I’m honored that people have found these resources useful, interesting, and some have even adopted them in their classrooms! After joining the Community Pages of The Society Pages in late January, we have had an unprecedented year of traffic on the blog with nearly 250,000 pageviews in 2016! On the upside, massive protests are already being planned and communities fighting to preserve and strengthen equal rights, greater income equality, environmental protection, religious freedom, richer democracy, women’s rights, access to healthcare, racial justice, and so much more have an opportunity to work together like never before. continue to kill unarmed citizens, climate change continues without being sufficiently addressed, the consensus on what constitutes a “fact” seems to be slipping away, and a Trump presidency seems likely to lead to so many things taking several significant steps backward. One this last day of 2016, the view from the top floor of the world headquarters of Sociology Toolbox is overcast and gloomy – both literally and figuratively: Trump is a few weeks away from being inaugurated, police in the U.S. Our mantra here at Sociology Toolbox, has never been more important: TEACH WELL, IT MATTERS.

How To Find Cool Games: On DriveThruRPG!

So disclaimer upfront: I don’t use the DriveThruRPG website nearly as much as Itch.io. Some of those reasons are practical (there’s no tagging system, the catalogue is rather D&D saturated,), while others are more… well, shallow (the website isn’t as pretty).

However, DriveThruRPG is a very good tool to have in your toolbox when it comes to finding cool ttrpgs, for a number of reasons, the primary one being that it’s for TTRPGS and only TTRPGs! Let’s get started.

The Search Bar / Categories.

You can start by doing a basic search for a game that you already know about, or by searching for a keyword, like “pirates” or “zombies”. You’ll get titles sorted by “relevance”, so things that have the keyword in the name will show up first. One of the biggest downsides of this strategy is that everything kind of gets lumped in here: supplements, maps, expansions, adventures, character sheets… the list goes on. However, you can narrow down what you’re looking for by using the toggles at the top of the website. I personally usually narrow down search results by selecting “Product Type” and then “Core Rulebooks”.

One nice thing DriveThru has compared to Itch.io is that you can combine categories, so if I wanted to brows say, Gothic Horror Core Rulebooks priced under $20, well I can do that! My favourite categories are for genre, but another set of categories that you may find very useful once you’ve familiarized yourself with some games is the Rule System category. There are categories for systems like the Year Zero Engine, Forged in the Dark, BRP (Basic Roleplaying), OSR, and so much more. There’s also “other systems” and “any system” categories if you want to find something that’s unique or that can be used across games.

DriveThru also has a lot of games published in different languages, and you can narrow your results to see what’s been offered in your language. I think there are more options on this website than there are on Itch, although you might benefit by finding one or two publishers in your language on DriveThru, and then check the publisher’s website from there.

The Homepage

Another reason to check out DriveThru regularly is the sales and promotions. The top banner of the homepage will typically advertise a few things: the Deal of the Day, current themed sales, and special offers that DriveThru RPG wants you to know about. Their homepage also has Bestselling Titles, Most Popular Games Under $5, Newest Games, Featured Titles, and, if you scroll down enough, Personalized suggestions. Unlike Itch.io, DriveThru does a lot of work to show you what’s new, what’s hot, and what’s a really good deal right now, which can all be really helpful things!

When you land on a game, you’ll be able to see whether or not DriveThru sells physical copies, some basic information like book size, rule system, publisher & author, and a blurb describing the setting and other general information about the game. DriveThru has a side panel with “Customers also Bought”, which is great for showing you things that you might like, either because they surround the same theme, they work for the same game, or they are in a similar genre. (Another thing that Itch isn’t quite as good at.)

You’ll also be able to see (and leave) reviews for game, including the ratings left by other people who have picked it up. Occasionally I’ll find really useful information in the reviews, as reviewers might talk about mechanics they love or loathe, or recommend styles of play that they feel the game matches.

