A Complete Guide to DOJ’s Title II Updates for Educational Institutions
Tumblr media
The Department of Justice's Title II digital accessibility mandate is reshaping how educational institutions approach their online presence. With the first compliance deadline approaching in 2026, universities and public schools must act now to ensure their digital resources are accessible to all.
The New Digital Accessibility Landscape
Title II of the Americans with Disabilities Act has expanded beyond physical accessibility to encompass digital spaces. This update affects all state and local government entities, including:
- Public schools and universities
- Community colleges
- Public libraries
- State and local courts
- Public healthcare facilities
The mandate requires these institutions to make their websites, applications, and electronic content accessible according to WCAG 2.1 Level AA standards. Non-compliance can result in lawsuits, loss of federal funding, and reputational damage.
Key Requirements for Educational Institutions
The DOJ's update focuses on four core principles of digital accessibility:
1. Perceivable Content: All digital content must be available to users regardless of their abilities, requiring alternatives like image descriptions and video captions.
2. Operable Navigation: Websites must be fully navigable via keyboard and provide clear pathways for all users.
3. Understandable Content: Information must be presented clearly and consistently across all platforms.
4. Robust Compatibility: Digital resources must work seamlessly with various assistive technologies.
Important Exceptions to Note
While compliance is crucial, certain exceptions exist:
- Archived content not actively used
- Pre-existing documents non-essential to current operations
- Third-party content without formal agreements
Action Plan for Compliance
To meet these requirements effectively, institutions should:
1. Start with a comprehensive accessibility audit
2. Implement WCAG 2.1 standards across all digital platforms
3. Ensure all documents are accessible
4. Train staff on accessibility best practices
5. Plan for compliance deadlines (April 2026 for large entities, April 2027 for smaller ones)
Moving Forward
Digital accessibility isn't just about compliance - it's about creating an inclusive educational environment that serves all students effectively. With proper planning and implementation, institutions can transform this mandate into an opportunity for innovation in education.

DISABLED ACCESS CREDIT: USE $5,000/YEAR TOWARDS YOUR MARKETING
Disabled Access Credit is a tax credit that’s provided to small businesses in order to promote web accessibility and disabled access compliance with the ADA, short for the American Disability Act.
The tax credit covers 50% of the eligible expenses (maximum of $10,250) necessary for a business to make its facilities, websites, digital marketing, products, and services accessible to individuals with disabilities.
The Disabled Access Tax Credit can help cut down on the expensive costs of accessibility, making it more affordable for businesses to achieve ADA compliance.
This allows companies to open up their services and products to a broader audience, promoting an inclusive environment for everyone.
To be eligible, companies must have gross revenues of less than $1,000,000 in the tax year -OR- 30 or fewer full-time employees during the year.

stare decisis: chapter five - amica
amica: latin for friend
masterlist
wc: 1142
rafael barba x original female character
Tumblr media
Quinn holds a hand over her mouth as the squad watches the vile poor excuses for audition tapes recorded by Brubeck that had been turned over by his attorney.
“This is horrendous,” Carisi says as Barba stops the most recent tape in their viewing session. “But it’s all legal, every movie he’s shot since Forbes died was in a state with a low age of consent plus a mistake of age defense,” the steam is virtually blowing out of everyone’s ears, frustrated with the unbelievably smart pedophile.
Barba and Quinn have both removed their blazers, Quinn was surprised to learn that he’s a suspenders man. Quinn chose a button down and pencil skirt combo for the day, the first two or three buttons of the top remaining unbuttoned so it didn’t choke her.
“He’s methodical,” Barba flips through the DVD booklet, every DVD is labeled with the actress’s name, date of birth, and the state it was filmed in. That is until he reaches the last one, his finger rests on it as the gears in his mind turn quickly. Quinn, who had been sitting next to him, cranes her neck to be able to read the writing on the DVD.
“Winnipeg,” they say simultaneously, glancing at each other then to Liv.
“Did he ever make a movie in Winnipeg?” she asks the squad, Carisi responds that no, he never did. Amaro and Rollins are suddenly racing out to hitch a plane ride to Canada which leaves a confused Carisi.
