But Tobio won't be swayed that easily after the torment he himself had to endure. He digs his fingers deeper between Tooru's ribs, intent on getting his sweet revenge. His victim's laughter begins sounding so incontrollable that it makes Tobio laugh with him.

"Please! I can't anymore! Enough! Enough!" Tooru cries out breathlessly and, in one swift motion, overpowers Tobio, forcing him onto his back and taking his turn to pin down his wrists to the carpet.

His flushed face hovers above Tobio as the last chimes of laughter die down on their tongues, replaced by quiet panting. Tooru's hazel eyes study his face, and he releases one of Tobio's wrists to brush a thumb gently against his cheek.

"You have no idea how beautiful you look when you smile like this."

Tobio's breath catches at the unexpected compliment and at the way Tooru looks at him in this moment.

He reaches up to cup his face in his hands as Tooru leans down and proceeds to give him a sequence of short kisses, speaking in between them. "I— love— you— so— so— so— so— much!"

He seems to be unable to stop as the kisses don't end with his sentence. Tobio can't complain, though, responding to each of them with all of the tenderness flooding his ribcage.

After they both have definitely lost count, Tooru ends the series with one last lingering kiss and gets up on his hands and knees, looking down at Tobio. "Alright. Wanna finish the workout?"

Tobio nods, and they both get up from the carpet to rewind the video and resume their session.

The last exercise they're instructed to do is 'The Downward Dog'. Tobio breathes out slowly as he moves into the demonstrated pose, feeling the nice stretch all across the back of his legs.

Suddenly, searing pain ripples violently through his body as Tooru's hand lands sharply on his butt in a spank so hard that it almost sends him tumbling.

Tobio scrambles to his knees, blinking in momentary confusion. Meanwhile, Tooru uses it as an opportunity to jump away, making sure to gain a safe distance between them, his hand over his mouth as if he himself is shocked by his own actions. A quiet snort bursting out of him betrays his true feelings, however. Tobio glares at him, his face burning.

Tooru moves his hand away from his mouth, revealing his smug grin, and points a finger gun at Tobio, announcing in his best salesman tone, "And this is how you do a service ace!"

After a beat of charged silence, Tobio gets up to his feet and dashes after him with a loud growl. "Get over here! I'll show you service ace!"

Tooru lets out a high-pitched shriek and zooms in the direction of the bathroom, falsely hoping that he can save himself there. Little does he know that Tobio has a spare key.

As he stomps toward the locked door of the bathroom, he vows to himself to make sure his lovely boyfriend has a proper shower after such a vigorous workout.

Oh, and maybe that post-it about the dumbbells isn't such a bad idea after all.

Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States; If he approve he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated, who shall enter the Objections at large on their Journal, and proceed to reconsider it. If after such Reconsideration two thirds of that House shall agree to pass the Bill, it shall be sent, together with the Objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a Law. But in all such Cases the Votes of both Houses shall be determined by yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each House respectively. If any Bill shall not be returned by the President within ten Days (Sundays excepted) after it shall have been presented to him, the Same shall be a Law, in like Manner as if he had signed it, unless the Congress by their Adjournment prevent its Return, in which Case it shall not be a Law.

Every Order, Resolution, or Vote to which the Concurrence of the Senate and House of Representatives may be necessary (except on a question of Adjournment) shall be presented to the President of the United States; and before the Same shall take Effect, shall be approved by him, or being disapproved by him, shall be repassed by two thirds of the Senate and House of Representatives, according to the Rules and Limitations prescribed in the Case of a Bill.

Section. 8.

The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;

To borrow Money on the credit of the United States;

To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes;

To establish an uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the United States;

To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures;

To provide for the Punishment of counterfeiting the Securities and current Coin of the United States;

To establish Post Offices and post Roads;

To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries;

To constitute Tribunals inferior to the supreme Court;

To define and punish Piracies and Felonies committed on the high Seas, and Offences against the Law of Nations;

To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;

To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years;

To provide and maintain a Navy;

To make Rules for the Government and Regulation of the land and naval Forces;

To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;

To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress;

To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;—And

To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.

Section. 9.

The Migration or Importation of such Persons as any of the States now existing shall think proper to admit, shall not be prohibited by the Congress prior to the Year one thousand eight hundred and eight, but a Tax or duty may be imposed on such Importation, not exceeding ten dollars for each Person.

The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it.

No Bill of Attainder or ex post facto Law shall be passed.