Finally, like Itch, DriveThru will let you know if you’ve already bought the game, and provide you with a download shortcut.

Publishing House Pages

Larger publishing houses typically have their ttrpg content sorted very nicely for you on their publisher pages, to help you find the things that you want. Modiphius is a great example, sorting Star Trek, Dune, Fallout, and their 2d20 games all in special categories.

Many publishers also have a Community Content section, which is great if you’re looking for assets, new adventures, hacks of a game system and some very reasonably priced (or even cheap) game additions. Similar to Itch, DriveThru has a Pay-What-You-Want feature for many games, although, unlike Itch, most PWYW titles require that you pay a non-zero amount.

Newsletters

When you create an account on DriveThruRPG, you can sign up for various different kinds of newsletters. Some come directly from DriveThru itself: this includes the Follow Your Favourites and Deal of the Day options, as well as weekly/monthly newsletters carrying information about new releases, special promotions, and (often) a free ttrpg product of the month.

However, on top of that, when you purchase a game or follow publishing pages, you can also get emails about new releases specific to those creators, as well as updates if a new version of a game you bought has been added. Often if it’s a game you already bought, this means you own the new version too - something that DriveThru has in common with Itch!

The Follow Your Favourites announcements will line up with whatever you’ve chosen to follow on the website. I’ve asked for updates about new Core Rulebooks, and I also get updates from the Onyx Path and a few other places where I found games I really liked. I also check the Deal of the Day offers fairly regularly; sometimes there are really really good deals offered and if it’s a game you know or like, then you don’t want to miss out on a sale!

Wishlists

DriveThru allows you to add games to wishlists to look at later, and even gives you the ability to sort your wishlists, although the process feels harder to look through than Itch does; I think it might be a UI issue.

However, because it acts like a wishlist, you can move games from the wishlist into your cart and vice versa, as well as move the games to another list. One really nice thing about the wishlist section is that DriveThru will alway show you when something you want is on sale, and how much it is normally - Itch does this too, but in this case, DriveThru is much easier to read!

I mostly sort my wishlists into Core Rulebooks and Supplements, because I don’t have nearly as many games bookmarked on DriveThru. If it exists on Itch, I store it on Itch - but there are plenty of other, “someday’ games, that I want to be able to find again in the future.

Your Library

DriveThruRPG has an app that you can download onto your computer or your phone, and it basically acts as a library that you can look through. In both the webpage and the app, you can sort your purchases alphabetically, from new to old, by publisher, by whether or not they were updated, and using similar categories as the search bar on the store front.

Free things can definitely be found here, even if they’re harder to look for. On DriveThru, most free products are things like character sheets, playtest games, or Quickstarts. However, some publishers do put up their stuff for free. Whenever I can get a Quickstart of something interesting, or if I find something being offered for free, I add it to my library. Free games are how I got started in ttrpgs, and QuickStarts are wonderful introductions to a system that usually give you a good idea of what the game is going to feel like.

Conclusion

Overall, DriveThruRPG is great for folks who like certain big publishing houses, and folks who like a good deal. I personally usually end up on the site because something in my emails caught my eye, which is the opposite of how I navigate Itch. DriveThru was my home base before I discovered Itch.io, so I still have a little fondness for the website, even if looking through it is a little bit of a slog.

One thing that might be a bit of an annoyance is that if you own something from a certain company, they might be able to send you a lot of emails for every sale and new product. If this becomes too much, you can choose to opt out from those publishers.

If you don’t want to have to actively engage with the website as much as say, Itch, DriveThru’s email system is also a big help. You can customize your subscriptions to match what you’re interested in, and then just check your emails once in a while to see what’s on offer. After a while you’ll also learn about yearly events, like the Summer Sale, which often provides big discounts on a lot of different games.

DriveThru is also a great place to start if you’re looking for print versions of games: I don’t know what shipping is like to places outside Canada, but I definitely appreciate that it’s an option, and sometimes all you need to do is find a game or publisher - once you know that it exists, you can google that publisher, check out their website, and figure out the best place to order from there.

