The first Doctor had two companions die horribly, in a row, in quick succession. This really upset Steven, who was there for all of it. Steven is grieving. Steven is, possibly, blaming him a little bit.

When faced with the prospect of adopting a new companion, he won't. Traveling with him could just get her killed, and Steven will be terribly upset about that. If she dies off his watch, that's not his fault and not his responsibility. Steven can't blame him for that. This is where she belongs, therefore it is best to leave her here, no matter what may happen. He hasn't stolen her. Stealing people away only to get them killed far from home is wrong. See, he's finally learned that! He is not doing it this time. He has such good self restraint! Steven will be proud of him for this. Steven will be pleased that he is being responsible.

But Steven is angry.

It doesn't make sense, he's doing the Right Thing! It's very confusing.

Better take the next girl to come along. Now Steven is happy. Humans are so inconsistent and impossible to understand!

oh god i cant choose a favourite doctor but possibly my favourite ever characterisation is One's in his speech in The Massacre after Steven storms out of the TARDIS like i genuinely go crazy every time i hear it. on the same level as ten's "i've gone too far" speech in terms of regret - leaving someone to die that you could have saved versus saving someone you shouldn't have and watching them die anyway

"Even after all this time he cannot understand. I dare not change the course of history. ... Now they're all gone. All gone. None of them could understand. Not even my little Susan, or Vicki. And as for Barbara and Chatterton. Chesterton. They were all too impatient to get back to their own time. And now, Steven. Perhaps I should go home, back to my own planet. But I can't. I can't."

the doctor yearns so much for understanding more than anything. and he can't even find it on his own planet. like before the words gallifrey or time lord had even entered the show, the doctor was a lonely old man who couldn't go home.

Steven being Dodo's ancestor is one of my fav niche Dr who fan theories bcos like it DOES make a lot of sense. a possible reason for Anne Chaplet's descendants having her last name would be that she had a child out of wedlock and I'm pretty sure she and Steven do spend a night together during the massacre.

Anyway the funniest thing about this to me is that it MUST have occurred to Steven. Like if it's possible ie he did fuck Anne then it's got to be at the back of his mind. Like did I get her pregnant. Did I do this. Did i. Am I a deadbeat dad?? Doctor did you make me a deadbeat

It's such a dark moment.

Personally my headcanon is the Doctor is still cut up about Katarina and so doesn't want to take someone from a less advanced era out in to a universe they almost certainly won't understand again where they could well die anyway.

But also: I headcanon that's why the TARDIS put them down near Dodo. So they'd know Anne survived and they'd have someone else to be there for them.

STEVEN: Surely there was something we could have done? DOCTOR: No, nothing. Nothing. In any case, I cannot change the course of history, you know that. The massacre continued for several days in Paris and then spread itself to other parts of France. Oh, what a senseless waste. What a terrible page of the past. STEVEN: Did they all die? DOCTOR: Yes, most of them. About ten thousand in Paris alone. STEVEN: The Admiral? DOCTOR: Yes. STEVEN: Nicholas? You had to leave Anne Chaplet there to die. DOCTOR: Anne Chaplet? STEVEN: The girl! The girl who was with me! If you'd brought her with us she needn't have died. But no, you had to leave her there to be slaughtered. DOCTOR: Well, it is possible of course she didn't die, and I was right to leave her. STEVEN: Possible? Look, how possible? That girl was already hunted by the Catholic guards. The Massacre (of St. Bartholomew's Eve) The TARDIS materialises in Paris in the year 1572 and the Doctor decides to visit the famous apothecary Charles Preslin. Steven, meanwhile, is befriended by a group of Huguenots from the household of the Protestant Admiral de Coligny. Having rescued a young serving girl, Anne Chaplet, from some pursuing guards, the Huguenots gain their first inkling of a heinous plan being hatched at the command of the Catholic Queen Mother, Catherine de Medici.

the thoughts about Donna Noble being a Steven Taylor mirror haunts me. spasificly the scene in Fires of Pompeii, while Donna is screaming at the doctor to defy the laws of time and save someone! anyone! and its relation to the massacre! Steven shouting at the doctor, screaming that he should have saved Anne Chaplet, so i had to explain and add my reasoning

"STEVEN: Nicholas? You had to leave Anne Chaplet there to die. DOCTOR: Anne Chaplet? STEVEN: The girl! The girl who was with me! If you'd brought her with us she needn't have died. But no, you had to leave her there to be slaughtered."

the doctor is trying to stall, to explain away Anne as maybe surviving

the doctor's reaction, not letting on... just letting Steven leave, not relenting, still feeling the shakles of the rules of time, only recently he learned that he cannot intefear too much in the past and they don't get and he has to show control... he just lets Steven leave!!

approximately 4 dacades later... Donna comes up to the Doctor, screaming at him for the same issue, the same thing happend again, another human friend has jumped up at him, screaming at him so sae someone!!! anyone!!

do you think he had flashbacks to that scene?? among other things, to Steven leaving him??

heck, the fact that Donna is basically a mordfern version of Steven must have tied it all together, both of them are little hates (affectinate) that are not afraid to call the Doctor out on his bulshit.

here he is again, having to stand against his companion, that is screaming at him in a way that he cannot ignore, he cannot step away and lement like he did last time, he cannot sit down alone, while surly Donna would leave him again, she indeed made him admit that he needs someone, he needs someone to be with him. and... at this point why not? why can't he just save one person?

so HE DOES IT, HE SAVES THAT FAMILY

what if as he saved them, he remembered Steven, he finally did good by him in a way he was truly unable to back in the day. god