“Winnipeg isn’t in our jurisdiction?” he asks, and as Rafael is winding up to make a comment on the young detective’s lack of legal knowledge Quinn swoops in.
“Barba, save him the torment, he would have to take a class on international law for him to even know the statute we’re talking about,” Quinn stands and pats Sonny on the back, she explains, “traveling to another country for the sole purpose of having intercourse with a minor is a federal crime.”
Once Liv and Sonny have left the office Rafael and Quinn return to their respective offices, working on finding everything they can about this movie that was supposed to be filmed in Canada. She’s just finished typing a subpoena for the Writers’ Guild requesting the script for the Winnipeg movie. She leaves her desk and ventures to Rafael’s office. His head is down, well until she throws the document down on his desk.
“Can I help you?” he huffs.
“My subpoena for the Writers’ Guild. Proof read it before I file it? I’ll do yours,” she offers. Of all the things she’s faced in life, a typo in a court document is one of the most harrowing things to experience. He looks to the document, then to her, then to the document again.
“You’ve already finished your subpoena?” she nods.
“And I called a friend that I have at DOJ, she’ll be here in an hour. Figured we could loop them in, since it’ll be their charges,” again, eyes to the file, to her, then to the file.
“You’ve done all of that in,” he checks the rather large watch on his wrist, “an hour?” She moves forward, placing her hands on the edge of his desk, leaning on it.
“Asked and answered counselor. And I would have gotten more done if you had already finished your subpoena,” she kisses her teeth and pushes herself back off of the desk. “I’ll see you in an hour, it’s my friend, so in my office,” he watches her walk away and calls after her.
“That wasn’t asked and answered, it was two separate, distinct questions!”
***
“Hi there, I was paged here by some big shot ADA.” a woman’s authoritative voice permeates through the closed doors of both Quinn and Rafael’s office’s. Rafael doesn't recognize the voice, but Quinn does. She's instantly sticking her head outside of her door.
“Sahar al-Kazmi, look what the cat dragged in,” she crosses her arms over her chest as she leans against the doorframe. They’re both beaming as soon as they make eye contact but they stay unmoving.
“That would make you the cat would it not?” Quinn shrugs.
“I’ve been called worse,” she looks up as if she were exploring the filing cabinets of her mind. “Like bitch.”
The pair laugh then finally hug, it’s been seven or so years since they worked together. Rafael finally peaks out of his office.
“Is this your pain in the ass co-counsel,” Sahar stares him down as she asks. Quinn wouldn’t believe it save for the fact that she saw it, Rafael actually shrunk back into his clothing.
“Agent Sahar al-Kazmi, this is ADA Rafael Barba. Barba this is Sahar, she’s with the FBI,” they shake hands, share polite greetings. “Let’s move this to my office.” Quinn sits at her desk, Rafael leans against it next to her both watching Sahar as she inventories the contents of the office, Quinn’s eyes follow her closely.
“So you guys used to work together?” Rafael breaks the momentary silence, Sahar’s head snaps toward him.
“We did, about 7 years ago. It was a different world then,” she looks to Quinn who has started pulling files out to show her.
“So, we’ve got this teeny-bopper movie producer who is methodical in making sure he can exploit underage girls legally. But - and our squad is working on digging up more on this - he traveled to Winnipeg a few years ago to audition an underage girl for a new movie. But the movie was never made,” Quinn explains, showing Sahar corresponding documents as she goes.
“So you guys are thinking sexual tourism,” Sahar concludes, looking to Quinn then to Barba who nods. Sahar teeters her head back and forth in thought then speaks again, “I think you guys have a compelling case, let me take all of this and we’ll pick him up as soon as we can,” Barba is immediately shaking his head.
“You unfortunately don’t know our squad, they want to be the ones to collar this guy,” he explains with his hands, probably already being able to hear Olivia’s disdain in his head.
“I don’t know, this really isn’t your guys' jurisdiction,” Sahar starts to say before Quinn begs Sahar.
“Please Sahar, let them get him. I’ll call you as soon as we have him in custody,” Rafael watches as Quinn’s typically hardened exterior fractures just a little bit so that she can beg her friend. Sahar groans but agrees, the lawyers both thank her graciously and Rafael rushes off to call Liv with an update, leaving Quinn and Sahar alone.
