Lucifer 5B: Cutting off Touch to Spite Your Fans

Spoiler warning: This post assumes you've watched all of Lucifer, season 5, part B.

CW: There's plenty I like about season 5, but this is a negative post. I know not everyone is up for negativity about the things they love. I also generally avoid it and (try to) keep my mouth shut about things I don’t like in most spaces. It’s good etiquette. But this is my space, and I have thoughts specifically about purity culture and the treatment of sexuality and trauma in fiction. You’ve been warned!

I'm a professional writer (not in TV). I've worked with enough bad clients, editors, and other writers to recognize some hallmark behaviors in how both Fox and Netflix gave Lucifer's writers incredibly difficult, unfair, and frankly weird situations to create through.

Fox did them dirty, interfering and ordering too many eps in S3. Netflix did them dirty, ordering 10 eps for S4 when it clearly needed ~13. Then Netflix ordered 10 "final" eps for S5—then, just kidding(!), 6 more after they'd done their writing for the 10. (What the fuck?) And then Netflix ordered 10 more for a "final-final" S6 after the writers had done their best to tell their whole story in S5. (MORE what the fuck.)

Talk about whiplash for creators, and half of those who consume content don't even care to understand such creative pain.

So, there are problems on multiple fronts. There's much I'll forgive writers, accordingly. I go into most shows expecting plotting/pacing issues. I look, instead, for characters and relationships that will triumph over those issues.

Heart is what the show Lucifer has always had in spades, both in its characters and in the immensely committed, wonderful ways the actors have tried to realize the characters' humor, love, trauma, and—most importantly—struggle to find healing. Yet, when given the opportunity to show health alongside another in a relationship, the writers/directors of 5B chose to remove most sexual humor and physical intimacy from their female lead and bi/pan characters to, I feel, sanitize them and troll fans. What happened?

Well, for one, say hi to showrunner Joe Henderson bragging about how the writers decided to be colossal dicks to the fans who helped secure their jobs:

Have we not suffered sidelined/repressed female characters, "bury your gays," and, oh, Chloe fucking a serial killer enough? Must we also say hello to neutered relationships once characters find stable love (whether same or opposite sex)? The result of withdrawing more sexual humor and physical intimacy from paired characters is an uncomfortable suggestion that they're reformed by "pure" love—more chaste and aloof, more acceptable in polite society. This is only done to end-game committed relationships.*

The writers seem to think they're edging the viewers, but the reality is they're taking traumatized minority characters who rejoiced in sexual freedom, but lacked and craved an emotional connection, and showing they can't have both, or, if they find both, it will never last. They've taken hypersexual characters and said, here, even they can have the love and commitment they desire, but some physical intimacy, especially sexual intimacy, is what they must trade for it.

There's always one more case, phone call, or coincidence interrupting intimacy. Traumas or deaths deserving emotional and physical comfort go on to receive none or only one aspect. Done sometimes, it's fine. Done always, it's sick. Dan dies, and there's no hugging? Really?†

Don't craft characters who crave a full range of emotional and physical intimacy, only to rob them of related scenes every chance you get. That's not complexity. That's bad writing. To even achieve this in 5B, they must squash banter and sideline their female lead yet again.

What a gift to purity culture, which tells us to be more palatable by bottling and buttoning up. That sex should be taboo, but violence glorified. That there is no heated desire among "Good Women," that sexual minorities of all genders shouldn't experience it much at all.

5A is so good. At the very least, it's on the right path (clearly, since the plot payoff from 5x01 to 5x16 is great). It shows a couple working through difficulties and trauma, toward each other emotionally and physically. It even pokes fun at people who think an established relationship means the death of romantic and sexual appeal (a tired and hugely sexist trope). And then... And then 5B reverses that, pretending established relationships are barely physical during emotional struggle and that the honeymoon phase doesn't exist. It robs characters of joy and comfort through physical intimacy when they need it to move through or push beyond trauma.

It's telling that so many fan wishes for Deckerstar are about healing touch and existing in each other's spaces: amending Chloe's spicy PDA history with Cain, Chloe caring for Lucifer's wings, soft family scenes a la Monopoly night and shared meals, morning-afters, etc. Reasonable fans aren't asking for porn; they're asking for connection and humanity. They're asking for writers not to forget characters (and, yes, including hypersexual characters) on their way from Point A to Point B.

