As the Biden administration exited the White House, millions of taxpayer dollars flowed into questionable hands.
According to a report from Sen. Joni Ernst (R-IA), a vaccine company—barely in existence, registered to a Maryland post office box, and helmed by former Biden administration officials—was quietly handed $28 million in federal funding from the National Institutes of Health’s Advanced Research Projects Agency for Health (ARPA-H).
In a letter addressed to newly-appointed HHS Secretary Robert F. Kennedy Jr., Ernst raised serious concerns about potential corruption, calling the massive federal payout “fishy.”
“A vaccine company registered to a PO Box — and run by two former Biden staffers — got $28 million in the final months of the Biden admin, and that seems fishy,” Ernst wrote on X.

Autonomous Robotic Surgeons
I've been writing about this for a while. I know some people hate the idea, but I suspect that that's because it's new and unproven. But consider the possibilities: Most surgeries involve a lead surgeon and assistant surgeons. Imagine if we could change that to one human and one robot. That could quickly ramp up the number of surgeons available, which means less wait-time for your surgery. It will likely also bring down medical costs, esp as times goes on. (I may not like the idea of a robot surgeon, but I might opt for it if the surgery will cost only $20k instead of $40k.) For developing nations that are short on skilled doctors and which have high numbers of rural residents, this is a potential game changer. It could mean the difference between suffering and getting a surgery at all. (The robot may just do the surgery on its own, or it may tele-communicate with a doctor elsewhere to collaborate.) The availability of more doctors and advanced AI diagnostics can also mean finding and treating diseases much sooner, before they start producing serious problems.
Additionally, robotics only improves over time. Unlike humans, which take a long time to gain knowledge and skills, robots learn programmatically and by sharing knowledge (every robo-surgeon can easily share what they 'learned' with the other robo-surgeons, so they all get better with each procedure.) This will ultimately mean safer surgeries, less intrusive surgeries, fewer mistakes or accidents, faster healing time, better health outcomes, more time for researching more advanced medical techniques, and more.
Anyways, the fact that DARPA is interested in this tells me two things: 1. It is difficult. 2. It is feasible.

Within three years, the research team hopes to demonstrate a robotic surgical device capable of removing tumors from the trachea and prostate without the intervention of a surgeon. The team also foresees this research applying to uterine fibroids, bladder tumors, spine procedures, and brain cysts, among other clinical applications. As described in the ARPA-H proposal, these would initially be demonstrated in simulated conditions and not on live patients...
Webster said one of the progress milestones will involve having the robot make situationally aware statements like, "I think I should cut here, with the goal of removing this volume of tissue." A human surgeon would then confirm or adjust the action. These interactions will be aggregated to continue to improve robotic performance to the point of fully independent autonomy.
"Creating a system that can learn from human surgeons - and continue to improve performance - will be a game changer," Herrell said.

The EPA announced new emission standards with the goal of having more than half of new cars and light trucks sold in the US be low/zero emission by 2032. One of the most significant climate regulations in the nation’s history, it'll eliminate 7 billion tons of CO2 emissions over the next 30 years. It's part of President Biden's goal to cut greenhouse gas emissions in half by 2030 on the road to eliminating them totally by 2050.
President Biden canceled nearly 6 Billion dollars in student loan debt. 78,000 borrowers who work in public sector jobs, teachers, nurses, social workers, firefighters etc will have their debt totally forgiven. An additional 380,000 public service workers will be informed that they qualify to have their loans forgiven over the next 2 years. The Biden Administration has now forgiven $143.6 Billion in student loan debt for 4 million Americans since the Supreme Court struck down the original student loan forgiveness plan last year.
Under Pressure from the administration and Democrats in Congress Drugmaker AstraZeneca caps the price of its inhalers at $35. AstraZeneca joins rival Boehringer Ingelheim in capping the price of inhalers at $35, the price the Biden Admin capped the price of insulin for seniors. The move comes as the Federal Trade Commission challenges AstraZeneca’s patents, and Senator Bernie Sanders in his role as Democratic chair of the Senate Health Committee investigates drug pricing.
The Department of Justice sued Apple for being an illegal monopoly in smartphones. The DoJ is joined by 16 state attorneys general. The DoJ accuses Apple of illegally stifling competition with how its apps work and seeking to undermining technologies that compete with its own apps.
The EPA passed a rule banning the final type of asbestos still used in the United States. The banning of chrysotile asbestos (known as white asbestos) marks the first time since 1989 the EPA taken action on asbestos, when it passed a partial ban. 40,000 deaths a year in the US are linked to asbestos
President Biden announced $8.5 billion to help build advanced computer chips in America. Currently America only manufactures 10% of the world's chips and none of the most advanced next generation of chips. The deal with Intel will open 4 factories across 4 states (Arizona, Ohio, New Mexico, and Oregon) and create 30,000 new jobs. The Administration hopes that by 2030 America will make 20% of the world's leading-edge chips.
President Biden signed an Executive Order prioritizing research into women's health. The order will direct $200 million into women's health across the government including comprehensive studies of menopause health by the Department of Defense and new outreach by the Indian Health Service to better meet the needs of American Indian and Alaska Native Women. This comes on top of $100 million secured by First Lady Jill Biden from ARPA-H.
Democratic Senators Bob Casey, Tammy Baldwin, Sherrod Brown, and Jacky Rosen (all up for re-election) along with Elizabeth Warren, Cory Booker, and Sheldon Whitehouse, introduced the "Shrinkflation Prevention Act" The Bill seeks to stop the practice of companies charging the same amount for products that have been subtly shrunk so consumers pay more for less.
The Department of Transportation will invest $45 million in projects that improve Bicyclist and Pedestrian Connectivity and Safety
The EPA will spend $77 Million to put 180 electric school buses onto the streets of New York City This is part of New York's goal to transition its whole school bus fleet to electric by 2035.
The Senate confirmed President Biden's nomination of Nicole Berner to the Court of Appeals for the Fourth Circuit. Berner has served as the general counsel for America's largest union, SEIU, since 2017 and worked in their legal department since 2006. On behalf of SEIU she's worked on cases supporting the Affordable Care Act, DACA, and against the Defense of Marriage act and was part of the Fight for 15. Before working at SEIU she was a staff attorney at Planned Parenthood. Berner's name was listed by the liberal group Demand Justice as someone they'd like to see on the Supreme Court. Berner becomes one of just 5 LGBT federal appeals court judges, 3 appointed by Biden. The Senate also confirmed Edward Kiel and Eumi Lee to be district judges in New Jersey and Northern California respectively, bring the number of federal judges appointed by Biden to 188.