Sahar takes the time to again inventory the office, it’s largely devoid of Quinn’s personal touch.
“Nothing from the Sandpit?” she asks.
“Like you said, it was a different world back then. It was another life that I don’t like reliving.”

Tuhan bolehkah aku menyerah lalu berserah.

oh yeah ferengi women aren’t allowed to be capitalists
the fact that quark trusts ODO to look after his stuff
guess he knows odo won’t let anyone ELSE take him down
is rom not coming??? he should come with. visit your mother rom.
quark is not a very good son
not jadzia being a gossip girl
“if i were curzon, i’d have stolen her from you by now” DO IT ANYWAY
god the heteronormativity in this show drives me insane
at least ROM is a decent son
moogie as a nickname sounds kind of stupid but also oddly sweet
is this ferenginar?
must be!
why are the doorways so short? they have to bend and ferengi are not large
nice place they’ve got
of course ferengi houses have legal waivers and admission fees
who’s older anyway, quark or rom? i feel like it’s quark but i’m realizing we don’t know
or maybe we know and i just forgot. in my defense it’s a lot of lore to keep straight!
and here’s their moogie!
oh shit yeah ferengi women are supposed to be naked. there is truly no end to the misogyny
if ferengi women aren’t supposed to wear clothes where did she get that stunning outfit from. is that for men. actually it fully tracks that ferengi men would dress like that
“mother, get undressed this instant” - star trek, 1995
ishka is a girlboss i love her already
i love how brunt is horrified by the sight of a clothed woman
NOT THE DARTBOARD 💀
breaking and entering for a dartboard is kind of insane. but granted julian and miles are both kind of insane so it checks out
did jake tell everyone or did he just tell jadzia “gossip girl” dax
why do so many aliens eat live worms
oh god not the fucking prechewing food
quark and rom family lore?
imagine calling your wife “that female”
high-quality beetles. the best 👍
BASED ISHKA
rom: *rom chatter*
quark and ishka: *stare into the camera like they’re on the office*
damn ishka has a favorite child for sure. can’t blame her
it’s not about the money. it’s about sending a message.
is this the famous kasidy yates?
yes it is!
I think Jake might be a successful matchmaker!
I like Kasidy already. that marks two awesome women introduced this episode! life is good
damn ishka’s kicking ass
and quark is cooked
guessing they’ll find a way to solve this though
i think quark’s gone catatonic
do not commit matricide
GET HIS ASS ISHKA
in times like this, i remember christopher pike aggressively slicing a carrot and asking “and what if the law is wrong?”
FUCK YEAH ROM
this is probably the same sort of roughhousing they’ve done a million times
guys stop you’re destroying all your stuff
is it always raining on ferenginar or have they just had bad weather the past couple days
i’m guessing this is a civil disobedience sorta thing, ishka wants to get in trouble to make a point
seven strips of latinum to use the elevator in a forty-floor building? that is not ada compliant
quark is easily bribed!
oh rom you LIAR lmao
he might be the only person here with any semblance of emotional intelligence
in the end, we all become one of our parents. the other day my mother found a personal essay she wrote in highschool and we are EXACTLY the same lmao
dad’s name was keldar. noted
she’s gonna imprint the confession. guessing this isn’t the end of the ferengi feminist movement though
just how much caffeine is in a raktajino? it’s klingon and they don’t hold back on ANYTHING so i don’t see why coffee would be any different. how many can you drink before your heart explodes
of course sisko’s found the one other person in the 24th century who knows baseball
why did baseball die out anyway? other sports seem to have lasted
tennis has at least, given that starfleet’s medical school has a team
i simply do not believe that fathers worldwide would allow baseball to die out. i can suspend my disbelief for the aliens and the ftl travel and the maybe-gods in the wormhole but this is where i draw the line
sounds like it might be making a comeback at least!
sisko is smitten
i should show my dad this ep. it has ferengi AND baseball
hoping this won’t be the last we see of ishka!

Watched Nick Apostolides play Separate Ways and wrote down stuff that caught my attention.
Guests on the stream: Craig (Wesker’s VA) & Andre (Luis’ VA). Andre joins for a short while mid-way through the stream.