That 5B lacks these things isn't a "tee-hee frustrating" slow burn or a cockblock. It is, in so many scenes, excising from characters a core part of what nearly every human and fictional monster craves. And it's a slap in the face to the "found family" trope. When you remove or tamp down a casual physical intimacy that was previously there, characters and their relationships fall flat, even if only partially. They become blunt weapons creators wield against watchers or readers begging for scraps of warmth.

Minorities shouldn't be killed off with ease, and they shouldn't be stifled with ease, either.‡ And maybe there shouldn't be deep trauma driving a wedge in a romantic relationship if you're not going to explore it through that relationship, too—physical intimacy included.

I'm still reserving some judgment. I loved the family drama and the end. (Although, again, where was the physical intimacy? No intimacy when Chloe or Lucifer return from the dead? Really?) I see where they could do awesome things, and could have done more if not for network BS.

But I no longer trust Lucifer's writers and directors. They thought S5 was the end. And what they gave us of Deckerstar, of the relationship that symbolizes health and healing in their fictional world, is this: cold distance. And they got a kick out of doing it, apparently.

If this is a "love letter" to me as a fan, I'm burning it. I can only hope S6 course corrects. If not, the writers who made these choices shouldn't write sexual minority and/or traumatized characters again. If you don't understand most of us, you should stop fucking using us.

* If you don't believe me about the differences between casual/short-term relationships and end-game relationships in Lucifer, go back and look at how Lucifer and Maze are with strangers in all the other seasons. Look at Chloe's sex dream, her propositioning of Lucifer in a library, her sex with Pierce in the evidence closet. Look at how much physical intimacy there is between Lucifer and Eve, and then between Eve and Maze (if only as a ploy). Across seasons, there are sex/kink jokes and scenes galore.

Compare this to how these same characters are portrayed when with their end-game loves. Notice the gentle pecks on the lips and the huge general drop in sexual humor between 5A and 5B. How boring. Where's the spice these characters had? Also, give me a damn break. Buttoning up in a relationship is contrary to four and a half seasons of emotional character work that's been communicating security in our relationships is personally freeing.

† I'm not just talking about sexual intimacy in this post, though that is a big part of it because of the characters. 5B lacked crucial found family scenes, too.

Chloe should have been at God's family dinner, but being so would have prevented more ham-fisted angst. Chloe never even has a one-on-one with God, probably because that would demand a straight answer about her miracle status, which I would guess will be used to drive yet another wedge between her and Lucifer next season, but we'll see.

In multiple before- and after-work scenes, there was no reason for Lucifer and Chloe to be apart more, even, than they were in S1 and S2. Monopoly night was in S3, for crying out loud. Most horrifying of all? No one touches Chloe after Dan's death, but Trixie. Meanwhile, Linda, Amenadiel, Ella, Maze, and Lucifer all receive physical comfort. No wonder Chloe's tired of being strong.

‡ If you don't think it's offensive that they stuffed all their wlw content for two hypersexual characters into a few clunky, irrational, and chaste scenes that rushed I love yous, a marriage-like proposal, and the mention of soulmates, I don't know what to tell you other than get off my lawn.

I hope you don't mind me adding on. If you fear this message will gain you too much backlash, you can delete it, no hard feelings. As a very tired queer person of color, I think that Astarion still benefits from being a white guy. I imagine if his role and say, Wyll's role are switched, the latter would get even more backlash. I already see Wyll being criticized and distrusted by many people already, sometimes the same people who will excuse Astarion's actions. I literally just read a thread where a person said that Astarion enjoying killing the tieflings is not wrong because the tieflings, including the children, are untrustworthy anyway. You know, the refugees who just survived massacre after massacre, having their loved ones being taken away from them. Somehow they're less worthy than their white boy. Also, the problem with Astarion is he's a queer person written for non-queer people. I can see more porportion of m/f fanart between Astarion and female player than otherwise. Astarion is bisexual, but his bisexuality is muddled enough like the other companions, almost like they're written so your average cishets can understand them. The only queer thing came out of his mouth is tied to his evil actions or his tragic past where another queer person (Cazador) tortures him. So as much as I want to like Astarion, I also avoid anything about him in the fanbase like a plague, whether it is the people who hate him or love him. You're probably the only person who I follow right now in the entire community, because you're the only one making me feel comfortable enough to do so.

and like i 100% agree with you! I know astarion is the most popular because he’s a pretty white boy. I’ve been trying to keep that in mind a lot. I also noticed wyll’s lines aren’t triggering at all for me, or it seems like he doesn’t have that much content in the game itself. I tried so hard to romance him with bezeer, but just, couldnt, and i thought it was odd. I also saw some people say you have to do pretty specific things that seemed kinda unnecessary imo for his stuff to trigger. i hope by the time bards are playable wyll’s dialogue is more established, and easier to trigger because i do really like him so far.

