Because I know you want to. Please describe the Phantom Thieves Genre and how the P5 Phantom Thieves aren't.
Okay... they're not not phantom thieves, but a lot of the things they do with the genre are... more like nods to the larger genre at best. Obviously a genre is not a checklist of tropes but a conversation with previous works, but the general format of a phantom thief work involves:
The Phantom Thief: Obviously. The main character. A guile hero who uses their wits to perform impossible heists and plays with the antagonists trying to stop them, from the police to individual targets of their crimes, to...
The Inspector Rival: The sympathetic detective antagonist trying to catch the phantom thief in the act and bring them to justice for all that overdramatic criminal activity what they've done.
Phantom Thief stories are generally battles of wit between these two forces, clashing in a final gambit during each heist. The Calling Card is a genre staple for a reason: it shows how confident the PT is and gives the IR a chance to know about the crime in advance so they can arrive to interfere.
PTs also generally overlap with the Gentleman Thief archetype, which was largely defined (alongside many other related tropes) by Maurice Leblanc's character Aresene Lupin. These names should be extremely familiar to any P5 players.
The problem is that Persona 5 is a dungeon crawling JRPG. The dramatic heists take place entirely in a cognitive world against Shin Megami Tensei's rogues gallery. There's no dramatic escape from police pursuit or outmaneuvering of an equally brilliant detective.
Speaking of the detective, why exactly do you think Akechi is there? He's meant to be the Inspector Rival, but, uh. Hm. He doesn't really do much rivaling until very late in the game, because again, cognitive world.
As a result of the cognitive world dungeons, the Calling Cards, the heist planning, the trickery and clever planning... it all comes across like the theme park ride of a phantom thief story. It's almost surface level. There are interesting thoughts about the phantom thief genre-- like taking the commonly-applied supernatural elements and making that the focus of their thefts like D.N. Angel on steroids, and Akechi's narrative role--but overall, they're performing showmanship for an audience of no one and without much in the way of human opposition until like halfway through the game
It's pretty notable that Persona 5 Tactica basically changed nothing about how the Phantom Thieves operate despite the fact that they aren't stealing anything

I don't know if it's always been a thing with me or if it's happened over time, but I have noticed I have to Think abt something awhile before acting upon it. I have to steep and simmer on it, it has to stick in my head for a bit or else be forgotten or otherwise not affect me as much as it perhaps it should.
Which is a meandering way of saying, funnily enough playing P5R has made me miss Sly Cooper, in that I want a thieving game where you sneak and pickpocket and etc More than P5R's RPG gameplay actually does with its phantom thief theme. And I've now reorganized my room (again) to hook up my PS2. So I can, in fact, play Sly Cooper.
There are certainly other things to DO, things I've recently started or thought of starting, but this is what I did instead bc it has been in my head for like a month and a half.

a) Anything featuring raccoon shifter Stiles! fic, ficlet, art, edit, whatever it is, I'd love to see it!
b) Art, edit, podfic, or some other type of transformative work based on any of my fanfics (ThePurebloodPrat on ao3)
c) Some sort of Gentleman/Phantom Thief AU! (as in, Sly Cooper, Lupin, Tuxedo Mask, Kaito Kidd, etc.) I'd love a fic but I feel like this could be a really cool gifset also, so I'm really open! My favorite characters are Stiles, Derek, Jackson, Lydia, the Sheriff, Peter, Scott, and Erica, so I feel like there are lots of really cool ways this could be done.
d) Historical/Medieval Fantasy art! Edits or gifsets or moodboards are also welcome, i just like pretty pictures and crown symbolism.
e) Any kind of shifter!Stiles creation, but especially unusual creatures! I love foxes and wolves but I'd love to see more weird stuff, like cats and crows and otters and opossums. And, of course, Raccoons, but that got its own special request line because i am a sucker for those mischievous little thumb-having beasts.
f) An edit or graphic Phone Background. Single characters (Jackson, Stiles, or Derek) or Ships (Stackson, Sterek) or just general Teen Wolfness are all appreciated that is sized to be a phone background. I've been looking for a new lockscreen because it feels too vain to always use my own art LOL (i'm also hunting for a phone case in the same vein, but I'm not really putting in a specific request for that. I'd love rec links though!)
g) Lastly, I rly enjoy Cover Art specifically for fics (like with the text and everything) both having and Making and I would love to collab with other Gifters if they're interested in fic/cover art combo! I'd love to receive cover art or exchange cover art or make cover art for the fic you're making for someone else. (: Hope that's okay to add!