- Nick was there when he watched Andre film the cutscene of Luis doing the flamenco. Apparently Andre nailed it in one take.
- Nick says Andre spent months researching the Spanish culture. (Andre talks a little bit more about it later.)
- Craig went to Vancouver three times in 2022 to film RE4R & SW. The main game & DLC were shot together. He couldn’t say he went to Vancouver more than once or else he would give away that there were extra content like SW & Mercenaries.
- Nick was not aware how Ada got infected.
- Craig played RE5 co-op years ago and is trying to play it solo but acknowledged it’s not that fun to play solo.
- Craig’s download for SW took 7 minutes and he was very amused by that.
- Craig can only talk about games that have come out so don’t ask him if there’s gonna be a remake for CV or RE5.
- Craig was not aware who or what he was auditioning for and only knew he was playing Wesker when he was flown to the studio. He asked them if he should play Wesker like previous incarnations or like what he did in his audition. They told him to play Wesker like his audition.
- Craig said when he filmed for RE: Outbreak 20 years ago, the actors only saw stick figures on the screen but now, as you stand in front of the mocap cameras, you can see your entire character model on the screen rightaway and he’s quite impressed how far technology has advanced.
- Craig said he did mocap for Outbreak for 6 months. He did not book a part in Outbreak initially but Alyson Court (Claire’s original VA) actually brought him to work on the game.
- Craig filmed all his scenes together with Lily and only saw Nick 3 times during filming since Wesker & Leon don’t have any scenes together.
- Craig has been a fan of RE for a long time. He played RE1 with his acting classmates and they were happy for him when he booked a part in Outbreak.
- Craig says he has never gotten a copy of any game he has worked on as the people he works with don’t work in game distribution. He only managed to get a copy of the RE4R deluxe edition thanks to an ex-girlfriend who works in game distribution.
- Craig & Nick know both Wesker & Leon are very beloved characters in the franchise and have given it their all for their portrayals.
- Both of them squeed when Wesker says “complete local saturation” and Craig has been waiting for a whole year wondering how fans would react to that line.
- Nick had no idea what would happen in SW since he didn’t get the script for it.
- Craig also had no idea Wesker would be in Mercenaries but put two and two together when he recorded lines for Merc.
- Scenes are filmed out of order. Craig didn’t know if he was filming for the main game or SW. He had to wait till the main game came out to see what scenes were shown in RE4R. Nick also has no idea if he filmed anything for SW.
- While the VAs have their own general idea on how to play their character as they walk into the studio, how they express their lines are based on a combination of what’s requested by Capcom’s Japanese team, how the translator translates Capcom’s requests, and Steve Kniebihly’s (cinematics director) direction.
- Someone asked Craig if he thought when Wesker was a child, would he shine a magnifying glass on ants. Craig said probably yeah and maybe pulling the wings of flies too. (Side note: The Ashford twins did that in Code Veronica)
- Craig was a musician first before he got into acting. In high school, everyone was into music and he made some music with his friends. His then-girlfriend asked him to audition in a school musical and he loved the acting expect of it. He then auditioned in plays before he went to acting school for college.
- Craig applied to both music & acting programmes for college. He always wanted to be a performer.
- Andre joins halfway through the stream. He enjoyed filming the opening flamenco scene even though it took a while to get the steps right. He doesn’t think he can do the dance any more since it’s been a while.
- Andre mimed the reaction to being pulled by a rope in chapter 1. He didn’t have confidence to pull it off and the team also agreed. He doesn’t have stunt training anyway.
- Craig on the other hand, recounted when he was filming being grabbed by a monster for RE Outbreak. He had a rope on his head while filming for that and he didn’t get stunt pay. But things were different years ago.
- Andre said the team took safety really seriously and even for simple things like pretending to fall over, Steve Kniebihly would tell the VAs not to do it and let the stunt team do it instead.
- When Craig auditioned for Wesker, the description was “Villain in a video game”. That was it. All the audition scripts were fake so actors who don’t book the part won’t leak that the game is being made.
- Andre lived & breathed Castellan Spanish culture for months while he filmed RE4R and it drove his family a little crazy. He even spoke with a Castellan Spanish accent for a while too. His family is of Mexican descent and Mexican Spanish pronunciation is different from European/Castellan Spanish.