State of the Archive

In more serious news, we’ve had an incredibly busy week!  As you can see below, we’ve had a lot of new people join us, bringing over stories to archive.  We’ve had some new faces on our chat server starting with a D, too!  I’ve added some community resources under the Community Toolbox FAQ.  If you’re planning on joining us, please read the tagging/posting FAQs/Rules, as we are very much not AO3 about that.

All in all, the archive is running well.  I’ve got kudos up and working correctly, finally, and while we still have some minor annoyances (the times/dates populating incorrectly on dashboards or browsing pages), everything’s running stable right now and should continue to indefinitely.

There is still a Review Hunt going on until the end of the month: A chance to win art or cash!  Right now, Gibraltar and DavidFalkayn are the only participants, come give them a run for the money!

Prompted by the release of information about thousands of Los Angeles police officers that activists posted to a public online database, City Atty. Hydee Feldstein Soto is trying to convince California lawmakers to weaken the state’s public records law.

While Feldstein Soto describes her proposal as a minor tweak to the California Public Records Act, civil rights advocates say it would severely diminish the power of the bedrock state law that allows access to information held by local governments and state agencies.

“That proposal would completely gut the Public Records Act,” Melanie Ochoa, an attorney who is the director of police practices for the American Civil Liberties Union of Southern California, said after reviewing a copy obtained by The Times.

“There would be really no transparency element of the PRA anymore if that were to become law.”

The city attorney’s effort amounts to the latest volley in an ongoing tussle between city officials and community activists who have used the public records law to obtain information they see as helpful in holding police accountable for misconduct.

Feldstein Soto’s proposal — contained in a two-page document she has asked several state lawmakers to introduce as a bill — would allow government agencies to decline public records requests that seek “images or data that may personally identify an individual” whose information the agency collects, such as its employees.

California's public records law already exempts from disclosure the home addresses and phone numbers of public employees as well as other information that could "constitute an unwarranted invasion of personal privacy." So the change the city attorney is seeking could block the public from identifying government workers in their professional capacities.

While she framed her proposal as a necessity to protect a range of public-sector workers who could be subject to harassment — including sanitation employees who dismantle homeless encampments and public health workers who promote vaccinations — Feldstein Soto acknowledged that it was inspired by the public records request that led to the release this year of pictures and data of more than 9,300 L.A. police officers.

“I'm trying to address the wholesale doxxing of people that we need to depend on to do the business of government, without any reason other than the position that they happen to hold,” Feldstein Soto said.

“Having a tool in the toolbox of activists that is not aimed necessarily at the policy of the government, but aimed at intimidating the individuals who are carrying out the policy seems to me to be something where we could all come together to try to protect working people.”

Feldstein Soto traveled to Sacramento last month and said she met with two dozen lawmakers about her proposal. So far none have agreed to put it into a bill, but Feldstein Soto remains hopeful. Even though several lawmakers were skeptical of the idea, she said many more were “affirmatively enthusiastic and supportive.”

Lawmakers in Sacramento are halfway through the 2023 legislative session, which makes passing a newly introduced bill a big political lift. Legislation introduced at this point would go through an abbreviated review process, giving lawmakers less time to scrutinize the proposal and allowing limited public input.

Assembly Speaker Anthony Rendon (D-Lakewood) met with Feldstein Soto about her desire to change the public records law and “is sympathetic to the issue,” said Rendon spokesman John Casey. Rendon asked his staff to look for a way to get her proposal into a bill, Casey said, but so far that has not happened in the Assembly. In the state Senate, a spokesperson for Senate leader Toni Atkins (D-San Diego) said her staff met with Feldstein Soto about the proposal but that Atkins is not considering putting it in legislation.