And as for how astarion is written, and how all the romances are written so far, I actually have a fallout blog where i’ve talked about playersexuality a LOT. it’s a situation that bethesda has been known for using for...ever. i describe it like Schrodinger's bisexuality, these characters are only bisexual when you “romance” them as the same gender, but outside of that they never talk about same gender attraction. They are not written to be bisexual because a straight player can play the game and not realize they are bisexual. Aka, they are simultaneously bisexual but also not bi, but in a romance they either are or not, depending entirely on your characters gender. Because, like...these characters never talk about same-gender attraction, and the character doesn’t even acknowledge they are in a same-gender relationship. So you could play a woman and romance gale and it would feel like he’s straight. or you could romance him as a man and then it feels bi. But gale himself never acknowledges he is bi, inside or outside a "romance".

It has nothing to do with the character themselves, like you say, these aren’t bi/q characters written by other bi/q people for bi/q people, but more like a weird ploys to be “inclusive” without actually including. and like...i can go on about this for a very long time, i just...will cut this ask off here for now lol

Review of Wonder Woman 1984

So, being an open-minded person as such, I look often at dramas, movies, etc which are both slammed a lot and are popular. By doing this, it’s my own look at what is resonating or not and why. I often also look at cult media for the same reason. This is why I went into WW1984. I wanted to explore why people were hating on it. Also the complaints about the lack of social justice awareness as well.

So since the plot (if you can call it one) is summarized pretty well with people are in love with the 1980′s and want to make a huge pastiche of it while not understanding anything about sexism, racism, and feels like queerbaiting. The main premise is not bad. It’s been done well in other media, from Aladdin in Arabian Nights to Neverending Story: The idea of wishes. But the world building around it is hamfisted and because of the large mistakes, it drags. I’m looking mainly at the writing issues. So, I know several worldwide plotting, but quickly realized this was kinda, sorta supposed to be a five-act plot. The ingredients to make a five-act work are a character that wants/needs something who runs into a conflict because of their want/need and then runs into complications because of the want/need. This is the basic breakdown for queries for books too. The problem is that they spread the want/needs across three characters which loosely bind together around no emotional core except a really cheap one, and get feminism totally incorrect. Both of the female protags biggest want/need is established to be men after some epic queerbaiting. I felt the queerbaiting. I was going, I hope Wonder Woman is bi/pan. PLS and then it didn’t happen and they established the want/need as men. URRGHHH. This fails the Mako Mori test. Because it’s around and revolves around men, the agency of the characters is cut down. This is not why people watch Wonder Woman. They want a female who is kicking butt, taking out all the stops and does not require a man to do it. I felt a lot of the movie could have been replacing the female characters with sexy lamps. Though they take action, it does not change the thrust of the plot one bit. Their decisions don’t seem to do much to the structure of the plot.

Then they spent almost the entire movie on men because the want/need on the men was much, much more laid out, and you have no conflict without some sort of want/need. The problem with this was, the conflict didn’t materialize that much, because they forgot the emotional core. They shortchanged the main “villain” by not taking time showing the times he bonded and loved his son. There is no moment where you feel like he spent a lot of time investing in his son before his downfall. (Plus this plot point was not deftly done.) And the only obstruction to him is Wonder Woman not kicking butt, without a clear want/need to oppose him. It should emotionally ring. Thus following this plotline, by the bottom of the Second act, the action scenes feel like one has investment in them. But the plotting didn’t take into account the emotional core at all. (I guess they didn’t watch enough Pixar film??)

So by the time of the action sequences I was falling asleep. No, I mean really not invested that much that I was falling asleep. With no investment in the characters want/need or what they were doing wrong with their want/need, I got bored.

Social issues: Feminism/Sexism: They did what is called explicit sexism by having a woman being harassed and only harassed when she is “sexy” or “looks weak” And I hate to break it to you, but women get harassed regardless of what women look like.