- Nick was friends with Paul Haddad (OG RE2 Leon VA) before he passed away. He also took some voice lessons from Paul Mercier (OG RE4 Leon VA).
- Craig has not spoken to any previous Wesker VAs. He is long time friends with Alyson and she was his director on one project he worked in before. He has met OG Brad Vicker’s VA before.
- Andre has only met Neil Newbon (RE8 Heisenberg & RE3R Nikolai) in person.
- Craig enjoys playing bad guys since it’s fun to do something he can’t do in real life.
- Nick had to lower his voice for RE4R Leon since Leon in 2004 is a bit “sick of the same shit happening repeatedly” instead of being a newbie cop surprised at everything.
- Craig’s favourite scene to film was the Wesker & Ada confrontation at the beginning of the Island. He had to do the Wesker smirk at the end a few times as the team had to ensure it looked right on the Wesker model.
- Craig has a Guinness World Record for playing in the longest concert which lasted for 19 days, around 437 hours. He was in the planning committee for it and he played 5 times during the concert. To qualify for the record, there were a lot of rules. For example: at least 10 people in the audience had to be awake at all times, each song had to last at least 2 mins, and there can only be a maximum 30 seconds pause between each song.
- Nick got electrocuted in science class when he touched a capacitor with his bare hands. He mentioned that it really freaking hurt and it was almost impossible to let go. He had to force himself to open his hands.
- During the recording of the injury effort sounds for when Leon got electrocuted, Nick clenched his fists and shook them while grunting through gritted teeth.
- For Wesker’s injury effort sounds during Mercenaries mode, the team had to tell Craig to dial back as Wesker responds to injuries in a calmer manner.
- Nick had a lot of fun filming the part where Saddler transforms into his final form.
- Nick mocapped the pilot flying Ada’s chopper.
- Nick was completely mind blown by the stinger at the end.

Accessibility For All: How ADA Website Compliance Benefits Everyone
Website design ensures user accessibility, prompting businesses to prioritize ADA compliance. Enacted in 1990, the Americans with Disabilities Act (ADA) marked a significant milestone in fostering inclusivity by addressing disability discrimination across various domains, including digital platforms.
With an estimated 61 million disabled individuals in the United States, ADA compliance assumes paramount importance in the contemporary digital landscape. Failure to achieve ADA accessibility translates to the denial of equal online content access for people with disabilities.
Consequently, businesses must ensure their websites cater to all users, irrespective of disability. However, navigating the intricate web of evolving web accessibility laws poses challenges for companies and organizations.
ADA Site Compliance offers comprehensive solutions, facilitating regulatory compliance. Equipped with a team of adept compliance professionals who track regulatory trends, businesses can ensure their websites meet requisite standards.
What exactly is web accessibility?
Web accessibility encompasses the deliberate planning and development of websites to ensure equitable access and usability for individuals with and without disabilities. By adhering to web accessibility standards, websites enable all users, irrespective of their abilities, to utilize and derive value from web-based services, content, and digital products.
10 Must-Know ADA Accessible Website Benefits
If you are unsure about ADA compliance, take a look at this: Here is a list of ten ways an ADA website benefits everyone:
1. Enhanced Audience Engagement
The integration of WCAG and ADA standards makes websites accessible for individuals with disabilities. By prioritizing adherence to these regulations, businesses engage with an estimated 61 million disabled Americans, thus extending their audience reach significantly.
This proactive initiative provides for broader audience reach, digital marketing, and wider audience engagement for enterprises while underscoring their dedication to fostering diversity and equal access to online resources.
2. Enhanced Search Engine Visibility
While the connection between ADA compliance and Search Engine Optimization (SEO) may not be immediately apparent, it is significant. ADA compliance, such as using alt text, aligns with SEO best practices.
Alt text enhances accessibility and helps search engines effectively understand and index page content. It thus improves the website’s visibility on search engine results pages (SERPs).
3. Optimized User Experience for Users with Screen Readers
An accessible design enhances the user journey, especially those using screen readers, to increase customer satisfaction, thus increasing conversion rates. Effective compliance strategies include:
Clear Information Architecture: Organize content logically to help users of assistive technologies navigate the site effectively.