In addition to allowing local governments to withhold photos and identifying information about their employees from the public, the bill Feldstein Soto drafted also would allow local governments to block the release of information that identifies people experiencing homelessness or receiving government benefits, as well as information on services provided to them. She said she’s aiming to shield people who are moved into housing or shelter from being sought out by pimps and drug dealers.

It would be "a discretionary exemption for purposes of basically preserving the safety of the folks,” she said. “We [could] redact the information that would allow somebody to target them.”

But it’s requests for information about L.A. police officers that have sparked the biggest dust-up over the power of the Public Records Act.

In March, a group called the Stop LAPD Spying Coalition launched a searchable online database with the names, photos, ethnicity, rank, date of hire, division/bureau and badge numbers of more than 9,300 officers, including a few hundred who work undercover or in other sensitive positions. The group encourages community members “to observe and document police abuses, especially arrests and other violence,” according to its website, and publishes a guide for activists on how to use public records laws to advance the goal of abolishing police.

Leaders of the Stop LAPD Spying Coalition previously told The Times that the information they published was obtained from the Los Angeles Police Department through a public records request. City officials say the undercover officers were inadvertently included in the response and are investigating how it happened.

In an attempt to claw back the photos of the undercover officers, the city sued the Knock LA journalist who filed the public records request and the Stop LAPD Spying Coalition. Last month, a Los Angeles judge rejected the city’s controversial request that he order the journalist to return a flash drive of police officers’ photographs.

Tom Saggau, a spokesman for the Los Angeles Police Protective League, said since the database went up several officers have faced threats and have reported them to the department, but he declined to provide details.

When Feldstein Soto approached the officers union about her idea to narrow the Public Records Act, Saggau said, “we conveyed to the city attorney that if a bill was introduced that prevented these types of doxxing disclosures that there was a high likelihood we would support it.”

The president of the union that represents Los Angeles social workers said that although it does not yet have a formal position on Feldstein Soto’s proposal, it sounds appealing as a potential tool to protect employees. Social workers who intervene when families are in crisis have faced threats of death and harm to their families, and had confidential information about themselves posted on social media, said David Green, president of SEIU Local 721.

“It's an accident waiting to happen,” he said. “I'm a firm believer in transparency and accountability, but at the same time, I've had to represent workers ... [whose] health and safety and their life, sometimes, is really threatened by the people we serve, unfortunately.”

But civil rights attorneys refuted the notion that the public records law puts government employees in harm’s way. It does not allow disclosure of personal information, such as home addresses or family information, said Ochoa, the ACLU attorney — only work-related information.

“The courts have recognized that knowledge of who is working in the public and for the public is something the public has a right to know,” she said.

Ochoa pointed to the public records law as a critical tool in efforts to improve police practices and hold law enforcement agencies accountable because it can be used to identify specific officers. Without that power, she said, it would have been impossible to advocate for other transparency laws California passed in recent years to require more disclosure of internal records on police shootings and to create a system for decertifying officers for serious misconduct.

“That would not have been possible if we weren't made aware that the same officer that killed someone had gone to another agency and killed someone else,” Ochoa said.

“We would oppose any attempt to gut the PRA in this way.”

Book Review: The Museum of Human History by Rebekah Bergman

The Museum of Human History is Bergman's debut novel, having been released only a month ago as of Sept 2023 and is a relatively quick read at 241 pages. Summarized in a few words: it's strikingly similar to being unintentionally hit on the mouth, no harm intended but the impact is there nonetheless. I'd give it 4.5/5.

This is a novel where you don't love the characters, but you'll still cry for them. There's no purely favored characters here and they are all ugly in their own ways, but its the flaws of the characters and the personal tragedies they experience that really drive deep the impact of their story. This is a book about grief. It's a book about remembering and knowing your loss, rather than forgetting the loss.