THEN they failed the Mako Mori test. The Sexy Lamp test by half. And it felt like the first bit with the explicit sexism was trying to say, but we know feminism, while failing to understand the systemic issues of sexism, like they perpetrated.

Also the whole, woman feels pretty and white woman treats black man well felt too off mark. Racism: The idea that West Asian peoples are only about the oil and war, etc I started to cry inside. There was no time to dedicate to other subject matters, so it felt like a cheap ploy and short hand. Much like the black homeless guy was used the same way.

And I’m upset about what felt like queerbaiting and the idea that people can move on from relationships. I mean I treasure female friendships, but they also abandoned that very quickly as well.

Conclusion

Overall, 2020 was a mess, but Wonder Woman 1984 also reflects that gigantic mess. The screenwriters need to up themselves on social issues and think more about the emotional core. It felt like a bunch of plot points were being ticked off, without taking the time to think through how the audience should feel and manipulating them into feeling that. Overall, I think the largest problem with WW84 was that they lacked the EQ to make it work. Five act is supposed to make you feel excited, heightened, and enhance those emotions. But they didn’t understand that and skipped it.

Kitano – Hana-bi

I wasn’t sure what to expect before watching Hana-bi after learning it was a yakuza movie, but I was pleasantly surprised with its approach. Its story follows Nishi and the events that take place after his retirement from work as a detective. At the start of the film, we learn several reasons about why he chose to retire. The inciting incident for his retirement being the arrest of a suspect that ended tragically, in which one of his partners was killed and two others sustained critical injuries. Throughout the movie Nishi experiences flashbacks of the event and through those scenes an understanding is developed regarding how much the incident still affects him. Concurrently, the other reason for Nishi’s decision is to care for his wife, Miyuki, who has terminal cancer. Due to the depressing circumstances in Hana-bi’s introduction a somber tone is established that continues for the rest of the film. Without a source of income, Nishi then gets involved with borrowing money from the yakuza and falls into debt. So, to resolve his money problems he comes up with a ploy to rob a bank and runs away with Miyuki. Violence ensues when the yakuza catch up with them to demand more money, citing he didn’t pay back all of the interest. Nishi remains calm with each confrontation during his travels and seemingly without remorse, kills each member that comes after him. In the end, Nishi’s crimes catch up to him when one of his old partners finds him and his wife at the beach the day after the murders.

One of the things that stood out to me the most prominently while watching this film was the lack of lines Nishi and his wife had. I found the lack of speech put a heavy emphasis on the actions of these characters. The wordless scenes involving Miyuki and Nishi were especially magnified. Simply through their interactions together, it was clear to see how comfortable and loving their relationship was. Additionally, the violent acts Nishi commits are juxtaposed against his wordless temperament. When yakuza approach him prior to his repayment and departure, he demonstrates this disposition by patiently waiting for the pair to finish their spiel about his loan before lashing out. Having established to the yakuza that he is a man of few words, when they approach him while at an inn during his travels, they don’t suspect him to be violent. This makes it easier for him to quietly follow them back to their car and kill all of them in cold blood.

Another notable aspect in Hana-bi was its inclusion of a great deal of artwork. In my opinion, the incorporation of visual arts greatly enhanced the overall profundity of the film as the pieces were able to convey many of the film’s themes in such a way that was well integrated into the storyline.

post-finale thoughts on 2moons

And we’re done! This show has been endearing, and while it has its flaws, I did enjoy keeping up with it, and will miss the boys until next season! Meanwhile, here are my notes.

What I enjoyed:

- The actors are lovable, and immensely committed to the show.

- The chemistry is genuine, especially with godbas and kimcop

- The lightheartedness of a cheesy asian drama, with LGBT representation in its characters

- The dialogue in certain areas is so witty and adorable. Just the right amount of bite but not ill-intentioned

- 2moons has the ability to capture certain moments well. Especially with emotional shot-design and utilizing the chemistry the actors have with each other

What can be better:

- Like I’ve said, the layout of phayo’s storyline. They tell much more than they show, and it’s not the most enjoyable way to consume the story in TV form.

- The representation (or lack thereof) of female characters on the show. Women are not a threat to BL pairings. Take a page from SOTUS’ book. Women are not magnetically attracted to men and set out to separate them. Women can also be gay or bi, they can be friends, they can be advisors!