Navigational Clues: Use breadcrumbs and other navigational aids to guide visitors seamlessly through the website.
Simplified Forms: Use descriptive labels and plain language to simplify form completion and increase conversion rates.
Streamlined Checkout Process: Minimizing the steps required for checkout facilitates faster transactions.
Clear Instructions and Links: Provide concise instructions and descriptive link text at each stage to enhance user understanding and engagement.
Extended Session Timeouts: Ensure that users with assistive technologies have sufficient time to complete tasks without interruptions. These strategies prioritize user satisfaction, engagement, conversion rates, and website performance.
4. Legal Protection
The Americans with Disabilities Act (ADA) mandates online accessibility, emphasizing its significance in ensuring equitable access. With a surge in lawsuits targeting non-compliant websites, adherence to ADA and Web Content Accessibility Guidelines (WCAG) standards offers legal protection, less legal risk, prevents expensive lawsuits, and guarantees user accessibility.
5. Enhanced Brand Image
In today’s socially conscious landscape, diversity and accessibility are not mere buzzwords but integral brand values. ADA-compliant websites signify a brand’s commitment to inclusivity and equal access. This proactive stance enhances brand reputation, fosters consumer goodwill and customer loyalty, and strengthens audience relations.
6. Fosters Creative Exploration
Incorporating more accessible web experiences and design principles demands a commitment to creativity and flexibility in response to evolving trends. Business leaders thus explore innovative solutions and continuously refine website designs to align with accessibility standards.
7. Enhanced Search Engine Optimization (SEO)
Accessible web design plays a vital role in improving SEO and fostering inclusivity. Adhering to WCAG standards by implementing alt-text for images, ensuring straightforward content, and adopting simplified page layouts significantly enhances website SEO.
Furthermore, accessible websites facilitate higher user engagement, reduce bounce rates, and elevate search engine rankings with search engine web crawlers. The website’s online presence and accessibility is further strengthened through additional SEO tactics such as:
Abstaining from using images for textual content
Providing video transcripts
Incorporating descriptive text alternatives for images, links, and buttons
8. Ethical Responsibility
Ensuring web accessibility is both a fundamental human right and an ethical duty. By prioritizing accessibility, you uphold principles of dignity, equality, and inclusivity for elderly individuals and those with disabilities.
9. Employee Retention
Accessible digital platforms empower disabled employees to access essential information, such as important resources like benefits and work schedules, fostering a supportive and inclusive work environment. This increases employee satisfaction and retention as individuals feel valued and accommodated within the organization.
10. Gives a Competitive Advantage
Embracing accessibility not only ensures compliance with regulatory mandates but also drives innovation. By addressing the unique needs of individuals with disabilities, organizations can develop innovative solutions that enhance the overall user experience.
This proactive stance distinguishes them as leaders in promoting inclusion while positioning them ahead of competitors in adopting user-centric design principles.
Web Content Accessibility Guidelines Determine Compliance
Developing an ADA-compliant website necessitates an ongoing process of thoroughly examining elements by web designers. Key considerations to enhance your website traffic usability and accessibility include:
Alternative text for images
Captions for videos
Transcripts for audio content, facilitating accessibility
Optimal color contrast, text size, and keyboard navigation
Assessing Website Accessibility
During the development or reconstruction of a website, it is essential to check accessibility from the outset and continuously throughout the process. Identifying accessibility issues early enables prompt rectification, simplifying the overall correction process.
While adjusting browser settings can reveal basic accessibility aspects, a comprehensive review to ensure compliance with all accessibility standards necessitates a more extensive examination.
While evaluation tools can aid the assessment process, they are not the sole determinant of a website’s accessibility status. Expert evaluation by knowledgeable individuals is indispensable for accurately gauging the accessibility of a website.
Conclusion
The prioritization of digital accessibility underscores proactive engagement with potential customers in the dynamic digital landscape, strategically positioning organizations for prosperity. This concerted effort ensures that all individuals can seamlessly engage with online platforms. Such commitment to accessibility fosters societal benefits by promoting digital equity.
Accessible websites transcend regulatory mandates, embodying the ethos of digital inclusivity. By rendering content, products, and services accessible to the diverse online community, businesses expand their customer base and outreach significantly.