At it's core, its a very simple book. The cast of characters extends to roughly 15-20 at most, they cycle in and out of book from start to finish. The breadth of individuals scenes and moments in the book is also strikingly limited. Bergman builds up her story through palimpsest, revisiting the scenes from earlier chapters in later chapters from another characters view point. She builds up the emotion of the story through the precise use of poetic prose, packing more punch with some of her two sentence lines than many of her paragraphs.

This is not a book you will "like" or feel good about having finished, it ends leaving many characters feeling unresolved, but much like the central theme of grief- that's kind of the point and should not be seen as a flaw to the narrative.

For a debut novel it's impressive, clunky, definitely clunky in some spots that don't hold the same attention as other chapters, but over all it's a great example of writing a harrowing story that can cause tears with a very very simple toolbox of scenes and characters.

It is also, in my opinion, one of those novels that demands a reread at a later point in time once you've seen the complete story. Spoilers following, but there's two specific narrative threads that make a reread make the cohesive story all the more impactful.

The first is that Bergman has enough clues for the reader to know exactly what the algae is and what it'll do from chapter 4. The clues are all their and in my first reading I completely glossed over them all until later in the book when Bergman starts making the connections far more explicit. But when you do connect them, it completely changes the scope of the book. Naomi spends one paragraph wondering about "how much destruction she helped bring in, unwittingly," and at the time of that sentence it's played out as being overblown, an overzealous statement of an environmentally minded person before she realizes the truth. Then you read the whole novel and realize that she actually did exactly what she feared- but if she lived to see it might not have cared? Because the impacts were mostly human centered rather than the literal destruction of the environment she cared about. Which is awful, but is a pretty consistent theme in the entire novel. The characters care and they love, but that love constantly seems to be overshadowed by their apathy or their pain, and how in being unable to accept what they love with pain they lose it completely instead.

The second narrative thread of interest is Evangeline and Mauve and their shift from mirror images/defined set of twins to being considered an individual and the individual's ghost. Especially considering that the title of ghost seems to get passed back and forth between the characters. I got caught in this thread with one of the side character's Dr.Dean mentioning running into Naomi on the beach and "She was with her daughter." Both girls were present in that scene, but in memory they've already been reduced to one. I'm sure there's multiple occasions where this happens in the book and I find the tension between one very living child who is a shadow to her comatose static sister and vise versa over and over to be incredibly captivating.

Overall, if you enjoy poetic prose, lots of grief, and a healthy dash of environmental and medical science fiction? Chances are you'll enjoy this book, even if enjoy feels like the wrong word here.

Monster Hunter Rating 56: Bulldrome, the Great Boar

We follow up one blast from the past with another--this time, a continuation of one of the first monsters I ever talked about! I criticized Bullfango for being nothing more than boars, but will Bulldrome have more to offer?

Honestly, probably not, but let’s find out!

Appearance: It’s a beeg Bullfango. What a shocker. To be fair, they do have some small differences; Bulldrome have white fur in place of dark fur, and they have asymmetrical tusks. It’s not much, but at least it isn’t exactly the same as its smaller version.

Behavior/Lore: If a male Bullfango grows old and large enough, it’ll become a Bulldrome and lead the herd--or try to, at least. A herd of Bullfango only has one Bulldrome leading it, so one of them has to go. I wouldn’t be surprised if the upstarts failed now and again, but according to their ecology page on the wiki, lone Bulldrome are usurped herd leaders. From the way it’s written, it’s not clear if it’s talking about a specific individual or not, so it’s hard to say what’s going on here. Whoever the leader of the herd ends up being, they’re in charge of protecting it...which makes it unfortunate that Bulldrome are so aggressive they’ll sometimes attack the Bullfango they guard, especially if they’re hungry. It’s probably the rhino problem: poor eyesight and bad tempers.

