Okay I had a dumb little idea about yokai titles and nobles ranks. So, in real life nobility is usually associated with land ownership, as granted from a ruling monarch. However, the Hidden City has a very dense population and relatively little land to go around, so just handing out or reassigning land rights probably wouldn't go over very well for the Council of Heads. But given that Draxum is a baron, titles clearly exist, so what exactly would that signify if not actual land ownership or authority?
Here's the dumb idea: it's a sign of academic honors similar to getting the title of "Doctor" if you have a PhD. Given that yokai can live for hundreds or thousands of years, it isn't unlikely for them to accrue insanely large amounts of knowledge in a given field, and at some point you probably want to distinguish between different levels of knowledge/skill. So, the farther you are in your field, the higher 'rank' you get.
Maybe there's a specific amount of time that one has to study a topic, or a certain number of achievements, whatever. There's a general sense that the higher the rank is, the more of an expert you are in your field and/or the longer been studying. Someone with the title of Doctor in has been studying their field for a few decades, someone else with the title of Count has been studying it for centuries.
So in other words, Baron Draxum's title isn't a sign of rank or authority, but how much of a nerd he is.