No Capitation, or other direct, Tax shall be laid, unless in Proportion to the Census or enumeration herein before directed to be taken.

No Tax or Duty shall be laid on Articles exported from any State.

No Preference shall be given by any Regulation of Commerce or Revenue to the Ports of one State over those of another: nor shall Vessels bound to, or from, one State, be obliged to enter, clear, or pay Duties in another.

No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time.

No Title of Nobility shall be granted by the United States: And no Person holding any Office of Profit or Trust under them, shall, without the Consent of the Congress, accept of any present, Emolument, Office, or Title, of any kind whatever, from any King, Prince, or foreign State.

Section. 10.

No State shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts; pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title of Nobility.

No State shall, without the Consent of the Congress, lay any Imposts or Duties on Imports or Exports, except what may be absolutely necessary for executing it's inspection Laws: and the net Produce of all Duties and Imposts, laid by any State on Imports or Exports, shall be for the Use of the Treasury of the United States; and all such Laws shall be subject to the Revision and Controul of the Congress.

No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.

Article. II.

Section. 1.

The executive Power shall be vested in a President of the United States of America. He shall hold his Office during the Term of four Years, and, together with the Vice President, chosen for the same Term, be elected, as follows

Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.

The Electors shall meet in their respective States, and vote by Ballot for two Persons, of whom one at least shall not be an Inhabitant of the same State with themselves. And they shall make a List of all the Persons voted for, and of the Number of Votes for each; which List they shall sign and certify, and transmit sealed to the Seat of the Government of the United States, directed to the President of the Senate. The President of the Senate shall, in the Presence of the Senate and House of Representatives, open all the Certificates, and the Votes shall then be counted. The Person having the greatest Number of Votes shall be the President, if such Number be a Majority of the whole Number of Electors appointed; and if there be more than one who have such Majority, and have an equal Number of Votes, then the House of Representatives shall immediately chuse by Ballot one of them for President; and if no Person have a Majority, then from the five highest on the List the said House shall in like Manner chuse the President. But in chusing the President, the Votes shall be taken by States, the Representation from each State having one Vote; A quorum for this Purpose shall consist of a Member or Members from two thirds of the States, and a Majority of all the States shall be necessary to a Choice. In every Case, after the Choice of the President, the Person having the greatest Number of Votes of the Electors shall be the Vice President. But if there should remain two or more who have equal Votes, the Senate shall chuse from them by Ballot the Vice President.

The Congress may determine the Time of chusing the Electors, and the Day on which they shall give their Votes; which Day shall be the same throughout the United States.

No Person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible to the Office of President; neither shall any Person be eligible to that Office who shall not have attained to the Age of thirty five Years, and been fourteen Years a Resident within the United States.

In Case of the Removal of the President from Office, or of his Death, Resignation, or Inability to discharge the Powers and Duties of the said Office, the Same shall devolve on the Vice President, and the Congress may by Law provide for the Case of Removal, Death, Resignation or Inability, both of the President and Vice President, declaring what Officer shall then act as President, and such Officer shall act accordingly, until the Disability be removed, or a President shall be elected.

The President shall, at stated Times, receive for his Services, a Compensation, which shall neither be encreased nor diminished during the Period for which he shall have been elected, and he shall not receive within that Period any other Emolument from the United States, or any of them.

Before he enter on the Execution of his Office, he shall take the following Oath or Affirmation:—"I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States."

Section. 2.

The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States; he may require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any Subject relating to the Duties of their respective Offices, and he shall have Power to grant Reprieves and Pardons for Offences against the United States, except in Cases of Impeachment.

He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur; and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the United States, whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest the Appointment of such inferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments.

The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session.

Section. 3.

He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed, and shall Commission all the Officers of the United States.

Section. 4.

The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.

Article. III.

Section. 1.

The judicial Power of the United States, shall be vested in one supreme Court, and in such inferior Courts as the Congress may from time to time ordain and establish. The Judges, both of the supreme and inferior Courts, shall hold their Offices during good Behaviour, and shall, at stated Times, receive for their Services, a Compensation, which shall not be diminished during their Continuance in Office.

Section. 2.

The judicial Power shall extend to all Cases, in Law and Equity, arising under this Constitution, the Laws of the United States, and Treaties made, or which shall be made, under their Authority;—to all Cases affecting Ambassadors, other public Ministers and Consuls;—to all Cases of admiralty and maritime Jurisdiction;—to Controversies to which the United States shall be a Party;—to Controversies between two or more States;— between a State and Citizens of another State,—between Citizens of different States,—between Citizens of the same State claiming Lands under Grants of different States, and between a State, or the Citizens thereof, and foreign States, Citizens or Subjects.