That being said, when Bulldrome actually do their jobs, they’ll hold fast; some have even been seen staring down Rathalos, among other large wyverns. That probably doesn’t work out too well for them, but at least there’s an attempt. Actually, there are some Bulldrome that are considered to be just as fierce as Rathalos are, if not somehow even more. These specimens have very large tusks and display high levels of intelligence--using tactics such as underground ambushes and throwing rocks--so it’s likely that they’re very old. One thing to note about these super Bulldrome is that they’re a “Hard Core” form from Frontier G Genuine. Bulldrome aren’t the only monsters I’ve talked about with these forms, but I don’t want to take them into consideration when writing reviews unless they’re mentioned in the monster’s Ecology page or something, which these are.

I appreciate how Bulldrome aren’t just “Bullfango but big,” and their behavior is surprisingly realistic for this series--they charge blindly and attack their own kind like rhinos, and while I can’t think of a specific example for this, I definitely think I’ve heard of pack animals losing their leadership status and getting kicked out. The idea that an elderly Bulldrome is a Rathalos-tier threat is also cool, especially because it makes sense that such a reckless animal wouldn’t live long enough to make such things common. Gotta hand it to the big pigs, they had some work put into them.

Abilities: When they’re right next to someone, they’ll thrash around. When they’re far away, they’ll charge with surprising accuracy and maneuverability. That’s it. Does it makes things better or worse if I didn’t expect anything different? I couldn’t tell you.

Equipment: Trying to think of introductory sentences is boring, so let’s just start off with this Switch Axe called the Wild Axe:

“A Switch Axe akin to a blunt weapon.” Yeah, no kidding. Thing looks like a hammer straight from a dwarf’s toolbox. I question what the fur does for the weapon’s functionality, but when has functionality ever been considered for a weapon design? Also, I don’t have a picture of it here ‘cause there’s none of good quality, but when the Wild Axe goes into Sword Mode, the hammer head rotates 90 degrees to line up with the main body of the weapon. This is different from other Switch Axes, as most just have the axe head move lower to expose the sword blade, so that’s a neat touch. Next is the Wild Boar Lance--ten bucks says you can’t figure out what weapon type it is:

I know all the “monster head on stick” weapons are disturbing, but this takes the cake because the Bulldrome’s head is stretched. Also, please tell me that’s not a real eye, that would make things so much worse if it was. And I just noticed the tufts on the shield match the tufts on a Bulldrome’s feet, meaning that shield is a Bulldrome butt. You are blocking attacks with a pig’s butt. Out of all the weird and wild weapons I’ve shown in these reviews, I think this earns a reward for having the biggest “Why” factor.

Moving on, we have Bulldrome armor from MHGU, and it looks like there’s no difference between Blademaster and Gunner sets, so I’ll just show the one (well, two when you consider the gendered differences, but you know what I mean):

Honestly, I’m not surprised that the designers went for a viking/barbarian look, but I think they took it a bit too far over the top; the spiked shoulder pad, the myriad of belts and buckles, the weird sports tape-looking things on the legs--it’s all a bit much. The women’s set is as hilariously impractical as you can get, but that’s not surprising either. Overall, I’m rather unimpressed with these, but to be fair, a lot of that comes from a lack of interest in the aesthetic.

The Bulldrome equipment certainly looks like early-game equipment, but there’s nothing wrong with being what you’re supposed to be. When they’re weird, they’re weird, but there are some cool things here too.

Final Thoughts: I was prepared to be disappointed by how lackluster Bulldrome were, but their lore, at least, is more interesting than I was expecting. Can’t say the same for their abilities, but I didn’t expect anything else anyways. Next monster’s guaranteed to be a weird one, so look forward to that.

Fort Worth City Council will no longer issue unanimous recognitions after Pride month fallout

Fort Worth is doing away with its most prestigious form of recognition, proclamations issued on behalf of the entire City Council, after a proposed proclamation recognizing June as Pride month led to division among the council.

Going forward, the highest form of recognition will be issued solely by the mayor.

Council members will still be able to give lesser forms of recognition, called special recognitions, that will be issued by a single council member on behalf of the city.