Navigating the intricate web of web accessibility legislation can be challenging for businesses and organizations. ADA Site Compliance offers holistic solutions to ensure alignment with compliance regulations. Get your FREE WEBSITE SCAN today!

Do you think capcom is gonna keep Nick Apostoletes for a potential RE6R or they are gonna go with Matthew Mercer again?
(this is from what i can tell, i could be wrong)
capcom doesn't hire union actors anymore (to some capacity) so unless nick becomes unionized, he will most likely be hired again (but with some caveats.)
iirc he did have to re-audition for re4r, so i don't think they're just going to ask him to return unless they really wanted him to return.
remember they (capcom) never asked jolene anderson to return (ada's va for re2r) so i don't know if capcom has any serious attachments to him or any actors. (also this was a big deal for some reason from some people *rolling eyes emoji*)
the fact that he was "kind of asked" but still had to audition again makes me think that they aren't super attached to him or they wanted to make sure that he can actually do the role. maybe for the name and for continuity sake, they would ask for him again. but nick has never been my favourite when it comes to consistency.
nick is still pretty unknown in terms of va, he's not like neil newbon or matt mercer. i honestly don't think he was paid an insane amount to reprise his role as leon for re4r. and especially because he's not unionized. he MIGHT be sag at some point? but yeah i dunno.
and the fact that capcom was willing to do a switch with ada from jolene to lily makes me think that they don't care too much about consistency there either. it was super strange (imo) that they rehired matt mercer to finish off the cgi films when nick was hired for the infinite darkness series. I understand that these are ALL separate entities, but only until after death island did it seem like matt mercer has "properly" handed off the role to nick.
that being said, matt mercer has always been my favourite and i would have loved a matt mercer/courtenay taylor reunion.
tldr capcom is cheap af and if they find another va that they like better to do leon for a potential re6r (who is also cheaper), i wouldn't be surprised.

Tom O’Donnell had never really been that interested in how elections worked until former president Donald Trump lost in 2020. Then, everything changed.
Like hundreds of thousands of people across the US, O’Donnell joined so-called election integrity groups that posted baseless conspiracies about the 2020 election. His group was called Idaho First Audit, and members flooded election offices across the state with requests for voting data. They weren’t alone: Other organizations like right-wing activist group True the Vote inundated election offices across the country as part of a broader effort they believed would uncover systemic fraud within the election process.
Election workers in Ada County, Idaho, home to the state capital of Boise, were pretty amenable to questions about the election process from O’Donnell’s group. O’Donnell even organized a tour of the Ada County election offices “to learn more about the process of voting,” and struck up a relationship with Trent Tripple, then the deputy county clerk.
But Tripple, who became county clerk last year, was one of the officials struggling to cope with the barrage of records requests and threats that the majority of election offices were receiving at the time. After the records requests overwhelmed the election office’s employees, Tripple and Ada County’s director of election, Saul Seyler, decided they needed to change things up.
So after years of work, they’ve now given election deniers exactly what they’ve been asking for: Last week, Tripple and Seyler launched Ballot Verifier, a first-of-its-kind tool that gives anyone with an internet connection direct access to every single ballot that has been cast in all Ada County elections since 2022, meaning that those in the election denial movement can no longer say that they don’t have access to the information they want.
“We just decided there’s got to be a way that we can push back against this a little bit but also achieve that perfect marriage between technology and government records so that citizens, candidates, parties, everybody has access to all the information that we have,” says Tripple.
The tool provides sleek graphics of all election races, and allows users to filter by type of ballot and even drill right down to precinct level to see an image of every single one of the ballots counted. Crucially, the ballot images are presented alongside what is known as the cast vote record, which is the record of how the ballot tallying machine counted the vote on election day. By showing these side-by-side, anyone can instantly see whether there are any discrepancies.
“I can’t even dream up how we can be more transparent than this,” says Tripple. “There isn’t anything else that we have that the public cannot see.”
Ballot images and cast vote records, both details about elections barely ever mentioned prior to 2020, have become a focus for election conspiracists trying to prove widespread voter fraud conspiracies.