- The reliance on jealousy storylines/turning on each other. There are more intriguiging ways to show relationship drama than fear of someone stealing your SO. Please use them.

- The "rape" jokes? I'm pretty sure these were lost in translation in the eng subs, and that it would be more akin to "seduction" or something of the like, (which I understand is just another thing that's prevalent in the culture of asian dramas) but it's still kinda uncomfortable. Also with future behavior of the characters: please don't romanticize ignoring a lack of consent!

- Lastly, the dom/sub dynamic that’s heavily hammered into phayo. I understand establishing the seme/uke thing is a marketing thing, and while I don’t support it, I can see that they felt the need to do so. What I wish is that 1) it wouldn’t be assigned as the majority of the relationship dynamic, and that it wouldn’t rely so heavily on the stereotypes of “what it means” to bottom or top, and 2) that it wouldn’t tie so heavily into the dom/sub dynamic. I get that selling pha as the dominant, caregiving top, and wayo as the submissive, bashful bottom is what does well, but I think the show would do better for its characters if it strayed from these stereotypes/ploys and focused on telling the story personally for the characters. (My headcanon: Pha may be tall and handsome, but he’s also a sweetheart and would do anything for wayo, would probably give him any control he wanted? Wayo might be shorter and cute, but he knows what he wants and he doesn’t just submit to teasing or bossing? They're not limited to the roles they're perceived in?) And anyway, topping or bottoming has nothing to do with physical or personality traits? It’s just whatever you do with whoever that you like?

TL;DR: 2moons is a fun show about young love. It isn’t without flaw, but with its wonderful cast and their love for each other, it might steal your heart, and it retains the potential to grow even better. It’s a cute, carefree show with LGBT characters and it’s worth tuning into if you're ever bored. (And with the understanding that it is problematic in places, but strives to be light. For someone used to more mature LGBT storylines, this will likely require patience.) To Bas, Cop, God, Tee, Kim, and Tae: thanks for this season, and we’ll see you soon! Take care.

Millennials

This is the time of millennials running millennials. Look at pr ricky’s behavior. He thinks the sun shines where ever he’s at. I’ve seen him literally bust into d’s arenas thinking he’s entitled. And we think m, who he has some kind of relationship with, is going to be any different. As long as they are connected to D’s shirt tails they will feel entitled. Because D is so gracious and grateful he doesn’t always recognize when he should be disgusted. A different kind of millennial. Brought up by parents who understand what decorum and class is. Today’s millennials think they are it and do not care about societies mores. To some degree that is good, more acceptance of all people that in the past have been frowned upon; gays, bis, mixed marriages, etc. It unfortunately brings about a push of unpresidented behavior, because no matter what ANYONE thinks people will belive in “do your own thing, BUT I do not want see your tasteless actions. M will never understand this, she wants to live as she wants to live. She believes she is special and only has to live by her rules. She will implode. This is not just a time of seeing D & M’s connection end, but a desperate ploy for M to gain self recognition. She, no matter how she tries to sell it, is becoming nothing. She is in a battle to save herself. Shhheeee will lose. And the biggest indicator is no one cares. Especially the CC’s. She will not go quietly into the night. As all millennials feel, she most of all, is entitled. Look what she has sacraficed! HA! NOTHING. She has no concept of what everyone has sacrificed for her, and she blew it all. I predict a bleak end. For now I/We have to suffer along watching her emplosion. Hold onto your sets it will not be pretty. Remember what we will get in the end…Happy Darren and Chris.

I wish she would realize how how many opportunities she's blown as she's too lazy to work at anything. People would literally kill to be born to wealthy parents and a family well established in the music industry in NYC. They'd kill to have an organization like fox interested in getting her name out there while the bearding continued. They kill for a plus 1 that gets her into parties with industry big wigs and celebrities. They kill to have that plus 1′s manager bend over backwards to promote her.

She has literally squandered away each opportunity. And now her entire life revolves around bearding for a man who looks like he is in pain every time he is near her. She has chosen bearding time and again over family. Over Ben. Her priorities are so fucked up its unreal. But as long as people are talking about her. It's all she cares about. We need oxgen to survive. She needs some semblance of fame. That she hasn't earned and doesn't deserve. She's a hateful person who is still standing by Darren because of whatever power she holds over him.