CU Anschutz Medical Campus Secures $46 Million Funding
The University of Colorado Anschutz Medical Campus has obtained up to $46 million from the Advanced Research Projects Agency for Health (ARPA-H) to foster a revolutionary treatment for full blindness that uses human eye transplants. This funding will go to the Total Human Eye Allotransplantation Innovation Advancement (THEIA) led by Dr. Kia Washington and Dr. Christene A. Huang of CU Anschutz.

MIT’s Science Policy Initiative holds 14th annual Executive Visit Days


From Oct. 21 to 22, a delegation of 21 MIT students and one postdoc met in Washington for the 14th Executive Visit Days (ExVD). Organized by the MIT Science Policy Initiative (SPI) and the MIT Washington Office, ExVD enables students to engage with officials and scientists from federal agencies. Students are given a platform to form connections in the capital while learning about the many facets of science policy work and careers.
In two days, the delegation visited eight different agencies. The first day started with meeting the team of the MIT Washington Office. Subsequently, the group held meetings with the Special Competitive Studies Project (SCSP), White House Office of Science and Technology Policy (OSTP), Advanced Research Projects Agency for Health (ARPA-H), and National Aeronautics and Space Administration (NASA). On the second day, meetings continued with the Department of Energy (DoE), National Science Foundation (NSF), Institute of Defense Analysis (IDA), and Environmental Protection Agency (EPA). The meetings offered insights into each agency’s activities and showed how each agency’s work is related to science policy.
One specific example of the delegation’s visits was to the White House OSTP, located directly next to the West Wing at the Eisenhower Executive Office Building. This special agency of fewer than 200 staff, mostly in rotation or on loan from other federal agencies, directly reports to the president on all matters related to science and policy. The atmosphere at the White House complex and the exchanges with Kei Koizumi, principal deputy director for policy at OSTP, deeply inspired the students and showcased the impact science can have on federal policy.
The Science Policy Initiative (SPI) is an organization of students and postdocs whose core goal is to foster the discourse of MIT students and the policy community. SPI organizes multiple trips to Washington every year to empower students to connect with federal agencies and policymakers, as well as showcase potential career paths for scientists in the policy. In particular, ExVD offered opportunities to network with officials, many of whom are MIT alums and open to discussing their paths toward careers in science policy.
The impact ExVD has is profound. “It was a fantastic opportunity to learn more about science policy and interact with representatives from several federal agencies. I strongly believe that scientists equipped with policy knowledge can play a crucial role in shaping effective and evidence-based policies that can benefit society,” says Maria Proestaki, a postdoc researching organ-on-a-chip technologies at the Department of Biological Engineering.
Alexandra Cabanelas, a PhD student of biological oceanography at the MIT-Woods Hole Oceanographic Institution Joint Program, adds: “It was interesting to see common themes across the agencies, especially the importance of having individuals from diverse fields and expertise in federal roles, highlighting that even if you are not pursuing a science policy-specific degree, you can still succeed in these roles.”
Joachim Schaeffer, a PhD student working on machine learning for batteries and SPI ExVD chair, concludes: “Science and technology are fundamental pillars of our society, and in particular now, it is more important than ever that scientists engage with policymakers to work on solving great challenges, such as biosecurity, AI safety, and climate change. Neither science nor policy can solve these challenges alone. We need strong science and policies informed by science to thrive.”
The overall sentiment among the ExVD participants has been motivation. Participants have expressed feeling more informed and inspired to integrate policy in their future careers or in their graduate research, aware that a scientific background is a great asset in the policy world.

Jill Biden announces $110 million ARPA-H investment in 23 recipients to advance women’s health innovations at HLTH 2024

At the HLTH 2024 conference, U.S. First Lady Jill Biden announced that ARPA-H (Advanced Research Projects Agency for Health) has awarded $110 million to 23 recipients through the Sprint for Women’s Health program.
These awardees, including startups, innovators, and universities, focus on addressing critical women's health issues such as cancer, menopause, endometriosis, and cardiovascular conditions. The initiative, launched in February, seeks to advance novel solutions for gynecological care and other health areas where women have been historically underrepresented. The recipients were selected for their innovative, high-impact approaches, with 70% of them being women-led organizations.
The funding is split into two tracks: "Spark" for early-stage research and "Launchpad" for later-stage developments aimed at bringing products to market within two years. ARPA-H received over 1,700 submissions from 45 states and 34 countries, with a significant portion of applicants being first-time government funding recipients.
Biden emphasized the need for continued investment in women's health, urging investors and researchers to prioritize women's health issues, given the growing momentum and market potential in this space. She highlighted the importance of research that addresses women's unique health needs, noting the historical gender gap in medical research and treatment.