In some cases, election conspiracists have even built programs to look at ballot images. Well-funded groups like True the Vote have built online tools based on voter rolls, previously reported on by WIRED, which they are urging their tens of thousands of supporters to use and then erroneously claim voters should be struck off the voter rolls.
“It's very different if [an online tool] is coming from an independent group, like True the Vote, that obviously has certain political leanings, and information that they're providing is through a lens,” says Seyler, as opposed to “something like [Ballot Verifier], which is available to everybody and truly transparent.” The data, the team says, is also private. “There is nothing that is printed on this ballot other than the individual markings, [nothing] that would tie it to a particular voter,” says Tripple. “The ballot is completely private.”
Still, some election experts have voiced concerns about the potential for systems like Ballot Verifier to pose privacy risks for voters, particularly in small precincts or in cases where voters leave notes on the ballots that could identify them.
“Despite the clear benefits to transparency of releasing cast vote records and ballot images, making these records public comes with trade-offs,” researchers from the Bipartisan Policy Center wrote in August. “Voters’ privacy might be compromised, and vote buying becomes feasible when ballot secrecy is violated—an extreme, if less likely, potential ramification of making ballot images public.”
There have also been some prior efforts to give voters access to ballot images, such as in Pueblo County in Colorado in 2021, but these efforts were not as comprehensive or technically proficient as Ballot Verifier.
At the same time that Tripple and Seyler were trying to think about a better solution, Idaho had been using a tool called ElectionStats to give voters access to statistics around election results. That tool was created by Civera Software, a civic technology company that ended up working alongside Ada County election officials to build out the new Ballot Verifier tool.
And even before the system went live, Tripple invited O’Donnell and other skeptics to be among the first to test it out.
“I think it's really good. It's more than I thought would have happened, because when we request our images now, we just get a data dump of files,” O’Donnell tells WIRED, adding that the Telegram group has responded positively to the launch of Ballot Verifier.
WIRED also tested the Ballot Verifier tool, looking at specific precincts and races, filtering votes by type (mail-in ballot, absentee ballot, etc.) and found that the system worked smoothly and instantly displayed images of every ballot cast.
US elections have never been safer, and the 2020 election was declared the “most secure” by Trump’s own officials. But a lot of people still believe unfounded conspiracies about elections, and the roll out of this tool in one county in one state is not necessarily going to change that overnight. Indeed, a review of O’Donnell’s 400-person Telegram channel by WIRED this week shows that many within the election integrity group are still regularly sharing widely debunked conspiracies about voting.
Adam Friedman, Civera’s founder, believes part of the reason for this is a lack of transparency, something which Ballot Verifier can address.
“A lot of the conspiracy theories and divisiveness and toxic rhetoric and mistrust around elections in America goes hand-in-hand with people not being able to see enough and people perceiving voting as being a black box experience,” says Friedman. “Ballot Verifier is really a way to turn a black box into a glass box.”
Friedman says that Civera had already signed a contract with several counties in Texas to provide the tool to them, and was in discussions with counties in multiple other states. The tool is also of interest to academics, and Friedman says the company is in preliminary conversations with two prominent universities and a number of political scientists who study cast vote records.
But Ballot Verifier is not cheap. Friedman and Civera provided a “large discount” on the research and development costs for this tool, but it still cost Ada County $40,000. While there are no current plans to roll the tool out nationally, Seyler says that while every county could benefit from using a system like it, election budgets have been historically underfunded. While all the backend work to upload new election data is handled by the company’s employees, the company is also currently building tools to allow local election officials to do this themselves, and go even faster.
The next big test for the Ballot Verifier tool comes later this month with the statewide primaries in Idaho on May 21. This will be the first time the officials will be working with recent election data rather than historical data, and they know there will be pressure to get that information online as soon as possible. Seyler says the current projection for getting the data uploaded is four to six weeks, though it could be quicker if Civera can finish some additional tools they are working on to improve efficiencies.
Looking further ahead, Tripple even foresees a point when data is available in Ballot Verifier so quickly after a vote that it could be used by candidates or parties to decide whether a recount is necessary, potentially avoiding the expensive and drawn-out recount process.
“That's not going to be possible now because of the speed at which we're uploading this data, but I think that's something that could be happening in the future,” says Tripple.