She most certainly won't go quietly. Anyone who thinks she will fade away is fooling themselves. She is in overdrive right now to milk every last second of celebrity from Darren while she can.

Let her. because when this is done She will have nothing and no one will care.

Fake Dating! That’s a fun trope. :D

In essence it’s a sort of ‘We should pretend to date each other for mutual benefit’ sort of scenario. It gets really fun to consider in poly circumstances though.

Consider these classic two-person fake dating scenarios:

Someone receives a invitation to a wedding ‘Plus One’ and is too embarrassed to show up alone, so they coax a friend or perhaps even stranger into attending the wedding with them as a Couple.

Someone receives an invitation to a High School Reunion party, and wishing to appear successful and well-to-do coaxes a friend or stranger to attend with them.

Or something like a case fic for Supernatural! There are strange going-ons in a couple’s retreat and two people that are friends need to pretend to be a couple in order to investigate.

(Of course the fake dating trope usually ends with a relationship)

But! Let’s take a look at ‘Fake Dating’ as it may apply to Polyamorous relationships……

Someone who is bisexual and in a relationship with someone of the opposite gender wishes to piss off their parents for Thanksgiving dinner because their parents assume that ‘well you’re in a heterosexual relationship that means you can’t be bi’ so they put out a Craigslist ad for someone to ‘stand in’ and fake-date them at their parent’s dinner. (their established partner thinks this is hilarious) Of course, dinner happens, they think the Craigslist person is freaking hilarious, and suddenly find themselves in a three way relationship.

Someone is completing a college thesis for sociology or psychology or the like on the public perception of displays of affection between same and different sex couples and goes about looking for various people to smooch / hold hands / be a ‘couple’ with in public. By the end they find they’ve become smitten with two of the participants, and that both of those participants are totally okay with a poly relationship.

So, to conclude, it could be a lot of different things. But a ‘fake dating’ relationship is one that develops based upon a ploy for a specific advantage.

Management-Challenged Brazilian Governance and the Low Relevance of National Fishery Management Policy: Recommendations to Promote Viable Small- Scale Fisheries- Juniper Publishers

In a first instance, we approached a view of the Brazilian fishery management underwent political decisions that have modified its organizational administrative structure along last years, for example, no longer consider seasonal fishing closures subsidies to small scale fishers, in part given the current political and economic crisis creating the need to cut down on costs; a decision, that is likely to create further costs, nullifying the savings hoped for. Secondly, we provide suggestions on ways to maintain these subsidies, as to improve the fishery management processes, urging that considering fisheries participants in the political decisions will become essential for sustainable small- scale fisheries.

Introduction

Fishing is documented as the first activity that prompted humans to organize in settlements, circa 45, 000 y before present. In fact, fishing may precede the agricultural revolution [1], given this livelihood readily provided valuable natural resources with consistency- i.e., fishes and other food of aquatic origin. Despite profound changes in fisheries practices along history (e.g., large- scale fishing involving vessels with sophisticated navigation and catch equipment), small-scale fisheries remain responsible for important food supply, with roughly 30 million t of edible fish and shellfish caught worldwide yearly [2].

Globally, adequate management of fishing stocks is one of humanity's most pressing challenges, such that striving to attain sustainable fisheries ever requires insightful knowledge of the drivers that may foster or hinder such state. Nowadays, of the “big barriers"to sustainable fishing [2], the overwhelmingly higher government-subsidized large-scale fisheries may compromise the viability of small-scale fisheries. Indeed, while the large-scale fishery sector may be financially unsustainable without external subsidies [3], this activity sector may be responsible for the depletion many fishing stocks, including 8-20 million t of discarded by catch [4]. Furthermore, many large- scale fishing practices may compound these negative impacts by destroying benthic habitat on which many exploited species rely [5]. Thereby, the overall impacts of such financial support in favour of large-scale fisheries are argued to increasingly imperil small-scale fisheries [6]. While fishery policies may sway in the favour of different interests, the admittedly unfair funding model favoring large-scale fisheries may be the result of difficult record-keeping and management of a much larger number of small-scale fishers by government agencies (an issue raised by [2]).

In this opinion note, we aim to underscore how the current Brazilian economical and political contexts might have led to a nation wide 'planned disorganization' of small-scale fishing policies, triggered from poorly-adapted governance regime targeting cost reductions, without any serious considerations to potentially interconnected and long-terms negative impacts. Here, we focus on improvements that may be undertaken with regard to managing small-scale fisheries, considering the stakeholders-resource relationship, as this remains fundamental for the advent of feasible and adapted small-scale fisheries governance in Brazil.