like i get that they might want to do something with Acme but like, not a single Acme agent had any sort of staying power; even the Chief from the original Game Show, despite being So Fucking Good, was phased out eventually. Part of this was because in the video games, the player was also an Acme agent, but still.
The big problem, then, is that if we’re watching a show about Carmen Sandiego... we wanna see Carmen Sandiego? Because she’s the most iconic character of the whole franchise. And the whole Point of the original game show and the video games is that you’re trying to FIND her, meaning she should reasonably get very little screentime if she’s still a villain, otherwise finding her becomes meaningless.
You could feasibly just do some sort of back-and-forth cutaways to show Carmen, but then you have to write around where she is such that you only give subtle clues about her location - meaning you can’t use any sort of interesting setpieces, iconic geography or architecture, music, etc., because you gotta keep things subtle so that you don’t give away where she is.
It becomes a mess that doesn’t translate well from an edutainment game to a dramatic cartoon. 
I mean the Carmen Sandiego Cartoons probably went the other direction of focusing hard on the Acme agents - I’m pretty sure this is what the Carmen Sandiego video game did - and letting her be a villain who just shows up sometimes. But we know those attempts failed to establish its main characters in the Cultural Consciousness the way Carmen herself has.
So knowing those cartoons already tried it one way, and knowing that the Superthief/Heist Genre is getting more and more popular, shifting focus to Carmen as a vigilante thief with her own sense of morality allows us to focus more on the things fans want to see from Carmen Sandiego: Carmen, naturally, and the places around the world she visits.

Eris took a deep breath as she opened an air vent leading into the Paris Police Station. Her heart raced as she felt like she was her favorite fictional Thief. Breaking into Police headquarters to steal some case files, just like Sly Cooper. However, the files would be on the akumatized victims and pertinent for their own investigation.
Slinking her way through the vents it didn’t take long till she had slunk into the office of the chief. She stepped lightly towards the file cabinet and pulled out her lockpick.
“Just a lil more…” she mumbled as the cabinet clicked open.
Thumbing through the folders she found a thick one with the title “The Akumatized.” She flipped it open, and thumbed through the data. Just what she was looking for. With this file she and her team could try to track Hawkmoth.
She pocketed the folder and placed her signature calling card where it once was. She relocked the cabinet, and hopped back into the vent. She hadn’t expected the task to be this easy, but she wouldn’t complain.
Once back on the roof Eris scanned Paris from her line of sight. Right now she was enjoying the show of seeing incompetent cops run around yelling about how a thief had stolen their important files!
“Oracle, I’ll be in the getaway van soon.”
“Good I’ll find you a good rou-ERIS! TURN AROUND!”
Eris whipped her head around to dodge an incoming...yo-yo..?!
She couldn’t help but chuckle as she saw the two people she’d wanted to see in action since arriving in Paris. Ladybug and Chat Noir.

To put it bluntly, shit happened.
People could have integrated into their routine all the fail safes they wanted to help ensure the greatest probability of success in their endeavors. In the end, they were all human, and thus, vulnerable to error. One could argue that the creations they produced to help fill in the gaps that humanity would inevitably miss with their organic eyes were meant to help give them a boost, but things created by human hands were still subject to failure [usually at the most inopportune time].
Thus, it wasn’t a terrible surprise that the files had been swiped - from the police, no doubt! They were all privy to error of that degree, but there were indeed some who were absolutely held in higher regard.
Who [aside from maybe medical facilities] had contained within their facilities extremely private information, now in the paws of someone who undoubtedly had a mind to use it for their own ends!
None of them could predict how or why, and that hardly mattered when stuck in the moment. 
All they could really do was try to right the wrong as quickly as possible.
Chat landed near Ladybug, both looking toward their target.
The way he was behaving as of late, unstable, cold, distant, was that what it meant to reach their true power? Up until that point they had been children, feeling their way ahead with the pads of their fingers, barely able to keep up, let alone make some advancement ahead of the rush. The result would not be the same for everyone.
For Adrien, someone who was warm, compassionate, sympathetic to the plights of others outside of his own wants and needs, what would it mean to have his soul invaded by chaos? Would it mean a being standing as the opposite of all his positive traits? Or would it mean existing as some sort of primal beast, watching the target as he was - as though he wished to devour her whole instead of following through with what they had come there to achieve in the first place.
“My Lady.” He finally shattered the silence standing between them, a smile taking over his features. But not one warm with fond embrace. Almost… mischievous, a naughty quirk of the brow.
His voice was scratchy, but it swelled to envelope her, his feet carrying him closer to where she stood. “Shall we go?” He purred, winking, and jumping toward the target.

He landed gracefully, standing up into a sweeping bow. “Feeling good, might rob a police station later, I don’t know.” He shook his head. “Petty thievery was SO last year.”