“At the end of the day, the intent to recognize individuals or groups is still there,” council member Charlie Lauersdorf told the Report on Wednesday.

“There’s still a tool that each council member and the mayor has in their toolbox to show appreciation or recognition, so as long as we have that, I think we’re good.”

Council member Chris Nettles said Thursday afternoon he believes presenting recognitions without the support of the entire council lessens their value and impact for recipients.

“To me, it’s a slap in the face to those who should receive that high, distinct honor from the entire mayor and council,” he said.

Nettles previously told the Report he believed the council should present proclamations with or without each council member’s signature — that way, council members could decline to sign a proclamation without derailing the recognition from happening.

On Thursday, he said he stands by that recommendation, adding that the decision to change the forms of recognition was “completely unnecessary.”

Laken Rapier, chief spokesperson for Mayor Mattie Parker’s office, declined to comment on the new recognition process.

The Report contacted all council members for their thoughts on the changes, which the city rolled out Sept. 12.

How to request recognition

Those interested in requesting recognition from the mayor or a council member can do so through the city’s website.

Requests must still be submitted 30 days in advance of when the requestor wants to receive the request, and the mayor and council may choose whether or not to support them.

The new forms of recognition come three months after City Council failed to pass an annual proclamation recognizing June as Pride month, which highlights and celebrates the LGBTQ community.

The drafted proclamation — which Lauersdorf and council members Alan Blaylock, Michael Crain and Macy Hill declined to sign — would have recognized several Fort Worth nonprofit organizations that serve the LGBTQ community.

Instead, several council members and the mayor, led by Elizabeth Beck, presented individual certificates of recognition to the organizations.

Previously, proclamations required unanimous council support in order to get presented, typically at council meetings.

They were intended to “honor and celebrate special events or increase awareness of programs and people that make Fort Worth special,” according to a page on the city’s website reviewed by the Report in July.

In addition to proclamations, the council also previously issued certificates or letters of recognition, which came on behalf of the mayor or a council member.

Those forms of recognition did not require consensus among the council.

Fort Worth’s new forms of recognition

Special recognition: issued by a single council member on behalf of the city.

Official recognition from the mayor: issued and presented by the mayor only, at the mayor’s discretion.

Lauersdorf previously told the Report he couldn’t support the Pride month proclamation to recognize the LGBTQ-serving organizations without knowing each organization’s stance on issues such as transgender children.

He said he didn’t have enough time to research the organizations prior to the June meeting.

“I do not personally support surgically transitioning of minors,” Lauersdorf said in August.

“If there are organizations that do support that or do push for that, that’s not an organization that I can implicitly endorse.”

At the time, Nettles and Beck questioned Lauersdorf’s motives in declining to sign the proclamation.

Nettles claimed Lauersdorf and the other council members who declined to sign off wanted to “control the narrative” on what issues Fort Worth publicly supports and how the city is perceived.

“He may not know enough information about the organization, but he doesn’t care enough to find out information that he needs to know,” Nettles said in August.

In a June 22 email to her fellow council members obtained by the Report, Beck told Lauersdorf, “Google.com seems like it would be a useful tool to enable you to do your job as a council member. Try it.”

Lauersdorf responded: “Amazing resource, thank you!” Members of LGBTQ-affirming organizations who received certificates of recognition stand for a photo within Fort Worth City Council chambers June 11, 2024.

Of the eight council members physically present at the meeting, five joined the organizations for the recognition ceremonies.

Nettles said he has already experienced the new process after a recognition that he intended to deliver as a proclamation was reduced to a certificate of recognition.

He said he was scheduled to present former City Council member Frank Moss and his wife Christene Moss, who served on the Fort Worth ISD board for decades, with a proclamation recognizing their service at a luncheon hosted by the Tarrant County Harambee Festival on Sept. 12.

Because of the changes to the recognition process, Nettles had to present the recognition as a certificate from his office rather than on behalf of the full council.