Of all the fishing occurring along the extensive Brazilian coastline and hydrographic basins (e.g., the Amazon), 52.5% of such activity may be considered 'small-scale' and provides a livelihood to an excess of 3 million of individuals [7]. In 2010, of the entire Brazilian gross national product (GNP), the fishing sector accounted for 7% or US$ 34.4 bi [8]. Given the economical importance of the fishing sector as a whole, the enduring health of small-scale/artisanal fishing is thus of direct relevance for a significant portion of the Brazilian population. Brazilian governmental agencies,such as the Ministries of the Environment and Fisheries are in principle responsible to establish and implement policies aimed at regulating fishing activities for sustainable resource management. Contrastingly to many admittedly detrimental effects to small-scale fisheries in favour of large-scale fisheries (mentioned above), government policies may play central roles in preventing the collapse of fish stocks and their cascading ecological and economic consequences [9-13]. Among various management strategies, the Brazilian governance allocates fishing subsidies during the spawning period of many aquatic species. These subsidies (regionally referred as "segurodefeso") are part of a compensatory measure to individuals classified as 'small-scale fishers', as an incentive to comply with temporary fishing bans (http://www.mpa.gov. br/index.php/pesca/seguro-defeso). Yearly, these subsidies correspond to over 1 billion USD, paid to over 1 million of fishers [8]. This program is congruent with leading scientific propositions, urging that a minimum population sizes survives under a given recruitment regime until conditions of adequate productivity for fishing are re-established [14,15]. As such, fish populations (i.e., stocks) should be maintained to permit their re-growth until the following reproduction period, as to regionally permit sustainable (i.e., long-term) fisheries.

In October 2015, resulting from a political manoeuvre to minimize expenses in an economy in crisis, the federal Brazilian authorities merged the Ministry of Fisheries within the Ministry of the Agriculture. Recently, this latter agency released an inter-ministerial decree (192/2015) [16] that terminates the aforementioned subsides to approximately 500.000 of beneficiaries (i.e., fishers and shell fishers) operating in most fishing regions of Brazil, chiefly the Amazon basin and the Northeastern coast, which are amongst the most productive fishing areas of this country [8]. Overall, the decision to suspend this financial compensation isclaimed to be based on a need to reassess the eligibility criterion of beneficiaries and, following Pinheiro et al. [17], hundreds of thousands of fishers may be illegally receiving these benefits, a fact already known to the Brazilian authorities [18]. Consequently, this political manoeuver implies a revision of the criterion enabling individuals to qualify as 'small-scale fishers'. Although these expenses need to be tightly regulated, arguably within any contexts of financial needs (as it may be the case for fishers no-longer compensated during fishing bans), not only the near-term effortsto reduce fishing efforts and promote adequate recruitment will be compromised, but alsopotentially increasingly negative ecological and social effects may arise in the advent these no-payments persist. Thus, this ploy may have potentially important impactsonthe conservation of marine and freshwater biota [17], with lasting repercussions on regional economy and life quality. Few months after (March, 2016), the Supreme Brazilian judicial court revoked the decision to suspend the social benefit, however, all this administrative act has contributed to the slowness of the system that is responsible for the payment of this, thus generating damages to the livelihood of fishers.

The advent of this scenario suggests that the medium to longterm environmental, economical and societal consequences were most entirely ignored by the responsible Brazilian conservation and natural resource agencies [19,20]. As such, this political manoeuvre adds further concerns to current trends of Brazilian governance on biological conservation by be a decision made solely in an effort to cut short-term expenses. For instance, few more two year ago, the national red lists of endangered species was entirely revoked (released in December 2014) as a result of political influences of the industrial fisheries sector [21]. All this political scenario is extremely worrying because is clear how the little awareness and concern with interests jointing biodiversity and fishers livelihood has been disregarded along modern Brazilian history. As the latest governmental act (13th March, 2017), the Brazilian government in more one administrative act without consider fishers interests, merged the Ministry of Fisheries within the Ministry of the Industry, Foreign trade and Services (9004/2017) [22]. The implications of these political changes to the process of guarantee of fisher's rights in regard to benefits, services and assignments of national fishery policy and sovereignty in the fishing areas may became seriously compromised. Yet, a great part of small-scale fisheries contingent remains in an extreme poverty condition as well as further face conflicts with urbanization and industries Figure 1, that besides disputing fisheries territories also have generated habitats destruction/pollution making still more difficult be a fisher in Brazilian waters.