In all Cases affecting Ambassadors, other public Ministers and Consuls, and those in which a State shall be Party, the supreme Court shall have original Jurisdiction. In all the other Cases before mentioned, the supreme Court shall have appellate Jurisdiction, both as to Law and Fact, with such Exceptions, and under such Regulations as the Congress shall make.

The Trial of all Crimes, except in Cases of Impeachment, shall be by Jury; and such Trial shall be held in the State where the said Crimes shall have been committed; but when not committed within any State, the Trial shall be at such Place or Places as the Congress may by Law have directed.

Section. 3.

Treason against the United States, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court.

The Congress shall have Power to declare the Punishment of Treason, but no Attainder of Treason shall work Corruption of Blood, or Forfeiture except during the Life of the Person attainted.

Article. IV.

Section. 1.

Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State. And the Congress may by general Laws prescribe the Manner in which such Acts, Records and Proceedings shall be proved, and the Effect thereof.

Section. 2.

The Citizens of each State shall be entitled to all Privileges and Immunities of Citizens in the several States.

A Person charged in any State with Treason, Felony, or other Crime, who shall flee from Justice, and be found in another State, shall on Demand of the executive Authority of the State from which he fled, be delivered up, to be removed to the State having Jurisdiction of the Crime.

No Person held to Service or Labour in one State, under the Laws thereof, escaping into another, shall, in Consequence of any Law or Regulation therein, be discharged from such Service or Labour, but shall be delivered up on Claim of the Party to whom such Service or Labour may be due.

Section. 3.

New States may be admitted by the Congress into this Union; but no new State shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or Parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress.

The Congress shall have Power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the United States; and nothing in this Constitution shall be so construed as to Prejudice any Claims of the United States, or of any particular State.

Section. 4.

The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.

Article. V.

The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; Provided that no Amendment which may be made prior to the Year One thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article; and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate.

Article. VI.

All Debts contracted and Engagements entered into, before the Adoption of this Constitution, shall be as valid against the United States under this Constitution, as under the Confederation.

This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the United States, shall be the supreme Law of the Land; and the Judges in every State shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding.

The Senators and Representatives before mentioned, and the Members of the several State Legislatures, and all executive and judicial Officers, both of the United States and of the several States, shall be bound by Oath or Affirmation, to support this Constitution; but no religious Test shall ever be required as a Qualification to any Office or public Trust under the United States.

Article. VII.

The Ratification of the Conventions of nine States, shall be sufficient for the Establishment of this Constitution between the States so ratifying the Same.

The Word, "the," being interlined between the seventh and eighth Lines of the first Page, The Word "Thirty" being partly written on an Erazure in the fifteenth Line of the first Page, The Words "is tried" being interlined between the thirty second and thirty third Lines of the first Page and the Word "the" being interlined between the forty third and forty fourth Lines of the second Page.

Emails reveal that Dudek Leland, Acting Commissioner of the Social Security Administration, knowingly took illegal action to punish the people of Maine for political reasons.

In response to Governor Janet Mills refusing to comply with what’s being called a potentially unlawful executive order from President Trump, Leland terminated two vital SSA contracts with the state. These contracts managed enumeration at birth and electronic death registration—programs designed to reduce fraud and ensure payment accuracy.

Here’s what the emails show:

- February 21, 2025: Trump threatens Maine directly: “You’d better do it, because you’re not going to get any federal funding at all if you don’t.”

- February 27, 2025, 3:30 PM: An SSA staffer warns Leland that canceling the contracts would increase improper payments and create risk for identity theft.

- February 27, 2025, 7:09 PM: Leland replies, ordering the contracts be canceled anyway, writing:

“While our improper payments will go up, and fraudsters may compromise identities, no money will go from the public trust to a petulant child.”

That “petulant child” is a direct reference to Governor Mills—for standing up to Trump.

Despite reinstating the contracts on March 7, Leland’s email clearly shows:

- He knew the consequences (fraud, waste, identity theft),

- He ignored professional warnings,

- And he acted out of political revenge, not public service.

The bottom line? Leland admitted—in writing—to intentionally harming the people of Maine and risking taxpayer dollars to serve political ends. This isn’t just unethical. It’s criminal.