The change was disappointing, he said.

“When you have a proclamation with the signature of the mayor and the entire council, it shows an honor or a commitment from the city of Fort Worth, that although you might not be in my district, we honor and recognize you for the work that you’ve done in any district in the city of Fort Worth,” Nettles said. “I think that’s important to people.”

Lauersdorf said recognitions on behalf of the mayor instead of the full council will bear the same impact to community members seeking recognition. He added that a certificate from the mayor makes more sense to him.

“It’s coming from the mayor, it’s coming from the leader of the city,” Lauersdorf said.

“If I was an individual or an organization, and I received a document — whether you call it a proclamation or a certificate of recognition or something else — and it had the mayor’s name on it, I would be absolutely delighted. I’d be honored and privileged.”

Nettles said he believes the change diverts from the council’s process for every other action they take.

As a council body, members take a majority vote on every resolution, policy and zoning case that crosses the dais — they should do the same to keep proclamations, he said.

“I represent District 8, but every single Tuesday, I vote for the entire city of Fort Worth,” Nettles said.

“That should be the same process for recognition. Whether you live in District 8, if you have done a significant amount of work in our community, you should be recognized by the entire City Council, not just your representative.”

How do other big cities in Texas issue recognitions?

Dallas:

Dallas City Council members may recognize the “people, programs, and events that make Dallas a vibrant city” by issuing a special recognition, which does not require council consensus.

They also offer letters of recognition, which are issued for souvenir booklets, conferences, conventions and seminars, or a significant anniversary, birthday, reunion or event, according to the city’s website.

Houston:

As of Sept. 12, the city’s website states, “Currently, the Mayor’s Office is not accepting new requests as we review policies and procedures for distributing a proclamation, letter of support or certificate under a new mayoral administration.”

Austin:

Austin City Council issues several forms of recognition, including proclamations, distinguished service awards, certificates of appreciation, certificates of congratulations, certificates of completion, certificates of recognition and honorary resident certificates. It is unclear from the city’s website if any of the recognition forms require council consensus.

San Antonio:

All ceremonial recognitions come on behalf of the San Antonio mayor, according to the city’s website. They offer several forms of recognition, including certificates, proclamations, alcaldes, certificates of heroism, corporate awards and distinguished citizen awards, plus recognitions to honor emissaries of the muses and honorary citizens.

In mid-August, City Council issued a proclamation to the Oakhurst Neighborhood Association to honor the neighborhood’s 100th anniversary. The presentation came in the midst of the recognition process review, after the mayor’s spokesperson said the city would not accept requests for proclamations until the review was complete.

When asked about the decision to issue that proclamation on behalf of the full council, Lauersdorf said he wasn’t sure how that decision was reached, but he assumed that the recognition was already in the works prior to the review.

“It’s a neighborhood that’s been around 100 years, that’s kind of a no-brainer,” Lauersdorf said. “There’s no controversy there … so I don’t think there was any issue with that one.”

Moving forward, Lauersdorf said he welcomes Fort Worth residents to request recognition from his office. He intends to support requests that “lean toward individuals” rather than broader issues.

“If someone were to reach out to our council’s office and ask for some sort of recognition for either an individual or an organization, just like before, we’ll take them on a case-by-case basis,” he said. “We’ll do our due diligence, we’ll do our research, ask questions and then move forward.”

Lauersdorf said he doesn’t plan to “rubber stamp” each and every recognition request that crosses his desk, but he said other council members can make that choice for themselves and their districts.

Nettles said he plans to initiate changes in his district’s office to still include the word “proclamation” on the recognitions he issues. He wishes he could revert the process to what it was before and allow council members to decline to sign off on proclamations without derailing them, but he admitted he doesn’t have the support from the rest of council at this time.

“We would need change within the body of the mayor and council in order to make that change,” Nettles said. “As things change, maybe in this election cycle, I’ll look to try to make that process go back to the norm.”