Here, we argue that if indeed reassessing eligibility criterion is required to avoid fraudulent issuance of these subsidies, implementation of these should be maintained and bed is allowed on a case-by-case basis; i.e., in the cases individuals fail to meet qualifying norms. Such strategy would promote both sustainable practices and goodwill among small-scale fisheries participants and governance. Maintaining such financial compensation does not impede recognizing that other measures exist to stimulate sustainability in fisheries (see "the fishery management cycle" in: [2,23] Instead, this involves basing governance choices in favour of conservation strategies that also promote sustainable small-scale fishing livelihoods. While we agree that an adequate policy-based system is required, cooperation with stakeholders, technical agencies and fisheries researchers may be the best alternative to full governmentally-driven policy making [23].

Conclusion

By the sheer number of involved individuals, small-scale fishery is arguably a challenging endeavour for government management. Despite this reality, practical alternatives exist that may ease government-based practices. Firstly, employing, at least partly, these aforementioned groups of non-government professionals may improve implementing effective monitoring regarding the status of 'small-scale fishers'. Developing regional councils and inter-states commissions (i.e., associated to distinct eco-regions) formed by fishers and fisheries professionals (including governmental agents) could act as effective control for defining and there after identifying small-scale fishers in a cost effective fashion. Furthermore, employing an 'eco-labelling' for consumer-targeted water food products e.g. [2,24] may not only supports small-scale fishers and sustainable fishing initiatives, but provide a direct incentive from within the small-scale fisheries sector for self-monitoring and control. Overall, these approaches may offer regionally-educated knowledge, flexible monitoring methods, along with providing rigorous information required to maintain effective governance measures, such as segurodefeso. Secondly, Ecosystem Approach for Fisheries (EAF) is claimed as an effective alternative to governance and management fishery models [25]. Such approach strives to balance diverse societal objectives by accounting both the knowledge and uncertainties of biotic, abiotic and human components of ecosystems and their interactions, while applying an integrated approach to fisheries within ecologically meaningful boundaries [26]. Currently, EAFis practised in several developed countries, for instance, in the NW Australian shelf [27,28], and the South African pelagic fisheries [29-31]. Such management led to efficient assessment of commercially-exploited stocks, demonstrating the advantages of optimised precautionary resources management. In Brazil, however, implementing these management practices may be initially challenging, mainly given that current management regimes rely on 'conventional' fishery approaches and as such, important updating will be required. As pointed out by Castello [18], the Brazilian fishery management model still rely on academic researchers and government technicians to study aspects of the biology and/or population dynamic of the fishery resources. These groups later passs along this generated knowledge to the management agencies. In principle, these latter agencies will there after determine how to set management models and rules, however in practice this seldom occurs. While this approach has effectively been implemented in the European and North American small-scale fishing models, chiefly given that financial and human resources were at one point provided for reaching intended goals [32], this reality as not yet been envisioned by Brazilian management agencies, and as it stands, no such change, a fishery management model in accordance with sustainable practices won’t likely occur in a nearby future.

Here we argue that the creation interdisciplinary panels composed of fishers, governmental agencies representatives, non-government fishing professionals and researches would represent the most comprehensible body able to guide small- scale Brazilian fishery management and to effectively identify 'small-scale fishers' while contributing to maintaining fishing subsidies as an instrument of socio-environmental development. Clearly, under such endeavour transparency would be required (i.e. keeping all processes open and public), including swift communication of findings and results to beneficiaries. Within this context, the small-scale fishing communities may become legitimate, self-guided (i.e., by fishers) organizations, collaborating with other stakeholders to set tangible goals aimed at a desired management objectives. Complementary knowledge and perspective among involved groups may increase the likelihood that economically and ecologically viable small- scale fisheries is attained and maintained in the mid- long-term future. Unless these subsidies are maintained, any benefits (e.g., savings) hoped by Brazilian authorities will likely evaporate when pitted against adverse ecological, social and economic consequences that may ensue from stock depletion. Given the importance of small-scale fisheries in Brazil, the importance of maintaining these resources should be the first interest of governance.
